2023 ADW COED/ WOMEN LEAGUE RULES

SPRING/FALL SEASON

COED APRIL / WOMEN MAY 2023

 

Umpire Fee: 1 Umpire $50 per DB Header game /Playoffs 2 Umpires $100

 

Spring League Fee: Coed $1000.00 per Team / Women $800.00 per Team 

 

Fall League Fee: COED $1200.00 per team / WOMEN $900.00 per team / Men Modified $1200.00 / Men Lob $600.00

1.    Dirt field requires maintenance that parks doesn’t cover when it rains $50 per field to keep field playable.

2.    Portable Toilet Rental $400 for the Season for (1) Unit

3.    We still pay for permits Don’t believe what you hear that there’s no permits in the fall 

Spring roster: 22 Player Max includes playing manager

Fall Rosters: 20 Player Max includes playing Manager

 

·        Roster Closure: After week 3 games have been played you can no longer add a new player

 ·         Players ARE NOT allowed to switch teams where you land your feet is where you remain

If a player is requesting to be dropped from a team the manager must agree, once manager agrees the commissioner must be notified then another team can add them to their roster.

Once rosters are closed in order to pick up a new player you must drop 1 to pick up 1 this can only be done during regular season. Cannot be done during playoffs

·        One Manager per team - A Manager is not to be listed for fan favorites to qualify -  A manager is responsible for coin toss, , update their team of the rule changes, league updates, schedules and qualifications and must have control of their team at all times on and off the field. 

Player Qualification: Players must qualify 8 Games for Playoff Qualification Spring / 6 Games to Qualify in the Fall 

 

Qualifications: ONE INNING WHETHER BATTING / PLAYING DEFENSE, 1 at bat is no longer allowed (changed after week 1) *Mgrs. made the clear notation of the following:

·         What if a pitcher gets into a bind on the mound

·         What if a player gets injured

·         What if a player comes into the game and the game ends in a mercy

·         How does a pinch runner qualify 2 innings?

·         Rainouts - Games cancelled for the day - Players on the roster that played before date of rainout will be awarded the 2 games of rainout cancellation.

·         Rainouts – Games cancelled at the park - Players that played previous to date of rainout will be awarded the game (s) cancelled only players in the park day of cancellation.

 

Due to many managers not attending League meeting in person this was not able to be questioned in different aspects, League commissioner is in total agreement to change from 2 innings to 1 inning. 

** Players must be 18 & over

Base distance per field: 60 feet between bases 46 feet from home plate to Pitchers mound. 

Field players

COED - 7 guys 3 girls on the field ,if you are short a female you MUST play 7 guys 2 girls, 10th batter is an out no EH allowed 

Once the female arrives she can enter the game at any time or inning, if line up does not go around you can add the 10th batter and EH

Batting order for coed:  Women must bat 3rd , 6th & 9th 

Innings per Game **2023 Harris Fld Rule**  7 Innings per game after 1 hr of start time last inning will be called, In the event 1st game goes into more than 3 extra inings 2nd game will only play 4 innings. 

 

WOMEN: 10 Players on the field, if you only have 9 players no EH will be allowed.

There is no automatic out when playing with 9. (Voted in Mtg. 2/19/21)

The 10th player & EH can enter the game under 1 condition the lineup has not gone around.

ADW RULES: 

Pitching: We play slow pitch lob ball pitcher must have a slight arc on the ball when released.

  • Pitching delivery shall be underhand motion with hand below the hip and the pitchers palm may be pointing downward.
  • The release must have a complete , smooth flow through with no abrupt stop of the arm near hip
  • Pitcher must take one step simulatneous with the release of the ball, The step forward and toward the batter within 24 inches of the pitcher line 
  1. The pitcher has 20 seconds to release each pitch after receiving the ball or umpire calls play ball

           Effect: A ball will be called on batter.

     2. If the ball slips from the pitchers hand during the delivery 

          Effect: A ball will be called on batter.

No Pitch Call:

  1. No Pitch during suspension of Play
  2. When pitcher attempts quick return before batter has taken position in the box 
  3. When a runner is called out for leaving base prior to release of pitch 
  4. When a player or manager have called time and umpire has granted the request

Warm up Pitches: 1st inning of each game only; all other innings Play ball 

Illegal Pitch: When illegal pitch is called 

  1. If the batter hits the ball the illegal pitch call is cancelled
  2. If the batter does not hit the ball, the batter is awarded a ball and all runners advance 1 base
  3. A pitcher that is given 3 warnings will result in the pitcher removed from pitching position but will be allowed to play in any other fielding position.

 

Mound visits: A team is allowed (3) Conference per seven innings / If game goes into extra innings (1) Conference will be added -  ASA/USA Ruling

  • It is not a confernce if the pitcher is being removed from the game

Batters: Each batter begins their at bat with a 1-1 count – we DO NOT have unlimited fouls. 2 swing limit.

  1. Batting out of order
    1. If the batter is called out of batting order during at bat , the Correct batter must take the batters count no outs are given.
    2. If the batter is called out of batting order once at bat is completed , the correct batter is an out any advancement or score of a runner is negated and batter resumes position to bat in correct line up position.

Falling over the ramp during a catch ( Castle Hill ) : When a player catches a ball in the air and their momentum carries them over the ramp the catch is legal, The batter is out , the ball is dead and with less than 2 outs all runners advance one base.

Visits to the Mound: A team is allowed 3 visits per each game, No longer 2 per inning  - If the game goes into extra innings (1) extra visit will be awarded - ASA/USA revision 

  • It is not a visit to the mound if the manager  is removing the pitcher form the mound. 

Strike Zone: Slow pitch is measured between the batters back shoulder and front knee. 

Walked batter: COED RULE; if a guy is walked and there is a girl behind him she also walks despite the pitch count.

*2023 rule revision Mgrs vote - Guys walks Girl batter behind she now has the choice to bat , However the Male Batter will still take 2nd Base 

 

Game Substitutions: All changes are to be given to umpire before taking place, and Umpire is to announce to opposing manager. 

Male 4 Male, Female 4 Female Exception: Teams can play with more females if short male players. Only at the start of the game;

When the male players arrives the females can be substituted.

If you choose to start a game with more than 3 females while having male players on the bench, you cannot choose to go back to 7 Male players & 3 Female players.

 

Uniforms: Same color shirt, Team name on front, Numbers on the back must be 8” no smaller.

Definition of uniforms Teams DO NOT have to have the same style of shirt. (Example: One player can wear a sweatshirt, one short sleeve, one sleeveless, one thermal, one long sleeve, one dri-fit, and one tank top). As long as it’s the same color, same name with # on back. 

Cleats: We DO NOT allow METAL CLEATS if caught wearing them we ask that you remove them if you are caught again you will be ejected from the game.

Equipment: •Softballs (F12 clinchers) are not supplied by the league.

Softball Bats: LEAGUE PROVIDES BATS Rev 8/2018

** Pine tar, Stick’Em, etc. are not allowed to be used on league bats, if found the team will be fined $50 first occurrence, $100 second occurrence on 3rd occurrence the team will be ejected from the league. 

** If a bat is damaged due to being thrown or banged against the floor or gates the player will be ejected and suspended for the season the manager is responsible paying $100 all games will be forfeited until paid.

 

Bases: League does not require bases as league provides them. 

Schedule: The first 3 weeks will be scheduled weekly , as of week 4 full schedule will be submitted and will not be changed, if a manager has a request for a specific game time for a specific date it can be requested no guarantee it will be granted. But it must be done on or before week 3.

Game time Manager it is your responsibility upon arriving at the field to come to the back stop retrieve your lineup card and fill it in before umpire calls for managers huddle.

Managers huddle: Umpire calls for 1 manager per team, umpire will go over ground rules, retrieve line up cards, coin toss and start time stamped. Once all has been done home team to take the field as the clock is now running. Each game at 1 hr. Umpire will call last inning. DB headers are not to exceed 2 hours and 20 minutes. Every team is to be courteous of the next games scheduled. Along with women’s division that plays in the afternoon. (Exception: Extra innings as we will not end a game in a tie)

Line up Cards: 

  1. Managers should write in the following Team name, date & Players names
  2. Umpire is required to update line up card with , Substitutions, Reentry, Courtesy Runners and scores. 

Line up cards determine player qualification, it is the Mgrs. responsibility to review cards at the end of DB headers and sign, and this is not up for negotiation.

Ineligible Player: A player who does not meet the requirements of ADW qualifications. 

Illegal player: A player who takes a position in the line-up /field without notification to umpire and or not listed on line up card. 

  • Once a pitch is thrown opposing manager may notify the umpire , and umpire will rule automatic out. 
  • Player will be out of the game and will not be allowed to play in the current game.

Interference Play: The act of an offensive player or team member, umpire or spectator that impedes, hinders or confuses a defensive player attempting to make a play. CONTACT is not necessary

Forfeit:  A game shall be declared by umpire in favor of the team not at fault in the following cases:

  1.  If an umpire is attacked by a player or spectator 
  2. If a team fails to appear on field 
  3. If a team refuses to begin a game 
  4. If an ejected player refuses to leave the playing ground 
  5. If a warning is given and yet willfully violated 
  6. If umpire calls play ball and 3 minutes team fails to resume 
  7. A forfeit once called will not be over turned. 

Forfeit Time:  COED & WOMEN - 15 Minute forfeit  - NOT FOR SUPERSTARS TO ARRIVE Rev 2020 

  • If a team forfeits both games Manager is respnsible for $75.00 fee players at the park will receive 2 games for that day /Opponent is responsible for $25 for tehwin and qualification of all players on roster 
  • If a team forfeits 1st game they have 30 minutes to wait for the 9th player to arrive , however if the 9th player arrives sooner than the 30 minutes game is to begin. Teams will pay the $50 for DB headers. 

Base Running: •A batter may run through 1st base with the bat in their hand and are NOT out. However, bat must be dropped before turning to second base. If the batter continues to run the bases with bat on hand, they will be called out.

a. Obstruction: You must slide or give yourself up, a runner blocking a play will be called out on obstruction if the fielder makes a throw. •Obstruction: If the fielder does not make the attempt to throw the ball obstruction will not be in play but base runner will be warned. (Safety is our concern)

b. Unnecessary roughness – Do not slide to intentionally injure you will be ejected and suspended.

c. Barreling: Serious offense and will result in an automatic ejection

d. Bang Bang plays are the umpire’s discretion and are NOT to be argued.

e. 1st Base Is all one base, once batter rounds to 2nd base the white bag only

 

Batting No No's:  No Bunting, No Chopping this is called an out - No Bat Flipping (Automatic ejection)

*Chopping: Occurs in slow pitch when batter srikes downward wih a chopping motion of the bat

*Bunting: A pitched ball that is intentionally tapped with the bat, slowly, within the infield.

 

Dugout and on field conduct: 

  1.  Players must remain nside dugouts 
  2. No Smoking or drinking alcholoic beverages on the field or dugouts. 

On deck Circle: The area nearest teams dugouts in which the next batter is restriced to be before the release of the pitch. Teammates/Fans are not to sit or stand in this area. 

Tagging Up: Runners on base are allowed to tag up from all bases

Taking a Lead: Is allowed upon release of Pitch

Courtesy Runners: *NEW * All Divisions (3) Situational Runners must use last recorded out NOT batted out.

Re-Entry Rule: All 10 positions on the field 2020 ~ Re-Entry can be used for Starters ONLY and CAN only re-enter in the same lineup position. Clarification 2/2017: Starter can be re-entered despite how many players and/or substitutions have substituted the position. The starter is only being re-entered in the starting lineup where they originally batted.  ** Starters RE – ENTER the game ONLY one time. **

Note** When making a substitution it is NOT required to state it is a RE-ENTRY until you RE-ENTER the starter back into the game (Rev: Feb 2017)

Extra Hitters & Designated Hitters:

  • EH are NOT allowed to play the field
  • Designated Hitter: The player who is initially on teh line up card in teh teams batting order but not playing the field. 

•Designated Hitter Substitution: Rev 2/2018 Designated Hitter can now play the field when the defensive player he/she is hitting for is taken out of the game. The DH will continue to hit in the same line up position and does not have to remain in same playing position in which he/she DH for. You only get 1 DH per game once substituted or removed from the game you lose the DH

Phantom Tag: A frm of obstruction by a fielder who attempts to tag a runner without the ball and thereby impedes a runner advancing or returning to a base. 

Mercy Rule: The rule is in effect after 4 completed at bats with a 10 run differential. Once the 4th inning is complete the home team advantage is no longer in effect and the game will be called.

Ball hit over the Fence: Is called an out for all Divisions

Ball hit over the fence that comes back in:  The Ball hits the light pole and or tree and the ball comes back into the park. The ball is live cannot be caught for an out.

Outfielder camped under a ball is pushed or knocked over by another team player from opposite field - Umpires Judgement to call it an out - Outfielder must be camped under the ball with no movement. Once called out there is no advancement (just an out)

Infield Fly: An infield fly is a fair fly ball [not including a line drive nor an attempted bunt] which can be caught by an infielder with ordinary effort, when first and second, or first, second and third bases are occupied, before two outs.( Does not have to be camped under the ball)

Dead Ball 2 bases: Rev 2020

1. A softball that is hit, & rolls into the dugouts

2. Rolls into the ramp or flies into the ramp ( P.O. Serrano Park Only) 

3. A Ball hit over the backstop / Dugout or ramp

4. A Ball that rolls out the gate.

5. A ball that hits a fan.

6. An over thrown ball being recovered cannot be thrown over the dugouts. If done so it will be called dead ball.

3rd Base Sideline is not for hanging out as this is the Outfield of the opposing field. (P.O. Serrano Park ) 

Managers are fully responsible for enforcing this to players, if players are sitting, standing, socializing on the 3rd base sidelines they will be asked to move after 1st request they will be suspended for 1 game. Second occurrence during the season suspended 2 weeks 3rd occurrence suspended for the season. Safety first you want to watch the game get your chair sit outside the gate along 3rd base sidelines or 1st base side lines where all are allowed to stand (Pass 1st base)

 

PROTEST ARE FREE of CHARGE and because they are free we request the following:

*Protest is a formal request to review the decision of an umpires rule interpretation. 

A. You request the game under protest to your official

B. You make sure the official signs your score book at the time of the protest, (NOT AFTER THE INNING OR GAME HAS ENDED) then continue to finish the game.

C. Once your game has ended you notify the Commissioner VIA email adwsports@gmail.com or text message 347-622-8744 in full detail and await a response before next scheduled game. I do not go by what another did, said or claims.

D.I contact opposing manager, Umpire and compare all 3 then get an official answer from my rules and if it is not covered under ADW Rules I then go to the USA Rules. (Formerly ASA)

E.A game under protest that is WON will be played from point of protest

F.A game under protest that is LOSS will remain scored as per line up card.

Below are the only 3 reasons to protest a game anything else WILL not be acknowledged.

A.            Misinterpretation of a Rule by Official B. Illegal Player C. Illegal Substitution.

** Judgement Calls: Safe /Out/ /Balls & Strikes CANNOT be protested despite what your opinion is.

*Note* Keep score for your team and your opponent; This is big in Protest situations if you should need to go back to a particular inning which will consist of whose on bases, how many outs and who is up to bat

 

Player Ejection: Players ejected due to unsportsmanlike behavior must leave the playing grounds to avoid team forfeit. 

  • Throwing a bat in anger
  • Unsportsmanlike behavior 
  • Fighting ( banned for 1 year ) will review for return after 1 yea
  1. Player 1st offense suspension 1 DH header,
  2. Players 2nd offense – Ejected for the season.
  • Bat Flip - 1st offense team receives a warning /  2nd offense player is ejected

 

Transgender Athletes Ruling: Updated July 2023** 

** Transgender Athletes ** ADW will follow the WSBC Guidelines Microsoft Word - 2 - WBSC Guidelines - Gender - Text - eng.docx for both Men & women effective 2024, currently under review in 2023 for all divisions 

 

 

Managers are responsible to explain all league rules to their team, all players are responsible to learn the rules. Managers are also responsible for their fan base.

Along with cleaning up the dug outs before leaving the game, teams will be fined $50 and will be given forfeits until paid up. We do not want to be your parents so be grownups and clean up after yourselves

 

Park Behavior for all players & your fans

Please be courteous. MEN do not and I repeat DO NOT pee on any tree near anyone’s home. We have a good rapport with the neighborhood homeowners don’t screw it up because they will call the cops and you will be hit with a ticket.

** We ask that all teammates reframe from entering dugouts while games are in play. Once a game has ended please be sure to gather your belongings and move out so the next team can move in.

Please note many people have left their belongings behind and our league will return them to me and I will post on Facebook, Instagram and via text.

We are an overall Softball family, so please reframe from stating someone stole your belongings due to your negligence in leaving them behind.

Playoff format for all DIVISIONS

1. High Seed vs Low Seed from beginning to end of the playoffs

COED Playoffs are broken into A Division & B Division (which will be determined after last game of the season)

2. Managers DO not have preference of Field or Time slots, Games are played weekly until we are completed

 

3. The only alteration to the PLAYOFF schedule will be due to WEATHER.

 

4. Player qualifications are updated weekly in the final 4 weeks you will receive updates about your player’s status, it is the manager’s responsibility to get their players on the field. Excuses are NOT welcomed as to why a player did not qualify please DO NOT ATTEMPT it.

 

5. Championship game Best of 3 series - Both Managers will state a time and the commissioner picks the middle time slot which makes it fair for both teams

 

6. Umpires: Each manager gets a choice of 1 umpire the highest seeds choice will officiate the 1st & 3rd game

 

7. Mercy rule is in effect (Exception: Game 3) this game plays out all 7 innings and there is no time limit for each game but we will move the game along

 

 

COVID RULING

We ask that you all wear face mask while in crowds

For your own safety Face mask should be worn

 

UMPIRES SECTION:

GROUND RULES TO GO OVER WEEKLY

1. All fences are an out

2. All balls that are hit into dug out, ramp or backstop are dead ball (2 Bases awarded)

3. All over thrown balls that go into dugout, out the gate, behind the dugout and backstops are last base possessed plus 2

4. In week 3 shirt rules are in effect No Shirt No Play, as soon as pitch is thrown it is the Umpires job to toss player out, Shirts must always be visible not worn under a jacket, hoodie or sweater

5. Mercy Rule 10 runs after 4 completed at bats

6. Bat Flipping is an automatic ejection

7. Head phones are not allowed during defensive or offensive play (ASA/USA Book rule 3 Section 7)

8. Courtesy runners (3) Situational, using last recorded out of same gender
