Little League Umpire Registry Now Open
November 18, 2009
Dear Little League Volunteer Umpire:
We cordially invite you to take the opportunity to renew your umpire registry for the 2010 season as the registry is now open on-line. Please encourage all fellow umpires within your Little League to register.
Don't delay and miss even one edition of the "FAIRBALL" newsletter; and possibly start the season without your 2010 rule books. Once you register, you may expect your supplies to begin shipping in January, 2010.

Umpire Clinics Scheduled for Williamsport
After a successful transition into our new "Headquarters", Little League is pleased to annouce that the Umpire Clinics are back and in full swing. The Umpire Clinic emphasizes and offers training on field mechanics, plate mechanics as well as base mechanics. The Clinic will also offer ways to better understand the baseball and softball rules of Little League which in turn will effectively benefit them in future game like situations.
We are pleased to extend a cordial invitation to league personnel to join us in Williamsport, Pennsylvania on September 12 & 13 , 2009 and/or March 29 & 30,2010, for a Little League Umpire Clinic. It will be held in the Dr. Creighton J. Hale International Grove, Dining Hall Recreation Room (2nd Floor).
Please join our enthusiastic Little League Instructors for this informative clinic. The cost of the clinic is $85.00 per person, payable by September 5, 2009 for the September clinic and March 14, 2010 for the March clinic.
We will accept the first 75 to register. This fee includes breakfast, lunch and dinner on Saturday, breakfast and lunch on Sunday. We will accommodate all umpires in our dormitories on the complex. All materials will be included although umpires will need to bring their own mask and a baseball glove. Clinic hours are Saturday 8:15 a.m. - 4:30 p.m., 6:00 - 7:30 p.m. and Sunday 8:15 am - noon.

Bulletin: Labeling on Certain 2,1/4" Bat Models

It has been brought to the attention of Little League officials that there are a few bats for sale in stores or that may have already been purchased that carry the Little League approval, but do not have the required bat performance standard markings. The Little League Rulebook states that beginning January 1, 2009, all non-wood bats used for play in Little League Baseball (majors and below) shall be printed with a bat performance factor (BPF) of 1.15 or less. While the bats we have identified pass the BPF standard and other standards of proportion and measurement, they do not have the proper label. These bats are in the marketplace for a variety of circumstances. After review by Little League officials, it has been determined that these bats may remain in the marketplace and shall be allowed for play during the 2009 season only, with the understanding that these bats shall not be allowed for play after December 31, 2009, even though some improperly labeled bats may still remain in the marketplace, or retained by leagues and players after the 2010 deadline. Also, check the model you are purchasing. If these bats, like the Vanquish, are replaced with corrected labeling, and have the BPF 1.15 label, they will be allowed after 2009.

(There is a newer model of this bat, also named the Vanquish and it has copper and black markings. It contains the proper labeling and therefore is not subject to the one-year rule).

Little League Announces Change in Umpire/World Series Policy

The policy regarding the maximum number of World Series assignments a volunteer umpire may receive has been changed.
Previously, a Little League volunteer umpire was permitted to umpire only two different World Series tournaments in baseball and/or softball. Also previously, there was no minimum time limit between those two World Series tournaments.
The new policy places no limit on the number of different World Series tournaments in baseball and/or softball that an umpire could work. However, the new policy places a minimum four-year hiatus between each of those assignments - during which the volunteer umpire must continue to provide his/her services to the local league/district.
With these additional opportunities spread out over a number of years, it is our hope these veteran umpires will continue to lend their expertise to the Little League program beyond their most recent World Series assignment.
Here are the conditions that apply:
1. Any umpire who has been assigned to a World Series may apply for another world series at a different level.
2. It must be at least four years since the last assignment. (Example: An umpire works a 2009 World Series. That umpire once again becomes eligible under this condition to be recommended in 2012 to umpire a different World Series in 2013. If that umpire works a World Series in 2013, that umpire again becomes eligible under this condition to be recommended in 2016 to umpire a different World Series in 2017.)
3. An umpire may only be assigned to any one of the eight World Series one time.
4. An umpire that has left the Little League program for one season or more must re-qualify once again with all the required recommendations and umpire at least four years from when that umpire came back into the program.

Andy Konyar to Retire as Little League's Umpire-in-Chief
Most of you know that 2007 was a tough year for me, losing my wife and best friend of 40 years.
So many of you shared my loss, sending words of comfort.
I've learned that life is short and so, I’m retiring. October 31 will be my last day and what a wonderful
ride these 21 years have been. As I say my final farewells, I feel privileged to have been a part of an
international icon. Little League Baseball and Softball is one of the greatest institutions in the world.
