We were being beaten by 15 runs after 3 innings, and the umpire called the game there and we didn't get to hit. Isn't the rule 15 runs after 3 1/2?

No. The game is considered complete if a team is leading by 15 or more runs after 3 innings (2 1/2 innings if the home team is leading) or by 10 or more runs after 5 innings (4 1/2 innings if the home team leading).
