DEPARTMENT OF COMMUNITY PROGRAMS

YOUTH BASKETBALL GUIDELINES 

 

The purpose of this league is to give young athletes the opportunity to compete in a competitive environment against other children from Summit. Developing skills, sportsmanship, teamwork, and discipline are the objectives of this league. The goals will be attained through the efforts of all the players, coaches, parents and officials. 

 

LEAGUE RULES WILL BE GOVERNED BY THE NATIONAL FEDERATION AND AS PER THE NJSIAA 

 

Game Timing 

All divisions will play two 20 minute halves, running clock. The clock will only stop in the last minute in the 2nd half on all whistles and during time-outs. Half time shall be 3 minutes.  

 

Substitution 

 

All players must play a minimum of ½ game and all players must sit a minimum of 10 mins.  

 

 

Ball Size- Boys 3rd-6th will use a 28.5, 7-8th boys will use a regulation ball. Girls 3-4 will use a 27.5  Girls 5-8th will use a 28.5 

 

Press Rule 

3/4th grades- No Press. Person – Person Defense.  Half court defense 

 

5-6th grade  Any defense is allowed. A full court press will be allowed for the last 2 minutes of the 2nd half until one team leads the other by 10 points. The defensive team ahead by 10 points must allow the offensive team to get over half court. 

 

7-8th grades  Any defense is allowed. A full court press will be allowed for the last 4 minutes of the 2nd half until one team leads the other by 15 points. The defensive team ahead by 15 points must allow the offensive team to get over half court. 

 

 

Time- Outs  

3/4 grades- (2) 40 second timeouts  

5,6,7,8 grades- (2) 40 second timeouts and (1) 20 second timeout 

 

Subject to change during the season if games begin to run late 

 

 

 

 

 

Foul Shots 

All foul shots must be attempted from behind the foul line. We do allow 5/6th grade girls and all ages under to fall over the line without violation provided, in the official opinion, they are not trying to gain an advantage on an errant shot to rebound. 

 

 

 

Jewelry 

No jewelry can be worn. Band-Aids are not acceptable to be applied over earrings. Have your players ears pierced before or after the season. Or please tell the parents that taking out the starter earrings for 1 hour will not hurt the process. 

 

Unsportsmanlike Conduct 

If there are unsportsmanlike incidences by the players, coaches, team or fans, the league director will place that player, coach fan and or team on probation for the season. If a player, coach, team, or fan commits a second violation, they will be expelled for the league this season and possibly future seasons. Let’s remember the league is for kids.

PLAYOFFS ADDITION: 

3-4th grade boys/girls 

    Because there is no press there is no camping out in the backcourt to hold a lead.  You have 10 seconds to cross over.  The refs are all aware of this rule. 

 

For all divisions: There is overtime…Overtime is 4 mins and 1 additional time-out. Clock will stop on every whistle in the last minute.
