Section 1 - Administration
Article 1 - NAME
1.0.1 - The name of this organization shall be Franklin Twp Youth Basketball . Within this document shall be
known as "FTYB".
Article 2 - PURPOSE
2.0.1 - To instill in the membership the idea of good sportsmanship, fair play, and respect for authority
so they may become better person's in today's society.
2.0.2 - To promote knowledge and appreciation of the game of basketball and to improve individual and
team skills.
2.0.3 - To provide for the youth a supervised basketball program and the highest competitive level possible
under the rules and regulations of all affiliated organizations.
Article 3 - GOVERNMENT
3.0.1 - "FTYB" shall be governed by the Executive Committee in accordance with the by laws of the association.
Article 4 - Terms of Office and Election
4.0.1 - Nomination may be made at the September General Meeting. Nominations may be made by anyone attending
the meeting.
4.0.2 - Elections of the Executive Committee shall be held during the October meeting by secret ballot of all
voting members present and in good standing. Anyone running unopposed may be elected by voice vote
if so moved and seconded. In case of a tie there will be a re-vote from the membership.
4.0.3 - Newly elected officers shall take part in the transitional operation of the Organization until the
following January meeting at which time they will assume full duties of their offices.
4.0.4 - Terms to be served as follows: President will hold a 4 year term, Secretary and V.P will hold 3 years
terms, and Treasurer and Player Reps will hold 2 year terms. No Officer can be re-elected for three
terms in succession for the same office, unless no other individual is nominated for the position.
After a year break in service he/she may again be eligible to hold an office position.
4.0.5 - Prerequisite for a position of President is a year of prior board service.
Article 5 - AMENDING THE BY LAWS AND CONSTITUTION
5.0.1 - Recommendations for changes to the By Laws may be submitted but anyone associated with FTYB
in writing to any of the Executive Committee members for the September General Meeting.
5.0.2 - Recommendations shall be kept on file by the Secretary for record keeping and distribution at the
next General Meeting.
5.0.3 - By Laws shall be reviewed annually. All proposed changes to the By Laws will be voted at the
October or November General Meeting.
5.0.4 - If the new laws fail to pass the By Laws from the previous year will remain in effect.
5.0.5 - This is the only period in which a By Law may be amended.
ARTICLE 6 - MEETINGS
6.0.1 - FTYB will hold monthly general meetings at a time and location to be determined.
6.0.2 - Meetings of the Executive Committee will be held once a month, can coincide with General
Meeting.
6.0.3 - Special meetings may be called at the discretion of the President and Executive Committee.
6.0.4 - Each team must be represented at each General Meeting. One rep can represent more than one
team and must sign in for each. All head coaches must be present for at atleast three meetings.
6.0.5 - Anyone present may speak, only Voting members may make motions or vote.
6.0.6 - Public participation shall be limited to ten minutes per individual.
SECTION 2 - EXECUTIVE COMMITTEE - DUTIES AND RESPONSIBILITIES
ARTICLE 7 - EXECUTIVE COMMITTEE
7.0.1 - The Executive Committee is empowered to meet at times other than regular meetings to act on
pressing matters such discipline, schedules, parental and coaching concerns.
7.0.2 - The decisions made at these meetings must be put on the agenda for the next meeting.
7.0.3 - The Executive Committee shall consist of the following officers: President, Vice President, Secretary
Treasurer, Boys Player Rep, Girls Player Rep.
ARTICLE 8 - PRESIDENT
8.0.1 - Presides over all meetings.
8.0.2 - Presides over protests, investigations, disciplinary actions, etc.
8.0.3 - Establish and appoint members as necessary to meet the goals of the Association.
8.0.4 - Has authorization in the absence of the General Meeting to make decisions in executive capacity
as they relate to purchasing, discipline, and daily business.
8.0.5 - Oversees all operations.
ARTICLE 9 - VICE PRESIDENT
9.0.1 - In the event of absence or disability of the President, will assume all duties of the President.
9.0.2 - Should be familiar with all business related to the Association.
ARTICLE 10 - TREASURER
10.0.1 - Responsible for all Association moneys and securities, and maintaining records of all receipts
and disbursements.
10.0.2 - All disbursements shall be approved by Executive Committee.
10.0.3 - The Treasurer book shall always be open for review.
10.0.4 - The Treasurer shall give a verbal report as well as a written report of finances at every General
Meeting. Balance sheet, income statement, and bill list.
ARTICLE 11 - SECRETARY
11.0.1 - Recording of all minutes, including attendees, and distribution of minutes at next Meeting.
11.0.2 - Responsible for distribution of lists such as phone numbers, emails, addresses, and schedules.
ARTICLE 12 - PLAYER REPS
12.0.1 - To hear daily questions and problems regarding players and coaches.
12.0.2 - To bring any situation that needs review in writing to the Executive Committee.
12.0.3 - Help make sure all teams and players are equipped and ready for upcoming season.
SECTION 3 - MEMBERSHIP AND VOTING RIGHTS
ARTICLE 13 - MEMBERSHIP REQUIREMENTS
13.0.1 - Any person over 18 years of age interested in basketball and furthering the objective of the
Association, shall be considered a member.
13.0.2 - Any adult member, coach, parent, or other who physically or verbally assaults a youth, referee,
opposing fan, or any other individual will be immediately banned from any club activities,
pending a review by the Executive Committee.
ARTICLE 14 - VOTING RIGHTS
14.0.1 - Adult members in good standing who have attended at least (3) General Meetings of the previous (10)
General Meetings will be eligible to vote .
14.0.2 - Youth members will not have a vote in Association matters.
ARTICLE 15 - REGISTRATION
15.0.1 - Any youth residing in Franklin Twp. shall be eligible to participate.
15.0.2 - All players are required to register and pay fees as per Executive Committee.
15.0.3 - A player withdrawing before uniforms are ordered will received a full refund.
15.0.4 - All parents/guardians and players must accept and abide by "ZERO TOLERANCE POLICY".
15.0.5 - All players registering for upcoming season must be paid in full for prior season.
15.0.6 - Late registration will be accepted upon availability of team openings.
15.0.7 - Uniforms: All uniform order are final. If an additional size is requested, the parent must pay
all fees prior to the uniform being ordered. Additional costs may apply.
ARTICLE 16 - TEAM SELECTION
16.0.1 - There will be a tryout for all levels, traveling and in house.
16.0.2 - Order of selection and level of play will be determined by Executive Committee.
16.0.3 - A team should have 7 to 10 players before Association can register them for league play.
16.0.4 - Any player and/or parent has, at their full discretion, the absolute right to decline to play for
a coach or team. But it will be up to the Executive Committee to decide where the player will
be placed.
16.0.5 - Waivers for transfer to other towns will not b e given. In case of extreme issues, the Executive
Committee may review and come to a vote.
16.0.6 - Players can only play for one team in any calendar season. If found playing for multiple teams
diciplinary action will be imposed by the Executive Committee.
ARTICLE 17 - TEAM POLICY.
17.0.1 - All team player present for a game must participate in at least the equivalent of one full quarter.
The Coach shall make every effort to provide more playing time.
17.0.2 - All players must attend 50% of all practices to qualify for team play.
17.0.3 - All teams must have an attendee at every General Meeting.
17.0.4 - The purpose of "FTYB" is to provide an opportunity for youth of Franklin Twp to develop
basketball skills, to learn sportsmanship, respect rules, value of teamwork, self - discipline,
and self - confidence.
ARTICLE 18 - COACHES
18.0.1 - Coaches Must:
1. Ensure all players get equal opportunity.
2. Play all players and only players on their roster.
3. Communicate and work with parents to encourage attendance and participation.
4. Make their experience FUN
5. Make every reasonable effort to not run scores up.
6. Be responsible for the behavior of their team, parents, assistants, as well as themselves.
ARTICLE 19 - GRIEVANCES
19.0.1 - Any grievance should be submitted in writing to any Executive Committee Member. Signed and
dated by individual filing complaint. The Committee will immediately investigate all complaints
in the order they were received. Anyone submitting a written grievance will receive a
written response and may request a verbal explanation and or a meeting with the Executive
Committee.
ARTICLE 20 - NO TOLERANCE POLICY
20.0.1 - NO TOLERANCE - Any activity whether physical or verbal that is not in good standing to the
reputation of "FTYB." This policy applies to all coaches, players, parents, and spectators.
Fighting, verbal ab use, fowl language, mistreatment of players and referees are some
examples.
20.0.2 - Immediate removal of all Association activities if found in violation, pending Executive
Committee review.
20.0.3 - FIGHTING - Is grounds for immediate removal of all league activities for remainder of
season. And return for the following season will be determined by Executive Committee
prior to season.
ARTICLE 21 - VIOLATION PUNISHMENTS
21.0.1 - FIRST OFFENSE - Warning if deemed necessary by Executive Committee.
21.0.2 - SECOND OFFENSE - 1 game suspension and review by Committee.
21.0.3 - THIRD OFFENSE - 3 game suspension and possible removal for remainder of season. Review
by Committee.
21.0.4 - Fourth Offense -Indefinite Suspension.
