1st & 2nd Grade Boys Rules

Central Junior Basketball

General Description: This division is designed to introduce boys to competitive play.

 

1.       The league will follow current Indiana High School Athletic Association (IHSAA) basketball rules except as modified by the league.

 

2.       The basketball goal is to be set at 8’ 6” feet high.

 

3.       The basketball used is a 27 cm basketball.

 

4.       The game will consist of four seven minute quarters with the clock stopping the last minute of the second and fourth quarters.  The clock will stop only for time outs, injuries, or during a free throw. During a free throw, the clock will be turned on when the ball is handed to the shooter on the first shot of the bonus, or the second shot of a two shot foul.

 

5.       The league will provide at a minimum one official.

 

6.       THREE POINT SHOTS: Scored as two (2) points until the last 1 minute of each half.  

 

7.        TRAVELING & DOUBLE DRIBBLE: Violations called at the official’s discretion. Officials will enforce violations on a sliding scale, subjectively by individual player’s ability.

 

8.        LANE VIOLATIONS: Violations not enforced.

9.       Each player will wear a colored wristband that matches an opposing player’s wristband to identify individual offensive/defensive match-ups.  Coaches must assist in making sure players are guarding their own man.   

 

10.   Only man to man defense can be played. No zones or double teams are allowed. The exception is help defense which is allowed when a player gets beat, but only as “help and recover”.

 

11.   The defense cannot engage until the ball crosses the three point line extended. Once the ball crosses the three point line extended, defense can be played throughout the entire half court.

 

12.   Steals or stripping the ball directly from another player is allowed, as long as the defense steals from their own man.  Passes can be stolen.  Once a team is up 10 points or more, no steals will be allowed. 

 

13.   Playing time:  Every player must play at least two uninterrupted quarters. One in the first half and one in the second half. The only exceptions are if an injury occurs or disciplinary action in the form of “pine time” is required in the coach’s opinion.  If mathematically possible every player must sit at least one quarter and no player may play more than three quarters. A player’s time may not deliberately be split into half-quarters so that they are on the floor effectively all four quarters.

 

14.   To the extent that it is feasible, each player should be given the opportunity to play point guard at least one time each game. By feasible, we mean if a child is capable of bringing the ball down and making a first pass without great difficulty.

 

15.   No obvious clearing out of the middle or a side of the court so a player can go one on one is allowed. If this type of isolation becomes obvious a team will be warned and may subsequently receive a technical foul.

 

16.   Once the defense has established clear possession of the ball, the offense must clearly release and transition to become the defense. No shadowing of a player in the back court is allowed.  During the last minute of the fourth quarter teams may extend defense to the half court line.

 

17.   Each team has 3 one minute time outs. 

 

18.   Half time will consist of a five minute intermission.

 

19.   At the scheduled game time the clock will start. Game time means game time. A team may play with only four players with no penalty.

 

20.   Overtime will consist of as many two minute periods as is necessary until a victor is determined.

 

21.   Technical fouls should never happen, but poor sportsmanship will not be tolerated by any participants be they players or coaches. Derogatory remarks towards officials will also not be tolerated. If a technical is issued for any unsportsmanlike behavior, it will result in a one game suspension for the participant involved.

 

22.   Each team will supply either a score keeper or a clock operator for their game. Try to have this arranged in advance of the game.

 

23.   If any rule is not covered here or in the hand book of rules, the game officials will make a ruling or implement said rule in question without possibility of appeal.
