Volunteer Guidelines

PURPOSE:

The Background Screening Policy is in effect to protect participants served by volunteers in all programs offered by the Bellview Youth Association.

POLICY STATEMENT:

An annual background screening is mandatory for all volunteers over the age of 16 that work with children (Children is anyone under the age of 19)A Volunteer is not authorized to have access to children until a background screening has been processedand approved by the Bellview Youth Association Board. The Bellview Youth Association will contract with an outside agency to conduct background screening on all persons wishing to volunteer. All information will be confidential and not discussed outside the process.

IMPLEMENTATION PROCESS:

1. The background screen authorization form must be signed by the volunteer and submitted to Bellview Youth Association Board Secretary. The form willbe forwarded to the contracted agency.

2. The contracting agency shall administer all background screening including a check of the Florida sex offender registry.The contracting agency shall report back to the Bellview Youth Association Board President all disapprovals. A special board meeting will be held to review each case. The identity of the potential volunteer will not be disclosed to other board members during the review process.

3. The Bellview Youth Association Board will notify the volunteer of non-approval via a letter signed by the board president. The volunteer may withdar thier name from the consideration or request an appeal. If the volunteer wishes to appeal he/she must submit a request in wirting to the Bellview Youth Association President. The Board President will set up a meeting with an appeal board. The appeal board will consist if the President of the association, a board member and a non-bias individual. In the event the volunteer feels a mistake has been reported in the background screen process, it is thier responsibilty to contact the reporting agency and resolve the issue.

4. During the appeal process the volunteer must have proper documentation on any case that comes to the appeal board. To get approval from the appeal board the volunteer must have 2 of the 3 members in support of the appeal. Then the case will be brought back to the Bellview Youth Association Board for final approval.

BACKGROUND SCREENING DISQUALIFIERS

1. All crimes against children, regardless of the amount of time since the offense and the adjudication.

2. All sex offenses regardless of the amount of time since the offense. Examples include, but not limited to : child molestation, rape, sexual assault, sexual battery, sodimy, prostitution, solicitation, and indecent exposure.

3. All felonies that constitute offenses against a person, regardless of the amount of time since the offense. Examples include, but not limited to: Murder, ManSlaughter, Aggravated Assualt, Kidnapping, Robbery, Aggravated Burgulary.

4. All offenses other than those against the person within 7 years. Examples include. but not limited to: Drug Offenses, Theft, Embezzlement, Fraud,Child Endangeremnt.

5. Any misdemeanor within the past five (5) years that would be considered a potential danger to children. Examples include, but not limited to: Contributing to the delinquency of a minor, theft-if a person is handling monies. etc

6. Misdemeanor drug and alcohol offense within the past two (2) years. If the sentence of the offense is completed and the individual is no longer on reporting probation the board may aprove the application.
