Does a grade/weight matrix exist for Division 3? If so, does anyone post it here?

Can you (or anyone) please explain what Division 3 even means? I just posted hoping for a bit of help in understanding what D1, D2, D3 actually means. 8-) Do all these divisions play each other (games & playoffs)? Do they play their own same division during the regular season, but then play a different division in the playoffs? So confused! lol
