The 2017 Tournament will be held June 9-10th.

This will be our 9th year hosting “The Shootout”, with a separate 8U,9U,10U,11U,12U, 13U, & 14U tournament to be held on that same weekend. The 11U & 12U will offer two divisions of play 46/60 & 50/70. 13U is 54/80. 14U is 60/90

Entry fees are as follows:

7U & 8U is $350 with a 3 game guarantee.

9U-12U is $450 with a 3 game guarantee.

13U & 14U is $550 with a 3 game guarantee.

Waterford is a suburb of Erie. The entrance to our cities tourist attraction, Presque Isle, is located in Millcreek. It boast's one of the countries most beautiful sunsets, as well as swimming, boating, fishing, biking and picnicing. The gateway to the peninsula is showcased by the multi-million dollar Tom Ridge Environmental Center at Presque Isle which is a visitor-friendly and state-of-the-art education center with a 75-foot observation tower and 4-story high theater geared towards teaching visitors about the geographic history and diverse habitat of this unique park. The entrance to Presque Isle is also where you'll find Waldameer Park and Water World which is one of the countries oldest amusement parks and one of the few that does not charge admission into the park.
New to Waldameer Park in 2008 was the Ravine Flyer II which is a 6 million dollar roller coaster ride that includes 3,000 feet of track, three giant drops, 90 degree banks and reaches speeds of up to 60 MPH. You can find more information on the park at www.waldameer.com.

Dobbins Landing is the dock within the city of Erie limits that includes the Bicentennial Observation Tower, scenic boating tours, the Blasco Library, Liberty Park and Pepsi Amphitheatre, and Erie Meritime Museum which is filled with historical facts regarding the Battle of Lake Erie.

This is also where the Flagship Niagara is harbored where, when docked, you are able to take a tour through the restored Flagship itself. The museum also features a very informative exhibit and history lesson on the Battle Of Lake Erie. Sticking with the nature theme, Asbury Woods Nature Center features a 200-acre tract of wetlands, trails, forests, streams, fields and historic properties including the James Wildlife Preserve that make it one of the premier environmental centers in northwestern Pennsylvania.

Outlaw Shootout 7U & 8U Rules:

7U & 8U Tournament Rules:

 

1. Rosters are due at sign in. To be eligible, players must appear on this roster.

2. Managers must maintain copies of all birth certificates and produce them at the request of the tournament
director.

3. May 1st is Cut off date for every division.

 

**  Manager MUST provide proof of insurance and give it to the tournament director.


Official Little League Rules will be in effect with the following exceptions / additions:

4. Each game will be 6 innings. Four innings constitutes an official game. Three and one half innings is official if the home team is leading.

5. Home team has already been determined in pool play on the schedule with an @ (Other games that have a "VS" will be a coin flip). IF need Seeding will determine home team during bracket/Championship play.

6. Home team will be responsible for the official scorebook and will return it to the registration table.

7. ALL games (7U-8U) will be on a 1 hour time limit BUT the game will NOT be dead at the 1 HOUR mark. NO inning will start after the 70 min mark.

 

EX: SO if the inning starts before the 70 min  you complete the last inning. 

 

MANAGERS have your players ready as soon as prior game ends. No warm ups on the field. Warm up on sidelines. Ex: If the game is scheduled to start at 2:00 pm your players should be ready to play.


a. If a game ends because of the time limit and a inning is NOT COMPLETE the score will revert to the last FULL inning. Both teams MUST have equal at bats.
b. All teams must be ready to play one half hour before the scheduled game time. Games may be started early at the discretion of the Tournament Director.

8. A 15-run mercy rule will be in effect after 3 innings & 10 run rule after 4 innings.

9. Manager/coach will pitch overhand to his/her players from at or behind the chalked pitching line.

10. There will be a continuous batting order. Five runs max can be scored in one inning at it ends an team at bat except for the last inning when the number of runs is unlimited.

11. Batters will be thrown a maximum of 6 pitches. Unless the batter stays alive with a foul ball on the sixth pitch and so on.
a. Three Strikes and the batter is out.

12. Bats must not exceed 2¼-inch diameter. No Big Barrel Bats.

13. Bases are 60 feet.

14. Runners must be completely past the half way lines to advance to the next base.

15. No head first sliding (Except to return to base), no metal spikes.

16. A player must slide or avoid contact on close plays or may be called out at the umpire’s discretion.

17. Base runners may not lead off. A runner leaving the base early will get one warning. This warning will be for your entire team. After your team warning the runner will get called out.
a. No Stealing. 
b. No advancing of any base on a pass ball.
c. No bunting.

18. Catcher speed up rule is in effect. At anytime, the last out may replace the catcher who is on base.

19. Throwing the bat:
a. First infraction- warning.
b. Second infraction- player is called out. This rule is applied to each player not per team.

20. All players must play two defensive innings. Violation of this rule is grounds for forfeit.

21. The defending pitcher must begin play behind the pitching line with at least one foot in contact with the pitching mound dirt.

22. Four outfielders are permitted. The designated extra outfielder must start play on the outfield grass. 

23. A ball is live until an infielder has possession of the ball and is in contact with or in the immediate vicinity of any base or home plate and requests “time out” from the umpire. The ball is live on overthrows unless the ball leaves the field of play. Once play has stopped, and the ball has been returned to the player at the pitcher’s position, the ball will be considered dead and play will resume with the next batter.
a. Player can only call "Timeout" in fair territory.

25. No Infield fly rule.

26. Managers will remain inside dugout during play. Two defensive coaches are permitted but must be in foul territory beyond the first and third base coaching boxes.

27. Managers must request time-out and have it granted before leaving the dugout.

29. Bracket tiebreakers, in order, are: head to head, runs allowed, most cumulative runs scored by opponents, coin flip.

30. Please note that pets, firearms, or alcohol are prohibited on the Waterford grounds.

31. Smoking is prohibited near the fields and is restricted to the parking areas.

32. Please help keep the fans courteous and respectful.

9U-12U TOURNAMENT RULES: (separate Tournaments) Little League Rules

• Roster forms are to be completed and are due at sign in. All eligible players must appear on this roster. 

• Managers must maintain copies of all players’ birth certificates and furnish them upon request if not your team will forfeit..
• A player must not turn 10 before May 1st (9U).
 
• A player must not turn 11 before May 1st (10U).
 
• A player must not turn 12 before May 1st (11U).
 
• A player must not turn 13 before May 1st (12U).
 

 ** PROOF of insurance must be provided to the tournament director.

 

Official Little League Baseball League Rules will be in effect with the following exceptions/additions:


1. Each game is six innings. A game will be considered complete after four innings (3 ½ if the home team is ahead). All home teams are already determined with a @ on the schedule for all pool games (if a"VS" is on the schedule a coin flip will determine). During bracket play, the home team will be determined by seed.

2. The home team is responsible for official score book and must turn in score to the registration table following each game.

3. A Team may choose to:
a. Use a continuous batting order with free defensive substitutions
b. Bat 10 including an AH and follow the substitution minimums of one defensive inning and one at-bat for every player
c. Teams must declare their intent to the opposing manager prior to each game. This choice can be changed from game to game but not once a game has started.
d. A team must forfeit if it has less than eight players.
e. 9U Teams (ONLY) can use 4 outfielders.

ALL games (9U- 17U) will be a 1 hour and 45 min time limit BUT the game will NOT be dead at the 1:45 mark. NO inning will start after the 1:45 min mark.

8. For Players 12U and younger, Players must use a BPF 1.15 USSSA stamp 2-1/4 bat, or a USA stamp 2-1/4 or 2-5/8 bat, or any wooden bat.  (NO BIG BARREL BATS 2-3/4 are allowed).

9. Pitchers are allowed a maximum of 2 innings per game and 10 innings per tournament. A pitcher replaced during a game cannot re-enter the game as a pitcher. One live pitch to a batter will be considered as an inning pitched.
a. No balks.

10. New pitchers are allowed a maximum of 5 warm-up pitches. Returning pitchers are allowed a maximum of 4 pitches. If a pitcher exceeds number of warm up pitches they will be balls toward the next hitter. 

11. Teams are permitted two defensive conferences per inning. The pitcher must be replaced on the third conference in an inning.

12. A runner must slide, give up, or avoid contact with a defensive player on close plays or may be called out at the umpire’s discretion. Malicious contact is grounds for ejection from the game and/or the tournament.

13. No head first sliding except when returning to a base.

14. Base runners may not lead off. A player may advance after the ball crosses home plate. A runner leaving the base early will get one warning. This warning will be for your entire team. After your team warning the runner will get called out. Stealing of home is permitted.

15. Catcher speed up rule is in effect. The last batted out may replace the catcher on base at anytime.

16. There will be no on deck batter allowed. Players must remain in the dugout.

17. Dropped third strike rule will not be in effect in 9 & 10U. The ball remains in play but the batter is out.
It will be in effect for 11 & 12U.

18. No infield fly rule for 9 & 10U divisions.

19. No pinch runners are permitted.

20. If a batter squares to bunt, he/she may not pull back and take a full swing. If the batter does swing, they will be called out. 

21. Tie breakers are as follows: If this applies to your division of play.
a. Head to head
b. Least runs allowed
c. Run Differencial
d. Coin flip

22. Seeding for the Championship Bracket will be as follows:
a. Higher Seeds will be home team
b. Single Elimination Tournament

23. The Tournament Director or his representative(s) will rule on all protests.
