Constitution & By-Laws

ARTICLE - NAME
Section 1 This organization shall be known as Santa Maria Girls Softball Inc., hereinafter referred to as "The League".
Section 2 The League may have the following divisions:
T-Ball (instructional) 5 – 6 years of age
Pony Tail 7 – 8 years of age
Division I 9 – 10 years of age
Division II 11 –12 years of age
Division III 13 – 16 years of age
ARTICLE II - BOUNDARIES
Section 1 The League boundaries will encompass the city of Santa Maria boundaries which include Pioneer Valley High School and Santa Maria High School attendance area. However, players outside this area may participate in league play during regular season, but will not be eligible for All-Star play.
ARTICLE III - OBJECTIVES
Section 1 The objectives of the League shall be to provide a supervised recreational program of competitive softball games for all interested girls and to firmly implant in the girls of the community the ideals of good sportsmanship. All directors, officers and members shall bear in mind that the attainment of exceptional skill or the winning of games is secondary, and that providing an organized program of softball for all interested girls is of primary importance.
ARTICLE IV – MEMBERSHIP
Section 1 Players:
All girls with a league age of 5 through 16 years of age as of January 1st are eligible to participate in League activities, regardless of race, creed or color, providing the following requirements are met:
a. Their legal residence is within the boundaries specified in Article II.
b. They are duly registered with the League Player Agent.
c. They abide by the rules of the Constitution and By-Laws of the League and League Playing Rules.
d. Upon annual approval of the Board, girls from outside the city boundaries may join the League providing they abide by the Constitution, By-Laws, Rules and Regulations.
e. Players who reside outside of boundaries will not be eligible for All-Star Play and will have no voting privileges.
Section 2 General members are as follows:
a. Board Members
b. Recreation & Parks representatives
c. Parents of registered League players who reside within the City of Santa Maria, Pioneer Valley High School and Santa Maria High School attendance area.
General members have voting privileges.
Section 3 Outside Area members:
Parents of registered League players who reside outside the boundaries of the city of Santa Maria will be known as Outside Area Members. Two representatives from their area may serve on the Board of Directors and vote on League matters while serving on the Board.
Section 4 Suspension or Termination:
Membership may be terminated by resignation or by action of the Board of Directors.
a. The Board of Directors, by a majority vote of a quorum, shall have the authority to discipline or terminate the membership of any member when the conduct of such person is considered detrimental to the best interests of the League.
b. The Board of Directors shall, in the case of a player member, give notice to the manager of the team of which the girl is a member. Said manager shall appear before the Board of Directors, which shall have full power to suspend or revoke such girl's right to future participation. It is not necessary for the girl to be present.

ARTICLE V - DUES AND FEES
Section 1 Registration Fees:
Registration fees for player members may be fixed at such amounts as the Board of Directors shall determine prior to the beginning of any membership period, or minimum fee as approved by the Board. Partial refunds may be made pending Board approval.
Section 2 Sponsor Fees:
Shall be set by the Board of Directors.
Section 3 Inability to Pay:
Inability to pay registration fees shall not prevent any girl from becoming a player member.
* Scholarships available upon Board approval.
ARTICLE VI - GENERAL MEMBERSHIP MEETING
Section 1 Election Meeting:
The annual election meeting of the members of the League shall be held as soon as practicable. The annual meeting shall be for the purpose of electing officers, receiving reports, and for the transaction of such other business as may properly come before the meeting. The annual election meeting will be held no later than ninety (90) days after the end of the regular season.
Section 2 Special Meetings:
Special meetings of the General Members may be called by the President at the discretion of the Board of Directors.
Section 3 General Membership Quorum:
Those General Members present at a duly constituted meeting will constitute a quorum.
Section 4 Rules of Order:
"Robert's Rules of Order" shall govern the proceedings of all meetings, except when it conflicts with the Constitution and By-Laws of the League.
ARTICLE VII - BOARD OF DIRECTORS
Section 1 Authority:
All League authority shall be exercised by and under the Board of Directors. The business of the League shall be controlled by the same.
Section 2 Membership:
Membership of the Board of Directors shall include all elected officers.
Section 3 Nominations and Elections:
a. Each year, not later than one month prior to the annual election meeting, the President shall appoint a committee of not less than three persons for the purpose of nominating Board Members to serve in the ensuing years.
b. Each year at the annual election meeting the nominations will be presented to the general membership, additional nominations will be received from the floor, and the officers will be elected. A majority vote of the members present will constitute a valid election.
c. Newly elected officers will assume their positions of September 1st for the new League year. Term of office will end on August 31st.
Section 4 Vacancies:
If any vacancy occurs in the Board of Directors by death, resignation or otherwise, it may be filled by appointment and ratification by a majority vote of the remaining Directors at any regular meeting or at any special meeting called for the purpose.
Section 5 Quorum:
A majority of the Board of Directors.
Section 6 Fees and Compensation:
No officer or member of the Board of Directors shall receive any compensation for services rendered on behalf of the League.
ARTICLE VIII - OFFICERS AND DUTIES
Section 1 Officers:
The officers of the League, election cycle indicated, shall be as follows:

Section 2 Term of Office:
All officers shall hold office for two years or until their successors are duly elected or appointed in accordance with the Constitution and By-Laws of the League.
Section 3 Board of Directors:
May appoint such other officers or agents as it may deem necessary or desirable, and may prescribe the duties and responsibilities of each, and may fill any vacancy, which may occur in any office.
Section 4 President:
Shall be the chief operating officer of the League and, subject to the review of the Board of Directors, shall administer the activities of the League.
The President shall have the following responsibilities:
• Supervise all activities of the League;
• Preside over all meetings of the Board of Directors;
• Have other duties as prescribed by the Board in addition to the general and specific duties enumerated herein.
Section 5 Vice President:
The Vice President shall have the following responsibilities:
• In absence of the President, the Vice-President of Operations shall be the chief officer of the League;
• The Vice President shall have other duties as prescribed by the Board of Directors.
Vice President of Operations:
• In the absence of the President, the Vice President Operations shall be the chief officer of The League.
• Shall be the presiding officer at the post-registration managers meeting and provide a list of league regulations and constraints.
• Shall have overall responsibility for coordinationg the operational activities of The League, including fields and schedules, equipment, and scorekeepers.
• Shall coordinate all activities with the President.
Vice President Administration:
• In the absence of both the President and Vice President Operations, the Vice President Administration shall be the chief officer of The League.
• Shall have overall responsibility for coordination the administration activities of The League, including player registration, team pictures, sponsors, and publicity.
• Shall be the presiding officer of any Ways and Means Committee formed for special fundraising projects.
• Shall coordinate all activities with the President.
• Shall coordinate and supervise all tournaments,
• Shall be responsible for securing/coordinating/umpires.
Section 6 Equipment Manager:
The Equipment Manager shall have the following responsibilities:
Procurement, inventory and upkeep of all league equipment and control thereof;
Set up a procurement system to assure the best equipment at the lowest price to the League;
Submit to the Board of Directors a budget of equipment requirements for the playing season, no later than one week following final player registration;
Disburse necessary equipment and uniforms to team managers prior to start of League play and retrieve all equipment from team managers upon completion of League play and prior to the annual election meeting.
Section 7 Player Agents:
The Player Agents shall have the following responsibilities:
Maintain all records pertaining to player members and team rosters in their respective divisions;
Be the presiding officer at the registration and player selection meetings;
Prepare official team rosters and submit to each team manager in their respective divisions;
Set up the Registration Day program and advise registrants of the schedule to be followed;
Shall serve on any Protest Board.
Scheduling games.
Section 8 Field Coordinator:
The Field Coordinator shall have the following responsibilities:
Scheduling Games with Player Agent
Practice Fields;
Field Prep during regular season, mid season, and tournaments;
Shall appoint help as necessary to operate efficiently, i.e. for field prep during regular season and tournaments.
Section 9 Publicity Chief:
The Publicity Chief shall have the following responsibilities:
Be the principal officer for League publicity;
Publish and update League standings;
Collect all sponsorships;
Ensure all sponsors are furnished playing schedules of their respective teams and receive sponsorship recognition.
All Star and Tournament Bracketing;
Section 10 Secretary:
The Secretary shall have the following responsibilities:
Give notice of meeting to members of the Board of Directors;
Keep and record minutes of meetings;
Handle all correspondence to and from the League;
Will ensure availability of financial records.
Section 11 Treasurer:
The Treasurer shall have the following responsibilities:
Be responsible for safekeeping of all league monies;
Keep all financial records of the league and submit to league Secretary;
Maintain accurate budget requirements and expenditures and advise the Board of Directors of same.
Section 12 Auxiliary Chairperson:
The Auxiliary Chairperson shall have the following responsibilities:
Supervise all activities of the League's auxiliary (including the snack bar when applicable);
Appoint as many subcommittee chairpersons as necessary to operate efficiently;
Act as the head team parent and coordinate the activities of the team parents;
Any other duties as assigned.
Section 13 Fund Raiser:
The Fund Raiser shall have the following responsibilities:
Be the presiding officer of any Ways and Means committee formed for special fundraising projects;
Coordinate all activities with the Board of Directors;
Will be responsible for Ordering and distribution coordination of league souvenirs. i.e. t-shirts, pins and trophies.
Section 14 Out-of-Area Representatives: (When applicable)
The Out-of-Area Representatives shall have the following responsibilities:
Coordinate all activities with the Board of Directors;
Acquire sponsors in their respective areas;
Coordinate all fund raising activities with the League Fund Raiser;
Collecting their respective area's team equipment and returning same to the League Equipment Manager at the end of the season.
Section 15 Other Duties:
All officers shall have other responsibilities and duties as may be prescribed by the Board of Directors.
ARTICLE IX - OPERATING PROCEDURES
Section 1 Operating Procedures - Pre-Season:
Player Signings:
a. Registration, of players shall take place on the date(s) designated by the Board of Directors and will be done by the Board for all players residing both inside and outside League boundaries. Sufficient publicity shall be given to assure all prospective players are notified;
b. Players signing up after the close of registration shall be placed on a waiting list and will be placed on a team, as vacancies become open other special cases will be considered by the Board of Directors who will make the final determination;
c. Age limitations for playing members will be as follows:
T-Ball (instructional) 5 - 6 years of age
Pony Tail 7 - 8 years of age
Division I 9 - 10 years or age
Division II 11 - 12 years of age
Division III 13 - 16 years of age
Age determination is based on age as of January 1 of the current year. New players shall submit her birth certificate for age verification.
d. The Board of Directors shall set dates each season for:
1. Registration of Players
2. Post-registration Managers' meeting
3. Division I through III team player selection
4. Opening Day
5. Awards Banquet
6. Annual Meeting
ARTICLE X - TEAM MANAGER, COACHES and PLAYER SELECTION
Section 1 Team Manager and Coaches:
a. Team Managers will be selected and approved by the Board of Directors following final registration of players; All team managers must be ACE certified for the current year teams, ages 10 and under.
b. Team Coaches will be selected by the Team Managers and approved by the Board of Directors. Any Coach under the age of 16 must be approved by the Board of Directors. All managers and coaches must submit a completed Coaches-Managers Application to the Board prior to the beginning of the season; All coaches must be ACE certified for the current year teams, ages 10 and under.
c. Any Manager or Coach who is also an official Umpire will not officiate at any game within their own division.
d. Team Managers and Coaches must participate during the season. They must notify the Player Agent if unable to attend games.
e. Team Manager is allowed to coach only 1 team at a time.
Section 2 Player Selection and Teams:
a. Returning players that request to be placed on the same team will be given first priority provided the girl played for that team the previous season;
b. Late registrations will be handled per Article IX, Section 1 b;
c. The Board may make any special decisions on players or team rosters as needed;
d. The daughter(s) of team Managers and one team Coach will have the option to be assigned to the team managed or coached by the parent if she is eligible in that division. Any sisters who are eligible in the same division will be placed on the same team if they so desire.
e. A girl assigned to a team becomes a member of that team from teeball through Division 1 until the time she is no longer eligible because of age or if the girl requests that her name again be placed into the blind draw for placement on another team at the beginning of the next season. Replacements for the following year for any given team will again be determined by a blind draw. However, the Board of Directors has the authority to redistribute girls to maintain age balance in that division, if it becomes necessary because of expansion teams; First year Division 2 and Division 3 will enter draw pull unless team is coached by parent.
f. Upon notification to the Manager of a team by a player that she is leaving the team, the Manager must notify the Player Agent within one week. The first girl on the waiting list for that division will replace that girl;
g. It is the responsibility of the team Manager to turn in all equipment to the Equipment Manager at the end of League play.
The above may be modified as deemed necessary by the Board of Directors.
Section 3 Roster:
Minimum: 10 players
Maximum: 12 players
The above limits may be modified as deemed necessary by the Board of Directors.
Section 4 Player Substitution:
a. All girls assigned to a team roster must play at least every other inning;
b. The team Manager has the prerogative of not playing a player for reasons of un-excused absences from practices or games or because of other disciplinary action. The player's manager will notify the opposing manager and umpire of such action before play begins.
c. The Team Manager has the perrogative of removing a player from the game after the play has started regardless of innings played, if the player exhibits unsportsmanlike conduct or because of intentional ineffective play. A player may not, however, be removed from a game because of unintentional ineffective play;
d. Players missing more than three games may be subject to removal from the team roster at the recommendation of the Team Manager and approval of the Board of Directors;
e. Team Managers shall be held responsible for the conduct and control of the players and coaches on their team. There will be zero tolerance for any unsportsmanlike conduct. The Board of Directors will determine disciplinary action;
f. Official protests must be made to the umpire at the game, before the next pitch, and noted in the scorebook. A written protest must be submitted to any Board member within 48 hours. The protest board must rule on the protest within 72 hours of receipt of the official written protest.
g. A $20.00 Protest Fee will be charged with each protest. The fee is refundable if the protest is won;
h. If two officials are scheduled, and only one appears, the game will be played with one umpire. If one official is scheduled, and no official appear, the game will not be recorded as an official game and must be rescheduled.
Section 5 Final Team Standing
a. In each division, there will only be one 1st place team and one 2nd place team for all season after all regular games have been played;
b. In the event of a tie, there will be one play off game to determine 1st place and 2nd place final team standings.
Section 6 All-Star Selection:
a. The manager of the first place team in each division will have first choice for the All Star manager position upon board approval.
b. The All-Star Manager may select up to two registered coaches or managers from the League which must be approved by Board of Directors;
c. Each division team manager will select 5 (five) players from their team to tryout for the All Star team. Alternates will be selected from the tryouts.
d. A total of 13(thirteen) players will be selected as All-Stars from the tryouts, by a collective vote of Division Managers.
e. In addition, the All-Star Manager may select two alternate players from the candidates, in Part C, above;
f. The Board of Directors reserves the right to nominate girls for the All-Star Team;
g. Any player chosen as an All-Star must agree to fulfill her obligation as a League Representative for the entire All-Star season (other than illness or a family emergency). Failure to fulfill the above obligation, or to notify the League of extenuating circumstances, may result in that player being declared ineligible for All-Star selection the following season;
h. Ponytail: 1 All-Star team
10 and under: can have 2 All-Star teams
12 and under: can have 2 All-Star teams
14 and under: 1 All-Star team
16 and under: 1 All-Star team
i. Absolutely no alcoholic beverages will be tolerated at tournament play. Discipline will be at the discretion of the Board;
j. Finances – All-Star teams must submit a budget for fund-raisers. All funds must be expensed for the team. Any funds remaining must be turned over to the League;
k. No separate All-Star account and all monies must go through SMGS Inc. Treasurer;
l. SMGS Inc. colors only! (Red, Black, White and Gray).
ARTICLE XI - AFFILlATION, SUPERVISION OF
Section 1 Affiliation Santa Maria Girls Softball Inc. is a self-governed affiliate, supervised by the Santa Maria Recreation and Parks Department, under the direction of the Sports Supervisor.
ARTICLE XII -FINANCING AND ACCOUNTING
Section 1 The Board of Directors shall decide all matters pertaining to the finances of the League and shall place all income into a common League Treasury, directing the expenditure of same.
Section 2 The Board shall not permit the solicitation of funds in the name of Santa Maria Girls Softball Inc. unless all of the funds raised are placed into the League Treasury. All funds donated for a specific use, however, shall be utilized for that use only, provided that use exists. This accountability shall also pertain to funds raised for All-Star competition.
Section 3 The Board shall not permit the disbursement of league funds for other than the conduct of Santa Maria Girls Softball League activities, unless specified by the Board of Directors.
Section 4 Upon dissolution of the League, and after all outstanding debts and claims have been satisfied, the members shall distribute the property of the League to such other organization or organizations herein, which are or may be entitled to exception under Section 501 (c) of the Internal Revenue Code or any future corresponding provision.
ARTICLE XIII – AMENDMENTS
This Constitution and By-Laws may be amended, repealed or altered in whole or in part by majority vote of the General Members at any duly organized meeting of the General members, providing notice of the proposed change is included with the notice of such meeting. Notification will be performed by mailings, newsletter, newspaper notices (sports or classified sections) or any combination thereof. Newspaper notices shall appear for a minimum of three days.
SMGS LEAGUE PRACTICE GUIDELlNES
Due to the limited number of practice fields, fields probably need to be shared. Let's cooperate by using the following guidelines:
a. Fields will be used on a first-come, first-serve basis. First come does not mean a couple of players and a parent sitting on a field to "hold it" for the rest of the team. This means a registered manager or coach with equipment and some team members.
b. If a team is on a field and another team arrives, the first team should use the infield for another 45 minutes and then move on to give the other team a chance to use the infield.
The League has no established limit to weekly practice hours for a team, but please be aware of the fact that girls do have schoolwork and possibly other commitments.
The League does discourage Sunday practices. With other practices and games, Sunday is the only day many families have "off". Also some families are very religious and have church commitments that will not allow a child to make practices on Sundays. If there has been a lot of inclement weather and you need to practice on a Sunday, this is acceptable. If a manager can only make Sunday practices, please consider letting coaches run practices on other days.

• In the absence of the President, the Vice President Operations shall be the chief officer of The League.
• Shall be the presiding officer at the post-registration managers meeting and provide a list of league regulations and constraints.
• Shall have overall responsibility for coordinationg the operational activities of The League, including fields and schedules, equipment, and scorekeepers.
• Shall coordinate all activities with the President.
Vice President Administration:
• In the absence of both the President and Vice President Operations, the Vice President Administration shall be the chief officer of The League.
• Shall have overall responsibility for coordination the administration activities of The League, including player registration, team pictures, sponsors, and publicity.
• Shall be the presiding officer of any Ways and Means Committee formed for special fundraising projects.
• Shall coordinate all activities with the President.
• Shall coordinate and supervise all tournaments,
• Shall be responsible for securing/coordinating/umpires.
Section 6 Equipment Manager:
The Equipment Manager shall have the following responsibilities:
Procurement, inventory and upkeep of all league equipment and control thereof;
Set up a procurement system to assure the best equipment at the lowest price to the League;
Submit to the Board of Directors a budget of equipment requirements for the playing season, no later than one week following final player registration;
Disburse necessary equipment and uniforms to team managers prior to start of League play and retrieve all equipment from team managers upon completion of League play and prior to the annual election meeting.
Section 7 Player Agents:
The Player Agents shall have the following responsibilities:
Maintain all records pertaining to player members and team rosters in their respective divisions;
Be the presiding officer at the registration and player selection meetings;
Prepare official team rosters and submit to each team manager in their respective divisions;
Set up the Registration Day program and advise registrants of the schedule to be followed;
Shall serve on any Protest Board.
Scheduling games.
Section 8 Field Coordinator:
The Field Coordinator shall have the following responsibilities:
Scheduling Games with Player Agent
Practice Fields;
Field Prep during regular season, mid season, and tournaments;
Shall appoint help as necessary to operate efficiently, i.e. for field prep during regular season and tournaments.
Section 9 Publicity Chief:
The Publicity Chief shall have the following responsibilities:
Be the principal officer for League publicity;
Publish and update League standings;
Collect all sponsorships;
Ensure all sponsors are furnished playing schedules of their respective teams and receive sponsorship recognition.
All Star and Tournament Bracketing;
Section 10 Secretary:
The Secretary shall have the following responsibilities:
Give notice of meeting to members of the Board of Directors;
Keep and record minutes of meetings;
Handle all correspondence to and from the League;
Will ensure availability of financial records.
Section 11 Treasurer:
The Treasurer shall have the following responsibilities:
Be responsible for safekeeping of all league monies;
Keep all financial records of the league and submit to league Secretary;
Maintain accurate budget requirements and expenditures and advise the Board of Directors of same.
Section 12 Auxiliary Chairperson:
The Auxiliary Chairperson shall have the following responsibilities:
Supervise all activities of the League's auxiliary (including the snack bar when applicable);
Appoint as many subcommittee chairpersons as necessary to operate efficiently;
Act as the head team parent and coordinate the activities of the team parents;
Any other duties as assigned.
Section 13 Fund Raiser:
The Fund Raiser shall have the following responsibilities:
Be the presiding officer of any Ways and Means committee formed for special fundraising projects;
Coordinate all activities with the Board of Directors;
Will be responsible for Ordering and distribution coordination of league souvenirs. i.e. t-shirts, pins and trophies.
Section 14 Out-of-Area Representatives: (When applicable)
The Out-of-Area Representatives shall have the following responsibilities:
Coordinate all activities with the Board of Directors;
Acquire sponsors in their respective areas;
Coordinate all fund raising activities with the League Fund Raiser;
Collecting their respective area's team equipment and returning same to the League Equipment Manager at the end of the season.
Section 15 Other Duties:
All officers shall have other responsibilities and duties as may be prescribed by the Board of Directors.
ARTICLE IX - OPERATING PROCEDURES
Section 1 Operating Procedures - Pre-Season:
Player Signings:
a. Registration, of players shall take place on the date(s) designated by the Board of Directors and will be done by the Board for all players residing both inside and outside League boundaries. Sufficient publicity shall be given to assure all prospective players are notified;
b. Players signing up after the close of registration shall be placed on a waiting list and will be placed on a team, as vacancies become open other special cases will be considered by the Board of Directors who will make the final determination;
c. Age limitations for playing members will be as follows:
T-Ball (instructional) 5 - 6 years of age
Pony Tail 7 - 8 years of age
Division I 9 - 10 years or age
Division II 11 - 12 years of age
Division III 13 - 16 years of age
Age determination is based on age as of January 1 of the current year. New players shall submit her birth certificate for age verification.
d. The Board of Directors shall set dates each season for:
1. Registration of Players
2. Post-registration Managers' meeting
3. Division I through III team player selection
4. Opening Day
5. Awards Banquet
6. Annual Meeting
ARTICLE X - TEAM MANAGER, COACHES and PLAYER SELECTION
Section 1 Team Manager and Coaches:
a. Team Managers will be selected and approved by the Board of Directors following final registration of players; All team managers must be ACE certified for the current year teams, ages 10 and under.
b. Team Coaches will be selected by the Team Managers and approved by the Board of Directors. Any Coach under the age of 16 must be approved by the Board of Directors. All managers and coaches must submit a completed Coaches-Managers Application to the Board prior to the beginning of the season; All coaches must be ACE certified for the current year teams, ages 10 and under.
c. Any Manager or Coach who is also an official Umpire will not officiate at any game within their own division.
d. Team Managers and Coaches must participate during the season. They must notify the Player Agent if unable to attend games.
e. Team Manager is allowed to coach only 1 team at a time.
Section 2 Player Selection and Teams:
a. Returning players that request to be placed on the same team will be given first priority provided the girl played for that team the previous season;
b. Late registrations will be handled per Article IX, Section 1 b;
c. The Board may make any special decisions on players or team rosters as needed;
d. The daughter(s) of team Managers and one team Coach will have the option to be assigned to the team managed or coached by the parent if she is eligible in that division. Any sisters who are eligible in the same division will be placed on the same team if they so desire.
e. A girl assigned to a team becomes a member of that team from teeball through Division 1 until the time she is no longer eligible because of age or if the girl requests that her name again be placed into the blind draw for placement on another team at the beginning of the next season. Replacements for the following year for any given team will again be determined by a blind draw. However, the Board of Directors has the authority to redistribute girls to maintain age balance in that division, if it becomes necessary because of expansion teams; First year Division 2 and Division 3 will enter draw pull unless team is coached by parent.
f. Upon notification to the Manager of a team by a player that she is leaving the team, the Manager must notify the Player Agent within one week. The first girl on the waiting list for that division will replace that girl;
g. It is the responsibility of the team Manager to turn in all equipment to the Equipment Manager at the end of League play.
The above may be modified as deemed necessary by the Board of Directors.
Section 3 Roster:
Minimum: 10 players
Maximum: 12 players
The above limits may be modified as deemed necessary by the Board of Directors.
Section 4 Player Substitution:
a. All girls assigned to a team roster must play at least every other inning;
b. The team Manager has the prerogative of not playing a player for reasons of un-excused absences from practices or games or because of other disciplinary action. The player's manager will notify the opposing manager and umpire of such action before play begins.
c. The Team Manager has the perrogative of removing a player from the game after the play has started regardless of innings played, if the player exhibits unsportsmanlike conduct or because of intentional ineffective play. A player may not, however, be removed from a game because of unintentional ineffective play;
d. Players missing more than three games may be subject to removal from the team roster at the recommendation of the Team Manager and approval of the Board of Directors;
e. Team Managers shall be held responsible for the conduct and control of the players and coaches on their team. There will be zero tolerance for any unsportsmanlike conduct. The Board of Directors will determine disciplinary action;
f. Official protests must be made to the umpire at the game, before the next pitch, and noted in the scorebook. A written protest must be submitted to any Board member within 48 hours. The protest board must rule on the protest within 72 hours of receipt of the official written protest.
g. A $20.00 Protest Fee will be charged with each protest. The fee is refundable if the protest is won;
h. If two officials are scheduled, and only one appears, the game will be played with one umpire. If one official is scheduled, and no official appear, the game will not be recorded as an official game and must be rescheduled.
Section 5 Final Team Standing
a. In each division, there will only be one 1st place team and one 2nd place team for all season after all regular games have been played;
b. In the event of a tie, there will be one play off game to determine 1st place and 2nd place final team standings.
Section 6 All-Star Selection:
a. The manager of the first place team in each division will have first choice for the All Star manager position upon board approval.
b. The All-Star Manager may select up to two registered coaches or managers from the League which must be approved by Board of Directors;
c. Each division team manager will select 5 (five) players from their team to tryout for the All Star team. Alternates will be selected from the tryouts.
d. A total of 13(thirteen) players will be selected as All-Stars from the tryouts, by a collective vote of Division Managers.
e. In addition, the All-Star Manager may select two alternate players from the candidates, in Part C, above;
f. The Board of Directors reserves the right to nominate girls for the All-Star Team;
g. Any player chosen as an All-Star must agree to fulfill her obligation as a League Representative for the entire All-Star season (other than illness or a family emergency). Failure to fulfill the above obligation, or to notify the League of extenuating circumstances, may result in that player being declared ineligible for All-Star selection the following season;
h. Ponytail: 1 All-Star team
10 and under: can have 2 All-Star teams
12 and under: can have 2 All-Star teams
14 and under: 1 All-Star team
16 and under: 1 All-Star team
i. Absolutely no alcoholic beverages will be tolerated at tournament play. Discipline will be at the discretion of the Board;
j. Finances – All-Star teams must submit a budget for fund-raisers. All funds must be expensed for the team. Any funds remaining must be turned over to the League;
k. No separate All-Star account and all monies must go through SMGS Inc. Treasurer;
l. SMGS Inc. colors only! (Red, Black, White and Gray).
ARTICLE XI - AFFILlATION, SUPERVISION OF
Section 1 Affiliation Santa Maria Girls Softball Inc. is a self-governed affiliate, supervised by the Santa Maria Recreation and Parks Department, under the direction of the Sports Supervisor.
ARTICLE XII -FINANCING AND ACCOUNTING
Section 1 The Board of Directors shall decide all matters pertaining to the finances of the League and shall place all income into a common League Treasury, directing the expenditure of same.
Section 2 The Board shall not permit the solicitation of funds in the name of Santa Maria Girls Softball Inc. unless all of the funds raised are placed into the League Treasury. All funds donated for a specific use, however, shall be utilized for that use only, provided that use exists. This accountability shall also pertain to funds raised for All-Star competition.
Section 3 The Board shall not permit the disbursement of league funds for other than the conduct of Santa Maria Girls Softball League activities, unless specified by the Board of Directors.
Section 4 Upon dissolution of the League, and after all outstanding debts and claims have been satisfied, the members shall distribute the property of the League to such other organization or organizations herein, which are or may be entitled to exception under Section 501 (c) of the Internal Revenue Code or any future corresponding provision.
ARTICLE XIII – AMENDMENTS
This Constitution and By-Laws may be amended, repealed or altered in whole or in part by majority vote of the General Members at any duly organized meeting of the General members, providing notice of the proposed change is included with the notice of such meeting. Notification will be performed by mailings, newsletter, newspaper notices (sports or classified sections) or any combination thereof. Newspaper notices shall appear for a minimum of three days.
SMGS LEAGUE PRACTICE GUIDELlNES
Due to the limited number of practice fields, fields probably need to be shared. Let's cooperate by using the following guidelines:
a. Fields will be used on a first-come, first-serve basis. First come does not mean a couple of players and a parent sitting on a field to "hold it" for the rest of the team. This means a registered manager or coach with equipment and some team members.
b. If a team is on a field and another team arrives, the first team should use the infield for another 45 minutes and then move on to give the other team a chance to use the infield.
The League has no established limit to weekly practice hours for a team, but please be aware of the fact that girls do have schoolwork and possibly other commitments.
The League does discourage Sunday practices. With other practices and games, Sunday is the only day many families have "off". Also some families are very religious and have church commitments that will not allow a child to make practices on Sundays. If there has been a lot of inclement weather and you need to practice on a Sunday, this is acceptable. If a manager can only make Sunday practices, please consider letting coaches run practices on other days.

a. DIVISIONS 2 & 3: HOT PLATE runners may steal home
b. DIVISION 1: COLD PLATE runners cannot steal home. No dropped third strike.
1. 1st half of season: runners will only be allowed to steal one base per pitch. Person attempting to steal MAY NOT ADVANCE to the next base on an overthrow by the defensive team. Pick off plays not included.
2. 2nd half of season or last round: HOME PLATE STILL COLD. Runners attempted to steal may advance at own risk and may advance on overthrows. Pick off plays allowed.
3. PONYTAIL: After the pitcher has thrown ball four, the manager or coach will pitch TWO pitches to the batter. It must be the same person from start to finish of the game. If the ball hits that adult pitcher the batter is out THREE STRIKES APPLY. This will apply to 1st Half of Season. No stealing of any base. 2nd Half of Season pitcher will pitch 4 balls to batter only, three strikes batter is out. Stealing is legal one base at a time.
TEE-BALL: 3 pitches only. (OPTIONAL)

2. 2nd half of season: a pitcher may pitch a maximum of 5 innings per game.
EXAMPLE: Manager may break up innings pitched as long as no pitcher pitches more than 4 innings (5 innings in 2nd half). Starting pitcher pitches 2 innings next pitcher pitches 2 innings third pitches 2 innings, then starting pitcher pitches last innings.
3. Once a pitcher has been removed because of injury she may not return to pitch during that game, but may play another position on the field.
b. Divisions 1: All the above rules that apply, except that the innings pitched will be 5 for the 1st half and 6 for the 2nd half of season.
c. Division 2 & 3: There is no restriction for innings pitched.
d. PENALTY: Willful violations of the pitching rules will result in that game being called and a forfeit recorded.
SECTION 5: GAME TIME LIMITATIONS
a. T-Ball: 1 hour and 10 minutes or 6 innings which ever occurs first.
b. PONYTAIL & DIVISION 1: 90 minutes (1 hour - 30 minutes) - Drop Dead.

d. Ponytail, Division 1, 2 & 3 drop dead at 1:30 minutes will revert back to last complete inning. A new inning should not be started after 1 hour and 20 minutes. Upon umpire discretion.

The home team will provide game ball.
The home team is listed 2nd on the schedule.

SECTION 10: LINE UP
a. TEE-BALL: all girls play defense.
b. PONYTAIL: shall play 10 defensive players.
c. DIVISION 1&2: shall play with 10 defensive players at a time. The 10th player shall play as a roving out fielder on grass area, not anywhere on the dirt.
d. DIVISION 3: shall play 10 defensive players (ASA rules 9).
e. BATTING: shall be continuous batting order.
f. LATE PLAYERS: If for some reason a player is going to be late to a game with prior knowledge to the manager, said player may be inserted to the game upon arrival. After proper warm up prior to the start of the game, the manager or coach must notify the opposing manager and the umpire. Her name must be inserted at the bottom of the line up.
SECTION 11: FORFEITURE
No game shall be postponed due to the inability of a team to field more than 8 players. If a team can not field 8 players with 10 minutes after scheduled game time, that team will be declared the loser by the umpire.
SECTION 12: OFFICIAL GAME
a. Any team in violation of section 10 of the playing rules of the league will forfeit the game in which that infraction occurs.
b. If standing are tied at end of each half, a playoff game will be played. N/A 2007 Season
c. Time limits WILL BE UPHELD. Games will revert back to last inning, ties count.
d. Tie breakers to be determined by International Tiebreaker rule if time permits.
e. No game will be played unless an official umpire is present to officiate the game.
SECTION 13: RESCHEDULED GAMES
When the board reschedules a game (rain or field problems) both managers must be able to make the game.
SECTION 14: BATTING RULES
TEE-BALL: All girls bat in an inning.
All divisions shall bat all girls every game in a continuous batting order. Substitutions in the field will be made in accordance with section 10, line-up.
SECTION 15: PRE-GAME DUTIES
a. Line-ups are to be submitted to the official scorekeeper 10 minutes prior to schedule game time.
b. If a player is not playing the game for some reason, the reason must be explained in writing on the line-up sheet.
c. All player changes or substitutions will be given to the official scorekeeper, who is the home team.
d. A period of 5 minutes, per team has been allotted for field warm up prior to the game if time and umpire allow, with visiting team taking the field first (please stay off chalk lines).
e. Teams must start at game time if at least 8 players from each team are present. Players constitute a legal team.
f. Team cheering and chatter will be allowed. No verbal abuse may de directed at any individual by name or position. Good sportsmanship from coaches, players, and spectators are expected. The umpire has the authority to stop any chatter or cheering, official decision is final.
g. Coaches and managers are asked to keep the games moving since the games are cut off at 1 hour and 30 minutes. Please put back your bases for the adults at the end of your weekday games. PITCHER/CATCHER RULE APPLIES IN OUR LEAGUE.
h. Only a manager or coach may ask to approach an umpire to discuss a rule: THE UMPIRE DOES NOT HAVE TO GRANT A DISCUSSION (BE COURTEOUS).
i. Visiting team is in charge of score booth. N/A
SECTION 16: PRACTICE & GAME INFORMATION
a. Players are expected to notify their manager or coach when they can not come to a game or practice. Coaches and managers are also to notify their players of practice, games, and team meeting, or any changes in time or cancellation of any of these.
b. Hair accessories MAY NOT be worn by players while playing. This does not include scrunchies or rubber bands. NO METAL HAIR CLIPS AT ALL.
c. PLAYERS WILL REMOVE ALL JEWELRY DURING PRACTICE & GAMES.
d. Coaches are responsible for all player actions when they are asked to be dropped off early.
e. Girls must wear protective equipment at practices and games. This includes during practice, warm-ups between innings, on sideline, etc. ALL DIVISIONS, ANY PLAYERS. (T-Ball-Face Mask & Helmet with chin strap)
f. Catchers must wear face mask, chest protector, and shin guards, during a game. Including the five arm-up pitches between innings.
g. All players must wear a glove. Catchers and first basemen may wear mitts.
h. In Ponytail, bunting is allowed off a pitcher only.
i. Playing shoes: only rubber or plastic cleats and tennis shoes or non-cleated rubber soled athletic shoes will be allowed on the playing field. NO SANDALS OR THONGS will be allowed at practices or games.
j. Base coaches must be a registered manager, coach or team parent and must remain in the coaching box while coaching the bases.
k. Bats and all softball equipment must be kept within the dugout and out of walkway.
l. Players must remain in the dugout during the entire game when they are not actually playing. Only registered players/coaches/managers are allowed in the dugout.
m. Players will be guilty of unsportsmanlike conduct for throwing a glove, bat, ball or any other forceful action because of an official (Umpire’s) decision. This may result in disciplinary action taken against the player.
n. Players will not wear League issued uniforms to practice games. Penalty: Forfeiture of the following game.
o. Practice games with outside league teams must have board approval.
p. Additional over garments may be worn by any player due to adverse weather conditions (contingent upon consent of both managers and the umpire).

c. DIVISION 1&2: shall play with 10 defensive players at a time. The 10th player shall play as a roving out fielder on grass area, not anywhere on the dirt.
d. DIVISION 3: shall play 10 defensive players (ASA rules 9).
e. BATTING: shall be continuous batting order.
f. LATE PLAYERS: If for some reason a player is going to be late to a game with prior knowledge to the manager, said player may be inserted to the game upon arrival. After proper warm up prior to the start of the game, the manager or coach must notify the opposing manager and the umpire. Her name must be inserted at the bottom of the line up.
SECTION 11: FORFEITURE
No game shall be postponed due to the inability of a team to field more than 8 players. If a team can not field 8 players with 10 minutes after scheduled game time, that team will be declared the loser by the umpire.
SECTION 12: OFFICIAL GAME
a. Any team in violation of section 10 of the playing rules of the league will forfeit the game in which that infraction occurs.
b. If standing are tied at end of each half, a playoff game will be played. N/A 2007 Season
c. Time limits WILL BE UPHELD. Games will revert back to last inning, ties count.
d. Tie breakers to be determined by International Tiebreaker rule if time permits.
e. No game will be played unless an official umpire is present to officiate the game.
SECTION 13: RESCHEDULED GAMES
When the board reschedules a game (rain or field problems) both managers must be able to make the game.
SECTION 14: BATTING RULES
TEE-BALL: All girls bat in an inning.
All divisions shall bat all girls every game in a continuous batting order. Substitutions in the field will be made in accordance with section 10, line-up.
SECTION 15: PRE-GAME DUTIES
a. Line-ups are to be submitted to the official scorekeeper 10 minutes prior to schedule game time.
b. If a player is not playing the game for some reason, the reason must be explained in writing on the line-up sheet.
c. All player changes or substitutions will be given to the official scorekeeper, who is the home team.
d. A period of 5 minutes, per team has been allotted for field warm up prior to the game if time and umpire allow, with visiting team taking the field first (please stay off chalk lines).
e. Teams must start at game time if at least 8 players from each team are present. Players constitute a legal team.
f. Team cheering and chatter will be allowed. No verbal abuse may de directed at any individual by name or position. Good sportsmanship from coaches, players, and spectators are expected. The umpire has the authority to stop any chatter or cheering, official decision is final.
g. Coaches and managers are asked to keep the games moving since the games are cut off at 1 hour and 30 minutes. Please put back your bases for the adults at the end of your weekday games. PITCHER/CATCHER RULE APPLIES IN OUR LEAGUE.
h. Only a manager or coach may ask to approach an umpire to discuss a rule: THE UMPIRE DOES NOT HAVE TO GRANT A DISCUSSION (BE COURTEOUS).
i. Visiting team is in charge of score booth. N/A
SECTION 16: PRACTICE & GAME INFORMATION
a. Players are expected to notify their manager or coach when they can not come to a game or practice. Coaches and managers are also to notify their players of practice, games, and team meeting, or any changes in time or cancellation of any of these.
b. Hair accessories MAY NOT be worn by players while playing. This does not include scrunchies or rubber bands. NO METAL HAIR CLIPS AT ALL.
c. PLAYERS WILL REMOVE ALL JEWELRY DURING PRACTICE & GAMES.
d. Coaches are responsible for all player actions when they are asked to be dropped off early.
e. Girls must wear protective equipment at practices and games. This includes during practice, warm-ups between innings, on sideline, etc. ALL DIVISIONS, ANY PLAYERS. (T-Ball-Face Mask & Helmet with chin strap)
f. Catchers must wear face mask, chest protector, and shin guards, during a game. Including the five arm-up pitches between innings.
g. All players must wear a glove. Catchers and first basemen may wear mitts.
h. In Ponytail, bunting is allowed off a pitcher only.
i. Playing shoes: only rubber or plastic cleats and tennis shoes or non-cleated rubber soled athletic shoes will be allowed on the playing field. NO SANDALS OR THONGS will be allowed at practices or games.
j. Base coaches must be a registered manager, coach or team parent and must remain in the coaching box while coaching the bases.
k. Bats and all softball equipment must be kept within the dugout and out of walkway.
l. Players must remain in the dugout during the entire game when they are not actually playing. Only registered players/coaches/managers are allowed in the dugout.
m. Players will be guilty of unsportsmanlike conduct for throwing a glove, bat, ball or any other forceful action because of an official (Umpire’s) decision. This may result in disciplinary action taken against the player.
n. Players will not wear League issued uniforms to practice games. Penalty: Forfeiture of the following game.
o. Practice games with outside league teams must have board approval.
p. Additional over garments may be worn by any player due to adverse weather conditions (contingent upon consent of both managers and the umpire).
