2017 OFFICIAL RULE BOOK

(Italic words mean that the rule was just added this year)

 

 

General  Rules:

 

  • The ball has to reach the pitcher on its own speed for it to be considered a fair ball

  • The mercy rule is 5 runs for an inning, until the 7th inning.

  • Each team can score an unlimited amount of runs in the 7th inning and on.

  • There are 9 innings in regulation, unlimited amount for extras.

  • If the ball hits the “strike-zone" (determined by pitcher) on a bounce- it is a ball, if it hits it in the air it is a strike, if there is a controversial call on if it bounced or not, it will be looked at if caught on video or it will be called by the assistant umpires and umpire's thoughts.

  • The age limit as of 2017 is 14 and older. After each year the age limit goes up one year (in 2018 it will be 15)

  • A team may trade a player throughout the year and the following players: (Vahan, Chris), have to agree with it.

  • There is force outs at every base when they are possible.

  • There is no pegging at any base.(Throwing the ball at the runner)

  • Ghost runners are allowed but if there is an available runner they will have to go on to a base. If there is a ghost runner running to 2nd, 3rd, or home and someone throws the ball to that base it will be decided on the runner running to first base unless there is a runner going to that base.

  • The Ghost base runners run as fast as the player behind them.

  • In order to record a force out at any base, the fielder must get the ball into the pitcher, while the pitcher has at least 1 foot on the mound. In order to record an out that is not forced, the pitcher must have at least one foot on the rubber on the mound.

  • If there is a base runner on first, and a grounder is hit to shortstop, for example, double plays can no longer be recorded as of 2017. If the fielder makes the play, he will decide which runner is out and which one is safe. Only way to turn a ground out double play is if the fielder takes the ball to the second base bag first, then throws it to the pitcher in time to get the batter who is running to first.  

Batting:

 

  • If the ball goes over the fence on a bounce, goes under the fence, or goes through one of the openings, in fair territory, it is a ground-rule double.

  • If you are thrown 8 balls, you have the option of taking the walk.

  • Three strikes and the batter is out, or 3 fouls and the batter is out.

  • If a batter is hit by a pitch, it is ruled a ball.

  • You may switch bats in your at bat but you may not while the pitcher is in their motion towards home plate.

  • If you use a bat that is deemed "illegal" by Vahan, and you hit the ball fair it will be ruled an automatic out.

  • You need to hold each bat by the handle.

  • If a team bats out of order and the other team finds out in the middle of the at bat the right player will go up with the same count but if they find out after the player's at bat is over they are ruled out automatically.

  • There is no intentional walks.

  • A player may use any legal bat (Vahan’s ruling) in their at bat, and are allowed to switch bats during the AB.

  • If a player hits one of the foul poles in the air and is over the height of the most nearby fence it is a homerun.

  • A player cannot lean in on the plate intentionally to get hit by the pitch.

  • There is no showing off or bragging after a home run by throwing the bat or anything.

  • There is no throwing bats at fences or other players if you are called out or strike out or whatever the situation may be.

 

Boundaries/Field Rules:

 

  • If a player hits a ball into the trees, in fair territory, and the ball is brought back onto the field, it is ruled a home run.

  • If a ball is hit at the netting, over the fence in fair territory, and comes back onto the field, it is a homerun.

  • Field boundaries will be determined before the game by the umpire, as well as the two assistant umpires selected by the umpire.

  • A player must have their feet in bounds while making a play for it to be an out.

  • If a player catches a ball and then falls over and out of play it will be judged a catch.

  • If a player throws the ball out of play each runner will be awarded one base.

  • If the foul lines are worn out, fair or foul balls  will be judged by the umpire on duty. If the Umpire does not see the play, the assistant umpires, selected by the umpire will assist in making a call.

 

Base running:

 

  • There is no stealing.

  • There is no leading off.

  • If a player runs more than 3 steps out of the baseline they are ruled out.

  • You are allowed to tag up. If someone thinks that the runner tagged up too early they can touch the base they tagged up from.

  • You can get doubled up from the air.

  • If the runner gets pegged at all, the runner is SAFE.

  • There is sliding, but be safe.

  • If a fielder is in a runner's baseline the runner can plow through them.

  • If a player hits a walk-off hit they do need to run the bases, if they don't they will be ruled out.

  • If a batter hits the ball and hits a runner in the air or on bounce the runner is out.

  • There is pinch running

  • If a runner makes his turn around a base, and the ball is thrown back to the pitcher who is stepping on the rubber, before the runner returns to the bag, he is ruled out.

 

 Fielding:

 

  • The limit is 4 players in the field.

  • Everyone present from the team must bat, however, the team can decide who plays in the field.

  • If someone throws the ball to another player for a force out at a base but that player drops the ball and the runner gets to the base before the fielder picks the ball up the runner is safe.

  • There needs to be at least two players in the field , besides the pitcher.

  • There is the infield fly rule, which only applies to runners only in 0 out situations.

  • If a player catches the ball in the air it is an out.

  • If a runner gets in the way or interferes with the fielder the runner is out, only if the fielder is in the running lane.

  • If a player comes out of the game for any reason they can't come back in.

  • If there is a fly ball and it hits the fielder and then goes over the fence it is a home run.

 

Pitching:

 

  • The pitcher needs to be touching the pitching rubber with there foot on his/her motion.

  • There are no balks.

  • If a pitcher comes out in the game they can't come back later in the game.

  • 8 balls for a walk.

  • 3 strikes for an out or 3 foul balls.

  • If a ball hits a batter on the pitch, it is ruled a ball

  • If a pitcher hits 3 or more batters in a game, they have to be taken out of the game.

  • Slow-Medium pitches only.

  • Pitching changes may only occur between innings and at bats.

GAME DAY SCHEDULE AND GUIDELINES

(Italic words mean that the rule was just added this year)

 

1.) All players must be 'AT' the field 15 minutes prior to game time.

    All players must be 'ON' the field 5 minutes prior to game time.

 

2.) Umpire 'Bonds' will chose 2 assistant umpires. One from each team. CANNOT BE BROTHERS. These umpires will only be able to assist bonds if he cannot make the call. These assistant umpires have no power to make the calls unless Bonds calls them over to talk about the play.

 

3.) The ground rules will take place 3 min before start. This will be between Bonds, Vahan, and Chris.

 

4.) By the start time of the game, the defensive team must be out on the field taking grounders, fly balls, warming up, etc... for the inning. The team has 1 min 30 sec MAX.

 

5.) During the game, there is to be no cursing, mocking of other players, being lazy, joking around, and laughing at non-game related issues. (Remember, the fun comes out of playing, hitting, fielding, and being competitive. You don't need to be joking around to have fun.)

 

6.) After a call is made, the call cannot be argued. However, it can be challenged. Each team starts with 1 challenge. If you lose the challenge, you have 0 left. If you win your challenge, you maintain the amount you previously had. If a challenge is issued by one of the assistant umpires, someone else from that umpires team must become the assistant umpire during the certain call, in order for it to be less biased.

 

7.) After a challenge, once the umpires reach a verdict, that verdict may not be re challenged / argued. Failure to comply with call will result in an end of inning for the batting team, or an automatic call in favor of the batting team, depending on which team is arguing.

 

8.) Activities being held after the game such as (Bocci, Wok, BBQ, King) should not be discussed at anytime during the game. By not discussing this, your mind is on the game and you will get more enjoyment out of it.

 

 

9.) After the game, both teams will stand somewhere in the infield and begin a universal handshake with other players rewarding them with the comments, "Good game", "Well played", "It was a great day". This way, all players leave with a positive attitude of the outcome. No matter if it was a good one or bad for the specific team.
