ARTICLE 5

SECTION 1 MEETINGS
A. The first meeting of the season shall be held on the third Tuesday in January and shall be called the
Organizational Meeting. This shall be the deadline meeting for teams to post their franchise and forfeit
fees for entry into the league for the coming season.
B. The Franchise Deadline Meeting shall be held the first Tuesday in February.
C. The Distribution Meeting shall be held the Tuesday immediately preceding the first scheduled game (s) of the season. The purpose of this meeting is to distribute team rosters, summary sheets, umpire assignments, league schedules and any other items or information deemed necessary by the President.
D. The All Star Meeting shall be held the Tuesday following the scheduled halfway point of the season.
E. The Annual Meeting shall be held the second Tuesday following the end of the regular season.
F. Attendance at the meetings listed above is mandatory for all Board of Directors.

By-Law Committee Suggested Changes:

A. The first meeting of the season shall be held on the second Wednesday in December and shall be called the Organizational Meeting. This shall be the deadline meeting for teams to post their franchise and forfeit fees for entry into the league for the coming season.
B. The Franchise Deadline Meeting shall be held the third Wednesday in January.
C. League information, schedules, rosters, umpire assignments, and any other items or information deemed necessary by the President must be available by the Tuesday immediately preceding the first scheduled game (s) of the season. This includes electronic distribution of these materials as well.
D. The All Star Meeting shall be held the last Tuesday of June.
E. The Annual Meeting shall be held the second Wednesday following the end of the regular season.
F. Attendance at the meetings listed above is mandatory for all Board of Directors.


Reasons for Suggested Changes:

The only real things that are suggested with this Article is changing the days of the weeks for most meetings to Wednesday as this would hopefully conflict less with coaches, officials, or parents who may be involved with the league and can't make meetings due to high school or grade school sporting events. Wednesday is usually designated as a non-game night and would hopefully not be interference. We also felt it is important to bump up the meeting dates before the year to get the ball rolling sooner for new teams and for the schedule to make sure that teams have a place to play. This also allows more time for umpires to be contacted and contacted earlier. Most high school and college teams have umpires scheduled nearly a year or more in advance, other leagues as well get an early start on securing umpires, this would hopefully put us in a better position to get more quality umpires. Another reason for the change is giving concrete dates to the meeting times that would be added to the by-laws each year for example (Franchise Deadline meeting - third Wednesday of January - it would be stated that this meeting would be January 16th and people could easily refer to a calendar.)

SECTION 2 ORGANIZATION
A. The Vice-President shall assume the duties of the President in his absence. If both the President and Vice-
President are unable to attend a scheduled meeting, the meeting will be cancelled and rescheduled.

I agree with the changes. After reading through it I see a possible issue that should maybe be changed.

The annual meeting shall be held the second Wednesday following the end of the regular season.

This should maybe just be changed to the third Wednesday of September due to the fact that the end of the regular season could possibly flucuate with weather and this would allow people to schedule in advance with work or other obligations. The third Wednesday of September should mean a Grand Champion is also crowned by then.

I could go along with all of the changes except for making the Organizational Meeting the deadline for paying franchise & forfeit fees. I think forcing teams to pay up that early might deter a new team from joining the league.
