SAVE YOUTH FOOTBALL ACT!

You may have heard that there has been a bill introduced called the Safe Youth Football Act that calls for the lawful ban of youth tackle football statewide. Dear Assembly Member Chu:

Please be advised that the Moreno Valley Pop Warner Association is strongly opposed to AB 2108 (McCarty). The bill is currently referred to the Assembly Committee on Arts, Entertainment, Sports, Tourism and Internet Media and is expected to be heard on May 1st, 2018.

 

The Moreno Valley Pop Warner Association participates in the Mt. Baldy Conference. Moreno Valley Pop Warner  serves over 160 student-athletes from both football and cheer with over 40 coaches and administrators in the Moreno Valley, Perris, and surrounding cities.

AB 2108 proposes to ban the sport of youth tackle football for children age 11 and under.

This proposal shifts the state into a drastically different policy direction than its present course. When the legislature previously addressed youth sports, the policies were designed to educate and train coaches, minimize the risk of injuries, and inform parents about the potential risks. AB 2007 from 2016 requires notifications for parents and participants about the risk of head injury. AB 2127 from 2014 requires high school football programs to limit the amount of full contact during practices. Even your AB 2800 requires coaches to be educated on the symptoms of heat illness and heat stroke. All of these policies are designed to inform, educate and minimize risk.A ban on football not only unfairly targets only one sport, it is inconsistent with previous public policies that Moreno Valley Pop Warner has duly followed.

Additionally, Moreno Valley Pop Warner has implemented a variety of safety measures to minimize the risks to our players. We stand ready to consider other measures designed to increase the safety of our sport. Some safety measures we currently conduct include:

  • Requiring every participant to have a recent physical evaluation by a doctor;

  • Mandatory, in-person, training camps for coaches;

  • Mandatory criminal history background checks for coaches and administrators;

  • Compliance with return to play and learn protocols for head injuries;

  • Accredited concussion recognition training for all coaches and staff;

  • Mandatory first aid/CPR certification for head coaches and at least one assistant on each team

  • Reduction and monitoring of contact periods.

  • Substantial Game Rule Modifications & Revisions.

  • Considerable Innovations in protective equipment and fitting process.

  • Revised contact teaching & playing principals.

  • Mandated Equipment Recertification and established product shelf – life.

  • Expanded and comprehensive NOSCAE helmet testing process.

    Participation in youth tackle football has immeasurable positive effects on the lives of all our participants. But it is especially positive for our underserved youth that may lack traditional social, academic and family support. We provide positive mentoring relations and offer a stability that may be lacking in their lives. Eliminating this positive and supportive outlet for our youth is truly ill advised. The reality of our sport is that it is safer than it has ever been because of the changes we have voluntarily made and the ones that we are mandated to make. I respectfully request your “no” vote when the bill comes before you in the Assembly Arts, Entertainment, Sports, Tourism and Internet Media Committee.Our society is far better off with children participating in youth football than without it.

We will collecting paperwork to certify football players and cheerleaders. We will also be registering any new players as well. Please bring the following to certify your child: Deposit ($100) or payment in full ($300) Completed paperwork (we will have copies if you need them), proof of residency (utility bill, lease/rental paperwork, or homeowner paperwork), original birth certificate (this will be held until mid August when certification is complete, once you do it you never need to do it again for Pop Warner), 2017-2018 full year report card (please only turn in when you receive the full year), and a one time league donation of (1) case of Gatorade (24-20 oz bottles) or (2) case of Soda (12 ounce cans) and  (1) case of water (24-6.9 oz bottles). Moreno Valley Pop Warner is a non-profit organization interested in building leadership, developing skills, teamwork, and discipline. We take pride in bringing together the youth of Moreno Valley to practice good sportsmanship, safety, scholarship, self respect, proper nutrition, and physical fitness through football and cheerleading. We aim to provide a safe, positive, and fun environment for youth to learn the fundamentals of football and cheerleading free from adult ambitions or gratifications.

The Board of Directors welcomes all players, parents, and fans. Moreno Valley Pop Warner embraces the Pop Warner philosophy that scholastic and athletic achievement should go hand in hand. Moreno Valley Pop Warner is open to all who are interested in youth football and cheerleading.
