Columbus Girls Softball will hold a meeting Wednesday, March 11, 2009 at Cherokee County Ambulance Building at 7p.m.

Softball Rules
The objective of CGSL is to teach the fundamentals of sportsmanship & fair play, while learning the skills of softball. It is impossible to participate in sports without being competitive, but competitiveness has it’s limit. We want players to learn how to win, but also how to lose, and to do their best at all times.
ADMINISTRATION
A board governs CGSL as specified in the By-Laws. Board members consist of a President, Secretary, Treasurer, and Vice-Presidents for each age group, The administration has the responsibility for drafting and reviewing the rules and regulations found in this document and in making their interpretations and decisions of rules. The committee shall consider and follow the intent in trying to reach a fair and equitable decision.
The Board is elected following the season and serve a one year term beginning in October. Their service is voluntary and unpaid.
League fees help cover uniforms, field maintenance, and insurance. League insurance will be supplemental to personal health insurance.

TEAM FORMATION:
Teams are formed after regular registration is complete. The maximum number of players per division team is 13, unless the league approves an exception. Steps for team formation are applied as follows:
A. Daughters assigned to the team their parent(s) coach or help coach;
B. Players are selected by coaches after the scheduled tryout day;
C. Sisters registered in the same division are placed on the same team unless a parent requests otherwise;
D Players registering after regular registration will fill openings on a first-come, first-served basis.
E. Any conflicts from this process will be resolved by the appropriate VP with assistance from the President if requested by any involved parties.
DIVISION STRUCTURE
6-U: T-Ball
8-U: 7 & 8
10-U: 9 & 10
12-U: 11 & 12
14-U: 13 & 14
Birth date age cut-off: Legal age on January 1st of the current calendar year determines division assignment.
WAIVERS:
No waivers down to a younger division. A player may waiver up to the next higher division with approval of the respective league VP.
RESIDENCY RULES
Any girl signed up with CGSL must have a parent or legal guardian that lives within USD#493 school district.
ALL STAR TEAMS
All-star teams are selected in 8-U & higher divisions. All Stars are selected by their respective age division coaches using a ballot. CGSL all-star teams will be comprised of players from the CGSL league. Teams will be selected toward the end of regular season. Players who have participated in one-half of their regular season games and practices may participate in the All Star Program. The use of non-league players will void league funding for post-season tournaments.
1. The All Star Program is competitive and there is no guarantee that all interested players will participate.
2. Players on an All Star team are representatives of the Columbus Girls Softball League. Players engaging in any behavior that in any way reflects poorly upon the League may be removed from the team.
3. There are no minimum participation requirements or guarantees of playing time. Coaches are encouraged to make the best use of the players on their roster but there is no guarantee that players will play for a specified amount of time, or in a specified position.
4. Players and parents interested in participating in all stars should be made aware of the amount of commitment required to participate.
UMPIRE HARASSMENT
Umpire harassment will not be tolerated and the umpire or a league official is empowered to suspend a game or declare a forfeit, if necessary.
PLAYER PARTICIPATION RULES:
Players are not required to play equal time in each game. However, all players must play a minimum of two full innings by the end of the fourth inning. The home team will keep the official scorebook and provide it to the secretary to document player participation.
All offensive players must wear a helmet with a face guard/shield and the chinstrap fastened.
Players may not wear jewelry (earrings, watches, necklaces, bracelets, etc).
PLAYING SEASON AND PRACTICE LIMITATIONS:
Practice may begin after league tryouts are held. Games usually begin the last week of April and finish by the first week of June. The T-Ball season normally begins after Memorial Day weekend.
FIELD USAGE AND ACCESS RULES:
CGSL field practice times are in 1 hour time slots. Due to the difficulty in scheduling, teams may only have one practiced time reserved on the calendar. Calendars are located in the announcers booth. Coaches should work together to schedule times compatible for all. Any time not scheduled for practice is open for CGSL girls/teams to practice. Rake spots where ruts are left after a practice. Players and teams should not practice on wet fields. We need to leave the fields in good shape. IF A FIELD IS FOUND IN POOR SHAPE CONTACT AN OFFICIAL.
The Columbus High School takes precedence over CGSL practices.
FIELD MAINTENANCE:
Each team is responsible for picking up trash in and around dugouts after games and practices. Home team of the last game played is responsible for turning off the lights, public address system, scoreboard and locking the press box after the game.
GAME SCHEDULING
The President and V.P.'s will determine game nights. The V.P.'s will schedule games for their age groups. High school usage takes precidence over CGSL usage. No games or practices are to be scheduled on high school game nights or the week of high school districts . The big field will not have games scheduled the night before high school games. Completed schedules will be sent to the Secretay and President. The President will forward copies to the groundskeeper, Community Field Board and concession stand manager. Any schedule changes will promptly reported to all above parties.
RAINOUTS
Game cancellations due to field conditions will be made by the Community Field Board. The CGSL President will contact the appropriate VP's to relay the information. Cancellations will be made by 5:00 and posted on the website.
NEGATIVE CHEERING AND BEHAVIOR (COACHES AND PARENTS):
CGSL encourages positive cheering supportive of team play. Negative cheering or cheering directed at or to distract the opposing players or team should be discouraged. The team manager or designated coach is responsible for enforcing proper behavior and standards of conduct for team players. Umpire harassment will not be tolerated. Unsportsmanlike conduct and/or abusive or foul language by any player, spectator, or coach is prohibited. Hostile action by a player, coach, or manager during the game shall result in removal from the game. Any umpire or League official is empowered to remove a team player, manager, coach or spectator from the game or field area and is not required to issue a warning before ejection. If a coach or spectator is ejected from a game, they shall take no further part in the game and must leave the ballpark area immediately (five-minute limit). If the offender fails to comply with the umpire’s or League officials directions, the game may be forfeited to the opposing team. Any ejection should promptly be reported to the respective VP and President.
SOFTBALL PLAYING RULES: ASA rules apply to all fast pitch softball Divisions unless stated otherwise.
6 and under T-Ball
1. No batting circle. All players on the batting team are to remain in the dugout area until it is their turn to bat.
2. Player must be 6 years old on or before January 1st preceding the current season.
3. Teams will redraft every year.
4. Batters will wear a helmet with a faceguard.
5. An adult will soft toss 5 pitches to a batter. If the batter has not hit, a tee stand will be used
6. Every offensive player will bat each inning without regard to any outs.
7. All players play - Teams are limited to 10 players maximum. Maximum of 6 playing infield positions. Others must play past the base path.
8 and Under
1. Player must be 8 years old on or before January 1st preceding the current season.
2. Teams will redraft every year.
3. ALL players play - Teams are limited to 13 players maximum. Maximum of 6 playing infield positions. Others must play in the grass.
4. SEVEN-YEAR -OLD (and younger) BATTING RULES. Coach will pitch 5 pitches. Balls and strikes are not counted. If the player does not get a hit they are counted out. An at bat can not end on a foul ball. NO BASE ON BALLS.
5. EIGHT-YEAR-OLD (or nine) BATTING RULES. Players will hit off of a player pitcher from the other team. The ball/strike will be in effect. The batter will either hit, strike out, or if the count to 4 balls the coach will finish the pitching count. If a player thrown pitch hits the batter, the batter is awarded first base. Any player hit by a Coach will not be allowed to walk. NO BASE ON BALLS.
6. Lead off may be taken when the player/pitcher releases the ball. NO STEALING IS ALLOWED. Runner must be halfway to base before the a dead ball is announced in order to take the next base.
7. Pitching mound will be at 30 feet.
8. Coaches may talk to the pitcher once per inning. If the Coach makes a second trip to the mound, the Coach must change pitchers. Injury time out does not count.
8/ 10 /12/14 and Under
1. Respective age on or before January 1st.
2. Teams will redraft every year.
3. A team can score no more than 5 runs in one inning.
