I was unclear as to whether an eligible ball carrier had to be even or behind the QB before or after the snap.

For the purpose of a creating greater variety in backfield action, suppose we made it so that a running back has to have any “piece” (on a horizontal or vertical plane) of the quarterback’s base presnap...and then postsnap we hold to the tradition of an automatic exchange between QB and RB whenever the distance between the two is a red passing stick or less.

So that I understand what you are saying... if any part of the running back's base hasn't passed the QB, he is eligible to carry the ball? Current rule if that the front of the running back's base has to be even or behind the QB's base to carry the ball.

How about if we add the TOC rule for QB option instead? That rule says that if the front of the running back's base is behind or even with the QB's base, and no more than two base lengths away, the QB can pitch to the running back and the defense cannot adjust.

Like the thought. Going by measurement of bases I feel can become a bit arbitrary though. Simply due to various base sizes as well as method of measurement.
