Federal League rulebook


GAMEPLAY RULES
- Games are simulated using EA Sports NHL15.
- Delayed off-sides and standard icing rules used.
- Periods are 9 minutes long.
- There is no overtime in the regular season, tied games end in a tie.
- Fighting is on, injuries are on.

ROSTER RULES
- Teams consist of 22 players; 13 forwards, 7 defensemen, 2 goaltenders.
- A team may only start 12 forwards, 6 defensemen, and 1 goaltender.
- If a player is injured or ejected for a penalty from the game, he will be ineligible for the next game.
- Teams can designate one captain and two alternate captains.
- A backup goaltender will start every third game.
- Home team will wear white jerseys.

SCHEDULING
- Each team plays a 24 game schedule with 12 home and 12 away games.
- Teams will play each opponent 4 times with 2 home and 2 away games.

RANKING
- Teams earn 2 points for a win, 1 point for a tie, and 0 points for a loss.
- If two teams are tied on points the first tie breaker is wins, the second tie is head to head record decided by points, the third tie breaker is by goals scored differential, the fourth tiebreaker is by goals scored, the fifth tiebreaker is by goals allowed, and the sixth tiebreaker is by a coin toss.

PLAYOFFS
- The top four teams will qualify for the playoffs. 1st will play 4th and 2nd will play 3rd.
- The higher seeded team will get home ice advantage.
- The semifinal and final are a best two-out-of-three format.
- The first game is played at the higher seed, the second game is played at the lower seed, and the third game (if necessary) is played at the higher seed.
- If a game ends in a tie it will go to sudden death overtime with 20-minute overtime periods until a team scores.

INAUGURAL SEASON
- Prior to the start of a season, the league will hold an inaugural draft. Rounds are split into 1-7, 8-14, and 15-21. In each of the seven-round clusters a team will get a first, second, third, fourth, fifth, sixth, and seventh pick. In round 22 teams are randomly picked.

SUBSEQUENT SEASONS
- At the end of the season, players skill numbers will be adjusted. A player will be awarded one point for each point scored. A goaltender will be awarded three points for a win and one point for a tie. This will be awarded to their base rating. Players that are tied will be ranked in order of their plus/minus.
- Teams are allowed to retain 10 players from their current roster going into the next season based on the highest ranked players.
- Those players not selected are placed into a pool.
- The league will hold a 12-round draft for teams to restock their rosters going into the next season.
- The seventh place team will pick first in each round, the sixth place team will pick second in each round, and so on to the first place team will pick seventh in each round.
