Base Borden NPP Hockey League By-Laws (updated 16 Nov 2023)

 

OBJECTIVES

 

1.       The Base Borden NPP Hockey League (BBNPPHL) is established to:

a.       to develop, encourage, and promote hockey at CFB Borden;

b.      to initiate and regulate competitions, games, and playoffs within its jurisdiction; and

c.       through its agencies and by appointments, publish and distribute information pertinent to the game of hockey.

 

TERMS OF REFERENCE

2.       League Convenor:

a.       this will be the base Sports Coordinator;

b.      they will manage the leagues financials & statistics; and

c.       chair the discipline committee (DisCo); an

 

7.       The Team Representatives shall:

a.       represent their team at all BBNPPHL meetings;

b.      be the only communication link between the BBIHL Executive and their team;

c.     ensure all members, listed in paragraph four above, must have paid all associated costs prior to participation. Participating members must have paid their fee and completed all the required registration documents with the Community Recreation kiosk prior to participating in any NPP Sports League. Current serving military do not have to complete the waiver form. Non-compliance with this requirement will lead to suspension;

d.    ensure that all player prior to playing any games have paid and have been added to the team’s roster. Failure to do so will result in suspension of the player and forfeit of any games played;

e.       be responsible to contact the BBNPPHL discipline committee (DisCo) within 24 hours after an incident that incurs a suspension based on the recommended suspension grid at para 43 below;

f.      ensure that all players are eligible for the playoffs;

e.      be responsible to ensure the games sheets are completed and legible; and

g.       read the BBNPPHL By-laws and clearly know and understand each by-law.

 

8.       The Referee-in-Chief (RIC) shall:

a.       act in an advisory capacity to the BBNPPHL Executive and to the discipline committee;

b.      schedule officials, including timekeepers, for all BBNPPHL games;

c.       ensure that a high standard of officiating is maintained by officials of the BBNPPHL;

d.      be responsible to the President;

e.      be responsible for paying officials and timekeepers;

f.        conduct assessments of on-ice officials; and

g.       ensure that a copy of the BBNPPHL By-laws are present in the timekeepers area for every BBNPPHL game.

 

9.       The Officials:

a.               the two officials system will be used in all regular season games; all officials must be  insured.

b.               as per the Hockey Canada Official Playing Rules Fair Play Initiative, in all games, the officials shall approach each bench and meet the Coaches (team captains shall substitute if the team has no Coach).  This process should not take more than 15 seconds and will be completed prior to the game, at the end of the pre-game warm-up.  Officials are also encouraged to shake hands with the Captains where possible; and

c.             as per the Hockey Canada Official Playing Rule #18, Team Captains, only a Captain or Alternate Captain who is on the ice shall have the privilege of asking the Referee for his interpretation of any rule during the progress of the game.  Refer to the Hockey Canada Official Playing Rules for further information in regards to Rule #18, Team Captains.

 

10.    The Timekeepers / Scorekeepers shall:

a.       make out game sheets in triplicate, one copy for each team and one for statistician;

b.      advise the referees when a player has received three (3) minor penalties or a second misconduct penalty in the game;

c.       strike from the game sheet, after the end of the first period, those players' names that have not started playing; and

d.      be directly responsible to the Referee.

 

11.    Definitions:

a.       League.  Designated as the BBNPPHL.  The League shall be a no bodychecking league;

b.      Team Representatives.  Shall be volunteers from each team and will represent their team at all meetings of the BBNPPHL;

c.       Discipline Committee (DisCo).  A body of interested parties that decides on suspensions based on the suspension grid outlined at para 33.  The core of the DisCo consists of the BBNPPHL League Convenor, Mgr F&S, Facilties Coordinator, chief official;

d.      "In writing".  Shall be deemed to be any manner of correspondence, such as email, that provides expedience in the management of the League;

e.      Round robin.  If required, that portion at the beginning of the season that determines which division a team will be placed in.  It is usually scheduled to allow for the playing of one game against each of the other teams in the League; and

f.        "Out" player.  Any player except a goalie.

 

13.    Fees.  A membership fee shall be set at each first annual meeting and charged to all teams comprising the BBNPPHL.  Teams will pay the membership fee by the end of the first month of the season or they shall not be considered to be eligible to play for the remainder of the season.  Once paid, the membership fee is non-refundable. 

 

14.    Financial Control.  In accordance with CFAO 50-20 and A-FN-105-001-NPF, Accounting Manual, all money received as fees or other revenues will be placed in a liability account with CFB Borden NPF Accounts.

 

MEMBERSHIP

 

15.    As per the CFB Borden NPP Sports League Constitution.

 

TEAMS AND PLAYERS

 

16.    Creation of Teams and Number of Players Allowed Per Team At A Time.  The following applies in regards to teams and the number of players allowed per team at a time:

a.     all Schools/Branches/Units/Sections wishing to enter a team in the BBIHL shall submit their team list consisting of a minimum of 15 players and a maximum of 25 players to the BBNPPHL Executive prior to the start of the regular season and no later than the second annual meeting.  Any School/Branch/Unit/Section that does not meet these criteria will be combined to form additional team(s) within the League;

b.    at all times throughout the regular season and playoffs, the team list shall consist of a minimum of 15 players and a maximum of 25 players;

c.     all players must be from within the unit;

d.    changes to the team lists must be done in writing to the League Executive and must be in accordance with the other by-laws contained in this document.  Should a team wish to add players to their team list and these additions will cause the roster to exceed the maximum of 25 players allowed at any time, players' names shall be removed by the Team Rep until the roster once again only has 25 players on it; and

e.     should a team play with players not on their approved team list, that team shall forfeit all games played with the ineligible player(s).

 

17.    Player Releases and Placing Of Released Players.  The following applies to player releases and placing of these players on other teams:

a.     all player releases must be approved by the BBNPPHL Executive and recorded by the Secretary of the BBNPPHL.  All such requests must be made in writing and once recorded shall be deemed official;

b.    any player under contractual obligation to a team (see paragraph 18 below) who is refused a release by the team of which he is a member may appeal to the BBNPPHL Executive to be granted a release.  If a player is applying to transfer to a team within the BBNPPHL, the Executive Committee of the BBNPPHL shall hear such an appeal;

c.     a player or players released by their teams will be placed by the BBNPPHL Executive on other teams as of the date of their release.  The process will commence by first attempting to place the player with the last place team and then by moving up to the next highest place team in the team standings until the player has been placed.  This does not apply in the case of goaltenders as any team may claim them;

d.    Team Reps are to notify the Executive if they need or desire players; and

e.     a player may request a release only once during a season.

 

18.    Contractual Obligation to a Team.  The following applies to every player within the BBNPPHL:

a.      any player, after playing three (3) regular season games in the BBNPPHL, will be deemed to have made a contractual obligation to that team;

b.      no player on a higher division team is allowed to play on a lower division team.    Both the team and player are liable for League action by the DisCo for infractions of this by-law.  Exceptions to this by-law are:

                                                        I.  players are able to test their ability to play in a higher division for a maximum of three games.  Therefore, on the 4th game in that division, they will be considered as permanent players in that division and not permitted to return to the lower division; and

                                                      II.   as per paragraph 27 below for goalies.

c.       no player shall be allowed to play for or be on the list of two (2) teams at the same time within the BBNPPHL.  Exceptions to this by-law are:

                                                        I.   a goalie can play for one team as a goalie and for a different team as an "out" player; and

                                                      II.   as per paragraph 27 below for goalies.

d.      no player shall be allowed to interchange teams after the last game of the regular season schedule. 

 

19.    Postings.  The following applies in regards to postings:

a.       Within the Base During the Regular Season.  Unless released, players posted within the Base after making a contractual obligation to a team will continue to play for that team for that season; and

b.      Within the Base Outside of the Regular Season.  Players may return (if they so desire) to their former team if they have been posted to a unit that does not have a team or does not have a team in the division that they would be playing in.  If a player chooses to not go to their former team, they must go into the draft.  If their new unit has a team in the division that they wish to play in, they must play for their new unit.

 

20.    Player Eligibility for Playoffs.  The following applies in regards to player eligibility for the playoffs:

 

a.       players must have participated in at least 25% of the regular season games in order to be eligible for the playoffs.  For example, if the season is 16 games long, each player must play a minimum of 4 games.  To further clarify this, if the season is between 16 and 19 games, the min amount of games is 4 games.  Once the season reaches 20 games, the min becomes 5;

b.      the 7 game rule applies even if the player was away on attached posting, injured for most of the season, was on medical category, was just posted in, etc.  For example, if a player is posted in and his team has less than 7 game rule of the season to play, unfortunately the player will not be eligible for the playoffs;

c.       once the schedule is set, the minimum number of games to be used to determine playoff eligibility will be promulgated to all Team Reps; 

d.      as per paragraph 10, it is the timekeeper’s responsibility to strike from the game sheet, after the end of the second period, those players' names that have not started playing;

e.      the League Convenor of the BBNPPHL shall be responsible for the compilation of complete team lists of eligible players who may participate in the playoffs.  This list shall be forwarded to Team Reps of all teams by the end of the regular schedule and as per paragraph 7d, they are responsible to ensure that all of their players are eligible for the playoffs;

f.        see paragraph 21 below in regards to credit for forfeited games; and

g.       no exceptions to the 7 game rule will be entertained by the BBNPPHL.

 

21.    Forfeited Games.  The following applies in regards to forfeited games:

a.       teams must give a 24 hour business hour notice to the BBNPPHL Executive in order for a game to be re-scheduled, otherwise a default occurs;

b.      all players in attendance for the game, including those of the team forfeiting must have their name on the game sheet to be given credit for that game; if the sheet is not filled out the night of the game then there will be no games played awarded to any player on either roster.

c.       should a game need to be cancelled by the BBNPPHL for whatever reason and it cannot be re-scheduled, all players on both teams' rosters (as per paragraph 16) shall be given credit for that game and there will be no requirement for either Team Rep to complete a game sheet;

d.      any team that forfeits more than 3 games in a season will result in league review. This  league review could result in the team being eliminated from the league; and

e.      teams winning a game due to forfeit shall be granted a 1-0 win for official record keeping purposes.

 

22.    Folding of a Team.  If a team requests to fold from the BBNPPHL and if players from that team wish to continue playing, they will be placed on a selection list.  A selection meeting will be called as soon as possible after a request for release from a team has been served to the BBBPPHL Executive.

 

PROTESTS

 

23.    Protests.  The following applies in regards to protests: 

a.                 protests are not to be used for appeal of a suspension.  See paragraph 30 below for appeals of suspensions; 

b.               with the exception of player eligibility, a team that wishes to protest the game being played shall immediately notify the referee; 

c.                a protest regarding the eligibility of a player shall be submitted to the President or Vice-President no later than 24 hours after the end of the game by e-mail; 

d.               only the two (2) competing teams shall have the right to file a protest in regard to any game; 

e.                protests on a referee's decision will not be considered; where a suspension is pending the President or Vice President may be contacted by the team rep to review the suspension. 

f.                 all protests shall be e-mailed to the President or Vice-President and the opposing team within 24 hours of the advertised time of the protest.

g.               all protests shall be in e-mail form and supported by evidence.  The protest shall set out the rule number(s) under which the protest is being submitted.  The president will look over all the evidence and make a decision within 24 hrs or call a hearing if required.

h.               if the protest is found to have merit, the protesting team shall win the protested game by a score of one (1) to zero (0).  If the protest is found not to have merit, the game results shall stand.

 

PLAYING RULES

24.    All participant involved in these games are subject to discipline.

25.    Any official or player who knowingly makes false representations to the BBNPPHL shall be suspended for a period of time to be determined by the Executive Committee.

26.    Any player endangering the safety of any player or official, or making a mockery of the game while under the influence of alcohol or drugs, shall be ejected from the game and given a suspension as determined by the Discipline Committee.  The minimum suspension shall be for a period Five (5) games, but may be increased by the DisCo as deemed appropriate.

27.    All BBNPPHL games shall be played under the Hockey Canada rules.  Exceptions, inclusions, or amplifications to this are:

a.       the total number of players permitted to dress for a game is twenty (20), including goalies;

b.      teams will be permitted to play as long as they have at least 6 players dressed for the game. One of these players does not have to be a goalie.  If three of the six players are sent off the ice due to penalties, or a coincidental penalty is called the game is forfeited and a win is awarded to the other team.

c.       If a team does not have the permitted (6) players to start the game, the opposing team may lend them players or approve them to borrow players from another game up to the permitted 6 players to play. If the opposing team allows them to pick up more than the permitted amount to play it must be mutually agreed upon. If agreed upon the game will be official. If the team representatives do not agree, or if there are not enough players in total, the game is not official, a default occurs, and the referees will leave;

d.      In the regular season a team can use any goalie from within any division to fill in if their goalie is unavailable;

e.    If a team requires a goalie for any playoff games, they must seek approval from the opposing team prior to the game, or

(1)    dress one of their own players to play goal

(2)    play with six skaters and no goalie; or

(3)    forfeit the game. 

f.      all players shall wear CSA approved helmets with face masks and ear protectors.  Helmets shall be worn at all times during and after the game, including while on the bench and during the handshakes.  Helmets shall not be removed until a player has completely left the playing surface.  Face masks and chin straps shall remain fixed at all times, including while on the bench and during the handshakes

g.       all players playing in the BBNPPHL shall wear all mandatory hockey equipment under the CF National Sports rule book. This includes Shoulder pads, Jock/Jill, Shin pads, Elbow Pads, Skates, Hockey pants. BNQ neck guard and CSA approved Helmet with a full face mask as indicated above. Any Hockey equipment worn by a player that is damaged (IE Ripped Hockey pants) and does not meet Hockey Canada standard shall not be worn when participating in the BBNPPHL. The player will be asked to leave the ice by the official and the damaged equipment shall be replaced prior to returning to the game.

h.      all officials, players and goalies shall where a BNQ approved neck guard while participating in BBNPPHL. Goalies shall also wear a drop down plastic throat protectors that is properly affixed to their masks/helmets along with the BNQ neck guard;

i.         all games will be 3 x 15 min stop time periods with a 8 minute warm-up to commence when the Zamboni doors are closed for warm-up. Goalies will not switch ends in between periods. If there is a 5 goal difference in the last period of the game, the game will change to run time. (teams will switch ends between periods)

j.        tie games will stand during the regular season; and

k.       adding to Hockey Canada Rule #18, all teams shall designate a Captain and at least two Alternate Captains per game.  Only a Captain or Alternate Captain shall have the privilege of asking the Referee for his interpretation of any rule during the progress of the game.  Prior to the start of the game, the Manager, Coach, Team Rep, or Captain shall note on the Official Game Report the names and numbers of the Captain (C) and Alternate Captains (A).  The Captain shall wear the letter "C" and the Alternate Captains the letter "A" in a conspicuous position on the front of their sweaters.  See Hockey Canada Rule #18 for further information regarding Captains and Alternate Captains.

PENALTIES AND SUSPENSIONS

28.    All players/coaches/team reps must sign the “Code of Conduct” when they sign up for the league. This Code of Conduct ensures that members of the BBNPPHL will abide to fair play and respect to others on the ice, including players of the same team, opposing team, referees and scorekeepers. Any member who violates the terms of the Code of Conduct will have the incident sent to the BBNPPHL Executive for review.

29.    When a player has received three (3) minor penalties or a second misconduct penalty in the game, the player will receive a game ejection.

30.    The Discipline Committee will dispense game suspensions based on the table below.  Severity of the infraction or player history may dictate greater disciplinary action.

31.    Any suspensions handed out by the BBNPPHL Executive Committee of more than one (1) game shall be with the right of appeal.  ONLY Team Reps shall be allowed to contact the BBNPPHL Executive Committee to appeal.

32.    The accumulation of penalties over the course of the season may result in suspension of play for those players deemed as not respecting the spirit of the League and of fellow participants.

33.    Players that are suspended are to have their names recorded on the bottom most lines of the team roster on the score sheet.  The words "suspension" with "x of y games" must appear beside the number and name of the suspended player.  For example, #78 - Bloggins, suspension: 3 of 5 games.

34.    The table below represents the MINIMUM SUSPENSIONS.  Additional suspensions will be imposed whenever conditions or circumstances warrant.  Each incident (depending on the severity) will be dealt with by the Discipline Committee:

35.    A ten minute misconduct penalty in the last 10 minutes of the game will result in an automatic 1 game suspension.

Notes:

1.       *GM 21- shall only be assessed after the following has occurred:

a.               a penalty is assessed; 

b.               the player continues to dispute the call, 10-minute misconduct will be assessed; 

c.                the player continues to dispute the call, a game ejection will be used; and 

d.               the player continues while leaving the ice, a GM21 will be assessed. 

2.       **GM33 - the coach's penalty will be noted on the front and back of the game sheet of the Officials copy ONLY.  A penalty to a coach is automatic as a result of a player receiving a    GM33.  The coach is not to be ejected as a result of this penalty being assessed.

 

New as of 2016 - Hockey Canada Case/Rule Book: 

36.    Rule 7.4 (b) Tripping. 

a.               “A player who slew foots an opponent shall be assessed a double minor penalty and game misconduct if he is standing still while committing the foul. Should the player be moving (skating) or if an injury results from the infraction, the player shall be assessed a Match penalty. A Match penalty shall be assessed to any player who attempts to injure or deliberately injures an opponent with a slew foot.” 

37.    All Match Penalties (MP) shall be assessed a minimum 5 game suspension. 

38.    It is the Team Rep/Coach's responsibility to ensure that their players sit out their appropriate suspensions.

 

PLAYOFFS 

39.    The playoff format will be dictated by the number of teams in the League and will be decided upon at a General Meeting of the BBNPPHL prior to any such playoffs. 

40.    The following criteria shall be followed for the breaking of tied standings at the end of the regular season: 

a.       head to head - won/lost record of the two teams involved in games played against each other in their respective division; 

b.      if the tie still exists or if there are more than two (2) teams involved, the team with the  lowest goals against in the regular season shall be awarded the higher final standing position; and 

c.       if a tie still exists, the quotient formula will be used. 

41.    The home game advantage in the semi-finals and the finals shall be given to the team that placed highest in the regular season schedule. 

42.    In order to aid in the maintenance of arena schedules, the following procedure will be followed if a playoff game ends in a tie: 

a.       a single, 5 minute stop time, 4 on 4 sudden victory, overtime (OT) period will be played  without changing ends; 

b.      if the tie remains at the end of the sudden victory period, each team will identify and designate three "out" players as 1 through 3 to take a penalty shot.  Each team will take 3 shots.  If still tied after 3 shots, shooters will continue in sudden death format until a winner is declared.  After player #3 shoots, all "out" players on each team must shoot before "out" player #1 on each team can shoot again; and 

c.       the final score will be one goal more than the opposing team at the beginning of OT.
