9man INELIGIBLE LINEMAN FLAG FOOTBALL CAPSULIZED PLAYING RULES
1. MINIMUM LINE PLAYERS: Ineligible Lineman Flag Football (9-Man)=minimum of 5 players at snap. (If the Offense uses a man in motion and he comes from the line of scrimmage, there still must be the minimum 5 players on the line at the snap.) 2. 2 on 1 blocking is allowed.
3. IF a ball carrier falls to the ground or dives to make a catch and hits the ground, he has to be touched (1 hand) to stop the play. If he is not touched, he can get back up and needs to be deflagged. On PATs/FGs the holders knee can be up or down on an extra point or field goal.
4. DIVING: Diving to pull a flag is legal. Diving to block is illegal. Diving to advance the ball is also illegal.
5. PASSER'S arm in motion and ball is in his hand: the passer is down if deflagged.
6. SNAPS: All snaps that hit the ground are dead. Exception: on PATs/FGs only a 1 bounce rule will be allowed. If the ball hits the ground on snaps to the QB or Punter, the ball is called dead where it hits the ground
7. DIRECT SNAPS ARE LEGAL.
8a. FLAGs: If flags fall off inadvertently during the play, revert to 1 hand touch. 8b. If a player starts a play missing 1 or both flags, revert to 1 hand touch.
9. ONSIDE KICKS: There are no onside Kicks allowed.
10. PUNTS: Rushing punter is allowed. You may not rush between center-guard gap. Only the 2 outside players on the punting team may release at snap, all others must wait till ball is kicked. Punts that hit the ground may be picked up and advanced.
11. FUMBLES: Dead at the spot. Muffs of Kickoff & Punts are dead at spot.
12. CHUCKING/BUMPING A RECEIVER: One (1) chuck/bump off line is permitted from the line of scrimmage to 5 yards.
13. FORWARD PASS: Only one forward pass per down.
14. ROUGHING THE PASSER: An automatic 1st down, plus a 15 yard penalty. Penalty yardage will be tacked on to any gain. If the defender contact's the passer's arm, whether or not he/she touches the pass, it is roughing the passer. On a play that results in a score, tack the yardage on the kickoff.
15. EXTRA POINT & FIELD GOAL ATTEMPTS: There is no rushing between the guard and center. NO 3 or 4 point stances. Kicking teams lineman need to be toe to toe (feet touching). The center cannot block. The holders knee can be up or down.
16. NO baiting or taunting of opponents either on the field or from the sidelines. PENALTY: 15 yards.
17. MUFF by the punter on a declared punt is a dead ball. The punter cannot pick it up and kick it.
18. NO spiking or throwing of the ball whether in anger or glee. PENALTY: 15 yards. NO WARNING!
19. OFFENSIVE PASS INTERFERENCE: Loss of down and 5 yard penalty assessed from the line of scrimmage.
20. THE BALL is NOT an extension of the arm.
21. HUDDLE clock is 30 seconds.
22. OBSTRUCTION OF THE RUNNER: The defensive player cannot hold, grasp or stop the forward progress of a runner in their attempt to pull a flag. Will result in a defensive holding: 5 yard penalty and automatic 1st down.
23. SAFETY: A kick after a safety can be a punt or a place kick. The kick will take place at the 20 yard line. The receiving team lines up on the 40 yard line. Treat the punt or place kick as a protected punt. Fumbles and muffs are dead at the spot.
24. WHEN A RECEIVER goes in the air for a catch near the sidelines, he must have at least one foot in bounds when he hits the ground.
25. A PLAYER on the line of scrimmage CANNOT receive the snap.
26. FLAG GUARDING is a 5 yard penalty and a loss of down. Flag Guarding could be done by swiping with the hand, shielding the flag with the hand or ball, dipping of the shoulders, leaping or jumping to avoid being deflagged, etc etc This is a spot foul. 5 yard penalty from the spot & loss of down.
27. BLOCKING down field when the ball is in the air is an offensive pass interference penalty.
28. IF A QB is not avoiding a sack, he can take the snap under center and immediately ground the ball by throwing it straight down to stop the clock under 2 minutes in the half.
29. PROFANITY during the game will NOT be tolerated. A) At the coin flip teams will be warned about profanity anywhere on the field and bench area. B) First time offenders: Unsportsmanlike penalty. C) Second time offenders: Ejection
30. ONLY one man can be in motion at the snap of the ball. A) If 2 men are in motion before the snap of the ball, only one has to stop and get set for one second. B) Shifting is legal at any time. All players who shift still must reset for 1 second.
31. NEW! INADVERTENT WHISTLE: At the time of the inadvertent whistle, the team with possession of the ball has the option of replaying the down, or the result of the play of most forward yardage gained when the whistle was actually blown.
32. EXTRA POINT ATTEMPT: A) Any roughing of the kicker, holder or center is: - Automatic 15 yards on kickoff B) Captain may change his mind on 1 point try from 3 yard line or 2 point try from the 10 yard line if he has a time out.
33. PADDING RULE ADDITION: A) Any exposed metal, like knee brace or ankle brace must be covered. B) Casts are not allowed.
34. FIELD GOALS: A) Field goals missed inside the 20- placement spot is 20 yard line. B) Field goals missed outside the 20- placement spot is the scrimmage line. NEW! Any roughing of the kicker, holder, or center is: - Automatic 15 yard penalty and 1st down
35. OVERTIME: 4 plays from the 20 yard line.
36. TURNOVER RULE: (Applies to Losing Team only!) A) During the last 2 minutes of the 2nd half only, all free kicks that follow a score must be returned by R to R's 20 yard line or further (after all penalties that occur have been assessed), or K shall receive the ball at their 40 yard line and 1st down. B) If a touchback occurs during the last 2 minutes of the second half, it shall be R's ball 1st & 20 at R's 20 yard line. C) If the free kick goes out of bounds between the 35 yard line and the goal line during the last 2 minutes, it shall be R's ball, 1st & 5 at R's 35 yard line.
37. SCORING: TD= 6 pts/ FG= 3 pts/ SAFETY= 2 pts EXTRA POINTS= 1 pt (Run, pass or kick from 3 yard line) = 2 pt (Run, pass or kick from 10 yard line) NEW! Only the ball has to cross any plane. Meaning Touchdown lines & 1st down lines.
38. INTERCEPTION ON AN EXTRA POINT ATTEMPT: A) May be returned by the defense for 2 points. B) A blocked extra point attempt that does not hit the ground may be returned by the defense for 2 points. C) If there is a penalty, after the interception or during the return of a blocked extra point attempt against K, and R does not score, R will be given one untimed down from the 10 yard line to attempt a 2 point conversion by either run, pass or kick!
39. BALL REQUIREMENTS: Adult size footballs (ex: NFL, College etc) Smaller youth footballs ARE NOT allowed.
40. FLAG REQUIREMENTS: Flag-A-Tag Sonic Boom flags are the only flags that are allowed
41. PUNTING: Defense may rush the punter, if there is no declared punt.
42. STIFF ARM: Stiff arming is allowed. In Chest box area ONLY!
43. “LAST MAN RULE” at the officials judgement, inside the the opposing team’s 20 yard line and a ball carrier gets tackled. Automatic 1st and goal @ the 1 yard line. OVERVIEW: - In 9man- 9 players per side, less than 8 would result in a forfeit. You may start with 8 players. - Field 120 yards X 50 yards. 1st downs by crossing the 20-40-40-20. - Team area- all coaches and players must be between the 20 yard lines. - Max Roster 30 players CLOCK - game consist of (2) 22 minute halves. The clock is a running clock throughout the game except for the final 2 minutes of each half. At that point NFL time keeping takes place. Where the clock can only stop on incomplete passes, out of bounds, scoring, change of possessions, and time outs. The clock DOES NOT stop on bad snaps. - The head ref of each game will stop the clock for an official timeout and issue a 2 minute warning to both teams. - Play clock is 30 seconds. - Each team will have 2 timeouts to utilize per half. Duration of timeouts is 30 seconds long. - Halftime is 3 minutes. EQUIPMENT & UNIFORMS - No metal cleats. - No Sunglasses - Sports glasses or goggles are allowed. - No hoop earrings or facial piercing visible during play. Players can either take out piercing or cover them with athletic tape and/or band aids. - Flags can’t be the same color as player’s pants/shorts. The ref will ask the player to change color of their flags. - No caps/hats with extended bill. - No dockering of the football in any way. Stick um, Pine tar, and other foreign substances are not allowed on the football.
- KICKOFFS - All Kickoffs must be from a tee or held. Kickoffs are from the 40 yard line unless there is a penalty. Kickoffs only to start the game and to start the 2nd half - Receiving team must have 4 players on their own 40 yard line. - NEW! Any kickoff that travels out of bounds the receiving team has the choice to either: a) take the ball at their own 35 yd line or b) move the kick team back 10 yds and have them re-kick - Touchbacks are placed on the receiving teams 20 yard line.
MERCY RULE NEW!!! - At the 2 minute warning of the 2nd half, if one team is defeating another team by 18 points or more the game is declared over by rule of mercy.
• GAMES WILL START AT THE TIME THEY ARE SCHEDULED TO START. IF A TEAM IS LATE OR DON’T HAVE THE MINIMUM AMOUNT OF PLAYERS TO BEGIN THE GAME, A 15 MINUTE GRACE PERIOD WILL START AND THE OPPOSING TEAM WILL GET AWARDED 6 POINTS. ONCE THE 15 MINUTE GRACE PERIOD HAS EXPIRED*
• ABSOULUTELY NO BEER, LIQUOR, DRUGS ETC. ARE ALLOWED ON THE FIELD. BEHIND THE FENCE YOU ARE ON YOUR OWN.
