      AND BY-LAWS 2002</B></FONT> </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>1. NAME:</FONT> </TD></TR>
  <TR>
    <TD>This organization shall be known as the "NORTH JERSEY YOUTH =
FOOTBALL=20
      LEAGUE INC." hereinafter abbreviated to NJYFL. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>2. AIM:</FONT> </TD></TR>
  <TR>
    <TD>To strengthen the physical and mental well being of the youth =
involved=20
      in our programs through the teaching and exhibition of good =
sportsmanship.=20
    </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>3. MEMBERSHIP:</FONT> </TD></TR>
  <TR>
    <TD>(A). Membership will be open, subject to a majority vote to =
accept any=20
      organization willing to field teams in compliance with the NJYFL =
rules and=20
      willing to adhere to these by-laws. </TD></TR>
  <TR>
    <TD>(B). The NJYFL recruiting area shall be limited to all of Sussex =

      County, West Milford Twsp., in Passaic County, Netcong, Parsippany =
Hills=20
      sending district in Morris County and the North Warren sending =
district in=20
      Warren County, and any such areas as are admitted to membership in =
the=20
      future. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>4. ELECTION OF OFFICERS:</FONT> =
</TD></TR>
  <TR>
    <TD>An election of officers will be held annually during the month =
of=20
      December. Prior to the election, a Nomination Committee appointed =
by the=20
      League President shall propose a slate for President, Vice=20
      President/Player Agent, Vice President/Secretary, Treasurer. =
Nominations=20
      can be made from the floor at the time of the elections are held. =
A notice=20
      of the election meeting will be given to each League =
Representative prior=20
      to the election meeting. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>5. MEETINGS</FONT> </TD></TR>
  <TR>
    <TD>Meetings will be held as necessary. The President shall have the =
power=20
      to call special meetings. Each team will send one representative =
to each=20
      meeting. Each team will have but one vote in any poll or election. =
All=20
      meetings are to be conducted in accordance with ROBERT'S RULES OF =
ORDER=20
      except as otherwise specified. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>6. FINES:</FONT> </TD></TR>
  <TR>
    <TD>An organization which fails to have a duly authorized =
representative=20
      at any regular meeting or special meeting will be assessed a =
$25.00 fine=20
      for each meeting missed. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>7. COMMITTEES:</FONT> </TD></TR>
  <TR>
    <TD>(A). The LEAGUE COMMITTEE shall be composed of the President, =
Vice=20
      President/Player Agent, Vice President/Secretary, Treasurer and =
one=20
      representative of each organization. Attendance by 2/3 of this =
group will=20
      constitute a quorum at a meeting. Each organization may cast one =
vote.=20
      Officers may not vote. </TD></TR>
  <TR>
    <TD>(B). The EXECUTIVE COMMITTEE shall be composed of the four =
elected=20
      officers and the LEAGUE COORDINATOR OF OFFICIALS. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>8. AMENDMENTS:</FONT> </TD></TR>
  <TR>
    <TD>A 2/3 vote of the League Committee will be necessary to amend =
the=20
      constitution, by-laws and playing rules. This vote will be taken =
at the=20
      first meeting after a reading of the proposed changed. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>9. DUES:</FONT> </TD></TR>
  <TR>
    <TD>Membership dues of $350.00 will be paid annually. A $25.00 per =
month=20
      assessment will be charged if the dues are not paid at or before =
the April=20
      meeting. (Rev. 3/02) </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>10. DUTIES OF OFFICERS:</FONT> =
</TD></TR>
  <TR>
    <TD>
      <TABLE border=3D0>
        <TBODY>
        <TR>
          <TD>PRESIDENT:</TD>
          <TD>shall preside over meetings, appoint committees, call =
meetings=20
            and such other duties as are usual to such a =
position.</TD></TR>
        <TR>
          <TD>VICE PRESIDENT/PLAYER AGENT:</TD>
          <TD>shall cause team rosters to be prepared and distributed to =
all=20
            member teams, mediate questions of player eligibility and =
recruiting=20
            boundaries. If the problem cannot be resolved by mediation, =
the=20
            final decision would be by the LEAGUE COMMITTEE. </TD></TR>
        <TR>
          <TD>VICE PRESIDENT/SECRETARY:</TD>
          <TD>shall perform those duties as are usual to an organization =
such=20
            as this. </TD></TR>
        <TR>
          <TD>TREASURER:</TD>
          <TD>shall faithfully keep safe the funds of the organization =
and=20
            make financial reports as requested. </TD></TR>
        <TR>
          <TD>LEAGUE COORDINATOR:</TD>
          <TD>shall perform all duties in regard to coordination with =
the=20
            scheduling of all game officials, rescheduling of postponed =
games=20
            and coordinating these duties with the OFFICIALS =
COORDINATOR. </TD></TR>
        <TR>
          <TD>EXECUTIVE COMMITTEE:</TD>
          <TD>shall meet as required to consider complaints regarding=20
            violations of the Constitution, by-laws and playing rules. =
The=20
            Executive Committee may call witnesses if they feel they are =

            necessary. </TD></TR></TBODY></TABLE></TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>11. EQUIPMENT:</FONT> </TD></TR>
  <TR>
    <TD>(A). Players must be properly uniformed and padded as specified =
in=20
      current season playing rules, NJSIAA and National Federation of =
High=20
      School (NFHS) rules to participate in NJYFL games. </TD></TR>
  <TR>
    <TD>(B). Team uniform colors may not be adopted or changed except by =
the=20
      majority vote at a league meeting. </TD></TR>
  <TR>
    <TD>(C). The home team shall provide suitable playing fields and=20
      equipment. </TD></TR>
  <TR>
    <TD>(D). The MIDGET and PEE WEE game ball shall be a Wilson TDY. =
</TD></TR>
  <TR>
    <TD>(E). The SUPER PEE WEE and PONY (instructional) shall use a =
Wilson=20
      TDJ. </TD></TR>
  <TR>
    <TD>(F). Each organization shall provide the NJYFL with a paid bill=20
      showing that all their helmets have been NOXSAE certified for the =
current=20
      playing season. The bill should clearly show that the helmets have =
been=20
      certified. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>12. GAME OFFICIALS:</FONT> </TD></TR>
  <TR>
    <TD>Game officials shall be provided for and assigned by the NJYFL. =
Each=20
      member organization shall be assessed and pay for the services of =
the=20
      officials as determined by majority vote at a monthly or special =
meeting.=20
      At the Midget and Pee Wee levels, there shall be three =
card-carrying=20
      officials or a minimum of two carded officials and one cadet. =
Super PeeWee=20
      games must liave a minimum of one card-carrying official and one =
cadet.=20
  </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>13. OPERATIONS:</FONT> </TD></TR>
  <TR>
    <TD>Each organization will appoint a SITE MANAGER. A person from =
home=20
      field responsible to confirm games times with officials. (Rev.OO) =
</TD></TR>
  <TR>
    <TD>The NJYFL President shall appoint committees as follows: =
</TD></TR>
  <TR>
    <TD>
      <TABLE border=3D0>
        <TBODY>
        <TR>
          <TD>&nbsp;</TD>
          <TD>(A). RULES - Consisting of the League Representative to =
evaluate=20
            and/or recommend proposed changes to the by-laws or playing =
rules.=20
          </TD></TR>
        <TR>
          <TD>&nbsp;</TD>
          <TD>(B). PUBLICITY - To provide and release information =
regarding=20
            happenings in and or about the NJYFL and to promote the =
activities=20
            of the League. </TD></TR>
        <TR>
          <TD>&nbsp;</TD>
          <TD>(C). SCHEDULE - To formulate and present a proposed =
playing=20
            schedule. </TD></TR>
        <TR>
          <TD>&nbsp;</TD>
          <TD>(D). NOMINATION - To prepare and present a slate of =
candidates=20
            for league officers annually. </TD></TR>
        <TR>
          <TD>&nbsp;</TD>
          <TD>(E). DISCIPLINARY COMMITTEE - To be presided over by the=20
            President and three members. This Committee will have the =
power to=20
            enact fair and proper rulings and judgments against any=20
            organization, team, coach or player that does not adhere to =
the=20
            League Rules and by-laws. </TD></TR>
        <TR>
          <TD>&nbsp;</TD>
          <TD>(F). LEAGUE STATISTICIAN - To maintain official standings =
weekly=20
            throughout the season and make those standing available to =
each=20
            league representative. Each League representative is to =
notify the=20
            League Statistician of game results Sunday evenings. (New =
3/98)=20
        </TD></TR></TBODY></TABLE></TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>14. PLAYING RULES:</FONT> </TD></TR>
  <TR>
    <TD>A rules committee will recommend proposed changes by the =
February=20
      meeting to be voted on at the March meeting for the upcoming =
season.=20
</TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>15. NON-LEAGUE PLAY:</FONT> </TD></TR>
  <TR>
    <TD>(A). Non-League games, exhibition or otherwise, shall not =
interfere=20
      with the league schedule. </TD></TR>
  <TR>
    <TD>(B). Prior to and immediately after the regular season schedule, =
there=20
      shall be no restrictions. </TD></TR>
  <TR>
    <TD>(C). No team may play in a non-league game as a representative =
of the=20
      NJYFL unless such representation has been approved by the LEAGUE=20
      COMMITTEE. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>16. VIOLATIONS:</FONT> </TD></TR>
  <TR>
    <TD>(A). Should a member organization fail to abide by these =
by-laws, or=20
      should there occur a violation of the playing rules, the President =
shall=20
      be so notified and an Executive Committee meeting shall be held to =
deal=20
      with said violation. If the violation occurs in a game situation =
the=20
      protesting club representative or coach shall cause to be prepared =
a brief=20
      written protest setting forth the particulars to be signed by the =
chief=20
      official at the game. </TD></TR>
  <TR>
    <TD>(B). It will be the duty of the LEAGUE DISCIPLINARY COMMITTEE to =

      present a recommended course of action to the LEAGUE COMMITTEE. =
</TD></TR>
  <TR>
    <TD>(C). A majority of 2/3 of the LEAGUE COMMITTEE shall be =
necessary to=20
      validate a course of action to be administered. </TD></TR>
  <TR>
    <TD>(D). Playing an ineligible player is an automatic loss. =
</TD></TR>
  <TR>
    <TD>(E). Coaches ejected from a game shall be automatically =
suspended from=20
      the next game and his/her organization shall be fined $100.00. In=20
      additiona to the suspension and fine the matter will be referred =
to the=20
      DISCIPLINARY COMMITTEE where additional penalties and sanctions =
may be=20
      imposed. (Reev. 01) </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR><B>NJYFL PLAYING RULES</B></FONT> =
</TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>1. AGE LIMITATION:</FONT> </TD></TR>
  <TR>
    <TD>(A). Minimum: must turn age 7 prior to October I, current =
season.=20
  </TD></TR>
  <TR>
    <TD>(B). Must not reach fifteenth (15) birthday on or before end of=20
      current season. </TD></TR>
  <TR>
    <TD>(C). Proof of age: Birth certificate, baptismal certificate or =
other=20
      accepted proof of birth. </TD></TR>
  <TR>
    <TD>(D). Restrictions: High school freshmen (9th grade students or=20
      equivalent) are not eligible regardless of age. </TD></TR>
  <TR>
    <TD>(E). Super Pee Wee: must not reach 12th birthday prior to =
October I,=20
      current season. </TD></TR>
  <TR>
    <TD>(F). Pony: cannot turn 10 prior to October I, current season. =
</TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>2. WEIGHT:</FONT> </TD></TR>

            Wee roster will contain an accurate player weight certified =
by the=20
            team head coach. </TD></TR>
        <TR>
          <TD>&nbsp;</TD>
          <TD>2. Initial registration must take place within two weeks =
of the=20
            1st game of the season. Specific scheduling will be set by =
the=20
            LEAGUE COMMITTEE during the August meeting.=20
  </TD></TR></TBODY></TABLE></TD></TR>
  <TR>
    <TD>(B). Supplementary Registration: </TD></TR>

CLASSES:</FONT>=20
  </TD></TR>

    <TD>(A). PERMANENT CHANGES: </TD></TR>

          <TD>1. Players initially qualified as peewee class may be =
moved to=20
            the midget class at any time. A player can make one move =
between=20
            midget and peewees. The player may not then return to the =
peewee or=20
            midget class. This does not involve the emergency rule. =

        <TR>
          <TD>&nbsp;</TD>
          <TD>2. Super PeeWees may be brought up to be rostered as a =
midget or=20
            peewee at any time during the season. Any player who is =
currently=20
            rostered as a midget or peewee is ineligible for play as a =
super=20
            peewee. Violation of this rule may be considered grounds for =

            explusion from the league for the team and would usually =
result in=20
            the explusion of the coach of the offending team. </TD></TR>
        <TR>
          <TD>&nbsp;</TD>
          <TD>3. 8th graders regardless of age must play Midget Class =
Football=20
          </TD></TR>
        <TR>
          <TD>&nbsp;</TD>
          <TD>3a. OLDER/LIGHTER RULE: Any player turning 14 years old =
prior to=20
            10/1 of current season, regardless of weight must play =
Midget class=20
            only. An 8th grader who turns 14 after 10/1 and is under 100 =
Ibs.=20
            may play Midget class or Peewee class if they choose. This =
player=20

    <TD>(A). The NJYFL will provide a standard form for the rostering of =

    <TD>(B). Each team is permitted to roster 30 players at the Midget =
and=20
      Peewee Classes. There is no roster limit for the Super Peewee =
Class or=20
      Pony class. </TD></TR>
  <TR>
    <TD>(Cl). Rosters shall show the name, residence, address, league =
age,=20
      current and previous school grade, birth date and weight. All =
rosters must=20
      be typed and in numerical order. Duplicate uniform numbers between =
Midgets=20
      and Peewees or within any weight class are not allowed with the =
exception=20
      of West Milford as long as their midgets and peewees have =
different=20
      uniforms.(rev 3/02) </TD></TR>
  <TR>
    <TD>(C2). A birth certificate or other acceptable proof of birth =
date for=20
      each player must accompany the typed roster. </TD></TR>
  <TR>
    <TD>(D). Certification of players on the initial team roster =
constitutes=20
      registration and acceptance of the players for league play. This=20
      acceptance is contingent upon the player meeting initially and =
continuing=20
      to meet all criteria for eligibility. </TD></TR>

    <TD>(E). Players failing to meet one or more requirements of =

      including weight may remain on the roster, but may not participate =

      league play until all requirements are met by the player and =

    <TD>(F). The Player Agent will see that each team receives a =

  <TR>
    <TD>(A). Players must qualify for the class for which they are =

    <TD>(B). Teams will present all players on Midget and Peewee teams =

      weigh-ins at the home field as a group, not later than thirty =

    <TD>(C). The scale will be set at the weekly maximum for the weight =

      being weighed plus a 10 pound allowance for equipment for Peewees =
and a 10=20
      pound allowance for equipment for Midgets. Players must wear all =

      equipment except the helmet. Supers and Ponies will be granted an =
8 pound=20

    <TD>(D). Over limit players may remove enough equipment to meet the =
weekly=20
      maximum without the weight allowance for equipment (Rev. 00) =

    <TD>(E). Players found ineligible for play for any reason will =

      their shoulder pads, wear their jersey and must remain in the =
player area=20

    <TD>(F). The home team will provide a suitable enclosed place for =
pre-game=20
      weigh-ins. The home team will provide a scale of the balance type, =

      can be adjusted to "0" at the balance. A current seal is required. =

      to provide a suitable scale and/or facility may be subject to a =
fine of=20
      $50.00 for each occurrence. </TD></TR>
  <TR>
    <TD><FONT color=3D#ffff00><BR>7. GAME AND LEAGUE OPERATION:</FONT> =

  <TR>
    <TD>(A). Any games appearing on the official league schedule shall =
be=20
      governed by the current season NJYFL playing rules. </TD></TR>
  <TR>
    <TD>(B). Games involving non-league opponents shall not appear on =
the=20
      Official NJYFL schedule and are not subject to league =
jurisdiction. </TD></TR>
  <TR>
    <TD>(C). Games not appearing on the NJYFL official league schedule =
may not=20
      be publicized as representing the NJYFL in any way. </TD></TR>
  <TR>
    <TD>(Dl). Friday night games are mandatory provided adequate =
lighting=20
      facilities are available at the home field for evening or night =
play.=20
  </TD></TR>
  <TR>
    <TD>(D2). Adequacy of existing lighting shall be decided by a =
majority=20
      vote of team representatives at a regular or special league =
meeting.=20
      Should lighting of any field be declared inadequate, the remainder =
of the=20
      current season home games shall be rescheduled for the following =
Sunday=20
      afternoon. </TD></TR>
  <TR>
    <TD>(D3). Super Peewee games should be scheduled for Saturday nights =

      whenever possible. </TD></TR>
  <TR>
    <TD>(El). Friday and Saturday evening games that are postponed due =
to=20
      weather, field conditions or other authorized reason, shall be =
rescheduled=20
      for play the following Sunday afternoon if officials are =
available. If=20
      officials are not available then the game will be rescheduled for =
the=20
      earliest possible date convenient to both teams. </TD></TR>
  <TR>
    <TD>(E2). In the event of two teams without lights scheduled for =
Sunday=20
      afternoon and a game is postponed, the game will be played on =
Monday night=20
      at a neutral field agreeable to all three teams involved. In the =
event the=20
      tree teams can't agree, the final decision will be made by the =
league=20
      president. </TD></TR>
  <TR>
    <TD>(F). Games will be played as scheduled, unless postponed due to=20
      weather or field conditions threatening the safety of players. The =
home=20
      team shall notiiy the team representative or head coach of the =
visiting=20
      ream and the league coordinator of officials of "none playable"=20
      conditions, NOT LESS THAN THREE HOURS prior to the scheduled game =
time.=20
      Failure of the home team to provide such notification is subject =
to a fine=20
      of not less than the amount of money the League must pay to =
officials due=20
      to lack of notification, plus any bus transportation costs =
incurred by the=20
      visiting team due to lack of notification. Liability for such =
fines shall=20
      bejudged by a majority vote of team representatives at a regular =
or=20
      special league meeting (Rev. 3/98) </TD></TR>
  <TR>
    <TD>(G1). Forfeit games are not allowed. </TD></TR>
  <TR>
    <TD>(G2). Should a team be judged in violation of NJYFL by-laws =
and/or=20
      current season playing rules by a 2/3 vote of the LEAGUE =
COMMITTEE, any=20
      number of the team's games may be declared loses through the =
procedure=20
      outlined in current NJYFL by-laws. </TD></TR>
  <TR>
    <TD>(H). Current season NATIONAL FEDERATION OF HIGH SCHOOL (NFHS) =
rules=20
      shall govern all NJYFL games, except when specifically modified by =
NJYFL=20
      by-laws or playing rules. </TD></TR>
  <TR>
    <TD>(I1). Competition between different weight classes is not =
permitted=20
      except as outlined in rule 4 "Interchange of Weight Classes". =
</TD></TR>
  <TR>
    <TD>(I2). An NJYFL "team" is defined as a midget weight class squad =
and=20
      any two other level squads. This in turn will allow said team to =
conform=20
      to the 4 level structure by the beginning of the third season. =
</TD></TR>
  <TR>
    <TD>(Jl). Separate scores will be recorded for each weight class =
contest.=20
    </TD></TR>
  <TR>
    <TD>(J2). Not more than 10 minutes should elapse between the end of =
the=20
      first and the start of the second contest, except by decision of =
the head=20
      game official. A team not presenting itself on the field and ready =
for=20
      play within the time limit will bejudged to have committed a =
"technical=20
      infraction" of the rules and is subject to a 12 yard penalty on =
the first=20
      play from scrimmage following the initial kickoff. </TD></TR>
  <TR>
    <TD>(J3a). Only games not completed will be rescheduled. Contingency =

      players will consider make-ups as played on the same day and may =
not=20
      compete in more than one of the games. </TD></TR>
  <TR>
    <TD>(J3b). The head game official may elect to cancel a game in =
progress,=20
      after a joint consultation with the head coaches of both teams =
when, in=20
      his judgment, continued play would result in unnecessary risks to =
the=20
      players; or in the event of a prolonged failure of the lighting =
facility=20
      during a night game. </TD></TR>
  <TR>
    <TD>(J4). Cancelled games will be rescheduled and replayed in =
accordance=20
      with current league policy. </TD></TR>
  <TR>
    <TD>(Kl). Ten minute (10) quarters are prescribed for all NJYFL =
games.=20
      Running clock time is prohibited. Quarters may be shortened, but =
not=20
      lengthened, by mutual agreement of opposing head coaches. (rev =

  <TR>
    <TD>(K2). Super Peewee games shall consist of four (4) ten (10) =

      quarters. Clock will be stopped. </TD></TR>

    <TD>(N). The home team will see that a MD, E.M.T., or ambulance =
