Rules for Rookie machine pitch program

Safety

#1 Safety is always first.

#2 No throwing the bat.

#3 All batters will wear a batting helmet while at bat on deck and on base.

#4 Do not encourage sliding head first.

#5 No base stealing

#6 Throwing the bat by the batter constitutes an OUT (2nd offense).  First offense should be a warning.  Speak with the player first, point out the danger that is caused by the action, but if the problem continues the player will be forced to lose an “at bat turn”.

 

Start of the Game

#7 A team should field a minimum of 8 players to complete a game, pitching machine is at 38ft, 38 mph, bases are 60ft.

#8 If a team has less than 8 players and the opposing team has 9 or 10 players, then the coaches can select 1 or 2 players to play with the team which is short.

#9 A team should appear at the field, ready for play, 10 minutes prior to the scheduled start of the game, subject to change based on coach decision.

#10 Each game will consist of 6 innings or approximately 1:15 min of playing time.

#11 A total of 5 runs per inning can be scored or 3 outs, whichever occurs first.  A run rule will be in effect for anything over 15 total runs after 3 innings, 12 total runs after 4 innings, 10 total runs after 5 innings.  However, each kid will be allowed to bat twice per game no matter the score.

#12 In the last inning the team will be allowed to bat around the order or until 3 outs are made.  If one team has 10 and the other has 11, you shall only be allowed to bat the number of that of the lower team.

#13 Games will be cancelled when lightening or thunder is observed.  A decision to cancel a game started should be made by both coaches.  League commissioner will have final vote.

#14 Both teams are responsible for cleaning up their dugout after each game.

#15 Coaches of the first game will be responsible for field maintenance and opening of concession building.  Coaches of last game will be responsible for closing the field and concession building.

 

Players and Positions

#16 Each team needs to keep a book

#17 All players present will be placed in the batting line up and will bat in the order listed.

#18 On defense, the players will be positioned 1B, 2B, SS, 3B, P and catcher.

#19 NO PLAYER WILL PLAY THE SAME POSITION FOR MORE THAN 2 INNINGS. *exception being the catcher

 

Coaches and Assistants

#20 The 1st and 3rd base coaches are restricted to the area of the coach’s box.  Coaches are not allowed to physically assist base runners; e.g. pushing the runner or helping the runner off the ground, while the ball is in play.  (when injury to runner use best judgement)

 

Play of the Game

#23 MAKE THE GAME FUN!!!

#24 Batters will have up to 5 attempts to successfully strike the ball from the pitching machine.  If the player fouls the last ball he will get up to a max of 5 total pitches or until the ball is put in play or strikes out.

#25 Time will be called by the umpire when lead runner is stopped.  Ball has to be on infield to stop lead runner, outfielder has to throw ball in.

#26 Unassisted outs will be accepted.

#27 At the time the ball is declared DEAD, the runner should be awarded the next base only if the runner is half the distance or more to that base.  If the runner is not half the distance to the next base, he shall be returned to the base he had safely reached.  If there is not an agreement between coaches the player should always go back.

#28 Runners may advance to the next base on an overthrow out of bounds.  Outside fence or dugout is one base.  Overthrows are a live ball at any base.  Runners cannot advance on any foul ball.

#29 The runner may not leave the base until the ball is struck by the batter.

#30 Leading off is not permitted.

#31 The pitcher must be on or behind the line until the ball is struck

 

Overview

Make the game fun for the kids, we will be keeping track of the score for the kids this year.  In doing so I don’t want to see us lose track of teaching the kids the fundamentals of baseball, if an issue arrives where you have issue with another team please let me know first  and then we can meet as coaches to decide the best plan of action.  Rules are subject to change.

#21 1 Coach or assistant will be at the batting tee instructing the children while their team is at bat.  A defensive coach can also be there to help catcher and throw balls back.

#22 The 1st and 3rd base coaches are restricted to the area of the coach’s box. Coaches are not allowed to physically assist base runners; e.g. pushing the runner or helping the runner off the ground, while the ball is in play. (When injury to player use best judgment.)

#23 A maximum of 2 coaches from the defensive (fielding) team are allowed on the playing field. These coaches should be behind the infield defense and are there for instruction purposes only.  *In the outfield in right center and left center

 

Play of the Game

 

#24 MAKE THE GAME FUN!!!!

#25 Batters will have up to 3 attempts to successfully strike the ball from the pitching machine. If the player fouls the last ball he will get up to a max of 4 total pitches. Then the player will hit from the Tee, after 3 unsuccessful attempts the player will be out. Ball off the tee must go to the grass or it’s an out.

#26 When batting from the Tee, the catcher will stand against the fence out of play, to reduce commotion at home plate with the coach grabbing Tee and bat out of the way for a possible incoming runner.

#27 The batting coach will remove the tee from the playing field after the ball is hit.

#28 In Tee-ball the play is considered ‘over’ when the ball is returned to an infielder – standing in the infield and time has been called.

#29 Unassisted outs will be accepted.
