HRHL Rules & By-Laws


LEAGUE RULES

 

1.     All regular season games will consist of a three minute run-time warm up (to start as soon as the Zamboni leaves the ice), and two fifteen minute stop time periods. If regular season games are tied at the end of regulation there will be a 3 on 3 shootout to determine a winner.

 

2.         There will be no time outs during the regular season.

 

3.        Slap shots are permitted.

 

4.        For the purpose of two line passes there will be no red line.

 

5.        Body contact is not permitted.

 

6.        High sticking - high sticking the puck results in a whistle and a face-off in the offending team’s defensive zone. Any high stick to an opponent is an automatic 4 minute penalty. Any high stick that is intentional or injures an opposing player is an automatic 5 minute major and ejection from that game.

 

7.        A total of 2 two minute penalties or any 5 or 10 minute major/misconduct penalty will result in an ejection from that game.

 

8.        A player who receives a fighting major will be ejected from the game and is suspended for the next five scheduled games.

 

9.        Dropping of the gloves/glove while involved in any type of altercation with an opposing player brings an automatic suspension for the next three scheduled games. If a fight ensues it is an automatic 5 games as per any fighting major.

 

10.     A player who receives a 5 minute major penalty will be ejected from the game and receive a minimum 1 game suspension.
 
11.   A  player who receives a 10 minute misconduct is ejected from the game. If the misconduct is the player's second 10 minute misconduct of the year the player will receive an additional game, any additional 10 minute misconducts will result in additional games being added. 

 

12.     A player that receives a match penalty will be ejected from that game and suspended for the next three scheduled games at a minimum.

 

13.     A player that receives a gross penalty will be ejected from that game and suspended for the next scheduled game.

 

14.     A player that leaves the bench to join an altercation will be ejected from the game and suspended for the next scheduled game.

 

15.     Any player that physically or verbally abuses a league official or committee member who is acting in a committee role will be suspended indefinitely and will be reviewed by the disciplinary committee

 

16.     Any on or off-ice threats (inside the arena) brought to the committees attention and verified by committee members to any player will result in a one game suspension.

 

17.     All suspensions as listed above are FINAL and MINIMAL. Reviews for increases in these suspensions may be requested by team captains only.

 

18.     All suspensions will result in having the name of the offender added to a Probation List. This list will be reviewed by the team captains at the end of the season to decide on whether a player will be invited back the next season.

 

19.     Hockey Canada rules apply where HRHL rules not already stated.

20.  Suspensions are compounded. If a player is suspended more than once in a year the second offense will have the first offences games added to the suspension. Thus if a player receives a 2 game suspension and then gets a one game suspension later in the year the second suspension will be not just 1 game but the 1 plus the original 2 again. This resets each season but all suspension for any single year are compounded.

 

 

LEAGUE BY-LAWS

1.        All Players will be 35 years of age as of September 1 of the current year. Some exceptions can be made by the league executives. 

                                                                                          

2.        All players registered and drafted are eligible for playoffs.

 

3.     The draft will consist of 14 rounds. The coaches will be ranked to a certain round and therefore lose a pick. There will be a draw of cards to decide the order of drafting, with the team picking first in the first round picking last in the second, and first again in the third.

 

4.        A team must ice a minimum of six players to start the game, or the opposing team will be awarded a 1 to 0 win. The non-offending team can agree to let the game be played if fewer than six skaters are available. 

 

5.        Protests and requests for disciplinary action must be filed the night of the game no later than 2AM, to Bob Webber, by any team captain.

 

6.        All players must be registered and paid in full on registration night.

 

7.        There will be no carded players eligible for the draft. If a player becomes carded during the season no refund will be given.

 

8.        If a player is injured or moves away etc. no refund will be given. If it is deemed acceptable by the committee and the player lost was a top 3 draft choice the player may be replaced. The replacement player must be acceptable to a majority of teams. 

 

9.        Trades have to be called or texted in to the League Committee by 10:00pm, December 30, texts must be received from one captain from each team involved in the trade. Once both texts or calls are received the trade is considered completed and cannot be reversed unless agreed to by both teams. Trades must consist of an even amount of players or draft picks between teams.

 

10.     All league goaltenders are eligible to play for any team if their regular goaltender is not available. The League Committee has posted a list of other eligible goalies. To add a goalie to this list he must be approved by 50% of league teams. 

 

11.     Suspended or ejected players are not permitted on or near the bench. Staying on the bench after ejection will result in a 1 game suspension. Staying near the bench will result in a 1 game suspension if the suspended player becomes involved in conversations with he refs or opposing players after leaving the bench.

 

12.     If teams are tied at the conclusion of the season, the tie breaker formula will be as follows:

A.       Most total wins
B.       Best head to head record

C.        Best plus/minus in head to head competition

D.       Best plus/minus

E.        A coin toss

 

13.    The Administrative & Disciplinary Committee will be made up of the 3 representative captains (Bob Webber, Tim Kerr, Tim Ryan)  All decisions will be by majority decision of those present at the meeting. It is expected that all reviews will be accompanied by a full report from the Officials
