SECTION 2 LEAGUE AND SCHEDULE A. All teams seeking admission into the league shall apply by written application. This application must be received by the President prior to the Organizational Meeting. B. All new teams admitted for membership into this league shall pay a $200.00 probationary fee. This fee shall be refunded upon completion of two full and satisfactory seasons with the league, as determined by the Board of Directors. C. The divisions of the league shall be decided by the Board of Directors. In the event that the alignment of the divisions cannot be agreed upon by the Board of Directors, the Executive Committee shall align the divisions and all teams must abide by such alignment. D. Regular scheduled games that are rained out must be played on Holidays, if no regular game is scheduled. The game must be rescheduled within two weeks of postponement (not necessarily played). If not rescheduled within two weeks, the home team has 72 hours to submit three possible dates to reschedule to the president. The president shall then have the power to reschedule the game. E. Postponed games must be played within one week of the conclusion of the schedule, unless permission is received from the president. All games must be played. F. No team will be allowed to play a postponed game beyond one week after the close of the schedule. During that week, more than one game may be played, provided that they are satisfactorily rescheduled by both managers and approved by the president. G. All postponed games will be agreed upon by both teams involved and the reason for the postponement must be filed in writing no later than five days prior to the scheduled date, unless caused by weather conditions. This must be filed with the president. H. Games tentatively rescheduled by manager’s agreement must be subject to a five day grace period for approval. Once the game is listed on the weekly mailing, it must be played. If not, the game is forfeited. I. Weather causing postponements shall be decided two hours prior to the scheduled starting time. The visiting team, the league president and the umpires must be notified immediately. All weather postponements after this time, wherein the umpires travel to the game, the home team must pay them $20.00 expense money. If rain ruins the diamond after the two hour notice time, the home team shall try to stop travel mentioned earlier. J. No league team shall be allowed to play a game on the day or night of the All Star game. K. Championships in all divisions shall be determined on a percentage basis, provided it is impossible to play all games due to unforeseen conditions and the termination of the schedule. Should there be a tie in either division of a two division league, a one game playoff shall be the deciding factor. The game must be played within one week following the close of the season. This must be played at any place that meets the approval of both managers. L. In case of light failure, a game may be suspended or postponed by umpire’s decision. M. The site as well as the date of the All Star game shall be placed on a year to year basis. N. In the event that only one umpire appears at a scheduled game, the game must be played and the umpire present shall become the umpire-in-chief for that game. With the cooperation of both managers, the umpire-in-chief shall select a second umpire. O. In the event neither umpire appears, a grace period of one hour must be allowed to obtain substitute umpires before definite postponement of the game. P. At least two umpires shall work all playoff and Grand Championship games. The managers involved shall submit a list of umpires they wish to officiate these games. Q. The playoff shall be decided on a year to year basis, before the season begins, by the Board of Directors.

Reasons for suggestions: D. Removed the Holiday portion of this reading for Regular Season games as we felt that this doesn't really happen anyway and that most teams are good about getting together with each other to find an alternative date to make it up. Holiday's are very difficult to justify to people to play and the goal of the league is to play games not have forfeits.
E. This is rewording both the old E & F to try and make it more clear and less "wordy." No real change here.
J. Teams may need to play on the same day or night of the all-star game to avoid other conflicts such as weddings. This also may happen if a team enters into a tournament in which dates coincide with the league all-star game. The committe doesn't feel as though the league should not allow teams to promote our league in other tournaments by forcing them not to play games on the same day as the all-star game.
K. This shouldn't go in this section, this is addressed in the play-off by-laws.
L. Adding in darkness as this can become an issue at certain parks.
P. Making teams aware of the fact that they may have more than 2 umpires for any playoff game but that they will have to pay for that 3rd or 4th umpire. Also, changing the wording to umpires they wish NOT to see as that is the way it has been for the past several years.
Q. Doesn't really fit in this Article.

| We agree with changes except for the all-star game. The best way to promote our game is to showcase and reward ALL of the league's best players in the game not just those players who can make it. I don't think its asking too much to not play a league game on one day. I do have a question about K. As it reads now is it automatically a one game playoff even if a team has a head to head advantage? If it is, I think we should change it, because if you swept a team in the regular season you shouldn't have to face them again in a 1 game playoff. That spot should be yours.

| The way the By-Law Committee interpreted this was that something totally out of the ordinary came up and caused the league not to be completed. This could be something like a natural disaster I suppose, war, or something else that none of us would know how to deal with. At this point if someone is still concerned about who wins the league or not then their priorities are probably in the wrong place. We are sure that there was a reason for this to be in there to begin with, but we are just speculating on it. If anyone else has an insight on what this migh tbe trying to address thoughts are appreciated.

| I agree with all except for J. You could allow teams to play on the date of the All Star Game, just not at the same time. I feel allowing teams to play during the All Star Game would cheapen the game.
