| ARTICLE 9
SECTION 1 BALL FIELDS A. All ballparks must be enclosed with nothing less than a snow fence or team must justify reason. A letter from the owner or lessee of the land stating the reason that a fence is not allowed must be sent to the president. B. The batter’s box and all foul lines are to be lined by the home team. If not marked or marked incorrectly, the umpire shall arbitrarily tell the natter and coaches where to stand within their limits and his orders shall be final and obeyed by all concerned.
SECTION 2 BALL CLUBS A. Roster limit is 35 ball players. The roster is frozen once that number is reached. A player may occupy only one spot on the roster. A space on the roster, once used, cannot be re-used. B. The visiting team shall have the field from 1:00 to 1:25 or a comparable time is starting time is different. They may use this time for either batting practice or infield practice or both. C. No team in the league shall charge less than $2.00 admission. Where admission is charges, the fee shall pertain to persons 18 years of age and older with no admission fee for anyone under the age of 18. Players’ wives or girlfriends will have to pay for games away from home, the same as any other spectator. D. All teams involved in playoff and Grand Championship games shall charge the same admission. This will be decided at the playoff meeting. E. Deadline for roster additions will be the following Tuesday (9:00 PM) after the last game of 2/3 of each division according to the schedule. F. No person with civilian clothes will be allowed in the dugout at any time. The only exceptions are batboys, batgirls and scorekeepers. G. No smoking will be allowed on the field of play. H. The home scorekeeper shall be the official scorekeeper. In the event the home scorekeeper is not present, the visiting scorekeeper shall act as the official scorekeeper. If the scorekeepers are unable to agree on a base hit or error decision, the home plate umpire shall rule on this and his decision shall be final. I. Ball clubs which participate in district play-offs or state semi-pro tournaments may draw players from the league to aid them in the games. J. Any team involved with the N. B. C. tournament, A. B. C. tournament or any other sanctioned tournament must notify the President that they are entered and supply possible playing dates in the tournament as soon as possible. They also must supply the President with a contact name and phone number for the tournament. K. Teams losing players to selective service, sickness or other unavoidable circumstances, which would hamper the team severely, may add players upon approval of the President. L. With the agreement of both managers, a ball player may re-enter a game in case of injury to a player and no replacement is available. M. Base runners shall be required to wear a protective helmet at all times. N. A team must have 9 players to start the game. If players get injured, you can play with 7 or 8, but no less. If there are less than 7 players available, the game is over. There is no forfeit and the score and stats count. The injured player’s spot in the batting order will be considered an automatic out. The manager of the injured player’s team may pick a player to re-enter if available. If an injury before a game leaves a team with less than 9 players, the game will not be played.

A base coach who chooses to not wear a helmet assumes all liability of any injury that occurs. N. A team must have 9 players to start the game. If players get injured, you can play with 7 or 8, but no less. If there are less than 7 players available, the game is over. There is no forfeit and the score and stats count. The injured player’s spot in the batting order will be considered an automatic out. The manager of the injured player’s team may pick a player to re-enter if available. If an injury before a game leaves a team with less than 9 players, the game will not be played. O. A team must have 9 players to start the game. If a team cannot field 9 players to start the game league forfeit fees and sanctions apply. Exceptions listed below. INJURY: If an injury occurs following the start of the game, you can play with 8 or 7, but no less than 7. If there are less than 7 players available, the game is over. The team with less than 7 players forfeits the game with a score of 9-0, however the stats for the game count. When there are less than 9 players, the injured player’s spot in the batting order will be considered an automatic out. The manager of the injured player’s team may pick a player to re-enter if available. League forfeit fees and sanctions will not be applied. EJECTION: As a result of an ejection leaving a team with less than 9 players, the game is forfeited by the team with less than 9 resulting in a score of 9-0. Any stats in the game to the point of ejection would count. Once game has become official, league forfeit fees and sanctions do not apply.
Reasoning behind changes: Section 1: We felt that the Board of Directors (managers/team leaders) should be the ones to determine if that team's field is adequate for league play. The President's opinion is important but ultimately he won't be playing on it. We also excluded the letter as the pony express went out of business and a phone call or email would suffice.
Section 2: C: Just changed the cost from $2.00 to $3.00 as that was changed a while back in the league but not updated in by-laws. Also moved the each team is in control of gate reciepts from Article 11.
E. Tried to change the roster deadline to a concrete date each year so that it doesn't fluctuate and those dates would be set at the very beginning of the year each year. It is very near the 2/3 point of the season as well.
F. Eliminate the part of no people with civilian clothes in the dugout as we feel this is up to each team to monitor and shouldn't be something that is left up to the league. We don't see it as an issue that is affecting play as well as the fact that this would eliminate any injured team member not in uniform from being in the dugout.
G. Eliminate from this section, we address it in Article 10.
M. Simply suggesting the use of a protective helmet while coaching the bases. This doesn't make it mandatory just tries to cover the league's butt some. This is pretty common across the other leagues as well.
O. Adressing the issue of a possible injury or injuries in a game that result in less than 9 players on the field. For example if a team were to only have 9 guys and a collision in the outfield results in only 7 or 8 players, we didn't feel as though it were fair for punishment and the game can continue with out penalty. We also tried to address the ejection issue of leaving a team without 9 as this was not covered anywhere, ejection should lead to automatic forfeit of the game.
