Rules and Regulations

 

Riverline Rec Basketball League Bylaws & Rules

(eff. 9/8/2010; rev. 8/15/2011; rev. 10.24.2011; rev. 5/2/2014; rev. 8/26/2014, rev. 9/30/14)

 

                                                                 TEAM RULES

 

            Teams will consist of the following divisions:  Boys: D1; D2; and D3; Girls: D1; D2; & D3

The divisions are based on the player’s age as of December 1st of that calendar year. D1 will consist of 14 (not in high school), 13 and 12 year olds. D2 will consist of 11 and 10 year olds. D3 will consist of 9 and 8 year olds. Programs are also encouraged to maintain coed minis and bantam programs for 7 year olds and younger -grades K-2nd.

 

The following rules apply to D1, D2 & D3 unless otherwise specified:

 

1.  Any program bringing more than one team per division must have a draft of all players registered to play in that town so that the teams are picked evenly (no teams shall be hand picked and playing together year after year) also a pre-draft ranking try out shall be held by all participating towns.  Travel players may participate as long as they are included in a fair draft.

 

2.  Coaches may not recruit players from other towns as all teams are picked by a draft of the players who have registered to play in that town.

 

3.  No travel teams will be allowed as this is a recreation league.

 

4.  All players must be registered with one of the town programs in the league in order to play. All players who reside in a town with a participating league program (currently Burlington City, Delran, Delanco, Edgewater Park and Riverside) must register in the town in which he/she resides except in extenuating circumstances and upon approval of the league commissioners.

 

5.  Teams should have no more than ten (10) players and no fewer than seven (7) players.

Exceptions will be permitted upon review and approval of the commissioners.

6.  Team commitments to the league must be established by November 1st of each year - late sign-ups will be permitted but fairness rules as set forth above regarding the draft must be followed.

 

            7.   Teams may have one head coach and up to two assistants.  Only the head coach may stand during the games.

 

            8.  All teams shall have a photo of each player on the team’s roster. The commissioners must review and provide a stamp of approval to all the teams in your town. Team photos for all players on the team’s roster shall be in the possession of the head coach and available at all games. If the headcoach is unable to produce player photos and roster at any point during the game, this may result in the team forfeiting the game if proof of a questioned player’s eligibility can’t be substantiated

 

            9.  All teams shall be responsible for cleaning up the bench area at the conclusion of game.

 

 

 

                                                                             

 

 

                                                         SCHEDULING RULES

 

1.  Each division will have a specific number of games to be decided by the commissioners on an annual basis. Number of games will be determined by the divisions’ size in terms of the amount of teams in that division as well as gym availability.

 

2.  All teams will play half their games at their home court and half away.

 

 

3.  Games shall be scheduled pursuant to home court availability.

 

 

 

4.  Game rescheduling to be confirmed by home court commissioner who shall coordinate with the ref assignor.

 

 

 

 

 

                                                                GAME RULES

 

 

 

 

 

            1.  Games will consist of 2 twenty minute halves and a 5 minute half time.  Games begin with a jump ball; the clock will stop in the last 2 minutes of each half and during time outs.

 

 

 

            2.  Only players on a team roster may participate in a game. If a team cannot place 5 players on the court at game time, the team may start and play the game with no fewer than 4 players.  Additional rostered players arriving late may enter the game at the next stoppage of play.  If a team does not have at least 4 players at the start of the game, the team must forfeit the game.

 

 

 

            3.  Prior to the start of each game, each head coach will pay the official(s) half the ref fees, the amounts of which shall be established annually by the League. If a game cannot be started within 15 minutes of the scheduled start time due to absent referee, the game shall be rescheduled unless both coaches agree to wait longer and there are no additional games scheduled for that venue. Both head coaches shall review the League rules with the official(s) before the start of each game.

 

 

 

            4.  There are mandatory substitutions at 5 minute intervals through the game.  All players on the bench must enter the game at the 5 minute intervals.  All players must participate in at least half the game. If playing with less than 10 players, no one player may play an entire half even if there are only 6 players.  There is open substitution in overtime.

 

 

 

            5.  Teams are encouraged to use substitution chart to track the other team’s compliance with the rules.  In the event of an inadvertent non-compliance with the substitution rules, the clock is stopped and the subs must enter the game.  In the event of flagrant or repeated violation of the substitution rules, the head coach is subject to being assessed a technical foul (2 shots) with change of possession; 2 technical fouls (4 shots) with loss of possession. (Note: imposition of 2 technical fouls on head coach results in removal from game and facility.) This rule will be relaxed in the event of the mercy rule taking effect as set forth below.

 

 

 

            6.  Substitutions may occur in the event of injury or sickness.

 

            7.  Defenses:  for D3 division, teams must play zone defense and there is no back court defense permitted at anytime in the game except for last 2 minutes of game as set forth below; for D1 & D2 divisions, all defenses are permitted throughout the game.

 

            8.  Pressing: for D3 division, full court press is permitted by 2 players only during the last 2 minutes of the game; for D2 division, full court press is permitted only during the last 10 minutes of the game with no limitation on number of players participating in press; for D1 division, full court press allowed during entire game.

            For all divisions, no pressing is allowed by any team that is winning by 10 or more points.

 

            9.  For D3 division, when the ball is entering the front court from the back court and the offensive team has possession of the ball, the defense may not contest the ball until the ball passes the 3 point line, if no 3 point line exists due to playing on half court than the foul line will be extended.  On each possession, after the ball is passed by the offensive team beyond 3 point line, the defense may contest the ball and play defense in the entire front court for the duration of the possession. If, however, in the discretion of the official the offensive team is intentionally delaying the game by holding the ball outside of the defensive zone, the official shall permit the defending team to have two players play defense outside the defensive zone.  Repeated violations of this rule will result in the ball being turned over to the defending team.

 

            10.  Loose balls may be retrieved by either team, including errant throws into the front court, as determined by the official.

 

            11.  Each team will have 4 full time-outs per game.

 

            12.  Home team will be responsible for clock management and scorekeeping.  Visiting team will also have a scorekeeper at the scorers table.

 

            13.  There is no 5 second closely guarded or must advance the ball rule in effect for D2 & D3; 5 second closely guarded and must advance the ball rules are in effect for D1.

 

            14.  The ten second back court rule is in effect; backcourt line to be determined by official(s) prior to start of game based on size of court.

 

            15.  Three point shots are permitted; in courts with no 3 point line, 3 point shots to be awarded in discretion of official(s).

            16.  Fouls:   D3 division, player fouls out after committing 6 fouls; D1 & D2 divisions, player fouls out after committing 5 fouls;  D3 level, player may take fouls shots from a point 2 feet in front of foul line, or may take shot from foul line and not be disqualified if he/she steps in front of line.

 

For all divisions, one and one rule in effect on the 7th team foul per half; two shot fouls after 10th team foul per half.

 

      

 

17.  Coaches are responsible for their own courtside manner and the conduct of their players and the team’s spectators.  If a coach or player receives 2 technical fouls, he/she must leave the game and the facility.  If an official ejects a parent/fan, the head coach is responsible to remove the ejected person.

 

 

            18.  Players may not wear any jewelry (including earrings) or metal hairclips; or have long fingernails.

 

            19.  If a game ends in a tie at the end of regulation, there will be one 3 minute overtime period beginning with a jump ball.  If the game is still tied at the end of overtime during the regular season, the game ends in a tie. In playoff games, a second 3 minute overtime period will be played.  If tied at end of second 3 minute overtime period, there will be a shootout between the 5 players on each team at the end of the game (or overtime period). Shots will be taken at the home team’s foul line in alternating sequence with visiting team shooting first.  Team that makes the most shots (out of 5) wins the game.

 

            20.  For league championship games, if game ends in tie at end of regulation, there will be a 4 minute overtime period which will begin with a jump ball; if still tied at end of overtime, additional overtime periods will be played until a team wins.

 

            21.  The coach of the winning team must report game results to their commissioner. All game results should be reported within 24 hours. Coaches shall provide the following information:

 

 

Team level (Boys D1, Girls D3, etc.);

 

Day, Date, Time and location, e.g., Saturday December 7, 2 pm, Delran Middle School;

 

Teams that played the game and outcome, e.g., team 1 played team 4, team 4 won.

 

            22.  All coaches must be Rutgers certified and carry Rutgers certification card during games and or have had a background check completed by that coach’s athletic association.

 

            23.  Mercy Rule: If a team is leading by 20 points or more, the team in the lead shall not run up the score and must display good sportsmanship by (1) not running fast breaks; (2) playing zone defense and not playing aggressive defenses such as half court press; (3) not permitting best shooters to shoot 3 point shots; and otherwise conducting themselves in such a way that the leading team’s players are able to play basketball and have fun without demoralizing the other team. (Note: this does not mean that a team leading by 20 points cannot score more points, only that good sportsmanship must be displayed).  Additionally, (1) the mandatory substitution rule will be relaxed to enable the leading team to rest its strongest players and allow the team which is behind in the score to give its stronger players more playing time; (2) during the last 5 minutes of the game, the clock will continue to run except in the case of a timeout; and any jump ball/tie-up calls will result in the losing team being awarded possession. Coaches who do not comply with the Mercy Rule shall be subject to a one game suspension per infraction.

 

 

24.  Coaches, Players & Fans Conduct & Discipline:  Players and coaches may not badmouth other team’s players or coaches, engage in trash talk or use foul language during games; and will show respect for the officials, their teammates and coaches, opposing players and coaches and themselves.  Players failing to observe this rule may be subject to removal from the League. Additionally, the following rules shall apply:

 

 

            A.     A coach, player or fan ejected from a game will receive the following punishment:

 

            1.     First Offense – One (1) game suspension.  The person may not attend the game,including watching from the parking area.

 

            2.     Second Offense – Suspended/Banned until the person meets with the DisciplineCommittee of the league.

 

            3.      Any coach, player or fan ejected from a game due to violent behavior will be suspended until the individual meets with the league commissioners for a final ruling.

 

            4.     Any coach or player that is ejected from a game (1st or 2nd offense) will be barred from       coaching or playing on any All-Star Team for that year.

 

 B.       Parents/spectators are expected to behave appropriately and show good sportsmanship.  Parents/spectators must also obey directions from coaches and officials. Any spectator behaving inappropriately will be ejected from the game.

 

            25.  All coaches shall review these rules with their teams at the beginning of each season.

 

                                              BANTAM RULES

 

           

 

Goal is to TEACH the BASICS to Prepare Kids for the older leagues

 

 

 

  • Game: 4 x 8 minute ‘quarters’ with a 2 minute break in between
  • A best attempt at equal playing time for all kids will be made
  • Coaches referee (Strict Adherence to Rules Below, no Exceptions!)
    • 8’ Basket (Note blue tape on back of slider)
    • Clock doesn’t stop
    • Both Teams Rotate players at start and midpoint of period.
    • Zone defense only.  Defensive Players must be in the lane.
    • Trapping and double teams not allowed
    • Blocked shots are allowed if defender is in the lane.
    • Ball CANNOT be stolen from a player dribbling under control or holding the ball unless in the lane. 
    • Passes may only be intercepted in the lane.
    • No Score will be kept.
    • Traveling, double dribble and back court violations should be monitored and called if it is a blatant violation.
    • No Fast Breaks: Defenses must get set at change of possession
    • No full court presses
    • Jump Ball at Game Initiation Only if Both Coaches agree; Use alternating possessions on subsequent tie-ups

 

 

Riverline Rec Basketball League Bylaws:

            1.  Name:  The league shall be known as the Riverline Rec Basketball League and shall consist of teams from Burlington City (Burlington City Athletic Association, Inc.), Delanco (Delanco Youth Sports Association), Delran (Delran Athletic Association), Edgewater Park (Edgewater Park Athletic Association) & Riverside (Riverside Youth Athletic Association).   

            2. The Riverline Rec League Disciplinary Committee shall consist of each organization’s basketball commissioner or his/her designated replacement. Any commissioner may request that a matter be presented to the League Disciplinary Committee. Decisions shall be made by majority vote and proceedings shall be consistent with Robert’s Rules of Order.

            3. The League Executive Board will consist of the league commissioners from each organization. The League Executive Board will meet on a monthly basis or as often as may be needed in the discretion of the commissioners. Each town/city organization will have one vote on any issue regardless of whether the organization sends one commissioner or two (boy’s commissioner/girl’s commissioner).

            4. The League Executive Board will be responsible for:

 

 

 

            a. Appointing a referee assigner on an annual basis;

 

 

 

            b. Reviewing and revising League rules as needed;

 

 

 

            c. Establishing and enforcing rules of conduct applicable to coaches and players;

 

 

 

            d. Meeting on a regular basis and establishing committees as may be needed;

 

            e. Ensuring that the League is organized and operated for the purpose of providing the children of the participating towns an opportunity to enjoy the game of basketball at the rec level and to ensure that the League is operated in such a way as to pursue the best interests of the participating children.
