BLUMBERG SLO-PITCH LEAGUE RULES AND CONSTITUTION

 

The Blumberg Slo-Pitch is affiliated with the Manitoba Softball Association and rules governed by the Canadian Softball Association except for the IN-HOUSE rules.

Each team can field maximum 10 players on the field:  6 men and 4 women. Teams can play with a minimum of 8 players however 3 players must be female.  Not more than 2 males can bat in a row including top and bottom of the batting order.

Games will be seven (7) innings in length. No inning shall start after one hour and ten minutes. Maximum 7 runs per inning. ‘LAST’ inning is open for losing team only . Ties will not be broken until playoffs .

Mercy rule in effect: if teams are winning after 4.5 or 5 innings by 15 runs game is over.

The field dimensions are as follows: 65 feet baselines, 50 feet pitching distance from back of home plate to the front of the pitcher's mound.

If any team is late starting a game, their 1st bats will be forfeited. If a team is not ready to play in 10 minutes after game time the games will be considered forfeited.

Pitching height will be between 6 and 12 feet. For safety issues pitchers may stand up to 10 feet behind the pitching rubber.

Bunting will not be allowed.

Stealing bases will not be allowed, runners must be hit home.

Infield fly rule will be in effect.

Commitment Line will be used from top left corner of home plate. The commitment line shall be 20’ feet from home plate and will be extended up to 8’ feet into foul territory.  Once a person touches or crosses the commitment line they cannot return to 3rd base. Runners can be tagged out between the commitment line and home plate/scoring line.

Scoring Line will used, as there will be no touching/sliding into home plate. The scoring line will be extended up to 8 feet from top corner of home plate into the foul territory.  When a runner crosses or touches the scoring line (one foot touching the ground) before being tagged or prior to the defensive player catching the ball while in contact with home plate, the runner shall be declared safe.

Walk Rule: If male batter is walked on a 4 STRAIGHT BALL COUNT, he will be awarded 2nd base only if followed by a female batter. Once the male batter has a STRIKE COUNT he will be awarded 1st base only. If male batter is walked on a 4 STRAIGHT balls and is followed by an auto out, he will only be awarded 1 base.

Home Run Rule: If a ball is hit over the fence for a home run, you do not have to run the bases.

Canada Softball and ISF banned bats will not be allowed. ASA and ISF/USSSA approved stamped bats will only be allowed. Players caught using a banned bat will be automatically ejected from the game.

Courtesy Runner: Each team will be allowed 3 courtesy runners per game. The courtesy runner can be used at any time during the game. The courtesy runner must be the same gender. Courtesy runner must be a different runner each time it is used.

Umpires are registered and certified by the Manitoba Softball Association. The game fee will be $30.00 per game. Each team will pay half.

The home team shall supply game balls. The league will provide 12 new balls for regular play.

A 20 member team Manitoba Softball roster must be submitted by June 15. The rosters must be emailed into the league prior to June 15. Teams failing to submit their roster shall be suspended from future games. A late filing fee may be imposed as set by Manitoba Softball.

Any player or players involved in the consumption of any illegal drugs near the playing area, that player or players shall be automatically suspended from any future games. The management of John Blumberg Softball Complex will deal with the players who are involved with the consumption and usage of illegal drugs. This will not be a league issue.

DEFAULTS: John Blumberg Softball Complex has initiated a default fine for all leagues who default games throughout the year if notice is not given within 48 hours. Any team defaulting a game will be assessed a fine of $120.00 (performance bond will be surrendered) proper notice is not given. These costs will include umpire fees, other team gate cost.  The performance bond must be replenished by the team’s next game.

RAINOUTS: Since all games are scheduled at the John Blumberg Complex, only the management of the complex has the authority to cancel games due to rain and unplayable field conditions. Once the league is advised by the John Blumberg management the league will be notified by posting on the website.

EJECTIONS: All ejections will be reported to the UIC of the league immediately. The UIC will discuss the ejection with the official of the game.  If further action is warranted, a written report shall be submitted immediately and meeting will be will held with league officials.

The league will not tolerate any abuse to players, officials, coaches, spectators, or staff at the John Blumberg Softball Complex. The league will adhere to the Manitoba Softball Association ABUSE policy. Any person verbally abusing the above noted will be dealt with immediately. Suspension of games or expulsion of the league can occur. There is a Code of Policy in placed by the Manitoba Softball for players, officials and spectators. It is readily available.

A team protesting a player's eligibility during the playoffs must advise the umpire immediately. The game shall be played and the matter will be dealt with after the game with league officials.  If league officials are present it will be dealt with immediately as there will be no excuses for non-roster players during playoffs. There will be no cost for protesting a game as we will have team rosters available during playoffs.
