Charlestown Parks and Recreation Youth Basketball Program

2016-2017 Rules

 

League Rules and Operations: The Charlestown Youth Basketball League is administered and managed by the Charlestown Parks and Recreation Department. All league rules and policies are set by the Parks and Recreation Department. No rules or policies may be changed without approval from the Department.

League Supervisors: The League Commissioner for the 2016-2017 season will be the Charlestown Parks and Recreation Assistant Director Ray DeFalco. Any conflicts regarding the league should be directed to the commissioner.

Registration:  All participants must be registered prior to play. No child will be allowed to participate without submitting a completed registration form, birth certificate, medical insurance, information, and payment.

Draft: A draft will be held for all players participating in the league. The first two weeks of the league (December 3rd and December 10th) will be used for the coaches to evaluate their teams and to make all the teams as equal as possible. Placement day will consist of 45 minutes of drills and 45 minutes of small games while the coaches observe and fill out evaluation sheets for each player they are watching. After the placement day the coaches will reconvene and form teams.

Practice, Games and Available Gym Time: The players in the 5 & 6 and 7 & 8 year old divisions will practice on Saturdays starting at the earliest available gym time. 5&6 first hour and the 7 & 8 year olds second hour. The 9-11 year old games will follow and then the 12-14 year old games. The 9-11 and 12-14 year old teams will get one game and one hour practice per week. The practice times will be assigned after placement day while coaches are making teams. The commissioner will assign the practice times to try to accommodate all volunteer coaches but ultimately will have final say on team practice times. No coaches, league participants, or others are allowed to enter any school facility or use any school gymnasium unless authorized and scheduled to do so by the Charlestown Parks and Recreation Department. Any person(s) found to be in violation of this may face suspension, removal from the league, and/or arrest for trespassing.

Schedules: Game schedules will be set after all drafts are held. Once the schedule is set no games will be rescheduled unless for inclement weather or other “unforeseen circumstances”. Any rescheduling of games will be done through the Parks and Recreation office only. No games will be rescheduled due to player or coaching absences. If coaches are unable to attend, they should attempt to make arrangements for an assistant coach or “substitute” coach to be available for the game. If unable to arrange a substitute, coaches are to notify the league commissioner who will coach the team in absence of the head coach.

Preseason: The first two game weeks (December 3rd and December 10th) will be considered “preseason” to even out teams and game results will not count in standings. At the conclusion of the preseason games a committee of supervisors, commissioner and coaches will meet and discuss any player changes necessary to balance teams for the betterment of the league.

Scorers/Referees: Any person(s) interested in scoring or officiating for the league must complete a volunteer questionnaire/application prior to starting. Questionnaire/Applications are available at the Recreation Office or can be attached in an email. The games will be refereed by one board certified referee and one league referee. Any scorer or referee who cannot show for an assigned game must let the commissioner know as soon as possible and make every attempt to find a replacement for assigned game(s). Any referee or scorer who does not show up for a scheduled game and who does not find a replacement, will be removed from the schedule for the remainder of the season and be barred from working any further games in the future.

Game Play Rules and Format:

  • (2) 20 Minute halves, running time until under 2 minutes

  • Substitutions every 5 minutes, Players play equal playing time

  • 7 Fouls-bonus, 10 fouls-double bonus

  • 9 – 11 Half Court Press and Full Court last two minutes of each half only ( and only if the game is within 10 points)

  • 12 – 14 Full Court Press all game

  • No Pressing of any kind with a lead 20 and over in any league

  • If one team is winning by more than 25 points the scores will be removed from the scoreboard and will only return if the lead gets under 15 points

  • Each team gets +1 point in the standings for a win and 0 points for a loss

  • If any team in any league wins a game by over 25 points the winning team will receive -1 points in the standings (non-negotiable)

  • 5 Personal Fouls per player, if a team has only 5 players each additional foul (over 5) results in a Technical Foul opposing team gets two free throws and possession

  •  If a player is hurt in the middle of his 5 minute rotation and that player is removed from the game that player can complete his 5 minute rotation and the rotation of players will stay the same. (The injured player in essence would lose playing time while injured)

  • Two full timeouts per half, none carry over and one full time out per overtime

  • 1st overtime 2 minutes run one minute stop last minute

    2nd overtime 1 minute stop time

    3rd overtime sudden death

  • If a team does not have 5 eligible players 10 minutes after scheduled game time the team forfeits and replacement players can be used to play the game

  • If a player gets two technical fouls during one game for behavior that player will be suspended the next game. If the player receives any additional technical fouls due to behavior that season that player will be expelled from the league

  • In the 9 – 11 year old division for a player to be eligible to play in the playoffs they must have played in Half (6 games) of the regular season games

  • In the 12 – 14 year old division a player must have played in half (6 games) of regular season games to be eligible for playoffs

  • No players should play on any team but their own. If this is to occur, the team that takes said player is disqualified and takes a loss (unless agreed on by both teams coaches and league commissioner prior to game)

  • Coaches are to make sure all players are wearing athletic shorts and their proper basketball jersey to games. Players are prohibited from wearing pants, non-athletic shoes, hats, wrist/neck accessories, or any other shirt besides the official jersey provided by the recreation department. Players get 1warning for not wearing the proper attire. If it happens again, that player will have to sit until he is correctly dressed. If a player’s jersey is lost, he may purchase another one from the recreation department for $15

       

Injuries: An injury report form must be completed for any league participant (coaches or players) who experiences an injury during scheduled league practices or games. Minor injuries such as scrapes or floor burns will not require the completion of an injury form. Coaches and or supervisors will be responsible for completion and submission of all injury forms.

League Equipment: All equipment used by the league belongs to the Town of Charlestown and cannot be removed from the gym or be used by any other persons other than coaches or players involved in the Charlestown Parks and Recreation Department.

Any questions pertaining to the league rules or their enforcement should be directed to the League Commissioner or to the Director of the Parks and Recreation Department who will make all decisions relative to league operations. Any player or coach found in violation of any league rules or policies may face suspension or removal from the league at the discretion of the Director of Parks and Recreation.
