Membership in the National Federation of High Schools (NFHS) Officials Association is required to officiate interscholastic games. HSSF is the NFHS' Oahu affiliate; HSSF fees cover the following - National Federation of High Schools Official Association's insurance for General Liability, Accident Medical and Accidental Death and Dismemberment insurance; the current NFHS soccer rules book; and NFHS Tier 2 registration with ArbiterSports, enabling you to take the NFHS soccer test online.
In order to be eligible to referee games, you will need to:
1. Complete the Independent Contractor form and mail to HSSF, 150 Hamakua Dr., #745, Kailua, HI 96734 or bring it to the July 28th meeting at Aiea Library at 5:00 p.m. (please note that the form has changed so please read it through carefully)
2. Pay the $50 registration fee (make check payable to HSSF and mail to HSSF address above)
In addition to the HSSF registration requirements, referees must meet the following Oahu Interscholastic Association (OIA) and the Interscholastic League of Honolulu (ILH) requirements:
3. Score of 80% or higher on the NFHS soccer examination. You will get 2 chances to complete passing on-line; thereafter will require taking the paper test.
4. Complete the short online "Concussion in Sports course" and submit completion certificate to the HSSF Registrar.
5. Permit the Hawaii High School Athletic Association (HHSAA) to conduct a background check. Grant Permission Website (not yet available, will advise when it is posted online)
HSSF will not assign a referee any games until registration and eligibility requirements are completed. Additionally, all HSSF officials are expected to behave in a professional manner at all assigned matches and trainings.
Meetings and Training
Operational and training meetings will be held prior to and throughout the intermediate, junior varsity, and varsity soccer seasons. Meetings are generally held on Monday nights as interscholastic soccer matches are usually not scheduled on that day. Notification of meeting dates and times will be posted in Arbiter on the HSSF (Group ID 108701) page and the calendar for the HSSF Referee website. HSSF officials must understand that preference in assignments may be given to those who participate regularly in scheduled trainings.
Notification of Rain Outs
On game days, assigned referees must be accessible by phone. If a game has been cancelled, the center/lead referee will be notified as soon as possible. It is the center/lead referee's responsibility to contact his crew. If HSSF is not notified by the specified time determined by each league and there is not adequate time to notify the referees, the respective league will be billed and the referees will be paid.
Submitting Game Reports
Immediately after the game, text Shaina with the following information at 492-7592.
1. The game you reffed (i.e. BV Pun v Kam)
2. Your referee crew
3. The score (Pun 5, Kam 4)
4. The jersey number only of the scorer
5. If any cards have been given, the jersey number only of the scorer. If no cards given, state "no cards given"
Please complete your game report, as normal, but you may state the names of the players in your Arbiter game report.
Submitting Citizenship Forms
Citizenship forms can be downloaded from the Forms section.
If you have issued a red card to a player/coach, please submit your Citizenship Reports as soon as possible (Immediately) after your game; they are to be submitted to Clem, Kate with a cc: to Jonathan. Clem and Kate read them and have to distribute them by the next morning. All reports shall be short and concise, only the facts. Leave emotion out of it.
Also, for the ILH games only, if you are submitting a Citizenship Report, you need to state the number AND the players name.
Remember, only OIA does not allow us to use the players names.
As an aside, if you are having any issues with Arbiter (obtaining forms, using features, etc.); you can access the forms on the HSSF Referee website under Forms. Please let us know so we can help you work through this.
Failure to Show to an Assigned Game or Give Less Than 24 Hours' Notice
Unless there are extremely extenuating circumstances, a referee who fails to show up for an assigned game will be fined $75.00. Additionally, a referee who cancels a game assignment with less than 24 hours' notice will have 150% of his assigned game rate deducted from his/her Arbiter account.
Exchanging of Game Assignments
An official shall not accept or exchange assigned games with another official without the Assignor's approval. All assignments, reassignments, and cancellations must be done through the Assignor.
