CYO Football Program Bylaws

In 2015 the football programs at Sacred Heart and St. Bernadette were merged with the approval of the Archdiocese of Philadelphia. In order to respect the two proud football traditions and parish identities, the Sacred Heart St. Bernadette Football Program (SHSB) was established.
The mission of the Sacred Heart St. Bernadette’s CYO Football Program is to provide eligible boys in grades 3-8 the opportunity to learn the game of football, while growing emotionally, spiritually, socially and physically. The coaches, families, pastors and CYO boards of both parishes are committed to helping these boys reach their full potential in life by emphasizing the virtues of sportsmanship, competition, scholarship, teamwork, faith, service, dedication and commitment. By partnering together it is our intention to provide a competitive and safe environment for every boy to become a warrior on the field and a gentleman off the field.
ARTICLE I. The Board of Directors
A. Membership:
The governing body of SHSB is the Board of Directors (Board). The Board shall be comprised of not more than ten (10) persons including:
1. The Head Coaches for varsity, junior varsity and flag football teams (3)
2. The Player Safety Coach (1)
3. The Coordinator of Football from each Parish CYO Board (2)
4. Two representatives nominated from each Parish CYO Boards (4).
B. Appointments:
The head coaches for varsity, junior varsity and flag football teams will be appointed with a 2/3 vote from the Board at a meeting where a quorum is present. Prior to voting, both Parish CYO Boards will be given the chance to weigh in on the nominees and their requirements.
The player safety coach is nominated by the varsity and junior varsity head coaches and approved by a majority vote by the Board at a meeting where a quorum is present.
Each Parish CYO Board will designate one of its members as the Coordinator of Football.
Each Parish CYO Board will appoint two representatives to the Board. These representatives should have a working understanding of the organization but do not need to be a current member of the Parish CYO Board.
C. Voting privileges:
Each member of the Board, with the exception of the head coaches who do not have votes, will carry a single vote and votes are not transferrable.
D. Actions:
All matters of policy regarding SHSB shall be directed by Board vote where a majority of current voting members are present to form a quorum. Unless otherwise stated in the bylaws, a majority vote with a quorum present is required to pass initiatives.
E. Purpose:
The purpose of the Board shall be:
1. To uphold the mission and ideals of the organization, the Parish CYO Boards, the parishes and the Archdiocese of Philadelphia’s CYO Program
2. To provide oversight of the organization and enforcement of the code of conduct outlined by The Archdiocese of Philadelphia’s CYO Program
3. To establish and maintain the policies of the organization
4. To ensure the integrity of the coaching staff to provide the players with the best possible experience both on the field and off the field.
F. Responsibilities:
1. The Head Coaches for varsity, junior varsity and flag football teams shall:
- Recruit their coaching staffs and nominate assistant coaches for the Board to approve with a majority vote at a meeting where a quorum is present
- Work as a liaison between the Board and the coaching staff
- Ensure compliance with league rules and certification requirements for members of the coaching staff
- Establish and communicate clear and specific goals for their team
- Maintain open communication with the players, parents, and coaching staff
- Support the academic, moral and social expectations and code of conduct outlined by the Archdiocese of Philadelphia’s CYO Program and the Parish CYO Boards
- Encourage and promote good sportsmanship, teamwork and collaboration among coaches and players.
2. The Player Safety Coach shall:
- Ensures all coaches are certified and trained in accordance with league mandates
- Routinely attends practices and games and serves as the organization’s expert and point of contact for player health and safety
- Work as a liaison between the Board and the coaching staff on matters relating to player safety
- Promote policies and practices that take into account player safety.
3. The Coordinators of Football shall:
- Maintain the appropriate inventory of equipment
- Present equipment purchase recommendations to the Board and each Parish CYO Board for approval
- Arrange for equipment repair/replacement as required
- Establish methods for distributing and collecting equipment at the start and end of the season
- Work as a liaison between the Board and the Parish CYO Boards.
G. Removal:
A member of the board may be removed due to a lack of participation or if their actions are deemed in conflict with the Board, detrimental to the overall mission of the organization or not in line with the standards outlined by the Archdiocese of Philadelphia’s CYO Program with a 2/3 vote from the Board at a meeting where a quorum is present.
H. Committees
The board may establish committees at their discretion for specific purposes to be filled by volunteers. These committees are integral to the success of the program but do not require actual participation on the board. Examples of such committees may include organizers for: fundraising, concessions, marketing, merchandise, field maintenance etc.
