UNIFORMS

The required uniform for the League will be:

A. The League issued t-shirt with the League’s logo on it.

B. Solid black shorts for the 5-6 and 7-8 year old age groups and softball/baseball style pants (any color) for the Mini and older age groups.

C. Knee high tube socks, any color.

D. Metal cleats are not allowed in this League.

Any girl not in the required Tooele County Girls Softball uniform will not be allowed to play that game.  This rule will be enforced starting with the first game of the season.  Exception: if there is an issue with the League acquiring the player’s t-shirt and a Board Member has notified the opposing coach and umpire for that game.

Uniforms will not be modified.  Exception: the sleeves may be tied up.

 

SPORTSMANSHIP

Good Sportsmanship is expected by all Players, Coaches and spectators at all times.

A coach, player or spectator will not direct a derogatory or abusive remark (including foul language) to another Board Member, coach, player, spectator, or umpire.  Actions of this kind may cause the suspension of a coach or player, the ejection of a spectator from the park and/or forfeiture of the game if necessary.

 

SPECTATORS, COACHES, AND PLAYERS NOT ABIDING BY THE RULES OF GOOD SPORTSMANSHIP WILL BE GIVEN A WARNING FROM THE UMPIRE OR A LEAGUE OFFICIAL.  OFFICIALS CAN IMPOSE PENALTIES UP TO AND INCLUDING FORFEITURE OF THE GAME BY THE OFFENDING TEAM!

 

TOBACCO/ALCOHOL POLICY

Tobacco, E-cigarettes, and alcohol use is prohibited at any Tooele County Girls Softball League activity.  This includes games, practices, and any other team event.

 

PROTESTS

Protests shall be governed by the official rules and regulations of the ASA.  Protests will be reviewed by the Head Umpire, (UIC) and Board.  If the problem cannot be resolved, the Board will make the final decision.

 

EQUIPMENT

All equipment supplied by the League for a registered team will be recorded and signed for by a registered coach of a team.  The signing coach will be held accountable for the equipment and may be asked for restitution for missing and /or abused equipment.  A time and date will be determined during the season for returning the equipment to the League.

 

 

 

 

 

T.C.G.S. LEAGUE RULES OF PLAY:

 

A.  Any team change requested by the player or parent after teams are created will result in a $25.00 uniform change fee.

B. If a player does not wish to play for a coach, it must be clearly documented on their application at the time of registration.

C. Teams/players are not to warm up on the infield of any field on game nights.  Teams must warm up in the outfield only.  Players are not to warm up outside of the fenced playing field.  If the outfield is unavailable, please relocate to the City Park.

D. Metal cleats are not allowed as footwear for any team in this League.

E. Games canceled due to weather may or may not be made up during the regular season.  Games will not be canceled until 5:00pm on game day due to weather.

F. Home team must provide an official score/time keeper for each game.

G. Each team will provide a lineup for the umpire and opposing team with the player’s numbers listed.

H. Awards will be given to the 1st and 2nd and possibly 3rd place teams.              Exception: the 5 -6 year olds as no score is kept in this age group.

I. There can only be two offensive coaches on the field at the same time. Defensive coaches must remain in the dugout area. Exception: Knee Hi Field.

J. Only one (1) coach may approach the umpire after time has been called.

K. If a player misses three (3) or more consecutive required practices without good reason, the coach will be allowed to bench the player for one full game.  The League must be informed before the game begins.  If the player continues to miss practices, this must also be brought to the Board’s attention.

L. Coaches must turn in a team lineup before game time.  If a player is not present, a coach may list her in the batting lineup and if she shows up before her first time at bat she can join the game with no penalty.  If she is not present at the time of her first at bat, the coach will take an out each time she would come up to bat.

M. A player leaving a game early for any reason other than an injury will result in an automatic out when her turn at bat comes up.  Position in the lineup does not matter.

N. Once game time starts girls are not allowed to leave the field unless they have their coaches permission for an emergency (bathroom break).  Any player leaving the field without permission will result in an out for their team if at bat or at their next bat.

O. The season will consist of two (2) parts, a spring and a fall game schedule.

P. Six (6) players will constitute a team.  Six (6) players must be present for the game to start.

Q. Game time is forfeit time.

R. No one except players, coaches, and authorized personnel are allowed in the dugouts or on the fields during the game.

S. Players in the age groups with teams formed by a draft must participate in a combine skill demonstration.  Those who do not participate will be drafted to a team in a separate draft.  Pitchers and catchers will be drafted separately.

Knee-Hi (5 – 6 year old) Special League Rules:

 

A. Teams will be chosen according to geographical areas (i.e. schools) to the best of our ability.

B. Coach’s daughter(s) will be placed on her parent’s team.

C. The ten (10) inch ball will be used in this League.

D. Bases will be set at 60 feet.

E. There will not be an official umpire in this League.  Coaches will act as the umpire to assure fair play in the game.

F. Games will be an equal number of at bats for each team’s complete roster.  No new inning will begin after 55 minutes.

G. The entire offensive team will bat one time through the line-up and then switch with the other team to play defense.

H. This League will be coach pitch/t-ball the entire season.  The coach must pitch with one foot in the pitching circle.  Each batter will receive a maximum of three (3) pitches from the coach, if the 3rd pitch is a foul ball, the batter will receive another pitch.  If the batter has not gotten a hit, they will then be allowed three (3) swings from the Tee.  If the batter has not hit the ball, they will then be called out and return to the dugout; a walk is not an option.  A foul ball will not result in an out.

I. A runner put out at a base will go to the dugout and not remain on base even though score is not kept.

J. A player may only advance one base on a ball hit in fair territory in the infield.

K. Players may advance at their own risk on any ball batted into the outfield until the ball is returned to the infield with the intent to reach a defender to stop the play; at which point the ball would be considered dead.

L. Stealing is not allowed in this age group.

M. A runner can only advance to home on a hit ball and not an over-thrown ball.

N. All players will play defense each inning.  Six (6) players will be allowed in the infield playing in their appropriate fielding positions.  An additional player may be a rover in the infield.  She can play in the dirt behind the base line.  The remaining players must be played in the outfield.

a. Outfield is any area behind the baseline.

 

 

 

The Defensive team will have a Coach help behind the catcher to retrieve balls. The coach is able to help the batter using the Tee. To keep the game moving, at the start of the game a bucket of balls will be placed at the pitching mound and an empty bucket will be behind the catcher.  The catcher will not chase missed balls or throw any back to the pitcher, they will place them in the bucket provided.  The coach will retrieve any missed balls and place these in the bucket to be used for the batter using the Tee.  The balls/buckets will be switched as needed.

 

 

Knee-Hi (7 - 8 year old) Special League Rules:

 

A. Teams will be chosen according to geographical areas (i.e. schools) to the best of our ability.

B. Coach’s daughter(s) will be placed on her parent’s team

C. The eleven (11) inch ball will be used in this League.

D. This League will be player/coach pitch.  An adult from the Offensive Team will act as the pitcher for that team.

E. Pitching distance will be 30 feet and bases will be set at 60 feet.  

F. The pitcher must start with both feet on the rubber.

G. Games will be scheduled for 60 minutes, no new inning starting after 55 minutes of play. Games will be called at 65 minutes with the batter at bat getting to finish. Final score will be determined from last full inning played. During tournament play additional innings will be played to 3 outs.  

H. The offensive and defensive teams will trade positions upon three outs by the defensive team or five (5) runs by the offensive team.  Play will continue after the fifth run, as long as the ball is still live.

I. The Player Pitcher will pitch 3 times to the Batter. If the Batter does not hit the ball or have 3 strikes declared against them the Coach Pitcher will then pitch the remaining strikes to the Batter. If 3 strikes are declared against the Batter she is out. Example: the player pitcher has pitched 3 times to a batter and the count is 2 balls and 1 strike, the coach then pitches twice to the batter. If the batter does not get a hit then they are called out. Each pitch by the coach is counted as a strike, unless the Umpire declares it was an unhittable ball. Exception: foul balls are not counted as a strike or as a pitch.  

J. A batter cannot advance to a base by a count of 4 balls. A batter hit with a pitch from the player pitcher will be allowed to take a base if the ball was in the air when she was hit. A rolling ball does not constitute a base advance.

K. All players will play defense each inning.  Six (6) players will be in the infield playing in correct positions.  All remaining players must be in the outfield. Outfield is defined as behind the baseline.

L. The batter-runner can advance 1 (one) base on an infield hit with liability to be put out.  If a thrown ball is misplayed, the batter-runner may advance 1 (one) base with liability to be put out.  If the batter-runner tries to advance further, they do so at their own risk.  However at the end of play, if the batter-runner has not been put out by the defensive team, she will be returned to the base legally allowed by the umpire.  If bases are loaded, the batter-runner cannot advance past first base.

M. Base runners are allowed to advance 1 (one) base with liability to be put out on an infield hit. If the ball is misplayed, the runner may advance at their own risk 1 (one) more base. No more than 1 (one) extra base may be gained on an over throw PER BATTED BALL.  If the runner advances further than allowed, they do so at the risk of being put out.  However, at the end of play, if the runner has not been put out legally by the defensive team, she will be returned to the base legally allowed by the umpire.  The infield is considered to be from the back of the bases forward.

N. RUNNERS MAY ONLY SCORE ON A BASE HIT.  No run shall be scored on an over thrown ball. (A runner at second base may advance one base on an infield hit but cannot score on a subsequent over-throw).

O. A hit to the outfield allows runners to go as far as they can until the ball comes into the infield and is controlled by a defensive player.  Runners off base when the ball comes into the infield can be put out.  All runners not legally put out by the defense must return to the base they were going to at the time the ball was controlled in the infield.  The infield is considered to be from the back of the bases forward.

P. Runners may not steal.

Q. Umpires will be provided by the League.

 

Home team will provide an official time/score keeper for each game. Visitors may keep their own scorebook but the Home team scorebook will be the one the umpire uses.

 

 

 

 

 

 

 

 

Mini (10 and Under) League Rules:

 

A. Selection of players shall be determined by a coach draft.

B. Coach’s daughter(s) will be placed on her parent’s team.

C. A coach is allowed to carry over a total of four (4) players including their daughter(s) from the team they coached the previous spring season.  All-Star teams are not considered.

D. Sister(s) of a player already drafted onto a team shall be placed on the same team if approved by the parent/guardian.

E. Games will be scheduled for 70 minutes, no new inning starting after 65 minutes of play.  Games will be called at 75 minutes with the batter at bat getting to finish.  Final score will be determined from last full inning played.  During tournament play, additional innings will be played to three (3) outs.

F. The eleven (11) inch ball will be used in this League.

G. This League will be player pitch.  Pitching distance will be 35 feet and bases will be set at 60 feet.

H. The offensive and defensive teams will trade positions upon three (3) outs by the defensive team or five (5) runs by the offensive team.  Play will continue after the fifth run, as long as the ball is still live.

I. If coaches who coached together the previous season each take a team for the new season, Rule C applies to both teams with the Board’s approval.

 

 

 

 

 

 

Minors, Majors, & Masters League Rules:

 

A. Selection of players shall be determined by a coach draft.

B. Coach’s daughter(s) will be placed on her parent’s team.

C. A coach is allowed to carry over a total of four (4) players including their daughter(s) from the team they coached the previous spring season.  All-Star teams are not considered.

D. Sister(s) of a player already drafted onto a team shall be placed on the same team if approved by the parent/guardian.

E. Games will be scheduled for 70 minutes, no new inning starting after 65 minutes of play.  Games will be called at 75 minutes with the batter at bat getting to finish.  Final score will be determined from last full inning played.  During tournament play additional innings will be played to three (3) outs.

F. The twelve (12) inch ball will be used in this League.

G. Minor Field pitching distance will be 40 feet.  Bases will be set at 60 feet.

H. Major/Master Field pitching distance will be 43 feet. Bases will be set at 60 feet.

I. The offensive and defensive teams will trade positions upon three (3) outs by the defensive team or seven (7) runs by the offensive team.  Play will continue after the seventh run, as long as the ball is still live.

J. If coaches who coached together the previous season each take a team for the new season, Rule C applies to both teams with the Board’s approval.
