Adult Volleyball Rules and Regulations


The City of Sanford Recreation Department (SRD) reserves the rights to change the rules, regulations and policies whenever due cause warrants a change.

ELIGIBILITY
A. Minimum age for all city league players is 18. However, teams are allowed to utilize any 16 or 17 year old players with a parent or guardian liability release form.

REGISTRATION PROCEDURES
A. All teams must submit official roster forms with the individual’s signatures, correct address and contact information for at least Seven (7) players (SRD recommends at least eight players on the roster.)

B. Leagues fee are due upon registration.

C. Additions to their roster will be accepted at the City of Sanford Recreation office at City Hall, 300 N Park Ave first floor next the utilities department. Business hours are Mon-Fri. 8am-5pm.

D. The registration process is not complete until all signatures are validated and all listed registration procedures have met.

E. The League Director may place teams into league or divisions in order to achieve scheduling and completive balance and to maximize facility usage. Previous team’s performance may be taken into account during the league formation and scheduling process.

F. Each team is required to send one representative to the pre-season league meeting in order to discuss league rules and scheduling.

G. If a team determines it is unable to play on an assigned day or time while attending the pre-season managers meeting or within 24 hours after the meeting, it will receive a full refund of league fees

LEAGUE REGULATIONS
A. A Facility Supervisor, employed by SRD, will be in charge of the facility, including oversight of participants, spectators scheduling teams. Supervisors have the authority to take appropriate actions necessary to maintain a safe and orderly environment.

B. Team captains are responsible for informing their team of pertinent information, including cancellations, rules, regulations and scheduling. The Facility Supervisor will contact the team managers if there are any cancellations.
C. League champions are determined by win-loss records. Ties are broken by head to head outcomes during league play. Multiple ties are broken by the League Director using traditional tie-break methods.

D. Game time (as determined by the Facility Supervisor) is forfeit time.

E. Forfeits. If a team cannot field at least 3 players at the scheduled game time, the forfeiting has fifteen (15) minute grace period. If they cannot fill a team before then. The game will be a forfeit. Game 2 and 3, game time is forfeit time.

F. When a team is reduced to fewer than two 2 players, the game shall be forfeited. If a game is cancelled due to a forfeit teams may practices for 30 minutes before the start time of the next game. Teams involved in forfeits may not practice on the court while other games are in progress.

G. SRD will provide a game ball. No other balls are allowed in the gym.

H. The home team on the schedule will serve first to start the game.

I. Each team is allotted two (2) 30-second time-out per game. Injury time-outs do not count as a team time-out, but match time will not be extended due to injury stoppages.

J. SRD maintains a “free agent” list as a courtesy. Teams who are in need of players, will go to the list and pick how many players the need to fill their. Players must fill out the free agent form in order to participate on a team.

K. Team “Deadline” is the 6 week of the season. No player can be added to a team after the six (6th) week of the season.

L. SRD is not responsible for lost or stolen equipment or personal items. Jewelry, watches, bracelets, dangling earrings, necklaces, rings, etc. are not allowed to be worn on the court and should be left at home whenever possible. Personal belonging must be placed completely out of play in areas where pose no threat to safety.

SCORING
A. A game is won when a team scores 25 rally scoring points and the team leads by at least two (2) points. Or if a team if ahead by the time one (1) hour time limit. If both teams are tied at the end of the time limit, there will be a sudden death period of five minutes; teams can win by one (1) or two (2) points at the end of the sudden death period.

B. Teams switch side on multiplies of 10 combined scored. ( e.g. 20-10; 19-11; 5-5; etc)

C. Due to time and space restrictions, teams will play two games per match. League standing are based on head to head match ups. (e.g. team 1 wins the 1st match and team 2 wins the 2nd match team 2 win the 3rd match team two wins the game).

D. Teams are responsible for reporting their game scores to the Facility Supervisor. If scores are not reported, both teams will receive losses.

E. Teams and player are responsible for calling their own faults. No protest will be accepted. Discrepancies or problems should be dealt with promptly. The Facility Supervisor will be happy to assist team captains in interpreting the rules, if possible.

F. Scores should be called out before each serve.

CONTACTING THE BALL
A. A maximum of three successive contacts per side after a serve or block attempt.

B. A ball may be contacted with any portion of the body (unless the ball touches multiple parts of the body on the same attempt, which is considered a double-contact fault).

C. A block attempt is not considered a contact.

D. Open-handed tips are not permitted. The infracting team will lose the point and serve.

E. All serves must originate in the play area.

F. A player may not deliberately return a serve over the net with a set.

G. Player may go under the net only if he/she does not contact, obstruct or interfere with opposing players(s).

H. Play is ruled dead if it crosses the sideline of the adjacent court. Players are not allowed to step onto an adjacent court to play a ball. Do not step onto another court to retrieve a ball until play has stopped. Please yell “BALL” when a wayward volleyball may pose a safety hazard.

I. Service reception may not be a block or attack made when the ball is entirely above the net.

J. Setting a service reception is permitted in the same motion.
a. The ball is lifted
b. Contacted multiple times when executed in the same motion.

CODE OF CONDUCT
A. No smoking, chewing tobacco, swearing, profanity or obscene gestures allowed.

B. Alcoholic beverages are not permitted in the gym.

C. No physical attacks or verbal threats before, during or after games will be tolerated.

D. Any player or spectator deemed by the Facility Supervisors to not have control of his/her faculties to the extent that there is a chance of physical injury to him/her or others will be asked to leave the facility.

E. Destruction of property, theft or assault before, during or after activity will be handled by the law enforcement. (Sanford Police Department). Individuals and teams will be held equally responsible for any damage or theft stemming from their use of the facility.

F. Penalties for Code of Conduct violations may include (but are not limited to) the following:
1. Verbal warning from Facility Supervisor
2. Forfeiture of point(s) or game(s)
3. Ejection
4. Suspension

G. A player or team expelled from the league will not receive a refund.
