Article 19:     COLTON TEE BALL LEAGUE RULES AND REGULATIONS

 

SECTION A -     Dimensions: 

 

-          Bases 45 feet apart.  The fence will be 110 feet from home plate.  Pitcher’s circle (Middle line) 30 feet from home plate.  Foul ball line 10 feet from home plate.

 

 SECTION B -    Regulation Game:   

 

1.       - Shall be played with 2 forty-minute halves and a 10 minute break in between.  Umpire calls halftime at the end of any half inning which falls closest to 40 minutes.  Equal times at bat are not necessary before halftime.  The end of the game will be called by the umpire.  No new inning will start after the 85-minute mark from start time of the game. In the event of a tie ball game it will be added to the record of the team. Standings will consist of win, loss & tie record during regular season.

 

2         - One inning will consist of ten batters or three outs, whichever comes first.

 

3         - Game time will start at 5:45 pm on weekdays & 9 am, 11 am, & 1 pm on Saturdays.

 

4         -  Fall or Winter ball, every player present will bat per inning. A no “three-out” rule is optional,       

 

5         -  No scores or standings for winter ball.

 

 

 

SECTION C -     Time-outs:               

 

-          Each team has one 2-minute time outs per half.  Players may not change position once an inning has started unless a time-out is called.  A time out is defined as an actual stoppage in play.  If the time-out has been used, a manager may still tie a player’s shoes or perform any reasonable action that needs taken care of.  However, players will not be permitted to change positions.

 

 

 

SECTION D -     Fielding Positions:

 

- 1.  There will be no pitched balls.  The ball will be hit off a tee placed at home plate.

 

- 2.  One player plays the pitching position as a fielder only.  The pitcher must be behind the middle line and have both feet inside the circle.  If the pitcher is outside the circle before the ball is put into play; the ball is live, runners may advance but no outs may be registered.  Pitcher is required to wear a helmet and mask.  Mask can be removed once ball is in play.

 

- 3.  There will be 10 fielders total: 1 pitcher, 1 catcher, 1 – 1st baseman, 1 – 2nd baseman, 1 – shortstop, 1 - 3rd baseman, and 4 outfielders.  Outfielders may not enter the infield to make a play unless the ball makes it to the outfield. They may then enter the infield to continue the play.  If an outfielder interferes with an infielder making a play, all runners are safe.

 

 - 4.  When a batter is at the plate:  The catcher will stand against the backstop, opposite the batter, until the ball is put into play.  Once the ball is put into play, the catcher is free to make a play and may remove his/her mask.  Catcher must wear a helmet with a mask and a chest protector.

 

-5.   Outfielders must be positioned 10 feet from the edge of the infield before the ball is hit.    Outfielders must play their designated positions.  The player designated as rover must be identified to the umpire at the beginning of the game.

 

- 6.   All infielders should not be closer to home plate than the pitcher.  All infielders must play their designated positions.  All infielders must play inside the infield line before the ball is put into play.  1st and 3rd basemen are not allowed to be more than 7 feet in front of the respective bases.

 

- 7.   Position changes may be made at any time during the game (i.e. beginning of an inning, half-time).  Any changes made once an inning starts will require and time out and can only be used once a half.  At no time may an infielder cut in front of another player to “steal a play.”  If a ball is hit up the middle and both the 2B and SS go for the ball, one of the fielders may get “cut off” which is allowed.

 

 

 

Article 20:    PUTTING THE BALL IN PLAY

 

SECTION A –    Play Rules

 

-          1 - The play becomes official when the umpire places the ball on the tee and announces, “Play ball!”   If the runner(s) are off the base before the batter hits the ball, the umpire may stop the play and return the runner to his/her previous base.  The umpire may also call the runner out.

 

-           

 

-          2 - If a foul ball is caught, runner(s) may advance at their own risk until the play is ruled dead by the umpire.  They must tag up or they will be ruled out.

 

SECTION B -       Batting Rules

 

-          1 - If batting out of order an out is to be made. The batter who is supposed to be up is called out and correct batter will come out to bat. (Coaches will be given warning at home plate meeting.)

 

-           

 

-          2- There will be no walks (Base on Balls)

 

-           

 

-          3 - No designated hitters will be allowed at any time.  If the batter in the line-up cannot bat, he/she will be called out.  If he/she has to be removed from the game due to illness, that player can be replaced after being called out one time.

 

-           

 

-          4 - Throwing the bat is an automatic out regardless if the hit is fair or foul.  The play is  considered dead.  The batter may drop the bat as they run to first base.  The umpire may choose to issue one warning if it is not clearly thrown but “flung.”  A bat that hits the ground hard and rolls away is not considered a thrown bat.

 

-           

 

-          5 - The ball must go 10 feet into fair territory (cross foul chalk line) and tee must not tip over to be considered a live play.  If the ball comes to a complete stop in foul territory and has not been touched, it will be ruled a foul ball.

 

-           

 

-          6 - Only four (4) foul balls or four (4) swings of the bat will be allowed.  After four swings of the bat, the batter is considered out.  If the batter knocks down the tee, it will count as a one (1) swing.  If the batter hits more tee than ball, it will be called foul.  This is the umpire’s discretion.

 

-           

 

-          7 - Any ball touched in fair territory after ten feet, regardless if it rolls foul, is a fair ball.

 

-           

 

-          8 - Batters are not allowed to touch the ball.  It will be ruled an out.  No exceptions!

 

-           

 

-          9 - There will be no intentional bunting.  Batters will be called back and it will be counted as a swing.  Batters must take a full swing.  Calls are made at the umpire’s discretion.

 

-           

 

-          10 - Managers/coaches may not leave the coaches box to assist the batter.  Batter must go to the plate alone and not be shown where to stand.  Verbal communication is allowed.  Coach will be given 1 warning then the batter will be called out.  The only exceptions that allow a coach to leave the coaches box are to retrieve the bat from the previous batter and to tie a player’s shoes.  While out of the box, verbal commands should not be given.

 

-           

 

-          11 - NO touching of any batters or runners until the ball is DEAD. Doing so will result in an out. Coaches will be warned at home plate meeting. (HOMERUNS excluded).

 

12 - A “special need” player is allowed to bat but no outs or score will be recorded and will be the 11th batter.

 

 

 

SECTION C:     Base Running

 

-          1 - Stealing is not allowed.  Runner may be forced back to his/her previous base or be called out by the umpire.

 

-           

 

-          2 - Leading off is not allowed.  Umpire should make sure all base runners are on their bases before calling Play Ball.

 

-           

 

-          3 - Sliding at 1st base is not allowed.  It will be an out.  Runner can slide back to 1st base from second base.

 

-           

 

-          4 - Sliding head-first on any base is not allowed and runner will be out!

 

-           

 

-          5 - When the ball is called dead, the runner must be more than half way to the next base in order to advance.  Calls are made at the umpire’s discretion.

 

-           

 

-          6 - If a batted ball hits a runner, that runner will be called out.  The ball will be considered dead and other runners will go back or advance to the nearest base, unless forced to the next base by the batter who gets 1st.

 

-           

 

-          7 - If a fielder hits a runner with the ball, the play is still live.  No out will be called.

 

-           

 

-          8 - On a fly ball that is caught, runner(s) must tag up to advance.  If the runner(s) do not tag up and the ball is killed, the runner(s) go back to their original base.

 

-           

 

-          9 - Managers/Coaches will be at 1st and 3rd base coaching boxes.  A batter or runner will be called out if he/she is touched by the manager/coach while the ball is live and in play.

 

-           

 

-          10- No infield fly rules

 

 

 

SECTION D -     Overthrows

 

-          1- If a ball is thrown over a fence anywhere on the field, each runner will be given 1 base. - If the overthrow hits any fence besides the outfield fence, the ball is dead and runners get 1 base. - If an overthrow does not hit any fence, runners may advance at their own risk.

 

SECTION E -       Dead Ball:

 

-          1 - Any ball hitting the fence (except outfield fence) from right field pole to left field pole will be considered dead.  Runners will advance 1 base. - Killing the ball is defined as throwing the ball into the backstop.  The ball is not dead until it hits the backstop.   1) Backstops on fields 1 and 2 are designated with a rubber lining at the bottom.   2) Backstop on field 3 extends out 1 full fence section on each side of the backstop.  

 

SECTION F -     Interference

 

-          1 - Fielders must not block the base path unless they have the ball.  They are allowed to line up in the base path before the ball is hit.  Umpire should be notified if they do not move once the ball is hit and it hinders the runner’s path.  The runner will be called safe.

 

-           

 

-          2 - Fielders should not stand on the base waiting for the ball.  If a runner is blocked, he/she will be called safe. - Running out of the base path more than 3 feet to avoid being tagged will be an automatic out.

 

-          3 - The outfield coach is considered part of the playing field unless he intentionally touches the ball.  All runners will be awarded an extra base. 

 

 SECTION G -     Outfield Fence

 

-          1 - The ball must travel completely in the air, over the outfield fence, and between the foul poles to be considered a Home Run. - Any ball which bounces over the fence shall be ruled a ground rule double.

 

 SECTION H -     Keeping Score

 

-           1 - All scorekeepers must know our tee ball rules.

 

-           

 

-          2 – It is the responsibility of the official scorekeeper (Home team) to get the other team’s lineup and also have theirs ready 10 minutes before game time. If the home team does not have a scorekeeper, the umpire will be notified, and the visiting team will be the official scorekeeper.

 

-           

 

-          3 - Home team keeps the official score.  It is the visiting team’s responsibility to coordinate with the official scorekeeper throughout the game to check for accuracy.

 

-           

 

-          4 - The official scorekeeper’s book will be used as a final reference by the home plate umpire. The umpire should check the score periodically. The umpire should be informed immediately if there

 

-          is a discrepancy. A Board Member of the Day may need to be notified if a resolution cannot be reached. - If the umpire checks the scorebook with the home team during the game and finds that it is not satisfactory, a forfeit will be called.

 

-           

 

-          5 - Both Managers and Official scorekeeper must sign the scorebook after each game.

 

-           

 

-          6 – Score keepers will go to at least one training section given by the Head of Coaches, Player Agent or Vice President.

 

-           

 

-          7 – Infield home rums are 3B with an error or double with 2 errors but are NOT home runs.

 

 

 

Article 21 – Game Day

 

SECTION A -    Forfeits

 

 

 

-          1 - If a full team (8 players) cannot be fielded, the game will be forfeited to the opposition.

 

-           

 

-          2 - The game may be played but will be recorded as a forfeit.

 

-           

 

-          3 - Team has 10 minutes past the official start time of the game to field 8 players (the league minimum.)  

 

-           

 

-          4 - If a team plays with 8 players, the 8th player is considered the last batter and no 9th & 10th player will be considered an out in the 1st inning only. The same applies if a team plays with 9 players, the 9th player is considered the last batter with 10th batter out (1st inning only).

 

-           

 

-          5 - If a team attempts tactics to delay a game, the umpire may call a forfeit.  Umpire will warn manager before calling a forfeit.

 

-           

 

-          6 - A forfeit will be declared if the order to remove a Manager, Coach, Player or Spectator is not obeyed.

 

-           

 

-          7 Failure to provide 1 to 3 people (Ages 16 and over) in the Snack Bar will result in a forfeit. Numbers will be based on a fully open snack bar and Snack bar Supervisor.

 

-           

 

-          8 - After a forfeit has been called, the game may be played but will be recorded as a forfeit in the official scorebook.  Head of umpires and/or Board member of the day are to be notified immediately.

 

                                                                                                                                   

 

SECTION B – Rescheduled Games  

 

-          1- In the event of poor weather, the teams scheduled to play will be responsible for contacting a Board member to find out whether or not the game has been cancelled.  The team manager will be responsible for contacting all of his/her team members.  Do not assume that because it rained, a game is cancelled.  If a team is required to show up and does not, it will be recorded as a forfeit and will not be rescheduled. Head of Managers will ensure all managers involved are contacted.

 

-           

 

-          2 - If the game is called off due to rain before half-time (less than 40 minutes into the game), the game will be rescheduled. - If the game is called off due to rain after half-time (more than 40 minutes into the game), the score will revert back to the last completed inning to declare the winner. - Games may not be rescheduled without permission for the Board.  Getting permission from the Board will be very difficult.  Both teams involved must receive a minimum of one week’s notice.  If the reschedule game will affect the snack bar schedule, the team must provide coverage as scheduled or make arrangements to trade with another team.  Failure to provide Snack bar coverage will result in a forfeit.

 

-           

 

-           3- Games will not be played in excessive heat at discretion no later than 2 hours prior to the game. At discretion of President or V.P, with Player Agents or Head of Managers confirming. The president or VP will notify the Head of Umpires of cancel games at least 1.5 hours before game starts.

 

 

 

Article 22 -   TEE- BALL REGULATIONS                         

 

SECTION AInterpretation

 

-          1.  All questions regarding rules will be interpreted by the Bylaws, Board Member of the Day or the Board.

 

SECTION B – Regulation

 

-           1. Teams shall be limited to 3 practices per week before the season begins.  Once the season starts, teams are limited to 3 functions per week (unless the board approves for additional functions).  Functions are defined as practices, games, etc. Pizza parties are not counted as part of a function. Manager will be suspended if found to be having more than 3 functions per week.  The week is defined as Monday to Sunday.

 

-           

 

-          2.  Each team will consist of 12-13 players.  All players will be 4-7 years of age.  All teams will fit age dynamics of Colton Tee Ball.  To maintain balance within the league, no more than 5 boys or girls, seven years old will be placed on the team unless grand father in at a younger age group. This will include coach’s options. Make up of teams should have at least 4 - seven-year-olds, 4 - six-year olds, 3 - five-year olds, two - 4 year olds and at least one girl on the team that does not exceed the age count.

 

-           

 

-          3.   Each Team will have 1 manager & 2 Coaches and Team Mom. Each position will come with 1 coach option. Only 3 options will be allowed per team! No exception!  Options will be approved by Player Agent & Head of Managers. Dispute will be handled case by case with the Executive Board. Coaches option will stay with the team even if coach leaves.

 

4.  Managers will be approved by the Board and will be supervised by the Head of Managers.  Team     moms will be selected by the Managers and will be supervised by the Head of Team Moms. Team Mom will keep Managers updated on revenue and spending.

 

        5.  A soft cup is mandatory for all boys.

 

        6.  All children should wear turf shoes or rubber cleats.  No metal cleats.          

 

        7.  All bats must be official Tee Ball bats with the words “T-Ball”, T-Ball or TB printed on them, not                          -        handwritten.  Only Tee Balls will be allowed to be used, NO MINOR Ball!

 

       8.  Catcher and pitcher must wear helmets and masks.  Once the ball is put into play, the catcher - --      and pitcher may remove their helmets.  ALL batters will wear helmets (including practices).

 

       9.  All players should arrive 30 minutes prior to game time.

 

      10. Visiting Team (1st base side) bats first.  Home Team (3rd base side) bats second.

 

      11. Board members will never involve themselves with an umpire’s call.  No Board member will be    -      allowed to change a call.  If an umpire is incorrect on a RULE, the managers may call the Board     -  -      member of day over for clarification.  If the umpire decides he made the wrong call, only he/she -  -      may change it.  Once an umpire makes a JUDGEMENT call (i.e. safe, out), he/she cannot change it - -      even at a Board member’s request.

 

     12.  There are no protested games.  Resolve it on the field immediately.

 

 -   the dugout when not playing. Only in emergency can a parent be allowed to assist and only at the  --   approval of Board Member of the Day or President / Vice President during Spring games.

 

    14.  When on defense, 1 coach is allowed on the field.  He/she must be in the outfield grass at all   - --   times while the ball is in play during Spring Ball only.

 

    15.  Any ball that gets stuck or rolls under the fence shall be ruled a ground rule double.

 

    16.  All bats must be kept in the dugout or away from the playing surface.

 

    17.  On an overthrow, if the ball hits the defensive / offensive team’s equipment near the dugout,   -   -          the umpire may call the ball dead and advance the runners. 

 

   18.  Batting Out of Order – The proper batter. (the one that should of batted) is the one that is called -         out after an appeal is made by the defense within the following scenarios:

 

                a) - After the improper batter has completed his/her at-bat.

 

                b) . Prior to next batter taking his/hers swing.

 

               c) - In the event this occurs. PROPER batter is at bat called out and the IMPROPER batter is                 -                  removed from the bases.

 

               d) - If the appeal is made while the IMPROPER batter is at bat, no out is called, the proper                  -                   takes his/her place and assume any count.

 

               e) - If no appeal is made before a swing is made by the NEXT batter, after the Improper batter -                   becomes PROPER and the player listed after him in the lineup is the next PROPER batter.

 

 19.   Every player in the line-up must have their uniform number on the score sheet. There will be no   matching numbers. Winter ball is the exception of this rule.

 

 20.  All players must play as least one (1) half, including playoffs and All-Star games.

 

 21.  If a player misses 2 or more consecutive practices or games without notifying the manager, he or she may be benched for one game. Manager must FIRST communicate with player agent and player agent will reach out to parents.

 

 22.  Substitutions – Players taken out of a game may not re-enter the game unless they are replacing an injured player with exception of winter ball.

 

 23.  Eight players can be fielded as a team; however, all eight must finish the game unless more players show up.

 

 24.  If a base becomes loose, the player will be called safe assuming their foot beat the original throw to the base.  They cannot be called out for touching the base safely then having a tag applied to them after the base is dislodged.

 

 25.   Any “special need” player will be the 11th batter and no out or score recorded.

 

 

 

 Article 23:    RULES OF CONDUCT

 

SECTION A -     Conduct

 

1 - No profanity will be tolerated AT ANY TIME.  Managers/coaches will get ONE warning from the umpire or Board Member of the Day.  2nd offense is an automatic game suspension and possible loss of the team.

 

2 - Sportsmanship of the highest level will be expected of all players and adults involved.

 

3 - At the end of the game, win or lose, all players will give a cheer for the other team.

 

4 - Managers, coaches and players should never throw any equipment.  Failure to comply with this regulation will result in ejection from the field (All McKinley school property).  This will be at the umpire’s discretion.

 

5- Any arguing or fighting by any manager/coach will result in disciplinary action decided by the Board.

 

6 - Managers/Coaches – If you are thrown out of a game and do not adhere to this judgment, you will be subject to disciplinary action including being relieved of your position. - Spectators will be restricted to designated areas.  They will not be allowed behind home plate or the dugouts.  Any interference in the team functions will be regulated by the Board Member of the Day, Head of coaches or Umpires. - The umpire is in control of the game.  What he/she says goes! - NO SMOKING, ALCOHOL OR TOBACCO USE OF ANY KIND, EVER!! E-CIGARETTES are included in the ban.

 

7- Any person ejected from game will serve a one game suspension for the subsequent game.

 

8- Any person that physically assaults another person will get a minimum of 30 days suspension from the Tee Ball org. Suspension will include the park area while games are going on.

 

SECTION B -     Due Process:

 

1.       Board Member of the Day. President or Vice President will take a report of incident and take appropriate action. Action follows may be offender leaving the field right away.

 

2.       All appeals of suspension will go to the Executive Board FIRST

 

3.       If appeal, then it will come before the Board in closed session. The Board decision is final.

 

UNIFORMS

 

The League provides for each player a uniform (hat, jersey, pants and socks) for the season. - All team members will wear their team uniforms at all regularly scheduled games. - All League uniforms worn at games will comply with the rules set by the Board. - Each team will receive the same type of uniform. - Each player is responsible for his/her own glove and athletic shoes at each practices and games.

 

INSURANCE

 

-          The Colton Tee Ball League will provide each person associated with the League, Liability Insurance.  This will encompass bodily injury and property damage.  A supplemental medical coverage will be provided by the League; only after the individual’s personal primary and secondary medical insurance is depleted.

 

FUNDRAISERS

 

-          Raffle will be held only with Board approval.

 

-           

 

-          Board members are not allowed to win cash prizes on League fundraisers.  They may win prizes on fundraisers from teams.

 

-           

 

-          The team coaching/team mom staff will be in charge of all individual fundraising activities.  The Board must be notified at least one week prior to the event.  KEEP YOUR PARENTS INFORMED!

 

Colton Community Current Bylaws 2020

 

ARTICLE 1:     NAME

 

-          The name of this Organization will be “Colton Community Tee Ball League,” herein referred to as “League.”  The Principle office of the league shall be established in the City of Colton, County of San Bernardino, and State of California.

 

ARTICLE 2:     STATEMENT OF POLICY

 

-          1. It shall be the policy of the League to conduct activities that will benefit the physical and moral welfare of the young people associated with the league. All matters of policy shall be determined on that basis.

 

-           

 

-          2. No person who is a member or who is in anyway connected with the league shall receive any personal financial benefit beyond the reasonable value of the services rendered in carrying out the purposes for which the league has been organized.

 

-           

 

-          3. The League will select sponsors who are interested in the league solely as a means of contributing to the welfare of young people.

 

-           

 

-          4. It shall be the policy of the league to prohibit any direct advertising of alcoholic beverages or tobacco products in connection with the league or any of its programs.

 

 ARTICLE 3:    OBJECTIVES

 

-          1- To annually organize for the boys and girls within the City of Colton and surrounding areas a wholesome, seasonal recreational tee ball program.

 

-          2 - To acquaint the boys and girls with the fundamentals of baseball.

 

-          3 - To promote and teach through the game; leadership, teamwork, sportsmanship, development, safe play and the love for the game

 

-          4 - To bring the youth of the City of Colton and surrounding areas closer together through the means of common interest for the betterment of the City of Colton and surrounding areas. 

 

-          5 - To provide a friendly family atmosphere.

 

 ARTICLE 4:    MEMBER QUALIFICATIONS

 

-          1 - Parent(s) or legal guardian(s) of the boys and girls participating in Colton Community Tee Ball League shall be a member.

 

-          2 – The parent and adult showing interest by participating and/or productivity in Colton Community Tee ball League program shall be a member. 

 

-          3 – No parent or adult will not be discriminated against based upon race, religion, national origin, gender, age or creed.

 

-          4 – Any parent or adult must be in good standing with the league.

 

ARTICLE 5:    AMENDMENTS

 

-          These by-laws shall be amended only by a majority vote of the league membership at an annual meeting or a special meeting called for that purpose.

-           Parents shall accept the fact that they must shoulder responsibility and take initiative to make the local program successful.  Colton Tee Ball is not a club in which membership implies baby-sitting benefits and entertainment privileges.  Practically speaking, Colton Tee Ball is an adult volunteer work project constructed, supervised, and assisted by parents who desire to make its benefits extend to our children.  Each parent should join in the total effort.  There is a place and a job to do for all.  The burden of operating the league should not fall on a few.  Parents who neglect this responsibility cannot in turn expect others to assume the burden.

 

SECTION B –    Good Standing Definition;

 

-          1.   Follow all conduct rules that the league expects from parents.

 

 

 

ARTICLE 7:    ELECTION OF BOARD MEMBERS

 

SECTION A:    Nominations

 

-          Nominations will take place the first two weeks of June.  At this time all nominees will be contacted to accept their nomination.  Voting for the new board will take place the last two weeks of regular league along with a meet and greet with new nominees. 

 

SECTION B:    Terms

 

1         The newly- elected Board Members term will start at July 1st. The existing board will meet the newly elected board and the transaction of all business will take place on 1st week of July.

 

2         The term of all Board Members will be for two years starting on July 1st. All Board Members shall be eligible for re-election. Board Members will have an application on file.

 

3         They will be two terms

 

o   1              Term 1 – Start on Even Year

 

o   2              Term 2 – Start on Odd Year

 

4         Any vacancy that occurs during the two years shall be filled by the Board.

 

 

 

ARTICLE 8:    BOARD MEMBERS

 

SECTION A -    Rights

 

 1 - Board Members shall be those persons elected by the members of the league.  

 

 2 - The board members shall include: President, Vice-President, Secretary, Treasurer, Player Agent 1, Player Agent 2, Head of Coaches, Fundraiser Coordinator, Head of Umpires, Snack Bar Coordinator, Head of Team Moms, Equipment Manager, Head of Field Maintenance, and Event Coordinator and Webmaster.  Each of the Board members shall have one vote in all matters concerning the league with the exception of those matters involving discipline. .

 

 3 - The Board shall have the power to: purchase or otherwise acquire for the League any property, right or privilege authorized by the league membership (price and consideration upon such terms of these purchases will also be voted on by the membership) and appoint/remove/suspend subordinate agents or volunteers, determine the duties of members.  The board shall also determine who shall sign bills, notices, receipts, acceptances, endorsements, checks, releases, contracts, and other items on behalf of the League.

 

4 - It is the responsibility of the President, Secretary & Treasurer to be compliant on all IRS and state taxes every year on July 1st.

 

5 - All Board Members will fill out an application and have a background check every two years.

 

6 - All Board Members will provide or have a picture taken for an ID card.

 

7 - Board Members will provide a Birthdate and ID or Driver License number on Application.

 

 

 

Section B - Executive Board 

 

1 - The creation of the Executive Board is to streamline issues between the Board Members, to provide “due process” for the league, handle any administration matters and get direction from the Board of any other matters unforeseen.

 

          A. - Members:

 

   1   President           (Even Term)

 

   2   Vice President   (Odd Term}

 

   3   Treasurer           (Even Term)

 

   4   Secretary          ( Odd Terms)

 

   5   Board Member at Large (Selected by the Board)

 

          B – Duties Includes:

 

1.       Executive Board will hear any 2nd-level appeals as a Disciplinary Board before it is appeal to the BOARD.

 

2.       Handle any dispute that involves a Board Member and Parents.

 

3.       Screen any issues or events before any Board hearing.

 

4.       Shall handle any administrate issues that arises above a Board Member’s Duties.

 

5.       Will be involved in issues with Colton School District, County of San Bernardino, the State of California, and Fed Tax ID.

 

6.       Keep the Board informed and bring items that requires a vote to the Board.

 

7.       Involve in any legal matters for recommendations to Board.

 

 

 

SECTION C –     Discipline

 

The Executive Board shall have the authority to suspend, discharge or otherwise discipline any member, manager, coach, player, league official, umpire or other person whose conduct is considered detrimental to the best interest of the league as a Disciplinary Board Member.  The person being disciplined has the right to appeal the decision.  The appeal must be submitted in writing to the secretary of the league within 5 days of the decision. The appeal shall be heard by the Board within 15 days of appeal. The Board Judgement will be final.

 

SECTION D -    Disciplinary Board Duties

 

1                     Shall hear & receive evidences, reports and witnesses present by both parties 

 

2                     Shall be impartial and view the facts

 

3                     Shall administrate judgement.

 

SECTION E -    Due Process:

 

1)       Manager and Coaches will have a verbal / text warning by Head of Managers

 

2)      Umpires will have a verbal / text warning by Head of Umpires

 

3)      Parents or other personal will be handle by the Executive Board.

 

 

 

ARTICLE 9:     DUTIES OF the BOARD MEMBERS    

 

-          1 - To uphold the Bylaws and the Rules of the league. 

 

-          2 - Be subject to a back-ground check.

 

SECTION A:   President       (Even Term)

 

-          1 - The President shall preside over all board meetings.  He/she shall represent Colton Community Tee Ball League in all matters relevant to the program and in the best interest of all members.  The president shall be an ex-officio member of all committees of the league and shall perform such other duties as are normally associated with the office of president, including having an agenda prior to any meeting, give direction to the Web Master what shall be on the Web.

 

-           

 

-          2 - Administer “Robert Rule of Orders” on all the meetings

 

-           

 

-          3 – All board meetings will be under the direction of the President

 

SECTION B:    Vice-President    (Odd Term)

 

-          1 - In the absence of the president, the vice-president shall perform all duties of the President.  Perform all other duties assigned by the Board. Oversee scorebooks and scorekeepers with keeping scorebooks accurate and assist in ensuring every player played at least 50%.  Be a Liaison between the Head of Umpires, Head of Managers, Player Agents and the Executive Board.

 

-           

 

-          2 - Shall act as safety officer for the league.

 

-          3 – Request a budget if needed.

 

SECTION C:    Secretary                (Odd Term)

 

-          The Secretary shall have custody of the by-laws and all other records of the league, be responsible for recording the activities of the league and maintain appropriate and necessary records. The secretary shall maintain a current and active list of all and keep minutes for all board member’s meetings.  It is his/her responsibility for all correspondence on behalf of the league and to maintain a P.O. Box for such correspondence and perform all other duties assigned by the Board.  The Secretary shall summit all records and documents to any person elected to succeed them in office.  

 

SECTION D:    Treasurer                (Even Term)

 

-          The Treasurer shall receive and disburse all funds with the approval of the Board, maintain a full set of  books showing in detail all league activities and accounts, keep an accurate account of all funds received and disbursed for the league, submit a financial report at all regular meetings and at such other times as may be requested, compile an annual report of league finances, provide the books of the league and such other documentation as requested for the annual audit, and deposit all money and securities into the Colton Community Tee Ball League account.  Treasurer shall have access to the league’s P.O. Box and perform all other duties assigned by the Board.  The Treasurer shall keep up with Tax ID fees or any other fees required. The Treasurer shall submit all documentation and records to any person elected to succeed him/her in that office. At that time the incoming Treasurer must sign off on all financial documents stating they received them.

 

SECTION E:   Player Agent  1  - (Even Term) &  2 – (Odd Terms)

 

-          1 - The Player Agents shall supervise the annual registration of player candidates, receive and review player registrations, fees, and check age for player eligibility.  The Player Agent is responsible for all draft proceedings as well as putting together the waiting list, coordinating with the Head of Coaches and Head of Umpires to create the season schedule, notify the Web Master of weekly standings. keep the standings set for playoff and all-star schedule Provide a signup revenue ledger to the Treasurer after each month of sign ups. Turn in signup fees to the Treasurer at the end of the month or sooner and perform other duties assigned by the Board.

 

-          2 - Create a database of all players and provide a list to the President

 

-          3- Request a budget if needed.

 

SECTION F:   Head of Managers          (Odd Term)

 

-          The Head of Managers will help in assisting the Player Agent with the season schedule, set practice schedule at the fields, provide training to all managers and coaches and act as a liaison between the Board and the Managers.  Notify all Managers of any upcoming board meetings. confirm all Managers and coaches had a background check and request a budget if needed. Mandatory meeting with returning Managers and provide a list for approval. Provide Bylaws and Rules to each Manager and perform all other duties assigned by the Board.

 

 

 

 

 

SECTION G:   Head of Team Moms       (Even Term)

 

-          The Head of Team Moms shall maintain a list of all team moms, organize and coordinate all team mom’s activities, The Head of Team Moms will also be responsible to confirm sizes, names and staff names of each team. informing team moms of the current state of affairs in the league and making sure trophies, sponsor plaques, league gifts and pictures are all turned in and received at the proper time. Assist in the order of uniforms and request a budget to complete his/her task and perform all other duties assigned by the board.

 

SECTION H:   Head of Umpires            (Odd Term)

 

-          The Head of Umpires shall be responsible for obtaining suitable umpires (must know the league’s rules and regulations) for all games and making sure each team has a scorekeeper, train all new umpires. He / She will provide a copy of the current bylaws to the Umpires. Request price amount for Umpires to the board, hear any complaints of umpires from parents or coaches for training purpose only. Perform all other duties assigned by the Board

 

SECTION I:   Equipment Manager     1 & 2  (Even & Odd Terms)

 

-          The Equipment Manager shall be responsible for all league equipment, making sure each team has functioning equipment and replaces all broken equipment.  Take inventory of all league equipment and presented to the board.  Request a budget for rentals or any new items. The Equipment Manager will keep records of what each team has been assigned to them and perform all other duties assigned by the Board.

 

SECTION J:    Head of Field Maintenance 1 & 2     (Even) (Odd )

 

-          The Head of Field Maintenance shall oversee making sure the fields are in playing condition, request games canceled due to poor field conditions, and all other duties assigned by the Board. Request a budget if needed to help maintain the fields and be in charge of Field Day Clean up.

 

SECTION K:    Snack bar Coordinator             (Even Term)

 

-          The Snack Bar coordinator shall have the responsibility for the operation of the league snack bar; make sure all supplies and merchandise needed to maintain a clean and effective snack bar are received.  The snack bar coordinator shall also coordinate with the Head of team moms to make the snack bar schedule for each individual team.  Maintain or get any required license that is required.  Be the Snack bar Supervisor of the day or create a calendar list to assign a Board Member to act as Snack bar Supervisor of the day. Create a list to cover snack bar duties for buy out purposes. Pay out a gate keeper and umpires at the end of their assignment and maintain receipts. Turn in a revenue / expense report to the Treasurer at the end of the week.  Request a budget to operation the Snack Bar and perform all other duties assigned by the Board.

 

SECTION L:    Webmaster           (Odd Term)

 

-          The Webmaster shall be responsible for maintaining the League’s social media outlets (Facebook, Instagram etc.). The duties of the webmaster may include ensuring that all social media are operating correctly, replying to user comments, and examining traffic through the site. The Web Master will be responsible for maintaining the League’s web site if available. attached current bylaws and standings on the league’s web site. and will get its direction from the President or the Board.

 

SECTION M:   Fundraising and Event Coordinator        (Even Term)

 

-          Coordinate all fundraising functions for the league, including distribution of fundraising materials and supplies.  Collect all fundraising funds from teams and turn in cash and revenue report to the Treasurer. Perform all other duties assigned by the Board.  The Fundraising and Event Coordinator shall be responsible for organizing open and closing ceremonies and helping with all other league functions. He / She shall also make sure sponsor signs are at the field and request a budget to carry out any events directed by the board. Create and supervise a committee to assist in any events (if needed) and assist as a Snack Bar supervisor when needed.

 

 

 

 ARTICLE 10:   MEETINGS AND VOTING

 

SECTION A:    Annual meeting

 

-          The membership of the league shall hold an annual meeting in January.  A three-week notice will be scheduled if a special Bylaw Meeting is required.

 

SECTION B:    Special meetings

 

1)      Special meetings can be called by the president or by a majority vote of the Board.  Notice of time and place of special meetings shall be known to the membership of the league not less than 3 days prior to the date of the meeting. The League web site will provide the notice.  Text or call request to the President for a meeting will be allowed.

 

2)       All personal meetings involving discipline will be a closed session

 

SECTION C:    Regular meetings

 

-          For the purpose of conducting the regular business of the league, the Board shall meet on average once a month. A majority of the Board Members must be present to vote.

 

SECTION D:    Voting

 

-          At each annual or special meeting of the league, every eligible member present shall be entitled to a vote.  There is no proxy voting.  A majority of those present and eligible to vote is required for amendments and rule changes. Only parents or guardians, Board Members, Managers and Coaches on file will be able to vote. Data Base will be created for who is eligible to vote by Executive Board.

 

SECTION E:    Quorum

 

-          The presence of a majority of eligible board members is required to constitute a quorum for the transaction of business at any special or annual meeting of the league. 

 

 

 

ARTICLE 11:   FINANCIAL POLICY

 

 SECTION A:    Financial Decision

 

-          The Board shall decide on all matters pertaining to the finances of the league in a sound, business-like manner. Any expense exceeding the amount of $150.00 shall require board approval (exception snack bar purchase)

 

SECTION B:      Financial Support

 

-          1 - Each team shall be required to obtain one sponsor donation in the amount to be determined annually by the Board.  This donation is a contribution to the league and funds will be used for general league purpose.

 

-          2 - Managers not able to comply with this requirement before the 1st game of their schedule will be suspended until sponsor donation is paid in full to the League.

 

SECTION C:     Team Finances

 

-          1 - All funds raised by current year team members must be expended by the end of the current season.  Funds shall not be carried over to the following season

 

-          2 - Each team shall be required to submit a financial statement detailing team fund-raiser, additional sponsor donations collected, and all expenditures made to the league Treasurer no later than the first Saturday of each month.

 

 SECTION D:    Budget Reporting

 

-          The Board shall institute policy relative to the preparation and acceptance of an annual budget, periodic, and annual presentation of financial reports and annual audits of the books of the league.

 

 ARTICLE 12:  LEAGUE OPERATIONS

 

 SECTION A:    Registrations

 

-          1 - Registration will be held on the date(s) selected by the Board.  

 

-          2 - The Board will review and determine the registration fee amount annually before advertising sign-ups.  

 

-       3 - Returning players:

 

a. Can return to their former team if signed up by date determine by the board and age verified.

 

 b. Can enter the draft after age verified.

 

   New Players

 

a. Can enter the draft

 

b. Must have a birth certificate or medical card.

 

 SECTION B:     Eligibility

 

-          All boys and girls ages four through seven years old and who are residing in the City of Colton and surrounding areas shall be eligible to participate in Colton Tee Ball League.  All registration forms, proof of birth and fees must be paid in full.

 

SECTION C:      Age Limit

 

-          1- Any child who will be the age of 4 years by Jan 1st and who will not attain the age of 8 before Aug 1st of the year in question shall be eligible to compete in Spring Ball.

 

-          2 - Any child who will be 3 years of age by Sept 1st and who will not turn 7 by Aug 1st shall be eligible to complete in Winter Ball.

 

 SECTION D:      Drafting

 

-          1- All children need to fill a team’s roster that are not a coach’s option or returning player will be drafted.

 

-          2 - Draft will be a blind draw

 

-          3 - One designated representative per team.

 

-          4 - In the event of no designated representative for a team, the Player Agents or Head of Coaches will draw for the team.

 

-          5- Children involved in the Spring / Fall draft will be divided into groups.  For purpose of the draft,

SECTION D   Order of the Draft

 

-          1-   The team with the least number of wins from the prior year will determine order of draw.  Teams with least amount of players at a certain age start the draft and will rotate drawing first in order to bring team to an equal amount.  Drawing may then continue by order established by the draw.

 

-          2 -   All players drafted onto a team are final.  There is no trading allowed!

 

-       3 -   Waiting list will be established for the purpose of filling rosters due to players quitting.

 

a. Players signing up late will be placed on waiting list

 

 b. Duration of waiting list to be set by board

 

c. Player agent upon board approval will place players, from the waiting list, onto teams according to needs.

 

ARTICLE 13:    MANAGER ELIGIBILITY

 

SECTION A: MANAGER ELIGIBILITY

 

-          1 -Any Person wishing to become team managers must submit an application and allow a background check to be done.  These will be reviewed and approved/not approved by the Board.

 

-          2 - Team managers must be at least twenty-one (21) years of age.  All coaching staff must be at least eighteen (18) years of age.

 

-          3 – Each team will consist of 1 Manager and 2 coaches recognized by Colton Community Tee Ball.  Each Manager will receive 3 player options:

 

a)      A player can only be a coach’s option once and never be an option again unless he /she sits out for one whole year. If the player is a coach’s option, to change a team, player must enter the draft. Coach will be a coach for that draft team.

 

-          4 – A 7-year-old Allstar will never be place on a team as an option and must enter the draft.

 

-          5 – If an option player has 2 younger siblings, they will both go to the older sibling’s team and will count as 1 option.

 

-          6 – The player options will be yours until the player no longer plays for the Manager or Coach.

 

 

 

 SECTION B:     Right to a Team

 

-          1- Manager has option to return to previous team. - If the manager leaves the team under any circumstances, voluntary or involuntary, the team will go to the first coach of record.

 

-           

 

-          2 - If 1st coach opts not to take the team, the 2nd coach of record then becomes eligible to become the manager. - If 2nd coach opts not to take the team, parents from the team may become eligible to take team. - If parents opt not to take team, team becomes open to any approved applicant. - All persons opting to take a team must meet board approval and accept all manager responsibility.

 

-           

 

-          3 - All Managers, Coaches and Team moms must submit an application and be approved by the Board.  The application must be on file with the League before practicing with the team.  Parents may help in emergencies if Board Member of the day approves it. Managers will have their picture taken for an ID Badge.  Badges will be good for the entire year.

 

-           

 

-          4 - Parents of players on any given team have the right to impeach their own manager by majority vote. Parent representative must submit in writing to the Head of Managers for review of team’s intention of impeachment. Parents must meet with the Board after the Head of Manager review reasons for impeachment. Upon Board approval, team may take a vote to impeach manager. Each player’s parents will receive one (1) vote. No proxy voting.  The Head of Managers or a Board Member not affiliated with the team, must be present. Manager shall be notified and has the right to be present. If manager is impeached; his/her player option may continue to play on the team or leave team but may not be picked up by any other team. The order in which to fill the manager’s position will be in accordance with the by-laws.

 

 

 

ARTICLE 14:    MANAGER DUTIES AND RESPONSIBILITIES

 

SECTION A: DUTIES

 

-          1 - Managers may participate in all league meetings (i.e. monthly general meetings, annual meetings, manager’s meetings and training.

 

-           

 

-          2 - Written notice must be given by each manager to the player agent within forty-eight (48) hours if a team member of an established team has left.  This notice will be recorded as to the date and time received for the purpose of establishing eligibility from the waiting list for another player.

 

-           

 

-          - 3 - When any coach discontinues, the Board must be notified in writing within forty-eight (48)  - -  - hours.

 

SECTION B:    Responsible

 

-           1 - Managers shall be responsible financially and physically for the care of all league equipment received.  Disciplinary actions may be taken including but not limited to; dismissal of the manager/coaches/players for the remainder of the year, Managers will sign for all issued equipment.

 

-           

 

-          2 - Each Manager may have an option of either purchasing their own equipment or leaving a deposit for league furnished equipment.

 

-           

 

-           3 - Managers are responsible for obtaining the staff for their team; coaches, team mother, scorekeeper and a sponsor.  A manager/coach at least twenty-one (21) years of age must be present at all times with a coach under the age of eighteen (18).  Managers select their own staff and have the option to relieve their staff of their duties if problems arise and cannot be resolved.

 

-           

 

-           4 - Managers are responsible for all financial obligations of their team (i.e. sponsor donation,  fundraising activities, etc.)  The manager may delegate these responsibilities to others on his/her  team, (i.e. team mother), however, the ultimate responsibility is the manager’s.  A season end  financial report detailing team fund raisers, additional sponsor donations collected and all   expenditures made, shall be submitted to the Treasurer of the league by each manager no later  than June 30.

 

-           

 

-          5 - Manager failing to meet any or all responsibilities shall be subject to disciplinary actions taken by the Board.

 

 

 

 

 

ARTICLE 15:    FIELD RESPONSIBILITIES

 

1. We must all do our share to help keep the playing fields in good condition.  The following items are a must before and after each game.

 

A)     Home Team:

 

1. Light raking to smooth out lumps and fill holes before game.

 

2. Water infield to keep dust down and harden dirt.

 

3. Line the field in accordance with instructions.  If needed, use the strings and nails to keep all straight and curved lines neat.

 

4. Get tee and bases from the storage shed and place bases in proper spots.

 

 

 

B)    Visiting Team:

 

 1. Rake field after the game

 

                2. Put bases and tee away

 

 2   Managers/coaches/parents:  Pick up all trash your team has thrown under and around bleachers and dug outs.  Put all trash in barrels.

 

MANAGERS/COACHES

 

1 - Put items away in storage locker neatly.

 

2 - Use only items marked for your field.

 

3 - Keep storage locker neat and picked up.

 

4 - Leave hoses out along the fence so the fields can be watered after the game

 

5 - Do not allow your players to dig holes in the infield.

 

6 - Before each game, both teams should walk the infield to pick up rocks and dispose of them    in the   trash container.

 

7 - Do not allow ball players to climb on fences, dugouts, etc.  Please respect the field and equipment.

 

8 - Use diagrams provided to assist in preparing the field of play.

 

9 - Once again, clean up, respect and take care of the playing fields.  THESE ARE OUR FIELDS!

 

 

 

ARTICLE 16:    SNACK BAR RESPONSIBILITIES

 

     A)  Each team will be assigned the following snack bar duties: 

 

1. Clean up snack bar

 

2. Re-stock snack bar.

 

3. Empty trash cans, dirty cooking oil, etc..

 

 4. Follow posted instructions.

 

5. Failure to work snack bar or pay for Buy Out will result in team’s game forfeiture.

 

               6. Buy out fee will be determined by the Board.              

 

 

 

ARTICLE 17:    DUTY OF BOARD MEMBER OF THE DAY  

 

SECTION A:    Responsibilities  

 

1 - Be early to open parking gate

 

2 - Open bathrooms if not done already and make sure they have tissue paper.

 

3 - Open snack bar and field equipment doors if not done by Snack Bar Supervisor or Field -    Manager

 

4 - Ensure home/visitors set up and visitor teams take down field as per instructions.

 

5 - Keep law and order of all spectators.

 

6 - Be the last to leave with snack bar board member to ensure all items are put away, locked,   -    and money is safely escorted to vehicle.

 

 7 - In no way interfere with any ball games, even if asked.

 

 8 - Wear shirt designating Board Member.

 

 9 - Ensure all trash cans are emptied in dumpster if possible.

 

10 – If Vice President not present, view official scorebook for proper score keeping and make sure Umpires and Managers sign the book.

 

11- Have the rule book ready for review.

 

               12 - Do not assume others will lock up. Confirm that all are locked up. 

 

 

 

 

 

ARTICLE 18:  Post Season Play

 

 SECTION A:    Playoffs

 

    1 - To determine who will represent their bracket in the World Series refer to diagram below:

 

    2 - Note:  - There will be no ties during playoffs.

 

    3 - In the event of a tie at the end of a regulation game, teams will take a five-minute break and play   -       extra innings until a winner is decided.

 

    4 - Placement is decided by WIN/LOSS record which determines the Division Standings.

    1 - American Bracket vs National Bracket - Best of three games is the winner. In the event of a tie at the end of a regulation game, teams will take a 5-minute break and play extra innings until a winner is decided.  League will provide two umpires per game.

 

 

 

 SECTION C:       All-Stars

 

 1 - The purpose of All-Stars is to allow the best 12-13 players from the following groups

 

a(            A team – Coach by 1st place Managers

 

b)            B team – Coach by 2nd place Managers

 

c)            All Girls – Coach by 3rd place Managers

 

d)            4/5-year-old – Coach by 4th place Managers

 

2 - Players are only permitted to play on ONE all-star team.

 

3 – If a Manager can not coach that team, then the next Manager in line in (standings) will have the   option to coach, and so on in the standing order.

 

4 – Highest seed will always be home team

 

 

 

SECTION D:   All-Star Selection Process

 

‘A’ Allstars

 

 -  1.   Managers/Coaches will pick one player to represent his/her team.  Each team will have one automatic pick to the ‘A’ All-Star team.

 

-   2.   Managers may submit players to be voted on until the roster is full.  The format will be based on the number of teams exist during the season.  If the player is not selected, they are still eligible for the ‘B’ All-Star team.

 

-   3.  Every effort is made to have at least one player from each team for All Stars, however it is the right of the Manager to not select anyone therefore it will be the next Manager next in line to select.

 

-   4   Selection Process

 

a)      Once every team has submitted the top player name by order of standings, the order will start again. If Manager or Rep wishes to bypass a player on his team then it will go to the team next in line.

 

 

 

‘B’ All-Star Team

 

1.   Same procedure as A All-Star team however players that do not get voted onto B All-Star team do not have another chance with exception of the girls.

 

Girl’s All-Star Team

 

-           1.   Same procedure as A and B All-Star teams.  Any girl that is chosen to the A or B All-Star       teams are not eligible for the Girl’s All-Star team.

 

4/5-Year-old All-Star Team

 

 1.  Only 4 and 5-year old (League age) are eligible to play. Player Agent will confirm age.

 

  Best of 3 game All-star Games

 

 Allstar practices & games TBA as example below.

 

                   a - Mon,    F1 – 4/5 year old All Stars,      F2 – “B” All Stars,                 F3 – Girl All Stars

 

                   b –Tues,    F1 –“ B” All Stars,                      F2 – Girl All Stars,                 F3 - 4/5 year old All Stars
