Plainfield Athletic Club General Tournament Rules 

 

1. Age Cutoff: April 30th.  A player’s age on April 30th, 2018 is the youngest age level he can play on. 

 

2. The following base length and pitching distance will be used for each age group below: • 9U – either 42’ / 60’  or 46’/ 65’ • 10U  – 46’ / 65’  • 11U & 12U – 50’ mound / 70’ bases • 13U –54’ mound / 80’ bases • 14U –60’6” / 90’     3. Coin Flip: In Pool Play/Round Robin games only, the home team is determined by a coin flip which is called by the team that traveled the furthest. In bracket play the higher seed will always be the home team.  The home team will be the official scorebook and will compare scores each inning with opponent scorekeeper and umpire.  

 

4. Game Results: The winning team will text the final score to 815-514-7694 or submit on the GroupMe app.  When texting please state the Age division and the names of both teams with the final score.

 

5. Bat Restrictions – All bats must be stamped 1.15 BPF and will have no weight drop restriction, or be BBCOR certified. All BBCOR aluminum bats must be stamped BBCOR certified per NFHS rule.  BESR stamped bats are illegal and cannot be used.   Bats can be aluminum, wood, or composite.  No barrels larger than 2 ¾ inches.  A batter is in violation of the rules when they step into the batter’s box with an illegal bat.  Players cannot advance if a ball is batted into play with an illegal bat.  If it is determined the batter used an illegal bat, the batter will be called out only if discovered before the next pitch of the next batter is thrown.  The manager of the offending team will also be ejected for the remainder of the game.  If a second violation occurs, the manager will be banned for the duration of the tournament. 

 

6. Game balls: are provided by the Plainfield Athletic Club.  

 

7. Metal spikes: allowed for 13U and older only.  No metal spikes on portable mounds.       

 

8. Intentional walks: no pitches need to be thrown. 

 

9.  Lead-offs, dropped third strikes, and infield fly rule are in effect for all ages with the EXCEPTION of 9U.   

 

10. 9U- No LEAD OFFS, DROPPED 3RD, or INFIELD FLY.  STEALING AFTER THE BALL CROSSES THE PLATE IS ALLOWED.   Scoring from 3rd base on passed ball is allowed.  Bunting is also allowed at the 9u level but no slashing.

 

9u Runner leaving early- When a runner leaves his base before the ball has crossed the plate the umpire should not call time until the play is done. If the ball is not hit by the batter and the catcher throws out the base stealer then then base stealer is out. If the base stealer is safe then he will be sent back to the base he occupied before the pitch.  If the batter hits the ball and reaches base safely then, if the runner who left early was not put out on the play, the runner needs to return to the base closest to the one he occupied before the pitch.

 

Example, runner on 1b leaves early and the batter hits a triple scoring the runner…  by rule, the runner that left early must go to 2b and the hitter must return to 1b.  Not a fun rule but it’s the rule.

 

11. Game time is forfeit time. For tie breaker purposes forfeit scores will count, but each team will receive the proper win or loss.  We will calculate the scores as 8-0, which will play into effect for standing purposes.  I.E. a team that forfeits a game 8-0 and gives up 4 runs in the 2nd game has given up 12 total runs.  If the Plainfield Athletic Club believes a team is forfeiting a game to gain an advantage, the Plainfield Athletic Club has the right to disallow the forfeiting team from advancing further in the tournament. 

 

12. Pool Play/Round Robin Play: 2-3 games. Advancing to the finals can change with each tournament based on number of teams entered in each age group. Seedings from pool play could be done after 2 or 3 games, or if weather prohibits 2 games, it can be done after one game.   The Tournament Game Schedule will be posted on our website for each tournament. 

 

13. Tie-Breakers: Seeding in pool play are determined by best record first, then head to head (only if all teams tied have played each other), then fewest runs allowed, then run differential with a +8/-8 limit per game, & coin flip last.  Tie breakers do not reset when a team advances out of the tie breaker.  Example; three teams are tied and have not all played each other.  Move to the next tie breaker and head to head is done.  Team A gave up the least runs and they advance, teams B and C have played each other but that does not count as we moved past that tie breaker.  B and C have given up the same number of runs so we move to the next tie breaker etc until the tie is broken.

14. Pitching restrictions; Pitching Responsibility lies with the Coaching Staff

1 Pitch = 1 Inning. Once a player is removed from the mound, he/she cannot return to the mound in the same game. 

 

 

 

 

15. Manager visits; A manager is allowed one visit per pitcher and/or player per inning.  The pitcher must be removed on the second visit.  Managers must ask and receive permission from the umpire before entering the field of play and making a visit to the mound.   

 

16. Game length: All games ages 12 and younger will be 6 innings long, and have a time limit of no new inning at 1 hr and 45 minutes or mercy rule.  All games ages 13 and older will be 7 innings and have a time limit of no new inning at 1 hour 50 minutes or mercy rule.    No time limit for Championship game. An inning can be finished, but a new inning cannot be started after the time limit. When the last out is completed determines time limit.   Time limits may be changed by Tournament Director in order to get the Tournament concluded. 

 

17.  Mercy Rule:  12 runs after 3inn, 10 runs after 4inn, and 8 after 5 innings.   If the home team is winning by mercy rule at the half inning or during the bottom half of the inning the game is over. 

 

18.  Game called because of weather: 6-inning game = 3 innings or 2 ½ if home team is ahead. 7-inning game = 4 innings or 3 ½ if home team is ahead, will determine a completed game. Games suspended will begin where it left off, if not an official game as described above.  

 

19. Extra innings: in the first extra inning and every ½ inning thereafter, each team will start with a  runner on second base, 1 out and a 1 -1 count on the batter.  Each batter thereafter will start with a 1-1 count. The runner on second will be the last official hitter from the previous inning.  In pool play there is a maximum of two tie breaker innings.  If the game is still tied after the two extra innings the game is over and the tie score is recorded.  No inning can start after the time limit has been reached and if the game is tied it will be entered as a tie.  In Bracket play if the time limit has been reached, the inning has been completed and the game is tied the extra inning tie breaker rules will be used until a winner is determined, regardless of what inning was being played when the time limit was reached.  

 

20. Courtesy runners-  Courtesy runners may be used at any time for the pitcher and catcher for the next defensive 1/2 inning, but must be used for the catcher when there are two outs.  This is the speed up rule.  The courtesy runner will be the last batted out of that inning, or if no recorded outs, the last batter of the previous inning.  

 

21. Batting Order:  Teams have the following three (3) options with regard to batting order and extra players:  a) Straight Nine: Nine (9) players in the batting order and listed on the lineup card. A designated hitter may be used for any position player. All other players are substitutes, subject to the NFHS substitution rules (starter can re-enter into his original spot

once, etc.). 

 

b) Extra Hitter: Ten (10) players in the batting order and listed on the lineup card. A designated hitter may be used for the pitcher only. Free substitution (defensive players) among the ten (10) players listed on the batting order. All other players are substitutes and subject to the NFHS substitution rules (starter can re-enter into his original spot once, etc.).  

 

c) Continuous batting order: All players in uniform (unless injured) in the batting order and listed on the lineup card. If a late player arrives after the lineup cards are exchanged, then the player must be entered into the last spot in the batting order. Free defensive substitution for all players throughout the game.  

 

The Head Coach shall declare his choice to the opposing coach and the umpire(s) during the plate meeting prior to each game. Once a declaration is made, it cannot be changed for that game.   

 

 

22. Absolutely no slashing is allowed at any level.

 

 

23. Slide rule does apply and runners must slide or attempt to avoid contact on close plays where a tag may occur. A collision between runner & fielder will be the umpire’s decision on ejection, and umpire’s ruling is final. A player ejection, based on the slide rule, is for the rest of the game and if the Umpire and Tournament Director determine it was intentional and flagrant they may impose additional game suspensions. 

 

24. Balks; Balks will be called at ages 10U-14U.  One balk warning per pitcher per inning at the 10U age level, and only real obvious balks will be called.   11 years old and up will not get a balk warning. 

 

25. Unsportsmanlike conduct will not be tolerated: any player or coach ejected from a game for unsportsmanlike conduct will serve the remainder of that game, plus the next game. Whether or not a player’s or coach’s conduct was unsportsmanlike will be determined by the umpire and the site supervisor. Managers and coaches are responsible for the behavior of the entire team, parents included. At the umpire and site supervisor’s discretion, unruly coaches/fans will be suspended from the ballpark for the remainder of the tournament. 

 

26. Infield warm-up is not allowed. Warm-ups must be done on the team’s ½ side of the field due to time restrictions.  During pool play or in a Round Robin, dugouts are on a first come first served basis.  During bracket play, the home team will take the 3B side dugout.  No soft-toss into fences. 

 

27. Protests: If a coach is contesting a player’s eligibility,   both coaches and the player must meet with the tournament director and the contesting coach must put up $50 cash.  The player challenged must show a birth certificate to the Tournament Director. If the challenged team cannot produce a birth certificate, the player is ineligible until the birth certificate is shown. If player is over-age, the team must forfeit all games the over-age player participated in.  If protest is upheld, the $50 will be returned, if protest is denied, you must forfeit the $50. All coaches must have your player’s birth certificates with you at every game.  All decisions are final.  Umpire decisions are final. 

 

28. Disrespect for the Game: any team caught intentionally giving up runs, losing on purpose or otherwise playing the game to change the outcome of pool play or the finals in favor of another team shall be dismissed from the tournament and reported to their league and any other appropriate sanctioning body.  The dismissed team’s win/loss record shall stand, and the teams seeded below them will all move up and play, if qualified, based on tournament seeding rules and tie-breakers. 

 

29. Alcohol and Tobacco products are prohibited anywhere on the park district property.  Dogs are to remain on a short leash and all doggie deposits must be cleaned up by the owner.  The tournament director has the right to request a dog to be removed if the dog displays aggression or is disruptive in any manner.
