Dan,

I recently played a pony game where the other manager went to the mound between every inning to talk to the pitcher while he warmed up. I asked the CVUA ump for a trip and he said no, he said that the coach could visit the mound until he called play to begin the inning. Could you clear this up for me. I always beleived that once the pitcher took the mound you could not go out to him or have him come to the line to talk to you.

I also had a third baseman holding my runner on with one of his feet completely in foul territory. Doesn't he need to be on the field of play until the pitch is releaseed.

By rule, a manager or coach that comes out to speak with a defensive player is considered a visit. However, in youth baseball the common and accepted interpretation is to allow such discussions if the visit does no delay the start of the next half inning. CVUA umpires have been instructed to allow these visits if the pitcher continues to warm-up while speaking to the coach or manager. If the pitcher does stop his warm-ups to engage in the conversation the home plate umpire should inform the manager that he needs to return to the dugout or have his coach return to the dugout or be changed a visit.

Rule 4.03 requires that all fielders (except the catcher) be in fair territory (both feet) when the ball is put into play. The interpretation of the rule has expanded to include fielders being in fair territory at the time of the pitch. However, contrary to popular myth, there is no penalty for a fielder having a foot in foul territory.

In all levels of baseball umpires are to ignore these infractions unless they involve a fielder who intentionally stands well into foul territory for the purpose of gaining an advantage never intended by the rules. If a manager brings it to the attention to the umpires that a fielder has a foot in foul territory then the umpires are to strictly enforce the rule for both teams. If after multiple warnings, a player continues to disobey the rule, the player shall be ejected.
