2019 ADULT MEN’S SLOW PITCH SOFTBALL LEAGUE GROUND RULES
- Team Roster/Player Eligibility
1. Each team must have a minimum of ten (10) and a maximum of twenty-five (25) players on their team roster, which must include the manager, provided he is a playing manager.
2. All players must be at least eighteen (18) years of age as of first game of the current season. All players must sign the roster/waiver prior to beginning the first game. Only the players listed on the official roster will be considered eligible to play. Players must be able to provide proof of identity upon request of an opposing manager, umpire, CAR Board Member or scorekeeper. Use of an ineligible player is an automatic forfeit. A player who is proven to have been an ineligible player is automatically suspended for the season.
3. Additions to the roster may only take place during regular season play. There will be no additions during playoffs. Once a player signs a roster with a team, he must be released by his manager prior to playing for another team. After the player is released, he can sign with another team after sitting out one (1) league game.
4. A player may only play on one men’s team per season. Players found playing on more than one team in the same season will be ineligible to participate for the rest of the season. All games in which he illegally played will be forfeited by the team.
5. All players of the team MUST sign the team roster before playing in their 1st game. All games in which he illegally played will be forfeited by the team.
6. During playoffs teams may only use those players listed on their roster. A player must have been a player of record in four (4) games in the regular season on the same team prior to the playoffs. Line up cards will determine who has played 4 games.
- Managers
The manager will be the official representative of the team unless one of the players is designated as captain before the start of the game.
1. Only one (1) person per team, the team’s manager or designated representative, is allowed to discuss a point of play with the umpires.
2. The manager will be held responsible for monitoring and enforcing all rules as set up in these rules and regulations. The manager will be responsible for the conduct of the team players at all times. Violations of the rules and regulations may result in player(s) and/or team suspension from league play.
3. Managers are responsible for informing players of the Chowchilla Adult Recreation Player Code of Conduct and enforcing it. Managers are also responsible for the conduct and actions of their own spectators.
4. The league is governed by the Official Softball Rules of the National Softball Association (NSA) except when preceded by the Chowchilla Adult Recreation Slow Pitch Softball League Rules.
- Pre-Game Rules
1. No batting or infield practice will be allowed on the playing fields prior to game time.
2. The home team will be decided by a coin toss. The dugouts will be first come basis.
3. The manager shall give the lineup to the umpire/scorekeeper at least ten (10) mins before game time. At that time, each team must name its team representative.
4. It is the duty of the managers and team members to know the NSA and CAR Ground Rules before the start of games.
5. The league will provide the game ball for each game. This will be in the form of one 12” softball.
6. Steel spiked cleats are prohibited and players may only wear comparable sports shoes with or without rubber spiked cleats.
7. No smoking is allowed on the playing field or in the dugouts.
8. No alcoholic beverages of any kind are allowed on the playing field or in the dugout. Team’s managers are responsible for enforcing this rule. Any violation of this rule will automatically lead to a forfeit of the game and possible suspension of the team or player(s) involved. Players who are under the influence of alcohol will not be permitted to participate and may be asked to vacate the premises per section 9.08.080 of the City of Chowchilla.
9. Minors will not be allowed to practice with any team registered with the league.
- Playing Rules
1. All games must start on time and game time is forfeit time (5-minute grace period may be allowed if other team agrees), the score will be recorded as 7-0. Umpires will be provided with a timer before every game is started. If there is a double forfeit both teams will be credited with a loss.
2. If a game is started late and the teams taking the field are not at fault, the length of time caused by the delay will be added to the game time.
3. Teams may play with a maximum of ten (10) players on the field.
4. Regular season games shall have a seven (7) inning limit but no new inning will begin after fifty (50) minutes.
5. In the event of a tie, the international tie breaker will be used.
6. Time-out can be called if the ball is in the infield and the umpire must acknowledge the request for “time out” before the ball is dead.
7. There are free substitutions allowed, however, a player must play a complete inning before he can be substituted. Substitutions may be made only at the beginning of the inning or in the event of an emergency, illness or injury.
8. A player who arrives late may be added to the bottom of the lineup.
9. A player ejected from a game for any reason is automatically suspended from playing in the next scheduled game as a minimum penalty (NOTE: if a player plays in the COED league and a game is scheduled in between during the suspension time frame, the player will NOT be allowed to play until the Men’s game has been missed). A second ejection in the same season shall result in suspension from the league for the remainder of the season. Ejected players must leave the field within three (3) minutes or the game will be forfeited on the benefit of the opposing team.
10. If deemed necessary a game can be played under protest. It is the responsibility of the protesting team’s manager to inform the umpire(s) that the game is under protest. The notice of protest must be made before the next pitch of the game. The umpire must sign the home team official score book showing a protest.
11. To file a protest, a deposit of $100.00 to the League Supervisor of the Chowchilla Adult Recreation must be done at the time of the protest and a written report to the League Supervisor within twenty-four (24) hours of the end of the game. The deposits will be refunded only if the protest is up held.
12. In the event of an illegal player, a team has the right to protest in writing within twenty-four (24) hours. The appeal process is in the NSA Official Rules book will be in effect.
13. Judgment calls cannot be protested.
14. If a game is called off due to unforeseen circumstances the game must be made up on a day determined by the CAR Board. If the game is unable to be made up for any reason, the recorded score will be one (1) per team
15. Teams must be able to field at least eight (8) eligible players to start/play a legal game, both offensively and defensively. If a team is unable to start eight (8) players at game time the umpire must forfeit the game (a 5-minute grace period may be allowed if the other team agrees). Following the start of a game if a team falls below the minimum eight (8) players the umpire must forfeit the game.
16. Intimidation of any players will not be tolerated.
17. Offensive/defensive players must remain in the dugout or on the outside of the playing field (behind the fence) during field play. Other than players “in-play,” umpires, 2 base coaches and on-deck batter are allowed on the field while a play in is affect.
- Pitching Rules
1. The pitcher must pitch from within the pitcher’s circle. One foot has to be in the circle upon release of the ball.
2. If an illegal pitch is called due to any pitching violation and the batter swings, the call is nullified.
3. The ball must be released on the first forward swing of the arm past the hip.
4. The ball may not be released behind the back or through the legs.
5. The palm may be either on top of or under the ball upon release.
6. The arc of the pitch must reach a height of at least six (6) feet from the ground, while not exceeding a maximum height of ten (10) feet from the ground.
7. The pitcher may not continue to wind-up after he has released the ball.
8. At the beginning of each half inning, not more than one (1) minute may be used to deliver not more than three (3) warm-up pitches.
9. There is no strike zone in terms of a zone between the knees and shoulders. A strike is a ball pitched within a legal arc, which lands either on home plate, or on the mat behind home plate, regardless of where it passes the batters body.
10. Balls and strikes will be called by the umpire.
- Batting Rules
1. Each team can bat an unlimited amount of players at one time.
2. A batting order must be followed during the game. Each player comes to bat in the order that his name appears on the line-up.
3. There is no chalked batter’s box, however, there is a discretionary batter’s box, and the umpire must use his/her judgment, upon hitting a ball, the batter must be in the batters box or the batter is declared out and the play is dead. No runners shall advance.
4. The batter starts his at-bat with one strike and one ball.
5. The batter will be out after one (1) strike has been called and two (2) foul balls have been hit; otherwise, the normal situation will prevail.
6. No intentional bunting is permitted. This includes squaring around, slicing, chopping, intentional half swing, etc.
7. Hitting off a bounce is a dead ball.
8. When a batter is walked intentionally or unintentionally, the batter is awarded first base.
9. Teams/batter MUST use wood bats with NSA approved stamp.
10. When the on-deck batter interferes with the defensive players’ opportunity to make a play on a runner, the runner closest to home plate at the time of the interference is declared out.
- Fielding Rules
1. A defensive player may not at any time fake tag without a live ball. Umpires will be instructed to warn both teams on the 1st violation of the rule, and to eject any player for subsequent violations. If the rule is violated, the umpire will give the runner an additional base.
H. Mercy Rule
1. Fifteen (15) runs after 3 innings
2. Twelve (12) runs after 4 innings
3. Ten (10) runs after 5 innings, the home team will get their last at bat.
I. Homeruns
1. If a ball hits a tree, scoreboard, or pole and is above the fence and it comes back into play the batter gets a home run (ball was above the fence and would be over if they were not there). If a ball bounces once and then goes over-the-fence, the batter gets a ground rule double.
2. Homeruns allowed will be unlimited.
3. Homerun walk-off is allowed, player who hits a homerun, as well as anyone on base may walk off the field.
J. Base Running
1. Base stealing is prohibited.
2. A runner may leave the base on the swing. If the runner leads off before the swing, no pitch is declared and the base runner is called out.
3. Base sliding is permitted. NO SLIDING AT HOME.
4. A runner must tag the orange (safety) base when running through first base. If runner touches the white part of the double base (unless rounding to second base) then the runner will be called out.
5. During a slide if the runner intentionally takes out the player on the base the runner will be out and will be suspended for the remainder of the season. The runner must slide directly into the base.
6. Courtesy Runners are unlimited. The courtesy runner may be anyone in the line-up.
7. Substitute runners are allowed at the discretion of the umpire if a player is injured.
8. A runner going home may re-treat back to third base unless they have passed the designated line between third and home plate.
9. There will be a designated line drawn beside home plate. The runner must cross this line before the defensive player has control of the ball with one foot on home (white) plate in order for the run to score. If the runner does not cross over this chalk line they will be called out.
10. Defensive players will not be allowed to make contact with the base runners after they have passed the designated line between third base and the home plate line. If a player is contacted within these two lines the run will be scored.
11. If a preceding runner, in the umpire’s judgement, intentionally interferes with a fielder who is attempting to catch a thrown ball or is attempting to throw a ball in an attempt to complete a play, the preceding runner and the batter are both declared out.
K. Infield Fly Rule
1. First and second, or first, second and third bases are occupied.
2. There must be less than two (2) outs.
3. Cannot be called on line drives.
4. The hit must be a fair ball and it must be a ball that can be caught by an infielder with normal effort (based on umpire judgment).
5. Ball must remain live in play.
6. At the highest point of arc, umpire declares, “Infield fly batter is out.”
7. Runners may advance if the ball is caught as a normal fly ball, or if not caught and was not touched by a player or when the ball touches the ground.
L. Over Throwing
1. With overthrows one (1) base is awarded from the last base touched at the time of the pitch on the first throw by an infielder.
2. With overthrows two (2) bases are awarded from the last base touched at the time of the throw if it is a throw by an outfielder.
3. One (1) base is awarded from the last base touched at the time a live ball is carried unintentionally out of play.
4. Two (2) bases are awarded from the last base touched at the time a live ball is carried intentionally out of bounds.
5. One (1) base is awarded from the last base touched at the time a live ball is kicked out of play during an attempted tag.
6. The direction of the runner is not considered when awarding bases.
M. Umpiring
1. The Chowchilla Adult Recreation will schedule umpires for all games. The umpires have the final say in all matters pertaining to the game. A minimum of one (1) umpire will be assigned for the regular season games and up to two (2) umpires will be assigned for the championship games.
2. Game time will be based upon the umpire’s timer provided by C.A.R.
N. Appeals
1. There are three types of appeals: 1) A runner missing a base (not touching them); 2) A runner leaving a base too soon on a fly ball (tagging up); 3) Batting out of order.
2. A runner may not return to touch a missed base or one he left too soon after a following runner has scored.
3. The ball will continue to be live until the play has ended and timeout is signaled by the defensive team. At this point the team manager may ask for an appeal.
4. Appeal procedure: 1) Make sure time is called 2) The defensive team manager asks for an appeal 3) The team manager waits for the umpires decision.
O. Playoffs
1. The rules for playoffs will be determined by the CAR Board Members.
2. League tiebreakers are determined using the following levels: First, the team record; second, head to head comparison; and third the run differential.
3. Home team will be determined by the higher seed.
P. Miscellaneous
1. The umpire will be in charge of keeping the official score. Home and Visitor teams are encouraged to keep a scorebook, which will be provided by the league, in case there are any discrepancies they would like to discuss with the umpire. The scorebooks will be available in the Snack Bar.
2. The scorebooks provided must be turned in to the Snack Bar after the game each night.
3. Practice is a first come first served basis during the week and if another team wants to join try to accommodate. Practice can be scheduled/reserved with a board member if lights are needed. Lights are only available on Saturday’s and Sunday’s from 8-10pm with a 48-hour notice. Lights are NOT available during the week. There is a Light fee is $10.00 an hour.

The sections are: 1-pitcher/catcher; 2-infield: 1st, 2nd, 3rd and shortstop; 3-outfield: left, left-center, right-center and right fields. No more than three (3) males/females may play side-by-side

Teams must be able to field at least eight (8) eligible players to start/play a legal game, both offensively and defensively (at least 5 males/females and 3 females/males to start). Following the start of a game if a team falls below the minimum eight (8) players the umpire must forfeit the game.

11. It is the pitchers’ responsibility to pitch the correct ball, i.e. 12” hardball to males, 11” hardball to females. If a hit is made and the wrong ball is delivered, the batter has the choice to keep the hit or redo the at bat. The pitch count will not start over. The count will go back to the original count prior to the hit.
- Batting Rules
1. It is the batter’s responsibility to swing the correct BAT. Male players will swing a CAR provided wooden bat and female players will swing a CAR provided composite bat. If a male batter STEPS into the box with a composite bat, he is automatically out. If the male batter is pitched and/or makes contact with the ball and is using a composite bat, the ½ inning is over.

No modifications of CAR bats will be allowed including but not limited to; wraps of any sort, flares, or cones. If a player is found using a different bat or has found to be using a modification, the batter is out. 1st infraction- batter is out and the hit is considered a dead ball. 2nd infraction penalty will be determined by the CAR Board.

- Fielding Rules

2. All outfielders MUST be on the grass at the time the ball is hit. If outfielder is on the infield when ball is hit, then batter gets one base.

4. The infield players must stay behind the baseline and in the dirt until the ball is hit.
H. Mercy Rule

3. Ten (10) runs after 5 innings, the home team will get their last at bat.

2. With overthrows two (2) bases are awarded from the last base touched at the time of the throw if it is a throw by an outfielder.
3. One (1) base is awarded from the last base touched at the time a live ball is carried unintentionally out of play.
4. Two (2) bases are awarded from the last base touched at the time a live ball is carried intentionally out of bounds.
5. One (1) base is awarded from the last base touched at the time a live ball is kicked out of play during an attempted tag.
6. The direction of the runner is not considered when awarding bases.
M. Umpiring
1. The Chowchilla Adult Recreation will schedule umpires for all games. The umpires have the final say in all matters pertaining to the game. A minimum of one (1) umpire will be assigned for the regular season games and up to two (2) umpires will be assigned for the championship games.
2. Game time will be based upon the umpire’s timer provided by C.A.R.
N. Appeals
1. There are three types of appeals: 1) A runner missing a base (not touching them); 2) A runner leaving a base too soon on a fly ball (tagging up); 3) Batting out of order.
2. A runner may not return to touch a missed base or one he left too soon after a following runner has scored.
3. The ball will continue to be live until the play has ended and timeout is signaled by the defensive team. At this point the team manager may ask for an appeal.
4. Appeal procedure: 1) Make sure time is called 2) The defensive team manager asks for an appeal 3) The team manager waits for the umpire’s decision.
O. Playoffs
1. The rules for playoffs will be determined by the CAR Board Members.
2. League tiebreakers are determined using the following levels: First, the team record; second, head to head comparison; and third the run differential.
3. Home team will be determined by the higher seed, unless the higher seed is in the loser’s bracket. In this case, the Home Team is the team who stayed in the winner’s bracket. If both teams have 1 loss, it will refer back to the initial higher seeded team.
4. The tournament will be a seeded bracket with 3 divisions.
5. Championship game is 7 innings and the mercy rule will be in effect.
Miscellaneous
1. The umpire will be in charge of keeping the official score. Home and Visitor teams are encouraged to keep a scorebook, which will be provided by the league, in case there are any discrepancies they would like to discuss with the umpire. Scorebooks are available in the Equipment Building.
2. The scorebooks provided must be turned into the Equipment Building after the game each night.
3. Practice is a first come first serve basis during the week and if another team wants to join, try to accommodate. Practice can be scheduled/reserved with a board member if lights are needed. Lights are only available on Saturday’s and Sunday’s from 8-10pm with a 48-hour notice. Lights are NOT available during the week. There is a Light fee of $10.00 an hour.

CHOWCHILLA ADULT RECREATION SOFTBALL
CODE OF CONDUCT
Providing a quality Adult Softball program requires the full cooperation of all managers, players, officials and spectators. Any demonstration(s) of misconduct may result in disciplinary action and can jeopardize your individual player and/or team eligibility to participate in the Chowchilla Adult Recreation Softball League.
Definitions:
The term “individual” includes: manager, player and/or spectator - The term “official” includes: umpires, league board members and Park Staff - The manager and entire team are responsible for the conduct of its spectators, family, and friends.
Infractions and Penalties:
Minimum Penalty: Warning - Maximum Penalty: Permanent Ban from Chowchilla Adult Recreation Softball - Multiple violations of the Code of Conduct will result in penalties decided by the CAR Board
No Individual Shall:
1. Demonstrate dissent by throwing gloves, hats, bats, balls or any other forceful action.
2. Discuss with an official, in any manner, the decision reached by an official (Exception: Team Manager).
3. Use unnecessary rough tactics in the play of game.
4. Use abusive, offensive or intimidating language or gestures toward any official or individual on or off the playing field.
5. Use profane, obscene or vulgar language or gestures, racial slurs in any manner, at any time, on or off the playing field.
6. Lay a hand upon, shove, strike, spit on/at or make unnecessary physical contact with an individual or official.
7. Make direct or implied threats, either verbally or physically toward any individual, official or their property.
8. Fail to leave the park when directed to do so by an official.
9. Damage, destroy or steal property of an individual, the League or the City.
10. Appear on the field of play or at the park, at any time, in an intoxicated condition or under the influence of any other type of drug which might affect the individual’s safety or the safety of others.
11. Consume or possess alcoholic beverages on the playing field or in the dugouts.
12. Leave behind excessive trash.
13. Demonstrate unsportsmanlike conduct
