Mabank Little League Football Association

By-Laws

 

Article I – Name

 

Section I         This organization shall be known as the Mabank Little League Football Association (MLLFA).

Article II – Sanctioning

 

Section I         MLLFA is sanctioned under, Tri-County Football Association (“TCFA”). Mabank Little League Football Association is subjected by the Bylaws and General rules and guidelines of TCFA.

 

Article III – Membership

 

Section I         Membership will consist of any individual/family interested in involvement and promotion of sports and recreation. Board of Directors have the right to refuse memberships due to circumstances with a majority vote.

 

Section II        All Board Meetings are held the 3rd week of the Month. All Meetings are OPEN & CLOSED to the public. The first 15 minutes of the Board Meeting will be open to the public. Due to demand, parents will need to put in a form 7-10 days before Board Meetings to reserve a spot to voice their questions, concerns, complaints, etc. Board Meetings will be posted for public knowledge 7-10 days before meeting.

 

Section III      Voting membership will consist of Board of Directors. This committee will nominate and elect persons to fill any open position on the Board of Directors. This committee will represent parents and child participants.

 

 

 

Section IV      Qualified Members at large in good standing shall be entitled to one (1) vote. A Qualified Member at large in good standing:

1.      No reports on file that are in dispute or under investigation.

2.      No Outstanding Balances.

3.      Current Members at Large with previous volunteer work with MLLFA.

4.      Voted in by Board of Directors.

 

Section V        Mabank Little League Football Association is a non-profit organization. Dues collected, donations and/or profits made from concessions, etc. shall be used for purchase of land, equipment and/or facilities as set forth in the by-laws.

 

Section VI      Dues and fees collected for football, cheerleading and drill team shall be kept and recorded by the treasurer elected by the Mabank Little League Football Association Board of Directors.

1.      Payment-registration fees for football must be paid in full before equipment is issued.  Cheer/Drill registration and uniform fees must be paid in full. Uniforms will not be ordered until payment in full is received. If dues/registration is not paid, the Board will refuse to accept the individual until dues are paid in full The Board of Directors will set cheerleading, pep squad and football dues/registration fees each year. Once uniforms have been ordered, there will be NO REFUNDS.

 

2.      No member of the Board of Directors shall be liable for any debts, liabilities or obligations of MLLFA.

 

3.      MLLFA accepts CASH and CREDIT CARD payments only.

 

 

 

Article IV- Board of Directors

 

Section I      The government of the association, the direction of its work and control of its property shall be vested in the Board of Directors which will consist of the following offices: Executive Director (President), Executive Board Members (Vice President, Secretary and Treasurer), Board Members (Football Commissioner, Assistant Football Commissioner, Cheer Commissioner, Assistant Cheer Commissioner, Concession Coordinator, Co-Concession Coordinator, Field Maintenance Coordinator, Equipment Manager Homecoming and Banquet Chairman) and Officers (Qualified at large members).  All Board of Directors except Officers should be voted on in the first meeting of the year (January or at Banquet) and will take office on February 1st of the same year. All Head Football Coaches and all Head Cheer/Drill Coaches shall be elected in the March meeting.

1.                  The President shall preside at all meetings of the association, and its Board of Directors. He/she shall perform all duties incident to this office and recommend such action as he/she believes will increase the effectiveness of the organization.

2.                  The Vice-President shall assume such responsibility as may be assigned by the president, and, in the absence of the President, shall be designated by the Board of Directors as the presiding officer.

3.                  The Treasurer shall receive and disburse the funds of the association, and deposit it in the correct account. The Treasurer shall make reports to the Board of Directors once a month. Treasurer shall have ready at monthly meetings all bills to be paid. Treasurer shall abide by Article IV- Disbursements Section II.

4.                  The Secretary shall keep the minutes of each meeting of the Board of Directors in proper form. With the President, the Secretary shall be the Chief Administrative Officer of the association and shall oversee the operation of the organization with the policies and procedures established by the Board of Directors. The Secretary will act as Public Relations Coordinator and is responsible for providing information to the newspaper concerning stats, advertisements, banquet, etc...

5.                  Football Commissioner will arbitrate any problems arising between parents and coaches.  The Commissioner will then report to the board, on a weekly basis, any problems that have arisen.  The board will then act accordingly, if needed.  He/she will also appoint stadium responsibilities such as lights, PA, chains, etc. Commissioner must attend all Tri-County meetings.

6.                  Assistant Football Commissioner shall assume such responsibility as may be designated by the President or Football Commissioner, and, in the absence of the Football Commissioner, shall be designated by the Board of Directors as the presiding, Football Commissioner. Assistant Commissioner must attend all Tri-County meetings.

7.                  Cheer/Drill Commissioner will arbitrate all problems arising between parents and directors.  Commissioner will then report to the board, on a weekly basis any problems that may have arisen.  The board will then act accordingly if needed.  Commissioner must attend all Tri-County meetings.

8.                  Assistant Cheer/Drill Commissioner shall assume such responsibility as may be designated by the President or Cheer/Drill Commissioner, and, in the absence of the Cheer/Drill Commissioner, shall be designated by the Board of Directors as the presiding, Cheer/Drill Commissioner.  Assistant Commissioner must attend all Tri-County meetings.

9.                  Concessions Coordinator/Co-Coordinator will oversee ordering supplies, organizing workers for the concession and cleanup of the concession at home games and practice field concession.

10.              Field Maintenance Coordinator shall coordinate all upkeep and maintenance of any and /or all fields.

11.              Homecoming and Banquet Chairman is responsible for league shirts and/or hoodies, letterman jackets, the end of the season banquet and Homecoming activities, and updating the social media page.

12.              Equipment Manager oversees all equipment used by the organization. This individual’s duties include maintenance, repair, inventory, cleaning, and liquidation.

13.              Members at Large will assist the Board of Directors as required. Head Coaches will be required to be Members at Large. Members at large are required to work ALL home games.

Section II     Members of the Board of Directors shall be recommended to be replaced by simple majority vote of the Board of Directors for failure to actively work in the best interest of the association, or for 3 accumulative absences to called meetings. All members are required to work all home games unless they are detained due to their professional job, or unless duty is being done two (2) hours prior to game or away from field. (I.e. concessions stand preparation at home). Members at Large will be voted on by Board of Directors. 25 Members at Large Max.

 

Section III   One-half of the members of the Board of Directors shall constitute a Quorum at all meetings of the Board of Directors. President or Vice President must be a member of the quorum.

Section IV   The Board of Directors shall have the power to temporarily fill vacancies on the board.  Vacancies by resignation or otherwise shall be filled promptly.  Failure of a director to attend regular meetings shall imply intent of resignation.  After being notified and allowed to offer reasonable excuse in bar of removal, the board shall act to remove or confirm continuance of such member.  Board members desiring to be dismissed as a member of the Board of Directors shall submit a written resignation within two (2) weeks, or board member will automatically be dismissed from any and/or all duties. Any MLLFA volunteer who does not complete a full season will not be allowed to return without the approval of Board of Directors.

Section V     Any Act of defamatory, dishonesty, or in direct opposition of the Leagues Bylaws and Code of Conduct may be removed by quorum of Board Of Dirctors.

Article

V – Disbursements

 

Section I         All disbursements of funds of the association shall be presented for approval by the Board of Directors.  All Disbursements shall be made by check and/or credit/debit card.

a.)    There will be three (3) directors authorized to sign checks for the association.  They are: Vice President, Treasurer and Secretary.

 

Section II        Ledgers shall be kept and made available where funds are concerned for the Mabank Little League Football Association.  All funds collected shall be deposited in the Mabank Little League Football Association account.

 

Section III      Upon the dissolution of Mabank Little League Football Association, assets shall be distributed for one or more exempt purposes within the meaning of section 501(c)(3) of the Internal Revenue Code, or corresponding section of any future federal tax code, or shall be distributed to the federal government, or to a state or local government for a public purpose.

 

 

Article VI- Fiscal Year

 

Section I         The Fiscal Year for the association will start January 1 of each year and shall end December 31 of that same year.

 

Article VII- Amendments

 

Section I         These by-laws may be amended at any regular or special called meeting by a majority vote of the members present which must consist of one-half of the total number of board members.

 

Article VIII- Volunteers

 

Section I         The Board of Directors has the right to refuse the services of any MLLFA volunteer at any time.

 

Section II        All Board Members, Head Coaches and Assistant coaches are subjected to a pre-season criminal background check. If there are any discrepancies the Board of Directors will meet to vote the approval or dismissal of the individual.

 

 

Article IX- Cheer/Drill Rules

 

Cheerleaders will abide by the rules adopted by Mabank Little League Football Association/ Tri-County Football Association.  All games will be governed by Tri-County Football Association.

 

1.                    MLLFA will follow all Tri-County By-Laws and rules.

2.                    No uniform will be ordered unless registration/dues and uniform fees are paid in full. After uniforms have been ordered by the league. No refunds will be given.

3.                    A meeting with the Cheer/Drill Commissioner, Coaches and parents will be held before season begins and as needed during the season.

4.                    All camps will be conducted before the season begins. All girls will start practice at the same time football does.  All practices will be held at MLLFA Practice Field (except before season camp and two weeks prior to Cheer/Drill Competition). We may change location if needed.

5.                    Parents must make arrangements to get child and/or children to and from practice and games. Please remain for the entire practice as emergency situations such as inclement weather, injury or illness, etc. can occur suddenly. Do not leave your child unattended at practice.  Coaches often use the last few minutes of practice to relay pertinent information to the parents.  CHILDREN ARE NOT TO BE LEFT AT THE MLLFA PRACTICE FIELD WITHOUT PROPER ADULT GUARDIAN PRESENT.

6.                    The Coach or Assistant Coach must be present for practice and all games except for sickness or emergency or it will be canceled.

7.                     NO SIDELINE COACHING FROM PARENTS DURING PRACTICES OR GAMES. THIS IS DISTURBING AND DISRUPTIVE TO THE ENTIRE TEAM AND COACHES.

8.                    Parents must contact Coach or Assistant Coach BEFORE practice or game if child is unable to attend.

9.                    Each squad will be designated an area as a group for games and practices.

10.                Coaches may bench cheerleaders for disciplinary reasons.  Head Coach must give reason(s) in writing to Cheer Commissioner which then, if needed but not necessary, go before the Board of Directors so board approval may be obtained.

11.                All Cheer/Drill squads will be expected to arrive one hour before their game.  They are expected to make victory lines for the football players.  Coach and/or Assistant Coach must always be with the cheerleaders during the game. Cheerleaders may not leave until the game is completed.

12.                Only rostered individuals are approved to be on the sidelines.

13.                No part of uniform may be altered except when instructed to do so.  These items can only be added with approval of Cheer/Drill Commissioner.

14.                All team members are required to attend out of town games, or they will be suspended for the next game, except in sickness or emergencies. Again, prior phone call to Coach or Assistant Coach must be made.  Doctor’s excuse is required for sickness.

15.                Only one (1) pre-season fundraiser and one (1) season fundraiser will be allowed.  All fundraisers must be approved by the Board of Directors.

16.                All decisions pertaining to Cheerleaders will be made at the discretion of the Cheer/Drill Commissioner, including practice schedule.

17.                No GUM, food or drinks, other than sideline water, will be allowed during the game.  NO EXCEPTIONS 

18.                No smoking (including E-cigs and/or vapor cigarettes) is allowed on the practice field or school property. Smoking is permitted in the parking lot of the practice field only.

19.                No jewelry is allowed during practice, games, half time, competition or camps.  This includes earrings, necklaces, bracelets, watches, etc.

20.                Cheer/Drill Commissioner will give a weekly report to the board concerning all decisions made by Commissioner that week.

21.                All spectators will acknowledge entering Mabank Stadium and parking areas as school property.  All Mabank Independent School District and TCFAC&D rules will apply during practices, regular season games, playoffs and super bowl games.

22.                No cheerleader should be left unattended in the restroom or during half time.

23.                No sandals or flip flops will be allowed during practices (i.e. any open-end shoes, or shoes that do not cover the ankle.)  TENNIS SHOES ONLY!!!

24.                Any Cheerleader that does not complete a full season will be ineligible for participation the following year without approval from the Board of Directors. 

25.              Any league fines incurred by the actions of parents will be passed on to said parent for payment.

26.              If the child is missing any part of the uniform, they will not be able to cheer during the game or compete during competition.

27.              Any player missing TWO practice within the same week (except emergencies or sickness) will not be able to participate that same week. YOU WILL BE BENCHED BY THE HEAD COACH. Any player missing two practices within the same week (except emergencies or sickness) will not be able to participate that same week. If you attend school that day, we expect you to be at practice.  If you do not show up at a game, it will carry over to the following game.  Practice and game attendance are mandatory.  If you are sick, a doctor’s excuse is required. YOU MUST CONTACT YOUR HEAD COACH OR TEAM MOM PRIOR TO PRACTICE OR GAME IF YOU ARE UNABLE TO ATTEND. Article X- Football Team Rules

Please remain for the entire practice as emergency situations such as inclement weather, injury or illness, etc. can occur suddenly. Do not leave your child unattended at practice.  Head Coaches often use the last few minutes of practice to relay pertinent information to the parents.  CHILDREN ARE NOT TO BE LEFT AT THE MLLFA PRACTICE FIELD WITHOUT PROPER ADULT GUARDIAN PRESENT.

 

2.                  Players may not leave until their game is completed. This includes home and out of town games.

 

3.                  Coaches have complete control of their teams.  Discipline will be left up to coaching staff during practices and games.  Coaches and staff must report any/all problems to the Football Commissioner.

 

4.                  NO SIDELINE COACHING FROM PARENTS DURING PRACTICES OR GAMES. THIS IS DISTURNING AND DISRUPTIVE TO THE ENTIRE TEAM AND COACHES.

 

5.                  Head Coach or Assistant Coach must be present, or practice will be cancelled.

 

6.                  Parents must contact Head Coach or Team Mom before practice or game if player is unable to attend.

 

7.                  Any player missing one practice within the same week (except emergencies or sickness) will not be able to participate that same week. You will be benched the FIRST HALF of the game by the Head Coach.

 

Any player missing two practices within the same week (except emergencies or sickness) will not be able to participate that same week. You will be benched the ENTIRE GAME by the Head Coach.  

 

If you attend school that day, we expect you to be at practice.  If you do not show up at a game, it will carry over to the following game.  Practice and game attendance are mandatory.  If you are sick, a doctor’s excuse is required.

 

YOU MUST CONTACT YOUR HEAD COACH OR TEAM MOM PRIOR TO PRACTICE OR GAME IF YOU ARE UNABLE TO ATTEND. If you fail to contact your head coach or team mom or are unable to present a doctor’s excuse you will be benched for the game.

 

8.                  No part of the equipment may be altered except where instructed to do so (such as decals, numbers, names, etc.).  These items can only be added with the approval of the Football Commissioner.

 

9.                  Each team will be designated an area as a group for games and practices.

 

10.              Coaches may bench players for disciplinary reasons.  Head Coach must give reason(s) in writing to Football Commissioner which then, if needed but not necessary, go before the Board of Directors so board approval may be obtained.

 

11.              Please limit phone calls to coach’s except in cases of emergencies or unable to attend practice.  If you have other business, please wait until practice is over to discuss it with the coach.

 

12.              All team members are required to attend all out of town games or they will be suspended for the next game, except in sickness or emergencies. Again, prior phone call to Head Coach or Team Mom must be made. Doctor’s excuse is required for sickness.

 

13.              It is mandatory for each Head Coach to play his entire roster each game, unless player is being withheld for disciplinary reasons.

 

14.              Head Coaches will submit any Player deemed unsuitable/ un-coachable for removal from the program to the Board of Directors for review.

 

15.              Any member of the coaching staff who receives an unsportsmanlike penalty will be put on probation for the rest of the season.  If you receive a second penalty, you will be suspended from the remaining season.  The new Head Coach will be board approved. When and/or if a Head Coach or Assistant has been ejected from any football game (regular season, playoffs or super bowl) it will result in a one game suspension and an automatic five (5) game probation.

 

16.              Only rostered individuals are approved to be on the sidelines. 

 

17.              Parent/Guardians are responsible for their child’s equipment.  League issues helmets and shoulder pads shall be returned at the end of the season.  If not turned back in, the Parent/Guardian will be FINANCIALLY RESPONSIBLE for lost, damaged or non-returned equipment. If not paid, player will not be permitted to return until equipment is returned or balance is paid in full.

 

18.              Football players who make the first practice and decide to quit after practice will not receive a refund.  NO EXCEPTIONS!

 

19.              All decisions pertaining to the Players will be made at the discretion of the Football Commissioner.

 

20.              No smoking (including E-cigs and/or vapor cigarettes) is allowed on the practice field or school property. Smoking is permitted in the parking lot of the practice field only.

Article XI – Code of Conduct- Player, Coach, Spectator, Parent

 

Section I         Any abusive language and/or abuse of equipment (throwing helmets, kicking equipment or throwing temper tantrums) by a player shall cause coach to bench player for remainder of game or player will be suspended for the following game.  Coaches seeing such behavior MUST take appropriate actions or it can be called to the coach’s attention by a member of the Board and Coach MUST take appropriate action when notified.

MLLFA Parent/Guardian Code of Conduct

 

This is the Official MLLFA code of conduct and will be enforced at all MLLFA events, regardless of venue.

As a condition of having a participant representing a MLLFA team, parents/guardians agree to:

1.                  Demonstrate support for players, coaches, and officials at games, practices or other MLLFA events.

2.                  Have your child at practices and games on time and fully dressed.

3.                  Refrain from profanity, taunting, or derogatory remarks about players from any team, coaches, or officials during MLLFA events.

4.                  Not openly dispute, negatively discuss, argue with, embarrass, make negative remarks via social networks, or challenge coaches publicly. Remember our coaches and board members are unpaid volunteers embodied with the concept of sportsmanship, honor, respect, character, responsibility, fairness and diligence.

5.                  Adhere to the sideline rules, only rostered persons may be on the sideline.

6.                  Leave the field/premises if you are getting angry or frustrated until regaining composure.

7.                  Adhere to the “24 Hour Rule” if you are angry or frustrated. Do not contact your team’s coach until 24 hours has passed.

8.                  Not discuss other player’s abilities or playing time with your coach, only discuss your own child.

9.                  The use of any tobacco products, e-cigs, vapes, etc. and/or alcohol is strictly prohibited at any practice field and/or game facility.

10.              The use of any alcoholic beverage and/or illegal drugs at all MLLFA events is STRICTLY PROHIBITED. We will contact the local law enforcement agency immediately.

11.              Be held responsible for the behavior of any guest they bring to MLLFA event.

12.              Communicate any concerns about your player’s safety or well-being to the coach immediately.

13.              Give constructive criticism during a private moment, never in front of other parents, players, officials, spectators, etc.

14.              Support your coach and refrain from excessive “sideline coaching” from the stand.

15.              Abide by a doctor’s decision in all matters of player’s health and injuries and physical ability to play.

16.              Accept the decisions of officials on the field as being fair and called to the best ability of the officials.

17.              Stay off the field (including practice field) and remain under control in order to set a good example for players and other spectators.

18.              Not criticize an opposing team, its players, fans, coaches, or team by words or gestures.

19.              Support the coaches, players and officials and help teach the value of commitment to the teams, sportsmanship, ethical conduct and fair play.

20.              Not encourage their child or any other person to engage in unsportsmanlike conduct with any coach, parent, player, participants, officials, or any other attendee.

21.              I understand will be held responsible for the actions and conduct of myself and/or my family members.

22.              Any Act of defamatory, dishonesty, or in direct opposition of the Leagues Bylaws and Code of Conduct may be removed by quorum of Board Of Directors.

 

 

 

I have read and understand the MLLFA By-Laws & Code of Conduct and I agree to abide by the rules and guidelines. All disciplinary actions and complaints, will be in writing and submitted to the Football or Cheerleader Commissioner. If I fail to follow these rules, I will be subject to disciplinary action that could include, but not limited to the following:

1.                  Verbal and written warning from collective board members and corrective action measures.

2.                  Parent/Guardian game suspension with written documentation.

3.                  Parent/Guardian season suspension.

4.                  Lifetime ban.

The Following Bylaws were reviewed by Mabank Little League Football Association 2021 Board of Directors.  Executive Board of Director & Executive Board Members agreed the following Bylaw changes on February 24, 2021 are finalized and implemented February 25, 2021 for the 2021 Season.
