ARTICLE 10

SECTION 1 BALL PLAYERS
A. Players in uniform, two bat people and a scorekeeper will be allowed in ballparks free of charge.
B. Players shall be strictly amateur. Any player receiving any pay or fee, regardless of whether from the team, manager or any individual shall be expelled from the league.
C. Players (not subject to the holdover roster) shall have preference to play where they choose until they appear in uniform with a team in the league.
D. If a player is not allowed to play at least 5 innings in three consecutive games, he may obtain his release from the Executive Committee (player must appeal to the President).
E. All batters and base runners must wear protective headgear.
F. No player or umpire shall smoke or indulge in alcoholic beverages while performing his duties.
G. Managers must be in complete uniform unless agreed upon by the opposing manager.

No player or umpire shall indulge in alcoholic beverages while performing his duties. No player or umpire shall smoke on the field of play. Once a player has appeared in the lineup, and is removed from the game, he may not indulge in intoxicating liquor or beverages. At no time shall he conduct himself in a manner that would be unsportsmanlike such as the use of profanity or derogatory remarks.
F. Managers must be in complete uniform unless agreed upon by the opposing manager. (Addressed under uniforms)

Reasons behind the suggestions:
C. Remove from here it is placed in the next section.

E. This is rewording from the other sections withing the by-laws to clear it up in one spot.

B. A player must be registered in writing or by phone by midnight Tuesday in order to be eligible for that week.
C. A player may play outside the Rock River League only when his team is not playing a scheduled or rescheduled league game.
D. A player will be declared ineligible if he chooses to play with another club in the league without obtaining a release from his former club/
E. Any Rock River League player who is a member of an organized American Legion team in a recognized Legion league or a member of a Babe Ruth league, pony league, high school league or an age limit league will not lose his Rock River League eligibility if he chooses to play with them when his team is scheduled to play at the same time as his Rock River League team.
F. Servicemen who were former players are eligible to play with their former club after notifying the league president before the game.
G. The previous year’s roster shall hold over as the roster of the respective teams for the coming year. However, players must be registered by a team each year to be eligible to compete in that particular season. To be released, a player must obtain a written or verbal release from a legal representative of the team with whom he was registered the previous year and submit it to the league president.
H. A ball player, although he appears in uniform with a team, cannot be ruled ineligible unless his name appears in the official box score.
I. All ball players must be registered by name, address, telephone number and name of other team and league (if player is playing in another league).
J. A player declared ineligible for one team in the league is also ineligible to play with any other team in the league.
K. A player registered as playing in another league must play in 2/3 of the scheduled games in the second half of the season to be eligible for the playoffs.
L. The minimum age of a ballplayer in the Rock River League is 14 years old. Players under the age of 16 shall be so noted on the roster.

The written release must be granted by previous team if a player is in good standing (uniform turned in, monies collected, team equipment, or other team property). The Executive Committee may have the power to overturn the decision by a team to not release said player.

(Minors may need liability forms signed by adults in order to play – concussion forms)


Reasons behind the suggestions:

A. The league may decide at some point to have someone other than the President deal with roster moves. Therefore being registered with the league is covering that issue.

B. Changing the notification for an elgible player to two days before as opposed to the previous Tuesday. Things come up and we believe the league would rather play games than forfeit and allowing changes closer to game time seems to make sense.

C.Adding in the possibility for a player to play in a pick-up tournament if approved by the Executive Committee.

G. This is hopefully trying to eliminate the previous issues of releasing players. If a player is in good standing it is the committee's belief that no team shall have the right to stop that person from choosing where they would like to play. This also gives the power to the Executive Committee to overturn a teams decision if it is not in the best interest of the league or the individuals involved.

I. This is a question posed as to whether or not our players should be signing a waiver form each year releasing the RRL of any liability.

K. There was some discussion on this in a previous meeting from a few years ago and we don't have what was decided on then, but this would be the spot to enter that in.

L. Removing 14 as the age and leaving it up to the league to approve an individual who is younger than the age of 16. Also, adding in waiver forms for those younger than 16. Law may possibly dictate as well that these players may need to sign concussion forms now?? Trying to cover liability for the league and those involved.

For section 2 G the Lebanon Whitetails would like to see the Jan 1st date we agreed to at the meeting in the by-laws. After Jan 1st it should be up to the team if they want to release a player. Kyle, I know you talked at the meeting about players moving. I see that as a small variable, but if you want to add something about a player moving for more then 15 miles or whatever as a reason to be granted a release we would support it. A small technicality should not stop a rule that almost everyone supports from being in place. It is important that we make sure teams don't get stripped of their players in February and March. This would be in the best interest of the league.

Raptors agree with changes and duly note the concerns voiced by Ben. There are slippery slopes on both sides of this issue the two sides being players wishing to play where they please and franchises that should be protected from last-minute, mass exodos. I don't know the answer. Hopefuly its not an issue that will affect this season and will allow more in depth study next off-season.
