| THE TWO UMPIRE SYSTEM - FAST PITCH
The PLATE UMPIRE shall be responsible for the following situations:
1) The runner at first with runners at first and second base tagging up.
2) Runners at first and third with bases loaded tagging up.
3) All runners at first and third base tagging up.
4) The plate umpire may have the responsibility on a line drive to any infielder, or making the call on the throw back to first base on a possible double play.
NOTE: In most situations, the plate umpire is responsible for watching the batter/baserunner touch first base.
5) Ask for assistance from your partner if necessary for:
a) Check swing.
b) Batter being hit by the pitch.
c) Hitting the ball twice.
d) Catcher’s obstruction.
