NORTH JERSEY YOUTH FOOTBALL LEAGUE = CONSTITUTION=20 AND BY-LAWS 2002

1. NAME:

This organization shall be known as the "NORTH JERSEY YOUTH = FOOTBALL=20 LEAGUE INC." hereinafter abbreviated to NJYFL.

2. AIM:

To strengthen the physical and mental well being of the youth = involved=20 in our programs through the teaching and exhibition of good = sportsmanship.=20

3. MEMBERSHIP:

(A). Membership will be open, subject to a majority vote to = accept any=20 organization willing to field teams in compliance with the NJYFL = rules and=20 willing to adhere to these by-laws.

(B). The NJYFL recruiting area shall be limited to all of Sussex = County, West Milford Twsp., in Passaic County, Netcong, Parsippany = Hills=20 sending district in Morris County and the North Warren sending = district in=20 Warren County, and any such areas as are admitted to membership in = the=20 future.

4. ELECTION OF OFFICERS: =

An election of officers will be held annually during the month = of=20 December. Prior to the election, a Nomination Committee appointed = by the=20 League President shall propose a slate for President, Vice=20 President/Player Agent, Vice President/Secretary, Treasurer. = Nominations=20 can be made from the floor at the time of the elections are held. = A notice=20 of the election meeting will be given to each League = Representative prior=20 to the election meeting.

5. MEETINGS

Meetings will be held as necessary. The President shall have the = power=20 to call special meetings. Each team will send one representative = to each=20 meeting. Each team will have but one vote in any poll or election. = All=20 meetings are to be conducted in accordance with ROBERT'S RULES OF = ORDER=20 except as otherwise specified.

6. FINES:

An organization which fails to have a duly authorized = representative=20 at any regular meeting or special meeting will be assessed a = $25.00 fine=20 for each meeting missed.

7. COMMITTEES:

(A). The LEAGUE COMMITTEE shall be composed of the President, = Vice=20 President/Player Agent, Vice President/Secretary, Treasurer and = one=20 representative of each organization. Attendance by 2/3 of this = group will=20 constitute a quorum at a meeting. Each organization may cast one = vote.=20 Officers may not vote.

(B). The EXECUTIVE COMMITTEE shall be composed of the four = elected=20 officers and the LEAGUE COORDINATOR OF OFFICIALS.

8. AMENDMENTS:

A 2/3 vote of the League Committee will be necessary to amend = the=20 constitution, by-laws and playing rules. This vote will be taken = at the=20 first meeting after a reading of the proposed changed.

9. DUES:

Membership dues of $350.00 will be paid annually. A $25.00 per = month=20 assessment will be charged if the dues are not paid at or before = the April=20 meeting. (Rev. 3/02)

10. DUTIES OF OFFICERS: =

PRESIDENT:	shall preside over meetings, appoint committees, call = meetings=20 and such other duties as are usual to such a = position.
VICE PRESIDENT/PLAYER AGENT:	shall cause team rosters to be prepared and distributed to = all=20 member teams, mediate questions of player eligibility and = recruiting=20 boundaries. If the problem cannot be resolved by mediation, = the=20 final decision would be by the LEAGUE COMMITTEE.
VICE PRESIDENT/SECRETARY:	shall perform those duties as are usual to an organization = such=20 as this.
TREASURER:	shall faithfully keep safe the funds of the organization = and=20 make financial reports as requested.
LEAGUE COORDINATOR:	shall perform all duties in regard to coordination with = the=20 scheduling of all game officials, rescheduling of postponed = games=20 and coordinating these duties with the OFFICIALS = COORDINATOR.
EXECUTIVE COMMITTEE:	shall meet as required to consider complaints regarding=20 violations of the Constitution, by-laws and playing rules. = The=20 Executive Committee may call witnesses if they feel they are = necessary.

11. EQUIPMENT:

(A). Players must be properly uniformed and padded as specified = in=20 current season playing rules, NJSIAA and National Federation of = High=20 School (NFHS) rules to participate in NJYFL games.

(B). Team uniform colors may not be adopted or changed except by = the=20 majority vote at a league meeting.

(C). The home team shall provide suitable playing fields and=20 equipment.

(D). The MIDGET and PEE WEE game ball shall be a Wilson TDY. =

(E). The SUPER PEE WEE and PONY (instructional) shall use a = Wilson=20 TDJ.

(F). Each organization shall provide the NJYFL with a paid bill=20 showing that all their helmets have been NOXSAE certified for the = current=20 playing season. The bill should clearly show that the helmets have = been=20 certified.

12. GAME OFFICIALS:

Game officials shall be provided for and assigned by the NJYFL. = Each=20 member organization shall be assessed and pay for the services of = the=20 officials as determined by majority vote at a monthly or special = meeting.=20 At the Midget and Pee Wee levels, there shall be three = card-carrying=20 officials or a minimum of two carded officials and one cadet. = Super PeeWee=20 games must liave a minimum of one card-carrying official and one = cadet.=20

13. OPERATIONS:

Each organization will appoint a SITE MANAGER. A person from = home=20 field responsible to confirm games times with officials. (Rev.OO) =

The NJYFL President shall appoint committees as follows: =

	(A). RULES - Consisting of the League Representative to = evaluate=20 and/or recommend proposed changes to the by-laws or playing = rules.=20
	(B). PUBLICITY - To provide and release information = regarding=20 happenings in and or about the NJYFL and to promote the = activities=20 of the League.
	(C). SCHEDULE - To formulate and present a proposed = playing=20 schedule.
	(D). NOMINATION - To prepare and present a slate of = candidates=20 for league officers annually.
	(E). DISCIPLINARY COMMITTEE - To be presided over by the=20 President and three members. This Committee will have the = power to=20 enact fair and proper rulings and judgments against any=20 organization, team, coach or player that does not adhere to = the=20 League Rules and by-laws.
	(F). LEAGUE STATISTICIAN - To maintain official standings = weekly=20 throughout the season and make those standing available to = each=20 league representative. Each League representative is to = notify the=20 League Statistician of game results Sunday evenings. (New = 3/98)=20

14. PLAYING RULES:

A rules committee will recommend proposed changes by the = February=20 meeting to be voted on at the March meeting for the upcoming = season.=20

15. NON-LEAGUE PLAY:

(A). Non-League games, exhibition or otherwise, shall not = interfere=20 with the league schedule.

(B). Prior to and immediately after the regular season schedule, = there=20 shall be no restrictions.

(C). No team may play in a non-league game as a representative = of the=20 NJYFL unless such representation has been approved by the LEAGUE=20 COMMITTEE.

16. VIOLATIONS:

(A). Should a member organization fail to abide by these = by-laws, or=20 should there occur a violation of the playing rules, the President = shall=20 be so notified and an Executive Committee meeting shall be held to = deal=20 with said violation. If the violation occurs in a game situation = the=20 protesting club representative or coach shall cause to be prepared = a brief=20 written protest setting forth the particulars to be signed by the = chief=20 official at the game.

(B). It will be the duty of the LEAGUE DISCIPLINARY COMMITTEE to = present a recommended course of action to the LEAGUE COMMITTEE. =

(C). A majority of 2/3 of the LEAGUE COMMITTEE shall be = necessary to=20 validate a course of action to be administered.

(D). Playing an ineligible player is an automatic loss. =

(E). Coaches ejected from a game shall be automatically = suspended from=20 the next game and his/her organization shall be fined $100.00. In=20 additiona to the suspension and fine the matter will be referred = to the=20 DISCIPLINARY COMMITTEE where additional penalties and sanctions = may be=20 imposed. (Reev. 01)

NJYFL PLAYING RULES =

1. AGE LIMITATION:

(A). Minimum: must turn age 7 prior to October I, current = season.=20

(B). Must not reach fifteenth (15) birthday on or before end of=20 current season.

(C). Proof of age: Birth certificate, baptismal certificate or = other=20 accepted proof of birth.

(D). Restrictions: High school freshmen (9th grade students or=20 equivalent) are not eligible regardless of age.

(E). Super Pee Wee: must not reach 12th birthday prior to = October I,=20 current season.

(F). Pony: cannot turn 10 prior to October I, current season. =

2. WEIGHT:

(A). There is no minimum weight.

(B). Maximum weight at initial registration:

To be eligible all players must meet initial weight maximum=20 limitation. Players who do not meet the limits at the initial = registration=20 may be restored, but may not compete until they have met the = weight=20 limitations. Any league official may certify that a player has met = the=20 initial weigh-in limitation. The player will then be eligible to = compete=20 at the current game weight in future games. Official team rosters = must be=20 presented at all weigh-ins. Beginning in 2001 weight increases to = be=20 considered on a biannual basis. (New 01)

3. PLAYER REGISTRATION: =

(A). Initial Registration:

	1. Players must be certified by age, weight and school = grade at=20 the initial registration to qualify for play in the 1st game = of the=20 NJYFL season. This includes Super Pee Wees except that the = Super Pee=20 Wee roster will contain an accurate player weight certified = by the=20 team head coach.
	2. Initial registration must take place within two weeks = of the=20 1st game of the season. Specific scheduling will be set by = the=20 LEAGUE COMMITTEE during the August meeting.=20

(B). Supplementary Registration:

	1. Supplementary registrations will be held where and when = designated by the VP/Player Agent with the approval of the = League=20 Committee to allow the registration of newly rostered = players.=20
	2. Roster changes to be completed prior to week three (3) = of the=20 playing season except for hardship cases for teams with less = than 15=20 players or less (New 01) =

4. INTERCHANGE OF PLAYING = CLASSES:=20

(A). PERMANENT CHANGES:

	1. Players initially qualified as peewee class may be = moved to=20 the midget class at any time. A player can make one move = between=20 midget and peewees. The player may not then return to the = peewee or=20 midget class. This does not involve the emergency rule. =
	2. Super PeeWees may be brought up to be rostered as a = midget or=20 peewee at any time during the season. Any player who is = currently=20 rostered as a midget or peewee is ineligible for play as a = super=20 peewee. Violation of this rule may be considered grounds for = explusion from the league for the team and would usually = result in=20 the explusion of the coach of the offending team.
	3. 8th graders regardless of age must play Midget Class = Football=20
	3a. OLDER/LIGHTER RULE: Any player turning 14 years old = prior to=20 10/1 of current season, regardless of weight must play = Midget class=20 only. An 8th grader who turns 14 after 10/1 and is under 100 = Ibs.=20 may play Midget class or Peewee class if they choose. This = player=20 WILL NOT be allowed weight increments as the season = progresses (Rev.=20 00)

(B). NON-PERMANENT CHANGES OF PLAYING CLASS

	1. The existence of probability of emergency conditions = shall be=20 determined by each team and reported to the opposing team = and the=20 officials prior to the start of play.
	2. Non-Permanent changes are permitted to meet emergency=20 conditions only. Emergency conditions are defined as a squad = with=20 less than 11 players available at the game time or during = the game=20 due to loss of players.
	3a. Peewee class players weighing not less than 95 pounds=20 (actual weight no including equipment) may be assigned to = play=20 midget class on a non-permanent basis when such emergency = conditions=20 exist.
	3b. Midget players who can qualify by age and weight may = be=20 moved to a peewee squad when emergency conditions occur = during a=20 game. Emergency conditions or possible emergency conditions, = occurring prior to the game must be filled from the super = peewee=20 roster and may not be filled from the midget roster. =
	3c. Players designated, as emergency may not play in a = game=20 until the roster is depleted of regular team members. =
	4a. A team with less than 11 players available to start = shall=20 make sufficient nonpermanent changes to achieve the 11 = player=20 minimum prior to the start of play by either class. Names = and=20 uniform numbers of the players involved will be reported to = the=20 opposing team and the head official prior to the start of = play.=20
	4b. A team with at least 11 but less than 14 players = available=20 prior to the start of play by either class shall report = possible=20 emergency conditions to the opposing team and officials. The = names=20 and uniform numbers of contingency players shall be = presented to the=20 officials prior to the start of play.
	4c. No player may play in more than one game during any = one=20 weekend. A player starting or entering a game is considered = to have=20 played the game.
	4d. If the visiting team, immediately upon reaching the = field,=20 declares it has a team with emergency or possible emergency=20 conditions as defined above, then that team must start first = regardless of the home team's wishes.
	4e. Should the total number of contingency players be = depleted=20 by injury or illness in a game, additional non-permanent = changes may=20 be subject to not depleting the team from which they are = drawn.=20 (Note: a game may continue with a few as 8 players to a = team: 7=20 lineman and one back).
	4f. The contingency designation may be withdrawn when a = player=20 so designated does not enter a game. Withdrawal is subject = to=20 approval of the head official being satisfied that the = player has=20 not entered the other game.
	4g. Should the one game rule be violated, knowingly or=20 unknowingly the player shall be removed from the game in = progress,=20 if applicable, and shall not be eligible to participate in = either=20 class of the offending team's next scheduled game. Super = Peewees=20 playing on the peewee level on Friday or Sunday may not = compete as a=20 super peewee on Saturday. (Refer to rule H4A: Contingency = players=20 will consider that postponed games are played on the same = weekend).=20

5. TEAM ROSTERS:

(A). The NJYFL will provide a standard form for the rostering of = players.

(B). Each team is permitted to roster 30 players at the Midget = and=20 Peewee Classes. There is no roster limit for the Super Peewee = Class or=20 Pony class.

(Cl). Rosters shall show the name, residence, address, league = age,=20 current and previous school grade, birth date and weight. All = rosters must=20 be typed and in numerical order. Duplicate uniform numbers between = Midgets=20 and Peewees or within any weight class are not allowed with the = exception=20 of West Milford as long as their midgets and peewees have = different=20 uniforms.(rev 3/02)

(C2). A birth certificate or other acceptable proof of birth = date for=20 each player must accompany the typed roster.

(D). Certification of players on the initial team roster = constitutes=20 registration and acceptance of the players for league play. This=20 acceptance is contingent upon the player meeting initially and = continuing=20 to meet all criteria for eligibility.

(E). Players failing to meet one or more requirements of = registration=20 including weight may remain on the roster, but may not participate = in=20 league play until all requirements are met by the player and = certified by=20 the Player Agent or his representative.

(F). The Player Agent will see that each team receives a = complete set=20 of team rosters as certified by him as quickly as possible after = the=20 initial registration but no later than one day preceding the = second game=20 of the current season.

(G). A player whose name appears on the current certified roster = of=20 one team, or who has participated in current season practice with = a team=20 cannot be restored by another team, except upon presentation of a = written=20 release from the initial team to the Player Agent and then only = prior to=20 the first game of the season, unless the player has physically = moved to a=20 residence address is in the receiving town.

(H). Players may be removed form the official roster for only = the=20 following reasons.

	1. Moved from area; release is mandatory, provided this is = in=20 accord with 6H.
	2. Released from the team; release is mandatory if = requested by=20 player.
	3. Resignation of player; release is mandatory provided = all=20 obligations to the releasing team are met.
	4. Disputes regarding rostering will be resolved by the=20 EXECUTIVE BOARD.

(J). Players removed from the roster may not be re-rostered by = the=20 same team during the balance of the current playing season. =

(K). Organization fielding more than one team on the Super = Peewee or=20 Pony levels will divide those teams equally by LEAGUE AGE . (REV = 3/02)=20

(L). Each organization will submit a complete list of coaches = with=20 their phone numbers at the roster meeting.(new 3/03)

6. GAME WEIGH-INS:

(A). Players must qualify for the class for which they are = rostered to=20 be eligible for that game.

(B). Teams will present all players on Midget and Peewee teams = for=20 weigh-ins at the home field as a group, not later than thirty = minutes (if=20 possible) prior to the scheduled game time.

(C). The scale will be set at the weekly maximum for the weight = class=20 being weighed plus a 10 pound allowance for equipment for Peewees = and a 10=20 pound allowance for equipment for Midgets. Players must wear all = required=20 equipment except the helmet. Supers and Ponies will be granted an = 8 pound=20 allowance (Rev 00)

(D). Over limit players may remove enough equipment to meet the = weekly=20 maximum without the weight allowance for equipment (Rev. 00) =

(E). Players found ineligible for play for any reason will = remove=20 their shoulder pads, wear their jersey and must remain in the = player area=20 (Rev 3/99)

(F). The home team will provide a suitable enclosed place for = pre-game=20 weigh-ins. The home team will provide a scale of the balance type, = which=20 can be adjusted to "0" at the balance. A current seal is required. = Failure=20 to provide a suitable scale and/or facility may be subject to a = fine of=20 $50.00 for each occurrence.

7. GAME AND LEAGUE OPERATION: =

(A). Any games appearing on the official league schedule shall = be=20 governed by the current season NJYFL playing rules.

(B). Games involving non-league opponents shall not appear on = the=20 Official NJYFL schedule and are not subject to league = jurisdiction.

(C). Games not appearing on the NJYFL official league schedule = may not=20 be publicized as representing the NJYFL in any way.

(Dl). Friday night games are mandatory provided adequate = lighting=20 facilities are available at the home field for evening or night = play.=20

(D2). Adequacy of existing lighting shall be decided by a = majority=20 vote of team representatives at a regular or special league = meeting.=20 Should lighting of any field be declared inadequate, the remainder = of the=20 current season home games shall be rescheduled for the following = Sunday=20 afternoon.

(D3). Super Peewee games should be scheduled for Saturday nights = whenever possible.

(El). Friday and Saturday evening games that are postponed due = to=20 weather, field conditions or other authorized reason, shall be = rescheduled=20 for play the following Sunday afternoon if officials are = available. If=20 officials are not available then the game will be rescheduled for = the=20 earliest possible date convenient to both teams.

(E2). In the event of two teams without lights scheduled for = Sunday=20 afternoon and a game is postponed, the game will be played on = Monday night=20 at a neutral field agreeable to all three teams involved. In the = event the=20 tree teams can't agree, the final decision will be made by the = league=20 president.

(F). Games will be played as scheduled, unless postponed due to=20 weather or field conditions threatening the safety of players. The = home=20 team shall notiiy the team representative or head coach of the = visiting=20 ream and the league coordinator of officials of "none playable"=20 conditions, NOT LESS THAN THREE HOURS prior to the scheduled game = time.=20 Failure of the home team to provide such notification is subject = to a fine=20 of not less than the amount of money the League must pay to = officials due=20 to lack of notification, plus any bus transportation costs = incurred by the=20 visiting team due to lack of notification. Liability for such = fines shall=20 bejudged by a majority vote of team representatives at a regular = or=20 special league meeting (Rev. 3/98)

(G1). Forfeit games are not allowed.

(G2). Should a team be judged in violation of NJYFL by-laws = and/or=20 current season playing rules by a 2/3 vote of the LEAGUE = COMMITTEE, any=20 number of the team's games may be declared loses through the = procedure=20 outlined in current NJYFL by-laws.

(H). Current season NATIONAL FEDERATION OF HIGH SCHOOL (NFHS) = rules=20 shall govern all NJYFL games, except when specifically modified by = NJYFL=20 by-laws or playing rules.

(I1). Competition between different weight classes is not = permitted=20 except as outlined in rule 4 "Interchange of Weight Classes". =

(I2). An NJYFL "team" is defined as a midget weight class squad = and=20 any two other level squads. This in turn will allow said team to = conform=20 to the 4 level structure by the beginning of the third season. =

(Jl). Separate scores will be recorded for each weight class = contest.=20

(J2). Not more than 10 minutes should elapse between the end of = the=20 first and the start of the second contest, except by decision of = the head=20 game official. A team not presenting itself on the field and ready = for=20 play within the time limit will bejudged to have committed a = "technical=20 infraction" of the rules and is subject to a 12 yard penalty on = the first=20 play from scrimmage following the initial kickoff.

(J3a). Only games not completed will be rescheduled. Contingency = players will consider make-ups as played on the same day and may = not=20 compete in more than one of the games.

(J3b). The head game official may elect to cancel a game in = progress,=20 after a joint consultation with the head coaches of both teams = when, in=20 his judgment, continued play would result in unnecessary risks to = the=20 players; or in the event of a prolonged failure of the lighting = facility=20 during a night game.

(J4). Cancelled games will be rescheduled and replayed in = accordance=20 with current league policy.

(Kl). Ten minute (10) quarters are prescribed for all NJYFL = games.=20 Running clock time is prohibited. Quarters may be shortened, but = not=20 lengthened, by mutual agreement of opposing head coaches. (rev = 3/02)=20

(K2). Super Peewee games shall consist of four (4) ten (10) = minute=20 quarters. Clock will be stopped.

(K3). For the playing season 2002 Pony Level games will be ten = (10)=20 minute quarter stopped clock in an effort to give the players more = playing=20 time (temporary 02)

(K4). Two minute warning will be given at the end of each half. =

(L). One coach from each team is permitted to enter on the = playing=20 field during any charged time-out.

(M1). During a midget or peewee game, not more than 6 adults = will be=20 permitted in the bench area of either team. The bench area is = defined as=20 inside the rope, fence or markers surrounding the field and inside = the=20 20-yard markers.

(M2). During a super peewee game, there is a limit of 6 adults = allowed=20 in the coach's box.

(N). The home team will see that a MD, E.M.T., or ambulance = squad is=20 present at each game. Each team will have a first aide kit in its=20 possession at each game.

(O). The following individual player equipment is mandatory for=20 players participating in NJYFL play:

	1. Helmet with current NOXAE certification visible and a = face=20 mask. All players must use a mouthpiece.
	2. Shoulder, hip, thigh and knee pads.
	3. Athletic supporters must be worn.
	4. Shoes must be molded rubber cleats (Rev. 3/00)=20

(P). Playing field must conform to NJYFL specifications: =

	1. The field must be 80 yards long with an 8 yard end zone = at=20 each end. The field must be 40 yards wide.
	2. The playing field must be marked with a "yard marker" = stripe=20 every 5 yards with a hash mark placed on each yard marker = strip 13.3=20 yards (40 feet) in from the side line.
	3. The goal post cross bar will be 7 feet from the ground. = The=20 width inside the vertical bars will conform to current = federation=20 high school rules, or no less than a minimum of 14 feet. The = goal=20 posts shall be no less than 5 yards and no more than 8 yards = from=20 the goal line.

(Q). Penalties and Inbound Ball Placement:

	1. Penalties for minor infractions will be 4 yards or 1/2 = the=20 distance to the goal line, whichever is less.
	2. Penalties for major infractions will be 12 yards, or = 1/2 the=20 distance to the goal line, whichever is less.
	3. The ball will be a minimum of 40 feet in bounds, at the = hash-marks when put in play.
	4a. Balls kicked over the goal line will be put into play = at the=20 fifteen (15) yard line.
	4b. Balls punted over the goal line will be put into play = at the=20 fifteen (15) yard line.
	4c. Kickoffwill be at the 35 yard line (Rev 00)
	5. Point after TD: 1 point is awarded for a successful=20 conversion run or thrown in 2 points will be awarded for a=20 successful conversion kick. =

(R). Overtime: In the event of a tie at the end of regulation = time for=20 Peewee and Midget Level tarns NFHS rules adopted by NJSIAA will = apply.=20 There will be no overtime for Super Peewees or Pony levels. The = ball will=20 be placed on the 20 yard line (New 01)

8. CHAMPIONSHIP AWARDS AND = POINTS:=20

LEAGUE TROPHY

(A). The midget and peewee championships will be determined by a = point=20 system based on completed games only. Points will be awarded as = follows: 2=20 points for a win, 1 point for a tie, no points for a loss. The = LEAGUE=20 TROPHY will be awarded to the peewee and midget team(s) with the = best=20 individual point totals.

(B). Separate totals for midget and peewee contests will be = combined=20 for the overall league championship. If a team has 1 midget and 2 = peewee=20 teams or vice versa, the point system will be as follows: for the = level=20 with two teams, 1 point for a win, 1/2 point for a tie, no points = for a=20 loss.

(C). The overall winner will have possession of the LEAGUE = TROPHY for=20 the following season and shall have their name affixed to it. No = team can=20 obtain permanent possession of the League Trophy.

TEAM CHAMPIONSHIPS:

(A). A championship plaque shall be awarded to the MIDGET team = with=20 the best regular season record. In the event of a tie all teams = with the=20 best records receive a plaque. (rev 02)

(B). A championship plaque shall be awarded to the PEE WEE team = with=20 the best regular season records. In the event of a tie all teams = with the=20 best records receive a plaque. (rev 02)

(C). A championship plaque will be awarded to the SUPER PEE WEE=20 team(s) with the best record.

(D). There will be no championship for the PONY level. =

(E). The costs of the Championship plaques will be paid from the = NJYFL=20 treasury.

(F). The champions of each level (except Pony) will be awarded = $50.00=20 to their organization by the NJYFL. These funds are to be used to = purchase=20 trophies.

CHAMPIONSHIP PLAYOFF SYSTEM

(A). For the year 2000 an additional playoff system for the = Peewee and=20 Midget Class teams will be put into effect to supplement not = replace the=20 current LEAGUE TROPHY system. (NEW 00)

1. Seeding will be determined after week 8 based on the = following:=20

	a. Best Records
	b. Head to Head game(s) (rev 3/02)
	c. Best record against common opponents
	d. Coin flip
	e. seeding will never be determined by points scored or = points=20 allowed.

2. ROUND #l week 9: #4 seeds plays at #l seed. #3 seed plays at = #2=20 seed.

3. Consolation Games: #6 seed plays at #5 seed. #8 seed plays at = #7=20 seed. #10 seed plays at #9 seed. In the event there are an odd = number of=20 teams in a division the teams with the worst record will not be = able to=20 participate.

4. Week 10: The winners of round #1 will play at a neutral site = for a=20 championship.

	a. Beginning in the year 2000 the first site was = determined by=20 drawing and awarded to Wallkill Valley and will continue to = rotate=20 in alphabetical order on a yearly basis.
	b. The NJYFL will be responsible for the awards and = officials=20 for the championship finals. The winners of these games = receive a=20 trophy (rev 3/02)

5. Ties: In the event of a tie at the end of a game, current = NSIAA tie=20 breaking rules will apply. (Ball placed on the 20 yard line). =

PONY DIVISION RULES

1. AGE AND LIMIT:

	(A). Seven, eight and nine year olds, can't turn 10 prior = to=20 October 1st.
	(B). Initial weigh-in without pads, maximum weight is 95 = pounds.=20 The weight must be entered on the official team roster and = certified=20 by the Head Coach or League Rep.
	(C). 8 pound weight allowance for equipment. First game = weigh-in=20 maximum is 102 pounds with required equipment minus the=20 helmet.

2. PLAYING RULES COACHES:

	(A). No more than one coach per team may be on the field = at a=20 time. A team doesn't have to have a coach on the field = unless it=20 wants to.
	(B). Coaches on the field should keep a 10 yard buffer = from the=20 deepest player and must keep sufficient distance so as not = interfere=20 in any play.
	(C). Coach may not intentionally touch a player while ball = is in=20 play, either to punish or assist. This is a major=20 penalty.

3. TIME:

	(A). On a trial basis for the year 2002 each quarter will = be an=20 ten (10) minute stopped clock for out of bounds, incomplete = pass,=20 change of possession etc. (Temp 02)
	(B). Each team will be allowed 3 time outs per = half.
	(C). The clock may be stopped when, in the opinion of the=20 officials an unwarranted delay or injury has = occurred.
	(D). 35 seconds is allowed per = play

4. PENALTIES:

	(A). All major penalties are 12 yards and are applied = throughout=20 the game.
	(B). Minor penalties: Warnings are issued in the first = half and=20 enforced in the second = half.

5. PLAYING PROCEDURES:

	(A). No rushing the punter.
	(B). Defense can rush on extra point attempt.
	(C). The official League ball is a Wilson TDJ. This ball = must be=20 used by all teams in all games.
	(D). Game officials should be either carded or=20 = cadets.
