Newport Youth Baseball Association

Bylaws

 

Article I: Name and Territory

Section 1. Name of organization. a) Newport Youth Baseball Association b) Accepted Abbreviation: NYBA - organized as of April 24, 2013

Section 2. Address. a) PO Box 334, Newport, PA 17074

Section 3. Social Media. a) League Lineup: www.leaguelineup.com/coxfieldnyba b) Facebook

Section 4. Territory. a) Newport School District - the municipalities contained therein.

Section 5. Participation. a) The Newport Youth Baseball Association will participate in youth baseball as part of the River Youth Baseball League.

Section 6. How to become a member – Any Newport resident or relative of player can become a member.

 

Article II: Objects

Section 1. Objective. a) The mission of the Newport Youth Baseball Association is to provide youth ages 5-12 an opportunity to play youth baseball. b) The NYBA will strive to provide a safe environment for the youth. c) The NYBA will continue to take steps to make youth baseball accessible.

 Section 2. Not for profit organization. a) No part of the net earnings of the association shall inure to the benefit of, or distributed to, its officers, members, or other private persons, except that the association shall be authorized to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of its exempt purposes.

 

Article III: Board of Directors

Section 1. Elected officers a) The voting board shall consisted to the following elected officers: President, Vice-president, Secretary, Treasurer, River League Representative, Field Maintenance and Supplies, Tee ball Representative, and Equipment Manager.  The board reserves the right to add or remove a voting position before the start of the season.

Section 2. Eligibility and commitment. a) The candidate must be in good standing with the NYBA. b) The elected officer must make every attempt to attend regular meetings and reasonable attempt to attend special meetings. Absence from a meeting must be reported to the President or Vice-president prior to meeting.

Section 3. Term of Office. a) Elected officers shall hold office for one year beginning on the first day of the calendar year or until their successors are elected. Every Board member must have clearances.

Section 4. Removal from Office. a)A board member may be removed from office by a 2/3 vote of a quorum. Section 5. Vacancy in Office. a) The board, by majority vote, may appoint an eligible person to fill in for the remainder of the term.

Section 6. Conflict of interest. a.) If board members business intends to do work for profit it must be first voted on by other board members. B.) Board member that owns the business is exempt from voting.

 

Section 6. Duties.

a) President

1. Oversee the board and its meetings.

2. Supervise and direct coaches and oversee coaches meetings.

 b) Vice-president

1. Assume the role of the president in his/her absence.

c) Treasurer

1. Act as the primary financial officer of the league.

2. Keep accurate and up-todate accounts of all league transactions.

3. Report transactions and balances at all regular meetings - as well as any future income/expenditures.

 d) Secretary

 1. Keep accurate and complete minutes at all league meetings.

2. Report minutes from previous meeting.

3. Keep and file all league data.

                                                1. Meeting with Liverpool and Millerstown every year to organize the tball season

                                                2. Helping to set up game schedule and game rules

                                                3. Organize TBall field schedule and availability

                                                4. Get permission every year from Oliver Township to use the field.

                                                5. Order end of the year metals.

 

Article IV: Chairpersons

Section 1. The following shall be supporting committees. a) Fundraising, Uniforms, Concessions, Website Administrator, Tournament Director Section 2. Responsibilities.

 

Article V: Nominations and Elections

Section 1: Nominations are held in September

Section 2: Elections are held in October

 

Article VI: Board Meetings

Section 1. Regular Meetings. a) The board shall meet once per month on the first Sunday of the month beginning at 6pm unless otherwise scheduled.

Section 2. Special Meetings. a) The president may call a special meeting via phone, text, or email; allowing 24 hours to convene. All board members must be notified. b) Any (3) three board members may also call a special meeting in the same manner allowing 24 hours to convene. All board members must be notified.

 

Article VII: Quorum

Section 1. A quorum shall be defined as follows: a) A majority of the voting board members must be present at the meeting in order to conduct league business. b) A majority vote of quorum is necessary for motion to carry(pass) - except in special instances as written in these bylaws such as amendments and removal from office. Either at a meeting or via e-mail to all board members.

 

Article VIII: Coaches

Section 1. Eligibility a) A person desiring to coach or assist in coaching will acknowledge such at registration or to a board member before the draft.  Parents helping on the field or in and/or around the dugout are considered assistant coaches.  b) All coaches and assistant coaches will be required to sign the Coaches’ Code of Ethics and submit to a background checks according to state mandated law. Secretary must have all clearances for coaches and all assistants before practices begin. c) If five (5) or more parents request that their child not play for a coach, the coach will be brought before the board to determine eligibility. Each parent will be called individually to find out why they do not want there child to play for a particular coach. A coach under these conditions may be placed on probation at the discretion of the board.

Section 2. Determination. a) In the event that there are more coaches than teams available, the coaches will be presented to the board. The board will determine who will be placed in any vacancy. b) The NYBA board reserves the right to deny any individual the right to coaching position.

Section 3. Responsibilities. a) coaches and/or assistant coach must attend meetings from time of appointment until the end of the season. b.)head coach needs to text President and/or Vice President to let them know who will be representing their team at the meeting. C.) failure to attend meetings may result in forfeiture of the  head coaches  volunteer fee.

 

 

Article IX: Players

Section 1. Registration a) All players must submit a registration form. b) The player must have primary residence in the Newport School District or residence outside the River League community and not playing in another league. b) All previous debts settled

 Section 2. Fees. a) Tee ball (age 5-6) $40.00, Rookie (age 7-8) $50.00, Minor (age 9-10) $60.00, Major (age 11-12) $70.00  b) Players will sign up and play at their age level as of 8/31. Any other age moves will be by parent written request or to even/fill rosters.  All moves are subject to the discretion of the board. (Approval) Return check fee of $50.00

Section 3. Requirements/Commitments a) Fundraiser participation is rrequested.  There will again be a $50 concession buyout payable at registration due at time of registration postdated for July 1.  Buyout can be earned back by working the concession stand for three shifts or 2 shifts and 1 field day.  Multiple field days do not count. Head coach and 1 named assistant coach per team and all board members will have their volunteer fee returned.

 

Article XI: Draft

Section 1. Rules a) New players, players moving up a level, and players requesting to be put in the must tell us why and the board reserves the right to permit or deny that request. b) Players will be drafted one at a time - except in the case of siblings. A coach drafting siblings will lose pick in the ensuing round. c) Coaches will start the draft in order of lowest record to highest from the previous year.  After the first round, coaches will draft multiple players to even up roster numbers - then continue in order. d) In the case of even records and numbers, tie-breaker will be head-to-head, etc.

Section 2.  A head coach can select and declare one assistant coach before the start of the draft. If the assistant’s son/daughter is part of the draft, then the player is the head coaches’ selection in the first round.  Section 3. Redraft a) In the case of all new coaching staff,  the board has the right to vote to make changes.  The decision of whether to redraft existing teams will be made annually based upon registration numbers per age level. This decision will be made by the board after the final sign-up date and prior to the mandatory coaches’ meeting before the draft.

Section 4. If a team is added to any level the board reserves the right to change the draft rules.

Section 5. Post-draft a) Any players signing up after the draft will be placed sequentially on a team in the same order as the original draft.  Assuming registrations are still being accepted.

Section 5. Submission. a) Rosters will be submitted to the River League in accordance to the proposed due date.

 

Article XII: Game Rules

 Section 1. The NYBA will play by The Official Little League Regulations and rules approved by the coaches of the River League Youth Baseball League.

 

Article XIII: Tournament Teams

Section 1. Any player selected to an all-star or tournament team that doesn’t attend all the games will not be permitted to attend in the future.  All all-star selections should be approved by the board before they are turned into the river league.

Section 2. Coaching staff selection. a) The head coach end the season with the best season record will be the head coach of the tournament team. b) The head coach will select the coaching staff. The assistant(s) must have been on a team roster during the regular season.

Section 3. Player selection. a) Each head coach will submit a list of nine (9) players - a maximum of four (4) coming from his/her own team. The nine players with the highest number of votes will be on the team. The head coach of the tournament team will make remaining selections to fill out the roster. b) If a player cannot participate on the tournament team, the head coach will make the selection to fill the roster. c) All star picks once submitted will be voted on by the board.

 

Article IXV: Amendments

Section 1. Bylaw revision requirements. a) Notice of bylaw amendment proposal 72 hours prior to meeting - communicated by phone, text, or email to all board members. b) Quorum and twothirds vote for amendment to pass.

 

Article XV: Dissolution

 In the event that the association dissolves, funds will be distributed for one or more exempt purposes within the meaning of section 501(c)(3) of the Internal Revenue Code, or corresponding section of any future federal tax code, or shall be distributed to the federal government, or to a state or local government, for a public purpose.
