BY-LAW 1 – TERMS OF REFERENCE
1. The Chairperson shall:
a. preside at all Bi-annual, General and Executive meetings;
b. represent the NPPBHL and speak on its behalf;
c. be responsible for carrying out the duties and responsibilities of the NPPBHL;
d. cast the deciding vote in the case of a tie vote at any meeting. He/She shall perform the duties of chairman and may at his/her discretion order the calling of meetings at the request of three (3) members of the Executive Committee;
e. be empowered to deal with appeals that result from protest hearings;
f. be empowered to deal with special cases; and
g. control the budget of the NPPBHL.
2. The Vice-Chairperson shall:
a. assume the duties of the Chairperson in his/her absence;
b. assume those duties and responsibilities as assigned by the Chairman; and
c. deal with all suspensions as provided for in the rules of the game. Individuals, team concerns, the Referee-in-Chief, Chairperson and Military Sports Coord will be notified in writing of the decision.
3. The Secretary shall:
a. record and produce minutes of all NPPBHL meetings;
b. maintain a system of recording team lists and player registrations;
c. perform duties as assigned by the Chairperson; and
d. be directly responsible to the Chairperson.
4. The Statistician shall:
a. record all League statistics and keep them up-to-date;
b. act in an advisory capacity on the Executive Committee;
c. keep an up-to-date statistics board on all teams of the NPPBHL; and
d. be directly responsible to the Chairperson.
5. The Treasurer shall:
a. receive and deposit all monies of the NPPBHL as per By-Law 1, para 11; and
b. produce financial statements as follows or upon request of Chairperson:
(1) completion of league activity for the year, and
(2) be directly responsible to the Chairperson.
6. The Team Representatives shall:
a. represent their team at all NPPBHL meetings; and
b. be the communication link between the NPPBHL Executive and their team.
7. The Referee-in-Chief shall:
a. act in an advisory capacity on the NPPBHL Executive and Protest Committees;
b. schedule officials for all NPPBHL hockey games, including the timekeepers;
c. ensure that a high standard of officiating be maintained by officials of the NPPBHL;
d. be directly responsible to the Chairperson; and
e. be responsible for paying officials and timekeepers.
8. Officials:
a. two man system will be used in all games; and
b. the referees shall be in full control of the game on and off the floor including team officials. The referees should be especially aware that games are to be kept under control at all times and any player or team official who violates the rules will be penalized accordingly.
c. officials or time keepers must ensure all names are on the game sheet prior to the start of the game and during the game with any late arrivals.
9. Terms of Office
The Chairperson, Vice-Chairperson, Secretary and Treasurer shall serve in office for a term of one (1) year from the date of the first Annual Meeting.
10. Fees
a. A league fee shall be determined by the league executive at completion of schedule. Teams shall pay their membership fee to the league treasurer prior to the start of the first scheduled game. Once paid, the membership fee is non-refundable unless the league folds before the first scheduled game.
b. Where the base is covering all league fees, any game forfeited at the time of the game will be assessed a fine at the cost of $76 for the official and time keeper fees. This fee must be paid prior to the team’s next game or they will forfeit their next game and be assessed another fine.
11. Financial Control
All monies received as fees or other revenues will be placed in a liability account with CFB Borden NPF Accounts.
12. Definitions:
a. League. Designated as the NPPBHL. The League shall be a nobody contact League; and
b. Team Representatives: Shall be volunteers from each team and will represent their team at all meetings of the NPPBHL.
13. Object of BBIBHL:
a. to develop, encourage and promote Ball Hockey at CFB Borden;
b. to initiate and regulate competitions, games and playoffs within its jurisdiction;
c. through its agencies and by appointments, publish and distribute information pertinent to the game of Ball Hockey as it becomes feasible and possible; and
d. to perform functions as deemed necessary toward the achievement of said objectives.
BY-LAW II – TEAM AND PLAYER REGISTRATION
14. Schools/Branches/Units/Sections wishing to enter a team in the NPPBHL shall submit their team roster in writing to the League at the second annual meeting of the year.
15. A team wishing to have a unit team must attend the second annual meeting with a minimum of 15 players on their roster sheet to be considered a unit team. They will not normally be allowed to be part of the draft, unless under exceptional circumstances.
16. A team coming to the second annual meeting with less than 15 players on their roster will participate in the draft to try and augment their team to 15 players. The league will try to keep unit players together if possible. Starting with 15 players is important so that teams have enough during the summer leave period..
17. A player or players released by their respective team will be placed by the Executive Committee on other teams as of the date of their release. This will start at the last place team moving up to the next highest place team in the standings until the player has been placed. This will not apply in the case of goaltenders who may be claimed by any team needing such.
18. If a team folds from the NPPBHL and if players from that team wish to continue playing, they will be placed on the other teams so they can continue to play. They will be split up amongst all teams in the league; this includes the unit teams if they still require players. The draft meeting will be called as soon as possible after a request for release by a team has been served to the NPPBHL Executive.
19. No player shall be allowed to play for or be on the list of two (2) teams at the same time within the NPPBHL. A player may request a release only once during a season.
20. Once a player has played 3 games with a team they will have a commitment to that team for the remainder of the season. That player will not be permitted to play with another team unless the team folds.
21. In the case of a team requiring a goaltender to play a regular season game. They can use any goaltender in the league so that the game will be played.
22. In the playoffs, if a team requires a goalie and they have less then 7 players attending the game they can seek approval from the other team to use another goalie from the league. If the team requiring a goalie has 7 or more players they must dress a player from their own team to play goal.
BY-LAW III – PROTESTS
23. Protests shall be submitted by e-mail to all members of the executive committee within 24 hours of the advertised time of the protest. A protest regarding the eligibility of a player shall be submitted to the committee no later than 24 hours after the end of the game.
24. The protest by e-mail shall set out the regulation(s) and rule(s) by the number under which the protest is laid. The protest shall be a summary of the evidence to be submitted. At the hearing (where witnesses are not to be called), documentary evidence may be submitted and must be supported by the representative team.
25. Both clubs will be notified by the NPPBHL of the date, place and time of the hearing and may be represented at the hearing of the protest. All protests will be heard by the Chairperson of the NPPBHL as soon as possible and all teams will be notified of the decision.
26. Protests on a referee’s decision will not be considered.
27. Only the two (2) competing teams shall have the right to file a protest in regard to any game.
28. If the protest is valid, the protesting team shall win the game protested by a score of one (1) to zero (0) and all individual stats will be void. If the protest is not valid, the game results shall stand.
BY-LAW IV – DISCIPLINE OF CLUB OFFICIALS AND PLAYERS
29. All managers, coaches, trainers and players shall be subject to the discipline, supervision and control of the NPPBHL.
30. Any team official or player who knowingly makes false representation to the NPPBHL shall be suspended for a period of time to be determined by the Executive Committee.
BY-LAW V – PLAYING RULES
31. All NPPBHL games shall be played under the rules listed herein:
a. number of players permitted to dress for a game will be a total of 20 including goalkeepers (18 players plus two (2) goalkeepers);
b. teams will be permitted to play with less than six (6) players dressed for the game as long as it is mutually agreed upon by both teams;
c. a team which does not have a goalkeeper for a Regular Season game shall be allowed to use a goalkeeper from another team or
(1) dress one of their players to play goal, or
(2) play without a goalie;
d. all players are required to wear safety equipment as specified in the CF National Sports Rule Book;

CSA Approved Helmet and mask;
-
One piece ball hockey shin pad approved by NBHA
(Mylec and D-Gel are the only companies that make these pads);
-
Ice Hockey shin pads Can Not be used ;
-
Hockey or Official Ball Hockey gloves are the only gloves permitted to be worn. (Lacrosse gloves are not permitted to be used by NBHA rules);
-
Protective cup; and
-
Elbow pads which must be covered by the jersey.
e. timing shall be two (2) 15 minute stop time periods;
f. the game will go to run time in the last 5 minute of the game if a team is leading by more than 5 goals;
f. tie games will stand during the regular season games;
-
breaks between periods will be a 2 minute break and teams will not change ends;
-
a time-out shall be awarded to a team if requested in the last 5 minutes of the game and if there is no more than a 5 goal differential in the game. A team is permitted to change players during the time-out;
-
all games will be played to their entirety;
-
to request a game to be rescheduled it must be done 48 hrs prior to the scheduled game or it will be a forfeit by the requesting team. Any team forfeiting more than 3 games will be under probation after the 3rd game and will be removed from the league on the 4th forfeited game. Any team that forfeits a game will be fined as per para 10 of this bylaw.
PENALTIES
32. (1) Time penalties are as follows:
(a) Minor Penalties are 2 minutes stop time; 3 minutes running time;
(b) Major Penalties are 5 minutes stop time; 7 minutes running time;
(c) Misconduct Penalties 10 minutes; and
(d) Match Penalties are 5 minutes stop time; 7 minutes running time; (e) High sticking the ball is a 2 minute minor penalty,
(2) Minor Penalty: Any player who is assessed three (3) minor penalties in one game shall be ejected for the remainder of that game (Game ejection). It shall be necessary to place a substitute in the penalty bench immediately. A double minor penalty for the same infraction will count as only one penalty.

Notes: 1. *GM 21- shall only be assessed after the following has occurred:
a. A penalty is assessed;
b. The player continues to dispute the call, 10-minute misconduct will be
assessed;
c. The player continues to dispute the call, a game ejection will be used; and
d. The player continues while leaving the ice, a GM21 will be assessed.
2. **GM33 - the coach's penalty will be noted on the front and back of the game sheet of the
Officials copy ONLY. A penalty to a coach is automatic as a result of a player receiving a
GM33. The coach is not to be ejected as a result of this penalty being assessed.
34. All Match Penalties (MP) shall be assessed a minimum 5 game suspension.
35. It is the Team Rep/Coach's responsibility to ensure that their players sit out their appropriate suspensions.
BY-LAW VI – PLAYOFFS
34. This will be dictated by the number of teams in the League and will be decided upon at a General Meeting of the NPPBHL prior to the playoffs.
35. A player must have played 25% of the games in the regular season to be eligible to play in the playoffs.
36. All rules and regulations of the NPPBHL Constitution and By-Laws shall apply for playoffs.
37. In the playoffs each team is allowed one timeout per period, no carryover
38. The following criteria shall be followed for the breaking of tied standings at the end of the regular season standings:
a. won/lost record of the two teams involved in games played against each other ;

if a tie still exists or there are more than two (2) teams involved, the team with the lowest goals against in the regular season will be awarded the higher position.
c. if the tie still exists or there are more than two (2) teams involved, each team’s goals against shall be divided into the total goals for the regular season play, and the team with the highest quotient shall be awarded the higher final standing position; and
d. if a tie still exists, a round robin of single games shall be played.
39. The home game advantage in the finals shall be given to the team, which placed highest in the regular season schedule.
40. If a playoff game is tied at the end of the regulation time, a single 5 minute stop time, 4 on 4 sudden victory, overtime (OT) period will be played without changing ends. If the tie remains at the end of the sudden victory period, each team will identify and designate three players as 1 through 3 to take a penalty shot. Each team will take 3 shots. If still tied after 3 shots, shooters will continue in sudden death format until a winner is declared. After player #3 shoots, all players on the roster must shoot before player #1 can shoot again. The final score will be one more goal than the opposing team at the beginning of OT.
