CFB BORDEN NPP SPORTS LEAGUE CONSTITUTION
AUTHORITY
1. The formation of the NPP Sports League is authorized by the Commander Canadian Forces Base Borden/Military Personnel Generation Training Group (MPGTG), and will be managed by the Manager, Fitness and Sports as well as the Manager, Community Recreation. Personal Support Services Commanding Officer (PSS CO) is tasked to administer league functions, operations, and all policies.
PURPOSE OF THE NPP SPORTS LEAGUE
2. To provide the opportunity for personnel to participate in sports activities at a level commensurate with their abilities.
3. To provide unit morale and wellness through fitness and sport at CFB Borden.
MEMBERSHIP/ELIGIBILITY
4. Personnel eligible to participate are as follows:
a. Regular Members:
(1) Canadian Armed Forces (CAF) members; currently serving Regular and Reserve personnel and their families (dependants must be over the age of 18 and reside in their parent’s/guardian’s residence).
(2) Members of foreign military currently serving with the CAF and their families (dependants must be over the age of 18 and reside in their parent’s/guardian’s residence).
(3) Veterans (former members of the CAF who have successfully completed basic military training and have been honourably discharged) and their families (dependants must be over the age of 18 and reside in their parent’s/guardian’s residence).
b. Ordinary Members:
(1) Current DND public servants, NPF employees, MFRC employees, staff of DRDC and DCC.
c. NPP Ice Hockey League, which restricts participation to Regular Members and current DND public servants, NPF employees, BFRC employees, staff of DRDC and DCC. Family members will not be permitted to play in the NPP Ice Hockey League.
5. All members of the NPP Sports League must pay an annual (1 April – 31 March) NPP Sports League registration fee in addition to all other associated costs related to player participation in each sport. The cost for Regular Members will be $15 and $20 for Ordinary Members as well as a program fee with out a gym membership.
6. All members, listed in paragraph four above, must have paid all associated costs prior to participation. Participating members must have paid their fee and completed all the required registration documents with the Community Recreation kiosk prior to participating in any NPP Sports League. Current serving military do not have to complete the waiver form. Non-compliance with this requirement will lead to suspension.
7. Team representatives are to ensure that all players prior to playing any games have paid the require fees. Also, completed the require document related to the sports program which includes a code of conduct and have been added to the team’s roster. Failure to do so will result in suspension of the player and forfeit of any games played.
8. Personnel who have missed an excessive number of games because of illness, injury, extended TD or deployment may be eligible for play-offs with a written request to the League Convener.
9. Teams who have forfeited three or more games in a season will have their eligibility for league participation reviewed. This may result in termination from the league for the remainder of the season.
10. Members that do not have a unit team may request to be added to a team through the League Convenor.
11. Any members unit that has an NPP team in any of the leagues they are required to participate with their unit. Unless it is to play in a hire division to meet their skill set. This can be reviewed by the league under special request.
CODE OF CONDUCT
12. The NPP Sports league has a Code of Conduct to which all participants must adhere to. This is done through the review and signature of the Code of Conduct document provide to all participants at registration. Any member that does not follow the code of conduct can be suspended at anytime by the disciplinary committee.
LEAGUE COMMITTEE
13. The League Committee of the NPP Sports Program shall consist of the following:
a. League Convenor: Base Sports Coordinator who will act as Secretary, Statistician and Organizer.
b. One to two representatives from each participating team.
DISCIPLINE COMMITTEE
14. The Discipline Committee for the NPP Sports League shall consist of the following:
a. Member – Manager, Fitness & Sports.
b. Member – Base Sports Coordinator.
c. Member – F&S Facilities Coordinator.
d. Advisor – Chief Official when applicable.
e. PSS CO (as required).
DISCIPLINARY PROCESS
15. Disciplinary Steps:
a. Upon receipt of any suspension notice, via an official game sheet, the Discipline Committee will have 24 hours to distribute a decision to Team Representative by email.
b. Team Representative will be required to provide the decision to the offending member.
c. The Team Representative has 24 hours to appeal the suspension via email to the League Convener or any other member of the Disciplinary Committee in his/her/their absence.
d. Upon receipt of the appeal the Disciplinary Committee has 24 hours to respond via email to the Team Representative with their decision.
e. If the Team Representative wishes to continue the appeal process on the decision, they will provide it in writing to the League Convener via email.
f. The League Convener will provide this appeal to the Manager, Fitness and Sports to be forwarded to the PSS CO for his/her/their review and decision.
g. The PSS CO decision will be final.
PROTEST
16. In the case of a dispute between teams and officials, a protest must be presented by email, NLT 1200 hours of the next working day. Protests must be made known during the game, as per the applicable sports rule book. The disciplinary process is as follows:
a. Initial protest reviewed by the disciplinary committee in consultation with the Chief official.
b. Second level - protest reviewed by the disciplinary committee.
c. Third level - PSS CO for final decision.
TEAMS
17. League composition will be decided at the first organizational meeting.
SCHEDULES
18. All league schedules will be the responsibility of the League Convenor. A team must notify the League Convenor and opposing team at least 24 hours before the game start time to cancel/postpone a game; otherwise, a forfeit will result.
RULES
19. The NPP Sports League will be governed by the Canadian Amateur Sports Association Rules applicable to that sport and the CAF National Handbook. House League rules will be applied (where necessary) to promote the sport and general safety for all participants. All protective equipment to be used will follow the CAF Sports National Operations Manuel.
VOTING ON AMENDMENTS TO PLAYING RULES
20. The following voting procedures shall apply:
a. Each member of the League Committee will have one vote on all league related amendments on rules.
b. In the event of a tie, the League Convenor will hold the deciding vote.
c. All decisions are subject to the approval of the PSS CO.
21. Amendments can be made to the specific sport playing rules and this constitution but are subject to two-thirds majority vote by the League Committee, recommendations of the Manager, Fitness and Sports and final approval by the PSS CO.
22. Two-thirds of the total voting membership shall constitute a quorum. If the number of
Members attending a meeting does not constitute a quorum, the League Convener may declare the meeting an extraordinary meeting by exception and open the meeting. Attendance shall be recorded in the minutes. A quorum is required for resolution of all League matters except those that are resolved by the Discipline Committee.
LEAGUE MEETINGS
23. The League Convenor will hold a general meeting prior to the start of the summer and winter programs. League meetings will be called as deemed necessary by the League Convener. Agenda and minutes will be prepared for each meeting with all minutes to be forwarded to the PSS CO.
ORDER OF BUSINESS
24. The following order of business shall be followed at all League meetings:
a. Call to order.
b. Roll call and introductions of attendees.
c. Adoption of minutes.
d. Business arising from the minutes.
e. Old business.
f. New business.
g. Open discussion.
h. Adjournment.
AWARDS
25. Awards and trophies will be presented to the League Champions after the completion of the final game for each sport.
26. Awards will be presented as deemed necessary for each NPP Sports League at the Annual Sports Award Ceremony every April.
