1. When the offense is in an advantageous QB sneak power mode, balance that advantage by allowing the defense to make the stop with any touch as opposed to only a front-base touch within 5 yards of LOS.

2. Afford the offense the short yardage QB sneak ability when coming out of their own endzone (inside their own 5 yardline).

3. After the snap, a receiver can only take an inside release if the nearest defender's helmet is outside of the receiver's helmet. Conversely, a receiver can only take an outside release if the nearest defender's helmet is to the inside of the receiver's helmet.

4. Clarify the rule regarding receivers outside the box being placed on felt.
~I would vote to allow the rule for it puts demand on a more balanced/sound defensive setup.

5. Perhaps a "plus one" rule whereas if the offense adjusts 2 players post snap, then the defense gets to adjust up to 3. If offense 4, then defense 5.
An offense would maybe be forced to declare a bit more of their intent pre-snap...ie shotgun vs under center.

6. To further clarify proposed rule 3:

Clarification: When a receiver is released, the offensive coach can only slide the player one base width if the player's base is contacting a defensive player's base.

8. During pass simulation, an offensive lineman downfield who cannot be turned back towards the line of scrimmage without impeding defenders making a play on the ball, must be placed back at the line of scrimmage at a spot to be determined by the defensive coach.

9. Clarify field goal rule that if a kick is missed, the ball will be moved back 8 yards from the LOS before the offense takes the snap.

10. Allow for QB sneaks at any time (not just on short yardage plays) since we allow the defense to stack under center.
