Suggested Changes by the By-Law Committee:

ARTICLE 11

SECTION 1 FINANCES
A. The Franchise and Forfeit Fees for membership shall be set on a year to year basis. The Franchise Fee for 2012 was $250 per team with $200 from each team going to the members of the league that are performing duties for the league. The internet advertising fee of $50 from each team is put into the general league fund. The Franchise Fee shall be retained by the league president as his compensation.(consider removing this sentence and replacing with avbove statement.) Teams have the privilege of having the Forfeit Fee (see Section 1, B) refunded at the Annual Meeting, provided they have fulfilled their duties under the rules and regulations of the
league.
B. The Forfeit Fee shall be equal to the amount of the umpires’ fee and non-appearance penalty of $50.00.
C. Any team with an outstanding balance as of the end of the fiscal year shall lose its franchise in the league and all voting privileges of that franchise until fees are made current.
D. Each club shall have control over its gate receipts. (Move to section 2, C)
E. The Franchise and Forfeits Fees must be paid at the Organizational Meeting in order for teams to compete in the league in that particular season.
F. Each member of the Executive Committee with the exception of the president shall be paid $50.00 per year as compensation for traveling expenses. This is to be paid at the Annual Meeting. A substitute member appointed by the president for a specific meeting shall receive $5.00 per meeting. Funds to be paid from the general fund.
G. Members of the Executive Committee shall receive two complimentary tickets to the Annual Awards Dinner.
H. Umpires who work in an All Star game shall receive two complimentary tickets to the Annual Awards Dinner.(If the umpires are being paid for the all-star game, can this one be removed?)
I. Each team must take and pay for a minimum of ten tickets for the Awards Dinner. In 2012 the cost of each ticket was $15. If the tickets are not paid for, the money is to be taken from the Forfeit Fee account and placed into the league treasury.
J. Each team must take and pay for a minimum of fifty tickets ($1 each) for the annual All Star game. If the tickets are not paid for by the Annual Meeting, the money is to be taken from the Forfeit Fee account and placed into the league treasury.

Reasons for changes:
A. This changes is just updating what the current fees are and keeping this current with each years by-laws. It also adds in the internet advertising fee. Finally, the by-law committee had discussed having the duties in the league possibly split up and compensated for some of the more important roles that may occur. This would mean that they pay for that could possibly come from the Franchise Fee. As it sits now the President is paid through this as it would expect to stay that way, it is just wording for the possibility of adding in other paid roles down the road.

C. Just adding wording to what was already there.

D. Already stated in a different section.

F. Clarifying where the fees for travel would be taken from.

H. Questioning if this practice even continues with umpires coming to the banquet, if not can be removed completely.

J. Listing the cost of the tickets currently.
