Rules for in-house basketball are same as Maryland Public High School Rules with exceptions set forth below.

Jewelry: Medical Alert items are the only type of jewelry allowed. Piercings MUST be removed and CANNOT be taped or bandaged.

Game Time: (Games are scheduled back-to-back, so coaches are responsible for starting on time.)

Four (4) 10-minute quarters

1st & 3rd quarters                       Running Clock

2nd & 4th quarters                      Stop Clock on whistles the last 2 minutes

Overtime (playoffs)                    Stop Clock on whistles the entire period

Other stoppages                        Time-Outs

  5-minute mandatory substitutions

Half time                                   Two (2) minutes

Overtime:  

Regular Season                          NO overtime will be played. 

Playoffs                                     Teams will play a full 3 minutes stop clock period. If a game remains tied after overtime, the teams will play additional 3-minute sudden victory overtime periods until one team wins. Each OT period starts with a jump ball.

Timeouts:  

Regular Season                          Three (3) 30-second per game.

Playoffs                                     Three (3) 30-second per game. One (1) total for overtime regardless of timeouts used during regulation and regardless of the number of overtime periods played.

Defense:  

1st & 3rd quarters                     Mandatory Man-to-Man defense

2nd & 4th quarters                      Coaches choice

Playoffs overtime                       Coaches choice

Officials will stop play for illegal defense. Multiple infractions can result in a technical foul.

Back Court Pressure:  

1st & 3rd quarters                       NOT allowed

2nd & 4th quarters                       Last minute

Overtime (playoffs)                    Last minute

Up by ten (10) points                 NOT allowed

Down by ten (10) points             Allowed if during the last minute of 2nd Qtr, 4th Qtr, or OT.         

When back court pressure is NOT allowed, teams must allow the player with the ball to become established in the front court.

Defense in Key:  

Defense must start below the line designed by the officials. This line is past half-court.

Once the ball crosses the plane of the designated line, the space becomes open to all players.

Any team leading by ten (10) or more points must drop their defense to the foul line extended.

Repeated violations of this rule can result in a technical foul.

Backcourt Violation:  

Ten (10) seconds to cross half-court  

Five (5) additional seconds to enter play (cross the “Defense in Key” line)

Basketball Size:         28.5

Rim Height:                 9 feet

Team Fouls:                Five or more team fouls per quarter = 2 shots (new)

Free Throws:

            Players on the lane                                May enter upon release

            Shooter* & players behind                      Must wait until the ball touches the rim

            *Shooter may land over the line, but may not play the ball until it touches the rim

Elementary Schools                                Use the line provided

Middle and High Schools                         Adjust per Officials’ designation (1 or 2 steps in)

3 Point Shots:  Not in effect

SCORING – Standard scoring applies.

            Team leading by 20 or more points         Record any additional points on the scoresheet ONLY

            Team down by 20 or more points           Awarded all jump balls  

This is in place until the differential returns to less than 20 points.

SCORE TABLE – NCRC Basketball is recruiting high school volunteers to man the clock and scorebooks. If there aren’t any volunteers scheduled, coaches will be responsible for getting a responsible individual to run the scoreboard &/or clock for the game. The scorebook is responsible for recording individual and team fouls as well as the running score for BOTH teams. Coaches are to bring a score sheet with a roster in NUMERICAL ORDER to every game.

Playing Time: 

Substitutions will be made every 5 minutes. At each 5-minute interval during the game, the referees will stop play at an opportune time (clock will stop) and ALL players on the bench must be substituted into the game. During the last three (3) minutes of the game and overtime period(s), players can be subbed freely as long as all playing time requirements have been met.

Rosters of 10 players

Ø     All players must play two (2) 5-minute sessions PER HALF.

Ø     All players must sit two (2) 5-minute sessions PER HALF.

Rosters of 7 - 9 players

Ø     All players must play a minimum of two (2) 5-minute sessions PER HALF.

Ø     All players must sit at least one (1) 5-minute session PER HALF.

Rosters of 6 players (free substitution)

Ø     All players must sit for a total of at least 5 minutes. All players must play for a total of at least 10 minutes per half.

Clarifications:  No other subbing is allowed except under the following circumstances:

Ø     A player is injured or sick

Ø     A player is in foul trouble (3 or 4 fouls in the 1st half, 4 fouls in the second half). A player in foul trouble shall receive at least minimum playing time. Learning to play with fouls is part of the game.

Ø     2nd half – all players on the bench at halftime do not have to start the next half to allow coaches new line up combinations (especially for teams with rosters of 10 players)

The intent of each coach should be to provide as even as possible playing time for all players on your team. Please understand that this is in-house rec council basketball and the most important aspects are learning the game and having fun.

Technical Fouls:  The team not in violation is awarded two (2) points and possession of the ball. Any player or coach receiving two (2) technical fouls in a game will be ejected from that game.

However, if a player or coach receives any technical foul related to overly aggressive behavior or fighting, they can be ejected from the game at the discretion of the referees.

PLAYER EJECTIONS – in the event of a player receiving two (2) technical fouls, or being ejected from a game, that player will be given a one game suspension. This suspension will be served at the next game the child is present for and will be completed by sitting on the bench out of uniform. This is to show to referees that they are not allowed to play. THE PLAYER MUST BE PRESENT FOR THE GAME OR THE SUSPENSION WILL BE MOVED TO THE NEXT GAME.

If a player is ejected twice in a season, the NCRC Basketball Board will determine whether further suspension will apply or if they play will be removed from the program. No refunds will be issued. Players may not be allowed back the following year.

Coaching Technical Fouls: ALL bench technical fouls will be applied to the HEAD COACH.

Ø  Upon receipt of their first technical foul, a coach must stay seated for the remainder of the game.

Ø  A coach that is ejected from a game for aggressive or egregious behavior will be removed from the program.

Ø  A coach receiving two (2) technical fouls in a game will be suspended for the teams next game played.

Ø  A coach accumulating three (3) or more technical fouls during the season will have their status reviewed by the NCRC Basketball Board for potential removal.

The NCRC Basketball Board reserves the right to suspend or dismiss any coach for inappropriate behavior.

Head Coaches:

Ø  Are the only people who can address the officials in an appropriate manner.

Ø  Are responsible for their bench’s behavior.

Ø  Are asked to remind their team’s parents of appropriate behavior.

Ø  Are responsible for knowing and adhering to the rules.

Ø  Should not address the other team’s coaches, players or fans (compliments are ok) during the game.

Assistant Coaches: 

Ø  Only 1 coach may stand at any time during the game. Assistant coaches will remain seated unless the head coach is seated.

Ø  At no time will an assistant coach address the referees or other teams’ coaches or players (compliments are OK) during the game.  

Ø  Inappropriate assistant coach behavior will result in a HEAD COACH technical foul. However, the officials and NCRC Basketball Board members reserve the right to remove the assistant coach from the gym for excessive behavior.

Ø  The NCRC Basketball Board has the right to suspend or dismiss an assistant coach for aggressive and/or persistent inappropriate behavior.

Remember, you as coaches are responsible for your behavior and the behavior of your coaches, players and parents. Demand good sportsmanship from your team and yourself. Talk positively with the officials and ask questions about a call during a time out. Talk positively with the other teams’ coaches or players. Please help keep your parents under control.

Parents/Fans:

Ø  Cheer in a positive manner.

Ø  At no time is it appropriate for parents/fans to address the players, coaches, or OFFICIALS in a negative manner.

Ø  If there is a question regarding the calling of the game, please present your question to your HEAD COACH and they will ask the officials.

Ø  If you have a concern about the behavior of a player, coach, official or fan, please address those concerns to the NCRC Basketball board, ncrcbasketball@gmail.com. Please be as specific as possible.

The following rules apply to EVERYONE (players, coaches, fans, and officials), at ALL gyms, practices & games. Use of the gyms is a privilege and can be revoked at any time!

There is NO FOOD OR DRINKS ALLOWED IN THE GYMS – please instruct your players to keep their water bottles out in the hall.  We are all responsible for policing the gym while we are there. YES, this includes your coffee!

Keep all children off the stages, off closed bleachers, from running/playing in the hallways, and other inappropriate areas (i.e., under the bleachers). Children should always be supervised.

 

THE PRIMARY GOALS OF THE IN-HOUSE LEAGUES ARE TO INSTRUCT THE PLAYERS ON HOW TO PROPERLY PLAY THE GAME AND TO ENCOURAGE THEM TO HAVE FUN.
