ARTICLE I: NAME
Van Vleck Youth Football and Cheer (VVYFC) is an organization focused on providing a child-centered association that promotes an atmosphere where children of the Van Vleck Independent School District and surrounding communities can take pride in representing their area through football and cheerleading. VVYFC emphasizes fun, sportsmanship, and learning through competitive games. This mission is intended to align with the nonprofit purposes of the South Coast Youth Football Association (SCYFA).
ARTICLE II: DUTIES OF THE BOARD
The VVYFC Board must establish policies in accordance with SCYFA and review and implement necessary changes to VVYFC as directed. The Board is responsible for preparing and submitting all required state and federal reports and ensuring compliance with applicable laws. Board members must prepare for, attend, and participate in meetings. The Board is not responsible for the direct daily operations of the organization or supervising its members.
SECTION 1: Board Members
- All board members will serve on a voluntary basis.
- Any conviction for a sex crime will disqualify an individual from serving.
- The President, Vice President, Board Director, Secretary, Treasurer, Cheer Commissioner, and Concession Manager will serve 3-year terms.
- The Athletic Director, Events Directors (2), Fundraising Director, and Equipment Director will serve 1-year terms.
- All proposals must receive a second before being brought to a vote.
- Proposals must receive a simple majority vote of present members to pass.
- The Vice President will vote only in the absence of a board member or to break a tie.
- The President will vote only to break a tie.
SECTION 2: Removal of Members
A VVYFC board member may be removed by a two-thirds vote of the current board (excluding the member to be removed). Advance notice must state that removal will be discussed. Grounds for removal include repeated absences, failure to fulfill duties, or actions that could harm the reputation or interests of VVYFC.
SECTION 4: Resignation of Members
A board member may resign at any time. A replacement will be elected by a two-thirds vote of the board.
ARTICLE III: BOARD MEMBER DUTIES
SECTION 1: President
The President coordinates VVYFC responsibilities with SCYFA and presides over board meetings. Responsibilities include ensuring compliance with VVYFC and SCYFA bylaws, overseeing committees, filling board vacancies, delegating duties, and managing the annual budget.
SECTION 2: Vice President
The Vice President presides in the President’s absence, works with board members, oversees home games, presents the annual budget, and ensures VVYFC operates safely and effectively.
SECTION 3: Athletic Director
The Athletic Director represents VVYFC at games, supports coaches, communicates board decisions, and ensures compliance with SCYFA and VVYFC rules. Attendance at meetings is mandatory.
SECTION 4: Board Director
The Board Director presides when both the President and Vice President are unavailable, assists with coach coordination, reviews presidential applications, and helps monitor equipment and team safety.
SECTION 5: Treasurer
The Treasurer manages financial records, provides status updates at meetings, prepares the annual budget, manages the bank account, and handles income deposits.
SECTION 6: Secretary
The Secretary records meeting minutes, oversees elections, maintains bylaws and rules documents, sends email announcements, and assists with team documentation for SCYFA.
SECTION 7: Cheer Director
The Cheer Director manages the cheer program, competitions, and rule enforcement. In their absence, duties may be delegated. Final decisions can be reviewed by SCYFA’s Board of Presidents.
SECTION 8: Concession Director
The Concession Director oversees food and beverage operations, staff, inventory, and compliance with safety standards. All funds must be submitted to the Treasurer.
SECTION 9: Event Directors (2)
Event Directors plan and manage VVYFC events, coordinate logistics, and support fundraising and marketing. They are responsible for ensuring safe, positive experiences.
SECTION 10: Fundraising Director
This role includes managing all fundraising efforts, sponsorships, and submitting donations to the Treasurer.
SECTION 11: Equipment Director
Responsible for all football equipment, including record-keeping, distribution, and collection at season’s end.
ARTICLE IV: FOOTBALL/CHEER COACHES
Head Football Coaches are assigned by the President. Assistant Coaches are appointed by the President or Head Coach. Cheer Coaches are assigned by the Cheer Director. All must pass background checks and adhere to VVYFC/SCYFA codes of conduct. Inappropriate conduct will result in immediate disciplinary action and potential suspension.
ARTICLE V: TEAM MOMS / PLAYERS / TEAMS
SECTION I: Team Moms
Each team will have two Team Moms responsible for practice attendance, tracking the ten-play rule during games, organizing snacks, and supporting coaches.
SECTION II: Players / Teams
- SCYFA rules prohibit players over age 13 as of August 31 and those in 7th grade from participating.
- Players may not play in a lower age division.
- Football teams are capped at 29 players: cheer teams at 15 members.
- All participants must participate in 10 plays unless:
a. The player is tardy for the start of the game.
b. The player is injured, ill, in a cast.
c. Under the coach's discretion if he/she misses practice.
d. If a player refuses to enter the game the players pads shall be immediately removed and player refusal immediately reported to opponent. *a,b,c must be documented before start of the game*
ARTICLE VI: CONCUSION PROTOCOL
- If a player shows symptoms of concussion before, during, or after a game he/she must be removed immediately and not return during that game.
- If a concussion is diagnosed, that player must sit out of activity with full rest for the minimum guideline: 2 weeks (14 full days) AND be symptom free before beginning the 5th day. If symptom free and medically cleared, a player may participate in non-contact activities after the 5th day. The player may not participate in any contact for a full 14 days.
