runner steals 2nd as catcher drops ball. shortstop thinks it was a foul ball and tells the runner on 2nd "foul ball". runner believes and trots back to first. no play was made on the runner. what if the runner was put out returning to first?

Sounds like verbal interference. Return the runner to second and warn the short stop.
