Season 4

 

Gameplay Rules

1.1- A team is not allowed to rag the puck.  There is, however, a difference between resetting a play and ragging.  The general rule will be holding the puck in one’s own end for more than 10 seconds will classify an action as ragging.  If a team rags the puck during a game, the other team needs to take a video proving that the other team is guilty.  This video must be sent to the admins for review.  If a team is deemed guilty of puck ragging then that team will be presented to the disciplinary committee for a review and possible discipline.

 

1.2- Disconnects
Before the 2 minute mark if there is no score, restart the game and the lag out team takes a penalty. If there is a score, quit, take screenshots and restart game; the lag out team takes a penalty.

 

1.3- If a player lags out after the first 2 minutes of a period, then both teams should finish the period, take screenshots, and leave.  A new game should be started and play resumed with the first period acting as whatever the upcoming period would have been.

 

1.4- After restarting the game as a result of rule 1.3, the player or players who lagged out are required to take a delay of game penalty before play is resumed.

 

1.5- If the team is on the power play at the end of a period and rule 1.3 is in effect (they have a player lag out), then no delay of game penalty should be taken and play will resume as a 5v5.

 

1.6- A team can replace a player after they lag out, however the replacement MUST play the same position as the player they are subbing in for. They must also be under the maximum number of games.  

 

1.7- If a player lags out twice, the team then has the right to replace that player with someone playing the same position. Replacement must be under the max game's played per week limit. The team may chose to continue with the same player at their own risk

 

1.8- If a game has to be restarted 3 times because of lag outs all by the same team, then that team will be required to forfeit. Teams are still under the obligation to take screen shots, although the score does not count the stats will.

 

1.9- If a goalie lags out in the first or second period with less than 10 minutes played, then both teams will record stats and leave.  When the restart begins, the teams should let the time run down to whatever the time remaining was before the lag out took place.  The team will take a delay of game penalty, and can choose which player will serve it.

 

1.10- If a goalie lags out in the first or second period after 10 minutes have been played, then follow protocol as outlined in rule 1.3

 

1.11- If a goalie lags out in the third period then follow rule 1.9, regardless of the time remaining in the period.

1.12- Goalies ARE allowed to venture out of net in order to play the puck, however they are not allowed to intentionally draw a goalie interference penalty. Just like rule 1.1, video proof is needed to prove someone guilty. This can also be proved from live streams being recorded.

 

Player Responsibilities

2.1- All players must report to their owners if they have been traded or sent down to the AHL. Failure to do so may result in a suspension or ban.

 

2.2- Players may request a trade, however this does NOT mean that their owner has to accept the first offer they get. This decision is left up to the owner. The player is to be placed on the trade block. If the player refuses to play, they will face disciplinary action: Suspension or Ban 

 

2.3- Free agent players may decline an offer to sign with a team.

 

2.4- A player may ask to be waived, however, the team management is not obligated to go through with this request.

2.5 If you as a player, can not make a game, you must notify your owner at least two hours before game time. (only in emergency is this ok) If you fail to inform your owner more than once in a given week, you are subject to suspension.

 

Owner/GM Responsibilities

3.1- FBHL rosters will have a min. of 14 and a max of 20 players plus an additional two players on injured reserve (total of 22 players). Only 20 players can be on the active roster.

3.2- After trading for a player, an Owner or GM must attempt to reach out to their acquired players. Other owners may assist in connecting the traded players with their new team, through a Facebook group chat.

3.4- Players are only allowed to play 5 of the 8 games each week regardless of position.

3.5- Owners must live up to their side of Rule 2.2

3.6- All trades must be posted on the FB Headquarters Page by one of the teams.  All other involved teams should confirm the post on this post.  After this, an admin will approve or deny the trade.  If a trade is denied, then a reason will be given.

 

3.7- All player signings must also be posted on the Headquarters page.  These posts should include a screenshot of the player agreeing to sign with the team.

 

3.8- Anytime a player is waived, this should also be posted on the Headquarters page. A reason for waiving IS required

 

Game Time Rules

4.1- All games are scheduled for 9pm and 10:30pm EST.  Unless otherwise noted by the league.

 

4.2- There is a 15 minute grace period before a team has to forfeit.  This means that teams have until 9:15pm and 10:45pm EST before a forfeit is taken.

 

4.3 If an owner does not communicate with the other team that they are running late, this will result in a forfeit with no reschedule. (Winning team is required to take screenshot of players in lobby for forfeit win).

 

4.4- If a reschedule is needed both teams must agree on a date and time and notify the admins. There must be a valid reason for needing a reschedule.

 

4.5 If an owner has two or more forfeits in a week they will be brought to the disciplinary committee and they will discuss the punishment.

 

Player & Management Conduct

5.1- This league is set up to provide a clean and fun environment.  Any time a player is made to feel otherwise they should contact an admin, preferably Tyler Hartmann (director of hockey operations).

 

5.2- This is a competitive league.  Trash talking is acceptable.  However, insults should never be made personal.  This means, it is acceptable to bring up that time someone played bad in a game, however you should NEVER attack someone’s appearance, family, job, or anything revolving around their personal life.  Anyone who is deemed guilty of such actions will be subject to a suspension or possibly a ban.

5.3 If you receive a personal message from anyone with hate or personal attacks please connect with Tyler Hartmann and let him know about the situation. This will also be brought to the disciplinary committee and will be dealt with accordingly.

Infractions

1.    All possible rule violations must be posted in the appropriate section within 24 hours of game-time. All Evidence for the complaint must be submitted to the Complaint Committee by PM within 24hrs of game completion or the case will be deemed invalid. All teams will receive 3 protests for the season. Once they have been used, that team will not be able to submit any for the remaining season.

1.1. -During playoffs teams will receive 1 protest per series.

1.2. -If a player is under suspension and has not served the entire term of the suspension while with their respective team before being traded, or waived, the suspension will follow that player until fully served.

1.3. - If a player is suspended before, during or at the end of the season and or playoffs, the remaining games will be carried over to their following season.

1.4.   - Suspended Players can NOT serve out their suspension on the IR. Games missed while on the IR will not count towards their suspension

1.5.   - Repeat offenders will receive more severe suspensions regardless of the nature of the offense. Three suspensions in one season could result in a season ending suspension

1.6.   - Complaining about which team you are on at any point in the season is only moderately tolerated. There are mature and immature ways to go about requesting a trade, but anyone found being disrespectful about playing with “newbies”/lower skilled members and/or being disrespectful to teammates will be disciplined and likely removed from the league. 

1.7.   - Constant disrespect of the league and its members in the view of the FBHL, may result in removal. Bottom Line: We want people who want to see this league succeed and prosper. We pride ourselves on the ability to provide a quality 6 v 6 hockey experience to our members; so if you act inappropriately, you will no longer be welcome

2.  Tampering

- A player cannot under any circumstances talk to another team's management asking them to acquire them, even if the owner contacted them first.

2.1.   - Team Management is not allowed to communicate with other team’s players regarding transactions that involve either of their teams unless given permission by that specific team and have proof of the said agreement via pm. Without permission this is considered tampering and the Disciplinary Committee will deal with the team accused accordingly.

 

3.  Team Responsibilities

- Players should submit their availability each week in their team group chat by Sundays at 10 P.M. EST if they wish to play in any games that week. This will help to reduce forfeits and allow the FBHL Officials, time to assist in making sure that you will have an ECU for that game.

3.1. - Team Management is allowed to suspend a player on his/her team with good reason, and no need to go through the disciplinary committee. This is considered an in team suspension, but a pm to the commissioner/Disciplinary Committee is still required so that we can keep track of things.

3.2.   - If an Owner, or any of their GM’s will not be playing in a game. It is their responsibility to notify the opposing team, who will be responsible for their team during that game in the event of lag outs or other issues.

3.3.   - Screenshots must be sent to the psn account: FBHockeyLeague asap after game ends.. Only the winning team will be responsible to submit pictures, even though both teams are required to take the pictures in the event submitted pictures are inconclusive or requested by a league official.

3.4. - Any team that does not have pictures, may result in a forfeiture of any stats for that game. Any teams caught tampering with stats or rosters will be dealt with by the Disciplinary Committee accordingly and could result in a suspension and or being banned from the league.

3.5.   - Teams that play with an illegal roster will forfeit the game.

3.6. - Team line-ups must be submitted 1 hr. before game time in the HQ site. If any changes occur a revised list must be submitted directly after the game.

 

4.  Forfeits:

- Forfeited games that are not played, will still count as a game played towards the players submitted, before the game during regular season and playoffs.

4.1.   - Forfeiting games may result in disciplinary action. First two ff = warnings, 3rd a 3 game suspension for owner and any after that will result in a chat with Disciplinary lead and Commissioner to discuss said owners future as owner. Also any suspensions will go against games allowed for week. So if a player gets a 4 game suspension they can only play 1 game in that said week. This can also be strung over multiple weeks depending on severity.

 

5.  Transactions

- Management transactions, which have not yet been approved by the commissioner, may not be leaked by anyone regardless of the significance. ANY infractions will be dealt with by the disciplinary committee accordingly and could result in a suspension, loss of draft picks etc.

- Managers must report players to the FBHL if a player is inactive, uncontrollable, or unresponsive. The definition of an inactive player is as follows; a player will be deemed inactive once they miss at least 4 games, which they have been scheduled to play, and they haven’t communicated with their management. The definition of an unresponsive player is as follows; a player who fails to reply to a message sent from the player’s management team in four calendar days without prior reason.  All evidence/proof for inactive players must be added when providing information to the commissioner.

5.1. -Any player not on a FBHL team, will be entered in the prospect pool. Once a prospect plays 7 prospect &/or Ecu games they become an eligible free agent. This player can be picked up by any team with priority. If a prospect player refuses to report to the team that takes them they will receive a ban for the rest of season 4 plus all of season 5. Prospect games will be Wednesdays and Sundays 9pm est and 1030 pm est. The prospect pool will be ran by James Kleschinsky

5.2. - Traded players must play a minimum of 2 games for their new team before being allowed to be put back onto the trading block, unless it is used in a three way deal.

5.3.   - Teams are not allowed to trade inactive players. Teams are not allowed to trade players on the IR

5.4. – All transactions have to be approved by the commissioner. Due to real life situations, the commissioner will have 48 hrs. to approve/disapprove the request. It is not considered a deal until his stamp of approval in which case refer to rule 5.

5.5. - NHL Waivers take 24 hours. The time starts from the moment the player has been sent down. The Team at the top of the Waiver order will not have to wait 24 hours for their claim to be approved.

5.6. - The Trade deadline will be posted on each season’s Timeline. The deadline will occur approximately two/three weeks before the end of the season. 

5.7. - Trades are not allowed after the Trade Deadline until the commissioner, in the Off-Season, opens up the Trades again.

 

6.  Injured Reserve (IR)

- The injured reserve is for players that will not be able to participate in league play for a limited amount of time. Teams may place an inactive player on IR, but they must report this to the commissioner, as well as upon their return.

6.1.   - All teams that wish to place players on the IR, must post their requests on the HQ site.

6.2.   - All players placed on the Injured Reserve must stay there for a minimum of 7 days. Player's can only be placed and/or removed after Friday night game's until Sunday at midnight

6.3.   - Teams may not place a player on the IR if it puts them below the minimum roster requirements.

6.4.   - Players placed on the IR may not be traded.

 

7.  Playoffs

- Each series will consist of a best of 7 series and will be run on the same schedule as the regular season. (Mon/Tue – Thur/Fri) 9:00pm & 10:30 pm EST.

7.1. - Regular Season records determine Home Ice.  Playoff schedule will be as follows:

7.2.   - Forfeited games will still count as a game played for the players assigned for that night.


***ANY OTHER ISSUE THAT ARISES AND IS NOT COVERED IN THE ABOVE RULES WILL BE HANDLED BY THE FBHL OFFICIALS ON A CASE-BY-CASE BASIS.**
