New Business:
1. Approval of Probationary Leagues for 2018:
    1. Caldwell
    2. Ritchie County
    3. Doddridge County
    4. Tyler County
    5. Wetzel County and Ferndale


2. Approval of ruling leagues that have failed to attend any meeting as sign ineligible for 2018 and requiring them to re-apply:
- obsolete / mute point — all attended as required


3. League Fees for 2018:
- will be $35/team


4. Mandatory coaches meeting will be April 14 @ 6:00 p.m.
— each team is to have a coach present
— you MAY NOT send a league representative.
Required paperwork: Team Registration / roster, PVGSO waiver form (available on website), team fees, copy of insurance for each league.
NOTE: waiver must be signed in order for players to be listed on the website rosters.


5. Mandatory Make up Dates: intended as a catch all for rain and other make up games that have not been scheduled

6. Required information to be turned in at coaches meeting:
• Team information sheet including rosters,
• PVGSO waiver form for each player,
• copy of league insurance and
• team fees for each team in the league.


7. Constitution and By-Laws approval.
Will be signed by league commissioners at Mandatory Coaches Meeting.
(Please take time to review updated copy on website in advance of Coaches Meeting, pay particular attention to requirements for league attendance at each PVGSO meeting)

Old Business:
1. Trophy and Medal prices:
- No new vendors offered or provided so we will continue to use Sideline Sports out of Waterford.
- Will request that Doug Baldwin of Wolf Creek will take care of ordering again for this year.

2. League Insurance Updates

3. Year End Tournament to be hosted by St. Marys on June 30th—
Times TBD by St. Marys and will be announced at Mandatory Coaches Meeting
(They will have concessions- tournaments will begin at noon)

4. 8U overthrow rule:
Proposed solution 1: ground ball stopped by infielder - runners only get 1 base if there’s a play. Ball hit to outfield no hold on runners.
Proposed solution 2: leave overthrow rule as but better define what an overthrow/ dead ball area is is and ensure umpires for 8u understand the umpire discretion.
Motion made to accept proposal #2.
Motion Accepted.


5. What will definition of “Attempt” when referring to pitcher’s- when does the look back rule take effect:
If the pitcher has their hand up or lunges toward the runner that is an attempt.


6. 8U Strike Zone Description:
Chin to Chins


7. Teams forfeiting points for failure to attempt to make up games. 
Proposal that we make it required:
• You must play all 12 games to qualify for the tournament. 
• A forfeit is a gamed played, therefore if you forfeit your game is posted as a 7-0 loss And other team rewarded 3 points and a 7-0 win.
• If there is not a reasonable attempt to reschedule the game the league reserves the right to penalize the forfeiting team.

Topic 1- Review of Bylaw changes / additions / edits.
: Each change presented via overhead

: 10 leagues voted on bylaw changes (All proposed changes passed)
 
Topic 2- New Website
: based on an evaluation by local website professional, it would be in our best interest to maintain our current site (because of robust features, and it’s free)
: option to change domain name tabled - changing it would be an annual fee, so we will maintain the name
: all updated forms are now available on the website
: resources and links for concussion certifications and Lindsay Law are now on the site.
: meeting minutes will be available as well
 
 
New Business:
Topic 1- Welcome Caldwell to League
Topic 2- Year End Tournament Vote
: proposed all 3 age groups u8, u10, u12
: rotate host site
: agreed that there will continue to be a tournament
: St. Marys next in line to Host- Acceptance to Host Confirmed
: 12 teams will qualify for u8 and u10
: 8 teams will qualify for u12
: request for leagues to look to local suppliers for options for trophies and metals

Topic 3- Any additional rule changes to be discussed for 2018
: Revisit the u8 overthrow rule
— if a batted ball is hit and stopped in the infield then a play on the hitter / player that batted - in a forced run situation - all runners are limited to one base on overthrow.
— if ball is hit to outfield rule does not apply
: Clarifying what an “attempt” is in the rules with respect to pitchers
: Revisit the forfeit point for or against which team discussion
— get back to 2 make up dates (mid and end year)
 
Topic 4- Revisit each Director to offer consensus (pod or not)
: Idea to move to larger pods of say 13 teams
: topic will be tabled until Mark has estimated team counts (Mid March)

    Bylaw Changes:

    2nd reading of the bylaw changes

    A: change regarding the enforcement of attendance and penalties (in effect 2019) / make sure someone from your league shows director / coach parent etc.

    B: membership / dues change need to add end of second sentence what the fees cover tell people where money goes

    C: directors of each league are responsible for all scheduling games and umpires

    D: year end tournament will have host team: and be held if approved each year (each year we will vote on tournament)

    E: need to be a member of the league for at least 2 years and have all teams from their league in the PVGSO to host a tournament

    F: delete that league president cancels umpires

    G: coaches now responsible for game rescheduling

    H: add that teams must have registration forms available to everyone plus : league cannot turn players away: girls will be accepted and placed on limited spots first come first serve: girls can be organized all older on one team younger on the other

Each league needs to determine how they want to set up teams and submit a copy of the registration to the PVGSO before registrations go out
