FAQS
What do my Registration Fees cover?
Registration fees cover Orange Empire Conference fees, referee costs, basic picture packets, football equipment costs, football game jerseys, insurance, and year-end trophies for football and cheerleading participants. This year, Rowland Pop Warner needs to break-even when placing a child on the field during regular season play so parents do not have to be asked for additional funds to help cover regular and ordinary costs that occur during the season, such as football equipment repair or replacement. The Board of Directors organizes a number of fundraisers during the season to go directly to our teams. However, due to minimal sponsorship within our community, we unfortunately have to increase fees to fund all sports activities and remain a viable Association within the Orange Empire Conference. You can help keep fees low by assisting Rowland Pop Warner in obtaining corporate and local business sponsorships. If you own or operate a business, or know someone who does that is willing to support our children in Rowland Pop Warner, please contact any Board member.
How can I volunteer to help in the snack bar, on the fields or with fundraising?
It takes a large number of people to ensure that football and cheer teams and functions operate smoothly throughout the season, and your help is needed and appreciated. If you want to become involved through volunteering, please send an e-mail message to any Board member, or just use the Feedback section of our web site. The Pop Warner Volunteer Application can be downloaded here
What fundraising activities are going to happen this year to help offset fees?
Our anticipated fundraisers this year: opening day ceremonies, snack bar sales, candy sales and others. We are open to ideas that you may have, so be certain to send them to any Board member or through Feedback.
Is my child guaranteed playing time?
Rowland Football is governed by the Orange County Junior All American Conference rule whereby each football player MUST PLAY A MINIMUM of eight plays per game. If for any reason a child does not play eight plays, they will start the next game. Your head coach is responsible for turning in forms to the athletic director, who is in turn required to turn it into the conference. If a coach does not comply with this rule it could result in possible suspension or removal from the organization.
Trash
All of our facilities have trashcans. PLEASE take the time to keep our fields clean. If trash becomes a problem, your child's practice may be cut short in order for them to pick up trash left behind by spectators. It is a privilege to practice at our fields as well as play at our local high schools, please help pick up trash after your games whether you are at home or away.
Certification Requirements
Each child must submit a completed application form whether they are new or returning to the association. Prior to being assigned to a team the contract must be signed by a parent or legal guardian.
Each child must present their true and certified birth certificate with the state or county seal. Please bring one copy of the original document to the required in-person registration. Baptismal, hospital records or certificates are NOT ACCEPTABLE. Each child must be prepared to present a current utility bill to show proof of residency within the RR Football & Cheer boundaries. If you are a non-residence you must speak with an executive board member.
Each child will need to submit his/her report card for the school year ending the June before our August 1st start date (no report cards from prior years please). The report card must shows a promotion to the next grade. For those who fall below a 2.0 grade average they will receive a scholastic form that must be completed by the child's school prior to them taking the field.
Physicals are required for both football players and cheerleaders. Each physical must be at conducted within 60 days of the start of the season and completed on the league's three-part contract.

Parent/Child Code of Conduct
Each parent and child will be asked to sign a code of conduct. There has been much discussion and concern among the board of directors at the national level over the number and severity of incidents of parental violence and misbehavior in youth sports. he consequences for such inappropriate actions could result in suspension or expulsion of parent and child from the Rowland Football program. To see the complete bylaw amendment, please go to menu on the left Let us all make our best efforts to allow the children in Pop Warner to have fun without rude or intimidating interruptions from parents and adults.
My son is new to football. What should we expect?
Many boys and girls who sign up have no prior experience. The coaches take this into consideration during the conditioning and initial instruction period in August. This is why it's so very important for your child to attend every practice. The physical conditioning is more intense than other sports. To help prevent injuries, all players must begin conditioning several weeks prior to the beginning of practice in August. Prior to August, 45 minutes of running, push-ups, and sit-ups at least every other day will help make your son's first few weeks in football less demanding.
What equipment will I need to buy for my child?
Rowland Football & Cheer will provide all necessary equipment with the exception of football shoes (cleats), mouthpiece and athletic supporter (cup). All of the equipment we issue to our players is NOCSAE approved and is either re-certified or replaced on a yearly basis. Players are provided on a loan only basis, helmet, shoulder pads, hip pads, knee-pads, thigh pads, practice pants, game pants, and belt.
When and where are practices and games played?
Practices begin on August 1st or 2nd. We are not allowed to practice on Sunday. Practices will be held for all divisions Monday through Friday and depending on your Head Coach the starting time typically vary from 5:00 pm to 6:00 pm and go for 2 to 2 1/2 hours (depending on team), with no practice on Sundays. Starting in September when regular season begins, there will be three practices during the week, the days will vary depending on your team and Head Coach.
Games are played every Saturday on a time rotational basis, usually beginning at 9:00am, 11:00am, and 1:00pm, depending on how many games are scheduled to be home or away. Normally a team will play approximately four games at home and 4 games away. Game schedules are issued by Orange Empire Football Conference. Home games will be played at Rowland High Football Field in Rowland Heights Away games will include cities such as Fullerton, Baldwin Park, Cerritos, Cypress, Pasadena, Montebello, etc. For a list of all the cities please see our "Maps" page
What happens if our plans change — can we get a refund?
It is the policy of Rowland Football & Cheer Association not to refund registration fees unless there is not enough players for a team or the team folds.
