Batter hits a line drive fly ball to center field that goes over the center fielders head the runner rounds first base and as he rounds firstr base the first baseman is in the way of the runner and aq little contact is involved runner keeps running and makes it to third base.

The fielding team then appeals that the base runner missed first base and the field umpire calls him out?

Who's call is it to watch the bases field ump or home plate ump again with a fly ball to center field taking place and if the runner did miss the base but was obstructed by the first baseman on his way to second what is that call??

If an umpire believes that the obstruction caused the runner to miss a base, the he can award the touch of the base. However, this is very rare. As I am picturing this scenario, it seems that the obstruction occurred after the runner passed first base, and could still be called out on appeal. If the obstruction occurred nearer first base, it would be impossible for me to give you a more definitive idea if this would qualify for an awarded touch without having seen the play.

For coverage, if there were no runners on base at the time, the plate umpire would have the ball into the outfield, and the field umpire would have the runner at all bases. If there were runners on base, the field umpire would have a ball going into center field and the coverage of the batter-runner's initial touch of first would depend on the positioning of other runners at the start of the play.
