Author TOPIC: USSSA PITCHING RULE

Entry #: 2866430
On 8/25 we will vote at the meeting on using full USSSA rules for Fall Ball. We pretty much play all of their rules except for the pitching. So here are the official pitching rules so we can make an informed decision...

Sec. 1. AT NO TIME during the progress of the Game shall the Pitcher be allowed to
use tape or any other substance, including a glove, upon the pitching hand or fingers nor
shall any foreign substance be applied to the ball, provided that, under supervision and
control of the Umpire, a bag containing powdered resin may be used to dry the hands.
Sec. 2. AT THE BEGINNING of an inning or when a Pitcher relieves another Pitcher,
one minute may be used to deliver not more than THREE PRACTICE PITCHES to the
Catcher or some other Teammate.
Sec. 3. LEGAL POSITIONS OF THE PITCHER’S FEET.
A. The pitcher may pitch from the Pitching Plate or from the Pitching Area,
an area the width of the Plate and up to six (6) feet behind the Pitcher’s Plate.
B. Preliminary to Pitching, the Pitcher shall take a position with his/her pivot
foot firmly on the ground and in contact with the Pitching Plate or Pitching
Area. The pivot foot must be in contact with the Pitcher’s Plate or Pitching Area
when the pitched ball is released.
C. The other foot (free foot) has no restriction on position and may be placed
on, in front of, to the rear of, or to the side of the Pitcher’s Plate or Pitching
Area After taking the initial position, the Pitcher may take more than one step
with the free foot, in any direction of his choice, provided that it is taken prior
to, simultaneously with or during the actions of delivering the pitched ball.
D. After the release of the Pitch, there are no restrictions on Pitcher’s subsequent
movements, or the fielding positions he may assume as a Defensive
Player.
Sec. 4. PITCHER’S LEGAL MOTIONS ALLOWED IN ACTUAL DELIVERY
OF THE PITCH.
A. After assuming the pitching position on the Pitcher’s Plate or in the
Pitching Area, the Pitcher must present the ball in FRONT OF HIS BODY (for
at least one second) in either one or both hands before starting the delivery
37
motions. Note: All Pitching rules that apply to the Pitcher’s actions before and
during the release of the pitch along with the restrictions on height, speed, etc,
shall remain the same.
B. The Pitcher may hold or grip the ball in any manner before delivery.
C. Only a definite underhand motion is permitted in the delivery of the Pitch.
D. The Pitcher may release the pitched ball in any manner when delivering
the Pitch. This includes any and all types of delivery.
EFFECT Sec. A-D. After the Pitcher presents the ball, he may make any windup or arm
motions desired, either in front of his body, above his head or behind his back, including
stops and pauses in these motions.
E. Once the Pitcher begins his delivery motions the umpire shall not give a
call or signal for “Time” unless something unusual occurs.
F. The pitched ball must be released within 5 seconds from the time the
Pitcher has the ball and the batter has taken his position in the Batter’s Box.
From this point, the Umpire shall not give a call or signal for “Time” unless
something unusual occurs.
G. Pitcher must face Home Plate on delivery of pitch.
(NOTE Sec. 4. A-E. Realizing that the Pitcher does not fool very many batters to the
extent that they can not hit the ball, it is desired that Pitchers not be handicapped by technicalities,
when they do develop a new technique or delivery that, perhaps, will add to the
pleasure and appeal to the spectators, as long as the Pitcher adheres to the basic Pitching
Rules.)
Sec. 5. TYPE OF PITCH PERMITTED.
A. The ball must be Pitched underhanded at Slow Speed.
B. The Pitched Ball must arc at least 3 feet after leaving the Pitcher’s hand
and before it passes any part of Home Plate.
C. The Pitched Ball shall not rise higher than 10 feet above the ground.
EFFECT Sec. 5. A-C. The speed of the Pitch and height of the pitched ball are left entirely
to the judgment of the Umpire (NOTE: For sake of uniformity in decisions, any doubtful
Pitch should be ruled as an unfairly delivered pitch). The Umpire shall warn a Pitcher who
delivers a Pitch with EXCESSIVE SPEED that repeating such EXCESSIVE SPEED
PITCH will cause the Pitcher’s removal from the Pitcher’s position for the remainder of
the Game. A Pitch that does not arc the full 3 feet as required (flat level pitch) may not be
an EXCESSIVE SPEED PITCH, but merely an Unfairly delivered Pitch.

Can somebody please tell me what the big differance is or what seems to be the advantage to a team that for the last year or so this has been a topic. I think the system in place right now is fine, but i havn't been in the league long enough to know what the benifit to this rule would be.

1, Do you have better pitching
2, Can you get more hits
3, Do the ball's travel futher...

I mean what. It seems like the arch is differant and you can act like a monkey before you pitch if you want...i just don't know. But please if there is a advantage i would like to know

The first distinct advantage would be the umpiring of games. Though the umps have been great this year they are definatly having difficulty judging the arc of ASA. There will also be no confusion on little things such as runners, distances between plate and pitching area, bases, ground rules etc. It will definatley allow the umpires to have a little mor say in the games rather than taking our word for anything out of the ordinary that might happen.

The second is it is an easier pitch to hit so the games will be filled with runs. Yes the top teer teams will still crush the ball but also it will give the lower teams a better view of pitching. the arc is flatter thus coming in lower and a lot easier to hit.

There is really no sense in being half and half its confusing to guys who only play ASA or only play Utrip. There should be a league wide change one way or another.

If you dont like the fakes then dont do them im willing to bet the most you will get from guys is a little pump fake and rockstars signiture mark through the legs. No old time utrip pitchers in this league to do cartwheels so the monkey shit will be out the window for the most part.

So what you are saying is there are a few difference in the rules but for the most part, the same as this season. But the pitching is going to change for the better. What you are also saying Hinkse is that the fakes of the pitching can take you out of rythem and focus...correct

can take both the pitcher and the batter out of rythem lets face it none of us are pro's at pitching except maybe rob longball raymond. so it can work in both ways.

And yes very few differences. Im not sure about the home runs i think it might be the same as in 5 but i dont play alot of utrip but am going to start next year.

Hinske hit it right on the head when he said that the major difference would be the consistancy of rules making it far easier for the USSSA umps to do their job.

USSSA pitches in as much as the arc is concerned are much easier to hit than the ASA arc particularly for guys whom have played baseball all their lives. Flatter arc coming in. Of course guys like Rob Raymond will find a way to utilize every single inch of 10' and perhaps stretch it out to 12' or so.

From what I saw of utrip softball (high level, nationally ranked teams, including the #1 team in the country), a good utrip pitcher can actually have a meaningful effect on the game for their team. They'll throw knuckleballs that due to the flatter arc, will actually knuckle and move and make it hard to hit. Switching to this type of pitching will definitely add an interesting new dimension in our league. The problem that I think arises, however, is that with the exception of maybe 2 or 3 pitchers, the league's pitchers are comprised of veteran ASA pitchers that I highly doubt want to throw flatter pitches and do pump fakes. If we really think about it, do we want to hit off a bunch of pitchers that are trying to learn a new way of pitching as they go along through fall ball? Im thinkin that's gonna cause a lot of walks. I just hope the managers see how their pitchers feel about the change before they vote. You really think Rob Raymond can/will pitch with a 10' arc?

i dont think it matters for you if it was put on a tee your still not gonna hit it out of the infield. so yes a high number of walks would allow you to get on base and have someone run for your unathletic pile of puke of a body.

Let's get back to the original topic of the pitching this fall! I saygive it a shot in fall going with USSSA all the way. Everyone was skeptical about moving from ASA to USSSA...that worked out extremely well. We saved money, have better insurance and the umps are by far superior.

Then everyone was skeptical about the bats...so far this season there have been no reported serious injuries due to the bats and that worked out well.

Now we are afraid to just dive in and play USSSA all the way. Once again as was said about the sactioning body, as was said about the bats...give it a try and see how it works.

Typically I am against the circus pitching of USSSA, but I have to agree with my Hunter S. Thompson obsessed friend. If we are going then damn the torpedos and just go full speed ahead.

Atta boy Ryno....besides you have to presnt the ball to the batter thu making the fakes a moot point really. In addition, if a pitcher is acting like an idiot it is added incentive to shoot box.
